direction northbound. a look at drive times. tracy into dublin slow. 53 minutes. i suggest ace train. both 1 and 3 on time. antioch into concord, that's just flipping up to a yellow. slowing westbound 4. into san francisco from marin county, a nice smooth shot all the way across the golden gate bridge. breaking news we've been tracking from san jose. a neighborhood there surrounded. i want to show you this new video from overnight into the abc 7 newsroom. you can see there were heavily armed police there. you see they are surrounding a home. this is in the area of hunkin drive in south san jose. you saw a k-9 unit there. they go into that home and eventually are able to arrest a suspect as they take the person away in handcuffs. unclear at this point what led up to the situation. we do know that one person is in custody this morning.

we are working with san jose police to find out any additi additional information. i will pass that along. back to you. >> thank you, jessica. supporters of net neutrality say you'll see a whole lot of this if the fcc votes it repeal the regulation this morning. no matter what you think about the issue it will affect just about all of this. >> a news conference is already planned for after the vote. good morning, matt. >> reporter: good morning, natasha and reggie. later this morning santa clara county leaders will be speaking out about this expected repeal. also today across the bay area and the u.s. planned protests about this ruling. so what does this exactly mean for you, the consumer who is using the internet? net neutral, the open internet, is the principle that internet service providers treat all content equally that means you can load every website, video, et cetera, equally regardless where the content is hosted. today the fcc is expected to

repeal net neutrality which would mean companies like at&t and comcast will be allowed to block or slow internet traffic. that means internet providers in theory could charge you extra to access seven platforms like social media or video streaming websites. so you're not going to see anything right away obviously. >> it's not like tomorrow a switch will flip. long term you might see different packages. your current internet package won't exist anymore. >> reporter: the fcc chair calls the criticism against the plan hysteria and said the fcc is closing the divide. most of the big tech companies such as google, facebook, twitter and amazon have come out in favor of net neutrality. at&t and verizon support an open internet but do not support the current fcc regulations. the hearing starts at 7:30 this morning. reporting live in san jose, matt keller, abc 7 news. it is 6:03 now. we are live in san francisco city hall as the memorial

continues to grow for the late mayor ed lee. we now know the city's plan to honor him. mayor lee's body will lie in state in the rotunda of city hall from 8:00 a.m. to 7:00 p.m. tomorrow. the public will be allowed to pay their respects to the mayor. a memorial celebration will be held at 3:00 p.m. sunday at city hall. many dignitaries are expected to attend the service open to the public. as the city heals from the loss of the mayor, june's special election and who may be his successor. >> acting mayor london breed says her main focus is to keep the city running as smoothly as possible. she did not say whether she would run for mayor next year. only one candidate has emerged and that is former state senator mark leno who faces an election sooner than he expected. >> i was planning on another two years of campaigning. now it will be a mere six months. all of the work i've been doing this past year i think is even more beneficial. >> other potential candidates assemblyman david chu who

unsuccessfully ran in 2011, supervisor jane kim who ran for state senate but lost, city attorney done herrera and supervisor mark farrell. california state senate has released records -- >> the california state senate has released records of its sexual harassment investigation at the capitol. records reveal 13 cases over the past ten years. six accusers were removed from their jobs in the senate and forced to sign a no rehire clause while records reveal the names of all the accusers, most of the names of the alleged perpetrators were concealed. california sassembly member resigned after being accused of sexual assault. he denies the claims. his accuser, pamela lopez, a sacramento lobbyist, says she wants transparency to start now at the capitol. >> so i will not be stopped and i want other women to know they do not have to be stopped either. >> records show nearly 500,000 taxpayer dollars have been spent

