live where you live, this is abc 7 news. >> net neutrality is dead. in a move that could have major implications for silicon valley and the rest of us consumers. the fcc just ruled within the last hour the internet as we know it is no longer. thanks for joining us, i'm reggie aqui. kristen sze will be in later today. the vote was 3-23 ma, made alon party lines. already silicon valley companies are predicting this will end up in court. it means all site and all content do not have to be treated equally. right before the vote, some drama, the meeting was abruptly halted and the room evacuated because of what the commission said was a security issue.

the fcc hasn't released anymore many details about that. net neutrality rules were proposed in 2015, providing providers from slowing down, blocking or charges for more dlivery of particular internet content. all of that is now out the door. the fcc chair says broadband providers will have stronger incentives to build -- and ending the rules will lead to a free and more open internet. >> for those of you out there that are fear fful what tomorro night bring, take a deep breath. this decision will not break the internet. >> this decision puts the federal communications commission on the wrong side of history. the wrong side of the law. and the wrong side of the american public. >> today's decision clears the way for internet service companies to charge users more to see certain content. government leaders in the heart of silicon valley are now reacting to the rule change that could deeply affect their constituents. abc news reporter matt keller is

live for us now in san jose. matt? >> reporter: yeah, good morning there, reggie. leaders in santa clara county held a press conference about the repeal of net neutrality, in fact, that decision came down during the press conference. they say that decision to repeal net neutrality going to hurt the county and its residents. >> the reversal of net neutrality is arbitrary, and unjustified and it is, therefore, unlawful. >> reporter: that's county counsel james williams. he announced sant sta claia cla will file a lawsuit to challenge the repeal of net neutrality, to protect fair and open access to the internet and preserve the county's ability to provide crucial health and safety services. >> frankly, our concern is that it's a matter of our ability, as a county, to provide the resident in santa clara county with the services they need to be safe and secure. >> the sheriff's office and county residents require access

to an open and free internet to broadcast and receive vital law enforcement information. >> reporter: supervisor joe simidian says he's concerned internet service providers could block, slow or charge more for lawful content. jeff schmidt told me the county never experienced any of that before net neutrality rules were implemented two yeears ago. since then, cloud service, and access to county services so they're concerned that could change. fcc commissioners? favor of repealing the net neutrality said these rules are only two years old and hindered investment in growth. they say the regulations were heavy handed and repealing the rules will increase competition and likely improve service. as for that lawsuit, the county of santa clara is actually going to team up with stanford law school for that case. reporting live in san jose, matt keller, abc 7 news. >> matt, thank you. that segues right into what netflix is saying in response to

this decision. "we're disappointed in the decision to gut net neutrality protections that ushered in an unprecedented era of innovation, creativity and civic engagement. this tis the beginning of a longer legal battle. netflix stands with innovators large and small to oppose this misguided fcc order." now we're going to turn to the late mayor of san francisco, the public will be allowed to pay their respects to mayor ed lee beginning tomorrow. his body is going to lie in state in the city hall rotunda and memorial service is going to be held on sunday. abc 7 news reporter amy hollyfield live at city hall with preparations now under way. amy? >> reporter: hi, reggie. look behind me, they just put these cones out around the memorial that people have created here on the steps of city hall. it's an indication that they will leave this through the weekend, but they want to protect it and don't want people walking through it. the sendoff to major yor ed leel be inside city hall. starts tomorrow at 7:00 a.m.

the mayor will lie in state in the rotunda and a condolence book that well wishers can sign. people are encouraged to keep the line moving so everyone can get through it. sunday, a public memorial service. there will be 900 seats set up that will fill the rotunda. standing room only upstairs in the balcony. service is at 3:00. doors open at 2:00. they recommend you get here early. people we talked to do expect this will be a huge turnout. >> it will be a good turnout because he's a very good mayor and helped the chinese community a lot and he helped the whole city a lot. >> it's going to be big, standing room will be ate up long before it starts. yeah. it's going to be like a niners super bowl showup. yeah, watch. >> reporter: why do you think that? it. >> because of what he is, what he's done. who has he affected? everybody. he's affected, what, 80% of the people he's contacted in a positive way. >> reporter: now, the the the te

ro pun rotunda is a popular place for weddings. it will not be available for weddings tomorrow. weddings will still take place. they have a room for them but not in the rotunda tomorrow. that's where ed lee's coffin will be located. the city has not announced who will be speaking or giving the eulogy. details are still being worked out as the city prepares to say good-bye. for those who show up for the service on sunday but there's no room left inside, they will have a live broadcast of the service right across civic center plaza in the main library. so is you can head over there if city hall is full. live in san francisco, amy hollyfield, abc 7 news. >> amy, thank you. a special election for interim mayor, the interim may yorks will be held in june. acting mayor london breed did not say whether she's going to run. former state senator mark leno is the only candidate who has official lly declared for a november 2019 mayoral election so he's already been raising money. >> i was planning on another two years of campaigning, now it will be a mere six months. so all of the work that i've been doing this past year i think is even more beneficial.

