>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, september 16th. good morning and thanks so much for being with us. i'm chris nguyen. let's start with a first look at the forecast. meteorologist lisa argen is tracking live doppler 7 for us. hi, lisa. >> hey, chris. a fast moving system is bringing wind to the bay area. numbers look like this, ranges from the low 40s from livermore to san ramon, to mid-50s in novato and san francisco. winds have been cranking in the past couple of hours, along with better air quality and temperatures up from four to about 20 degrees warmer than yesterday. but with that, high fire danger right on through 10:00 tomorrow morning. relative humidity plummets to five to 20% today. and winds gusts could be in excess of 50 miles an hour above

1,000 feet. north bay mountains in our east bay hills. so right now, the upper elevations continue to see winds from 20 to 32 miles an hour. and look at this snowy scene in the sierra nevada. they got about an inch of snow. and back home, we'll be looking at low 60s by noontime. high fire danger. we'll be looking at some very gusty winds all day long. and it stays breezy tonight. i'll have a look at your seven-day outlook in just a few minutes, chris. >> lisa, thank you. firefighters across the bay area are on high alert this morning because of a rare red flag warning in december. a combination of strong winds, low humidity, and warm temperatures could quickly spread fires. as lisa mentioned, the dangerous conditions are especially concerning for people who faced the north bay wildfires just a couple of months ago. abc 7 reporter katie utehs has the story. >> reporter: firefighters are unpacking their wildfire gear after storing it for the season. cal fire had ended the bay area fire season back in november.

>> in my 25 years in the fire department, i cannot remember a time when we've had a red flag warning up here in the northern part of the state in december. >> reporter: the national weather service issued a red flag warning for elevations above 1,000 feet from the north bay to the santa cruz mountains. >> any spark during a red flag warning could grow into a major wildfire within minutes. >> reporter: it's a scenario the santa rosa fire department knows all too well. >> given that what we experienced in october, we definitely don't want to be caught off guard. we're definitely taking proactive measures to be ready. >> reporter: around 40 firefighters are on duty this weekend. they've called the remaining 100 in the department to be on standby. >> we'll have all equipment remaining in service in districts and available to respond to emergencies. >> reporter: while the grass is green, predicted gusts of 50 to 60 miles per hour would sweep flames through dry brush and trees. the fire department is urging people to avoid sparking a fire. they're staffing an engine

company and a dozer just in case. katie utehs, abc 7 news. the city of berkeley is encouraging residents to park in their driveways or garages and leave the street clear for emergency vehicles. in marin county, open burning has been suspended indefinitely. even though marin county and other local agencies have 21 engines committed to the thomas fire in southern california, officials say they are prepared to respond to any new incidents. you can keep track of the weather conditions where you live on the abc 7 news app. you'll get updates from our weather team and you can also monitor the forecast on the go. the ramp leading from southbound interstate 680 to westbound 580 in dublin is back open after a fatal crash. a person was hit by one car last night. all lanes were back open hours later. in hayward, a catholic church is stepping up security

after a disturbing act of vandalism. someone cut the heads off statues on the property. and it's not the first time. abc 7 news reporter katie marzullo has the story from hayward. >> i feel really sad because that's a statue that's related to god. >> reporter: parishioners of all ages at st. bede catholic church in hayward have been faced with this for the last few weeks. a display of religious statues beheaded. the virgin mary's hands have been cut off along with other statutes' heads, and a sheep. >> it's not nice to be breaking things that are not yours. >> reporter: this 9-year-old's mother said the situation has become a security concern for the church. >> they're trying for us to be secure. i know they're working on like a program for security during church, after church. >> reporter: parishioners said the statues have been targeted before. you can see where the virgin mary has been repaired. the diocese of oakland released a statement calling the vandalism senseless and unjustifiable. it goes on to say, we pray for

mercy for those harmed by this act, the perpetrators and all those affected by the violence. >> the virgin mary is very important. from her baby jesus was born. >> reporter: the diocese said the vandalism has been reported to police. in hayward, katie marzullo, abc 7 news. tomorrow some of san francisco's most prominent people will honor late mayor ed lee. the memorial celebration will be open to the public. thousands lined up to say goodbye yesterday. abc 7 news anchor dion lim was at city hall. >> reporter: the line for mayor lee's public visitations grew steadily along with the flowers and personal notes left on the steps of city hall. despite their mobility issues, donte and melissa made a point to be here because they say mayor lee was just like them. many described ed lee as a