6:14. a resort is blaming a doctor for the sexual assault she claims took place in her villa at mill valley based in san cabo lucas. she woke up to a waiter sexually assaulting her. when she protested she said the waiter told her, quote, it's part of the service. the doctor says the resort did it not call authorities and blamed her for any possible misconduct because by booking at a villa she, quote, assumed all risks. a story that has a lot of people talking. omarosa manigault newman says she's setting the record straight how she ended her career at the white house initially reported that she confronted chief of staff john kelly at a christmas party and then was later fired and

escorted off the grounds. listen to what she told michael strahan. >> if i had confronted john kelly, a formidable person, it would garner attention from anyone in the room to at least take a picture or a video or something. the assertion i would do that in front of 600 guests at a christmas party and no one has reported that but one individual who has a personal vendetta against me. >> manigault newman was an assistant to the president and director of communications for the white house office of public liaison. however, many in the west wing say they couldn't say exactly what she did in her role. omarosa says she resigned and plans to leave her post january 20th. and coming up on "good morning america" omarosa responds to claims she tried to break into the president's private residence. that show starts at 7:00 a.m. right after abc 7. should be an interesting one.

the metering lights have been on since 5:24 this morning and that's nothing new. if you could car-pool, a better way to go. including the way the metering lights are looking at a 45-minute drive time. back to fremont, southbound 680 after scott creek. crews are out there. a little bit of slow traffic northbound as well backing up in the southbound direction to mission boulevard. they're still trying to clear that out. northbound 680 not a lot of slow traffic but debris if lanes caused an earlier accident so heads up there. b.a.r.t. now clear of any delays. 52 trains on time. 6:30 san francisco bay will be a bus. ace trains looking good. thank you, sue.

oakland hill street will remain closed after a destruck badly damaged homes. they need to figure out how to if i can the pavement, on snake near armor drive. access is not blocked but some residents may need to take a detour. the oakland a's agreed to acquire an outfielder. that wouldn't necessarily be a huge deal but a big reason it is now is because of why this trade is being made. the a's traded for steven piscotty and sent away a few minor league players. he's a bay area native, went to stanford, and the cardinals brought him here because his mom is suffering from als so, for him, being home was a priority. and that seems like certainly a classy move by all the parties involved. christmas is coming early for some boys and girls in redwood city. santa claus was out making

they pushed it out of the shoulder but very slow as you can see from mission boulevard and road work is the culprit southbound through oakland. they should be having this picked up. now they're saying by 7:00. perhaps take 580. big development news from our live desk. a blockbuster media deal official this morning. disney is acquiring a big piece of 21st century fox. it's a $52.4 billion deal. those close to the situation think this will help disney's ambitions and streaming media. by the way this acquisition does not include fox television, fox news, or fox sports. disney ceo bob iger was on "good morning america" this morning to talk about the deal. >> $52.4 billion according to the press release, that is a huge bet. why are you making it? >> well, we're making it because this gives us the ability to marry the great content of fox

with the great content of disney. it gives us a much larger international footprint, and it enables us to use cutting edge technology to reach consumers in far more compelling ways. we know how important that is in today's world. >> bob iger will continue as ceo and chairman through 2021. disney is the parent company of abc 7. by the way, reggie and natasha, i want to note this deal gives disney the portfolio of things like x-men, avatar, the simpsons so a pretty big deal. this morning parents and teachers are wondering what and who will be cut after oakland schools approve a major budget slashing. >> the district is in a desperate place financially and needs to slash $9 million. amy hollyfield is live for us in the newsroom. amy? >> reporter: people are angry. listen to the protests at last night's meeting.

but cuts are coming. $9 million worth. administrators say most of the cuts will happen at the central office but the classrooms will be hit. schools will have to shave $3.8 million. parents and teachers are very upset but administrators say they don't have a choice. >> i want to once again underscore that we're at this point of having to do a mid-year adjustment as opposed to waiting until next year because we do not have a reserve as a district. >> last year they went over by $10 million what they budgeted, and that put us in this situation. it's administrative costs, adults making bad errors in this district. it's the children that have to pay. >> reporter: they haven't said how this will be spread out among the schools but the principals will decide what to cut at their schools. it could come down to not even being able to buy paper and pencils. as one student said, they are using 10-year-old history books