>> the deadline to file official candidate papers is january 9th. other potential candidates assemblyman david chu who unsuccessfully ran for mayor in 2011, supervisor jane kim who ran for state senate but lost. city attorney dennis herrera and supervisor mark ferrell. today it became official, disney the parent company of abc 7 buying many assets of 21st century fox. that acquisition is valued at more than $52 billion. abc news reporter ariel resha has the details. >> reporter: it's the blockbuster deal creating an entertainment powerhouse. the wall street disney company, which owns abc news, announcing thursday it is acquiring most of 21st century fox for $52.4 billion in stock. the force behind "frozen." ♪ let it go, let it go "the pirates of the caribbean." and "star wars." now bringing in parts of fox's

helm in 2005, disney acquired popular creators like pixar, lucas films and marvel ushering in a new era for an entire industry. disney is expected to pull all of its content from netflix by 2019, like all acquisitions this deal will be subject to approval. arkts abc news, new york. a sentencing day set for a man convicted of a firearms charge in the death of kate steinle. jose garcia zarate was found guilty of being a felon in po te possession of a firearm. garcia zarate's lawyers also file add motion for a new trial to get that conviction thrown out. kate steinle was killed by a gunshot while walking on a san francisco pier in 2015. parents and teachers are wubdering what and who is going to be cut after oakland schools approve a major budget slashing. listen to some of the protests at last night's meeting.

senate and house republican leaders rushing to get a compromise tax bill to president trump. the president says he wants the bill on his desk before the end of the year. gop lawmakers are aiming to vote on a final version next week. so far, the house and senate have agreed to lower the corporate tax rate and the top individual tax rate. cap the mortgage interest deduction to $750,000. and repeal the obamacare mandate requiring all americans to have insurance. a new analysis predicts it could

particulates to the atmosphere. numbers are rising. clear lake at 70 degrees. 50s and low 60s right now. those numbers will just continue to climb throughout the afternoon. so highs today, it's going to be mild from 5 to 10 degrees above normal. 64 in oakland. 68 in san jose. 66 the high in santa rosa. overnight tonight, we do the pattern where the clear skies lead to a cool night away from the coast. coldest spots overnight tonight will drop into the 30s. 46 the overnight low in san francisco. but our attention really turns to winds that will be cranking starting friday night and lasting through sunday morning. a wind advisory will go into effect tomorrow night for the areas shaded in yellow. essentially our higher elevations, but the winds will be felt areawide. future tracker wind gusts as we go hour by hour, 9:00 friday, first the winds will begin to ramp up along the coast then early saturday northern, see 7:00 in the morning, the winds become widespread, frequently gusting over 30 miles per hour. and that will continue through the entire day on saturday.

future tracker wind gusts by 10:00 on saturday, the winds are still gusting over 30 miles per hour. so it's for that fact fire danger will be running extremely high starting friday and lasting through sunday morning. because we have those north winds, 15 to 30 miles per hour, gusting to near 50 miles per hour. our rainy season has started off on a very dry note. humidity levels will be bone dry, as well. 5% to 20%. that means under these conditions, i can't stress this enough, fires can easily start and easily spread. so please be very vigilant over the next 72 hours as those winds crank up. the accuweather seven-day forecast shows you today's a hazy day. high clouds on friday. the big takeaway on saturday, it turns windy around here. fire danger is running high. we do get better air quality, thanks to the wind, but our next chance of any showers, reggie, will come on wednesday. that is just a slight chance at this point. >> i mean, we'll take anything at this point. it's for a while. >> yeah. >> drew, thank you. >> sure.

a cow is back on a pennsylvania farm after it escaped a live nativity scene twice. this is stormy, first spotted just after 2:00 a.m. on interstate 95 in philadelphia. some of the lanes had to be shut down while police and animal control corralled the cow. that cow does not look happy. luckily, one of the state troopers has a horse and cattle ranch and so he knew how to handle this. >> we're lucky we had him there. we might still be following the cow to the airport by now. >> stormy was taken back to the church. what did i tell you, this happened twice, right? that's because a few hours later she escaped again and went into
