>> reporter: we got a reinforcing shot of cold air. windchills are back in the teens from new york through hartford. colder than that north of there. the morning windchills are going to be pretty brutal. below zero in albany, and winter storm warnings for the lake-effect snow machine. that's going to be cranking across the great lakes and western new york and western michigan. and a coastal low tries to develop, delmarva, long island, cape cod could see an inch of snow. any slush that's out there is going to freeze for a slick go in the morning. rob marciano, new york. >> six inches in watertown, new york. wow. we'll turn our attention to the west coast and firefighters bracing for strong winds. the thomas fire continues to threaten homes and businesses. there are actually more mandatory evacuations for the fillmore area. forecasters say gusty winds will likely cause more problems this weekend. we should note a firefighter was killed fighting those massive flames. cory iverson leaves behind a wife and 2-year-old daughter.

iverson had been with cal pier since 2009. we turn now to the republican tax package now in jeopardy as a second republican threatens to jump ship. the president is optimistic that he'll have a bill on his desk by christmas, but senator marco rubio has joined senator bob corker in withholding support. any more than two senate republican holdouts, that would sink the bill. rubio says he's a no unless the legislation includes a larger expansion of the child tax credit which would benefit lower income americans. >> unless they can figure out a way to add to the 1,100 figure, i won't support the bill. >> the plan repeals the obamacare mandate that all americans have insurance, which could leave 13 million more people uninsured over the next decade. it lowers the top tax rate from 39% to 37%. slashes the corporate tax rate from 35% to 21% and doubles the

standard deduction. the justice department is denying accusations that it inappropriately offered reporters access to private messages between two fbi officials who later worked on the special counsel's russia investigation. the text messages showed a fbi attorney and agent repeatedly mocking then candidate donald trump. democrats are complaining that the attacks were disclosed on the eve of a house judiciary committee hearing to be used by republicans to allege political bias. and the white house in the meantime says president trump spoke with russian president vladimir putin by phone yesterday and thanked him for his remarks. you see, during his annual, very, very lengthy news conference, putin praise the president for what he called serious achievements, specifically the rise in the stock market, and he dismissed the investigation into russian meddling as spy mania. he said the allegations were

invented by those who oppose president trump. now the decision which could affect everyone who uses the internet. the fcc has voted to repeal the so-called internet neutrality rules which forces providers to treat all web traffic equally. abc's erielle reshef has the details. >> reporter: big changes could be coming to the internet. the fcc voting to roll back obama era policies on net neutrality. providers previously forced to treat all internet traffic equally. republicans say those rules stifled the free market. >> this decision will not break the internet. what we are doing is reverting back to the highly successful, bipartisan governmental approach that existed before 2015. >> reporter: the bold change embraced by the white house. >> we certainly support a free and fair internet. >> reporter: internet giant comcast says it signals a return to a regulatory environment that allowed the internet to thrive. but democrats blasting the move as playing into the hands of big internet providers who could force websites to pay for preferential treatment.

to getting back here to work soon, but no word yet on when that will be. mary bruce, abc news, capitol hill. house speaker paul ryan is denying reports that he's planning to leave congress anytime soon. but sources on capitol hill say ryan is telling confidantes that he may not seek re-election and may resign once the tax bill is approved. ryan reluctantly took the job in 2015 when boehner stepped down. he's clashed with president trump in the past. the white house is making it clear that the president wants ryan to stay put. >> the president did speak to the speaker not too long ago and made sure that the speaker knew very clearly in no uncertain terms that if that news was true he was very unhappy with it. the speaker assured the president that those were not accurate reports and that they look forward to working together for a long time to come. >> now ryan is 47 years old and has three young children. two years ago when he initially expressed a lack of interest in the job he said it was for empty nesters. in the meantime, the speaker

is saying that a texas republican lawmaker is doing the right thing by leaving congress. representative blake fahrenthold posted a video online saying he won't seek re-election next year. he denied sexual allegations against him. but farenthold blamed workplace environment that he called less than professional. speaker ryan said there were accusations against fahrenthold that had yet to surface. there are many, however, with who are asking for him to step down right thou. the interior secretary, ryan zinke, says he's fired four senior managers for inappropriate conduct, including sexual harassment. it came as the department revealed more than a third its workers say they've been harassed or discriminated against in the past year. zinke says he'll dismiss hundreds more managers if that's what it takes to remove inappropriate behavior. a firefighter has been killed battling that massive wildfire raging in southern california. 32-year-old corey iverson was

with the cal fire san diego for eight years and is survived by a pregnant wife and 2-year-old daughter. firefighters lined the street to honor him as his body was carried away in a hearse. no word yet on what caused his death. iverson was fighting the thomas fire which is still growing and threatening communities in santa barbara and ventura counties. evacuation orders have been issueder for fillmore. the thomas fire is now the fourth largest in the state's history. another prewinter broadcast is making its way right now and is set to slam parts of midwest pennsylvania and western new york today. the pittsburgh area is digging out from heavy snow. another 6 to 12 inches could fall today. the windchill will be brutal in some areas. it will feel like it's below zero in vermont and northern new york. there's a winter storm watch in western and central new york. michigan's upper pa peninsula is

in the first place. he is hospitalized reportedly in serious condition. the suspect in a deadly car attack in charlottesville is now facing first degree murder charge. james fields is a self-described neo-nazi. he allegedly used his car to plow into a crowd that was protesting at that white nationalist rally in august. you recall heather heyer was killed during the attack and at least 35 others were injured. a fraternity has been indicted for hazing at the university of houston. the frat is accused of abusing a pledge during a three-day event last year. the pledge was left with a lacerated spleen and denied food, water and sleep. the pledge had to be hospitalized. the fraternity is facing a $10,000 fine. in october, the university suspended the frat from campus until 2023. two police officers in missouri are recovering after they were both shot in the chest by an armed suspect. >> it triggered a tense standoff that lasted nearly eight hours at a home near st. louis.