and ask how can you cut an education? students say they're hoping this is the last time they have to deal with this. live in the newsroom, amy hollyfield, abc 7 news. san francisco preparing to honor the late mayor ed lee. >> we are live outside san francisco city hall this morning, and this is the memorial that continues to grow for him. mayor lee will lie in state in the rotunda at city hall from 8:00 a.m. to 7:00 p.m. the public will be allowed to pay respect to the mayor who died early tuesday after suffering a heart attack. a memorial celebration will happen at 3:00 p.m. sunday at city hall. many dig taries are expected to attend. >> london breed attended an event to announce a gun buyback program and made it clear she is working to take care of the city following mayor ed lee's death to keep it running as it should. >> the police will be out there. the fire department will be there. the buses will run. the potholes will get fixed if

you call 311. >> breed says it's too early to say if she will run for mayor but believes her knowledge of what the city needs makes her uniquely qualified and prepared to step into the job. contract talks between the city of oakland and its two largest labor unions are set to resume monday. that comes as city leaders announce a deal with two other unions. neither was involved in that seven-day strike that ended monday. the cmea accepted the same wage proposal offered to the striking workers, so that includes a 4% raise for the current year and a 1% raise in 2019 that could be doubled depending on city revenues. this morning the state utilities commission is scheduled to consider new fire safety rules that could force pg&e and other utility companies to change how they install equipment. it would affect the location of lines and poles, how close they can be to plants, and how on they need to be inspected. regulators were concerned after wildfires in the north bay and other areas of the state. they say the changes would be

expensive and would cost you. it would allow them to raise rates. one of the most stubborn wildfires, the rye fire, is completely contained this morning. that leaves four active fires that crews are still battling to control. the biggest is the thomas fire burning in ventura and santa barbara counties. just about ten minutes ago cal fire said the thomas fire is 30% contained. it's burned more than 242,000 acres. firefighters are trying to get ahead of the flames by taking advantage of the relatively calm winds. that fire has already destroyed more than 700 homes. the thomas fire is threatening the largest avocado producer in the country. a statement says 14 farm worker housing units have burned and there was a brief power outage at the packing house. the company does not expect the fire and wind damage to have a significant impact on their operations. in accuweather this morning

we have some issues out there this early thursday morning. take a look at the bay bridge toll plaza -- actually the upper deck, the span heading into san francisco. it's moving nicely with a few brake lights at the turn. otherwise you're looking good. delays at the toll plaza because metering lights were turned on. some slow traffic still remains from fremont into milpitas. we've had this problem for quite some time t. has been pushed over to the shoulder. looky-lous. take 880 to avoid the delay. southbound 880 due to road work that is late picking up. chp has requested caltrans to see if the big rig can use 580. we will come back in just a few minutes. sue, thank you. 6:38 now. senate and house republican leaders have unveiled a compromise tax bill and are rushing to get it to president trump now. the president says he wants to see the tax bill on his desk for a signature before the end of the year. americans will see benefits very soon. gop lawmakers are aiming to vote

on a final version next week. the house and senate have agreed to drop the corporate tax rate from 35% to 21%, cap the mortgage interest rate deduction at $750,000. repeal the obamacare mandate and lower the top individual tax rate from 39% to 37%. a new analysis predicts it could add more than $1.5 trillion to the nation's debt. >> the public knows about this bill. they don't know all the details but they smell what's going on. tax cuts for the wealthiest, no help for so many in the middle class. >> reporter: defensem >> democrats are pushing to hold off on the vote until doug jones is sworn in. senator dianne feinstein is asking i.c.e. to investigate the conditions tore detainees at west contra costa county jail in richmond. "the chronicle" reports several federal detainees have complained. they're not allowed to use the

bathrooms. more than 200 immigrants are held in the west county detention facility. feinstein wrote a letter saying it's been reported the conditions are so deplorable the detainees are requesting deportation over pursuing claims in immigration court. drinking, smoking, and drug use has declined, however, university of michigan researchers say the percentage of teens using marijuana is on the rise. which could be the start an upswing in pot use. monitoring the future report found marijuana use increased to more than 37%. that's up 1.5% from last year. in addition only 14% of high school seniors see great risk in smoking marijuana every once in a while, the lowest number since 1979. the survey shows that nearly 28% of 12th graders reported vaping in the past year. roy moore will not go quietly. the alabama republican is refusing to concede. the message he says he has for