people's mayor, approachable and warm. >> he was always jovial, you know, and everybody's been saying it, always smiling. >> reporter: everybody paying their respects seemed to have a personal story. beth was with the mayor during the unveiling of his wax figure at madame tussauds. >> your jaw drops, you know, it was a couple of years ago, it was just like, i couldn't believe it. >> he was not afraid to like talk to people. regular people, citizens of san francisco. >> reporter: something even the youngest of san franciscans can understand. like 11-year-old declan cole. >> he always cared about everything. when i looked in the newspaper, i saw him somewhere cleaning up trash for san francisco. and i really loved it. >> reporter: by 6:40, visitors were turned away so processional plans could be made. just after 8:00, mayor lee's last exit from city hall. in san francisco, dion lim, abc 7 news. >> some of the speakers at mayor lee's memorial include mayor

london breed, lieutenant governor gavin newsom and ed lee's two daughters. the memorial celebration of the mayor's life will be tomorrow at 3:00 p.m. at city hall. it is open to the public. we'll have live coverage right here on abc 7 news. and our abc 7 news app. there's an online petition to rename the embarcadero plaza after ed lee. last month the city struck justin herman's name from the plaza. herman ran the city's redevelopment agency back in the 1960s. some blame him for bulldozing the western addition, taking away minority housing. the space has temporarily been renamed embarcadero plaza until a new name is chosen. the petition can be found at change.org. more than 1200 people have already signed it. a community celebrated for one of the men at the center of the bay area immigration debate, hugo mejia walked into a school

gym amid applause last night. mejia, an undocumented father of three, was released from federal detention last month after being arrested by i.c.e. in may. the community worked for six months to help set him free. >> we are human beings. everybody makes mistakes. i think it's not a mistake i'm here to look for a better future for my kids, for my family, to follow a dream. >> mejia's supporters understand that he does not have legal status and are trying to help him gain amnesty. today the golden gate national cemetery in san bruno is hosting a wreath laying ceremony. it's one of more than 900 locations taking part in national wreaths across america day, to honor those who served our country. the ceremony starts at 8:45 this morning at the cemetery in san bruno. lisa argen is tracking the latest forecast for us.

>> the only good thing about the wind, it's cleaned out and dried out the atmosphere and elevates our fire danger. 18 miles an hour gusts at the airport, 29 miles an hour gusts could allow for problems on takeoff and landing at sfo. i'll tell you how long our high fire danger scenario lasts and let you know if we have rain in our seven-day outlook. also ahead, a university of california regent caught making a lewd comment might resign. why he says it won't be because of a scandal. a last minute push to save christmas.

new details about the university of california regent who was recorded last year asking an actress if he could hold her breasts. the chronicle reports the regent is considering resigning. he apologized for his remarks last year but refused to step down despite student protests. he told the chronicle, if he resigns it won't be because of a scandal. he says he's considering retirement after he turns 75 years old next month. uc officials did not discipline or investigate him because he was not on university business when he made the lewd comment. crews are still battling that deadly thomas fire in southern california.

today is the 13th consecutive day of red flag warnings. that's the longest period of fire weather warnings on record. the fire is now a quarter of a million acres in size and 40% contained. firefighters are now working to protect homes in the carpinteria area ahead of the winds that could bring the fire in that direction. we placed the perimeter of the fire over this map of the bay area so you can get a better idea of its enormous size. abc news reporter matt gutman has more. >> reporter: the thomas fire north of los angeles has been roaring back to life, chewing through 3,000 acres for the past 24 hours, infernos sparking new evacuations in the town of fillmore. we were there as it exploded. >> you see this palm tree burn. >> reporter: what is incredible is the sheer size of those embers. and that is how a fire like this jumps over firefighters' containment lines. the numbers as staggering as the flames.

it is the fourth largest fire in california history, scorching 400 square miles, nearly a thousand structures destroyed, more than 90,000 people forced from their homes. and this fire, deadly again. firefighter cory iverson killed in the line of duty. a gofundme page set up to raise money for the eight-year veteran's pregnant wife and young daughter. for the 8300 firefighters still on the front lines, there's no giving up. is the team pretty burnt out? >> no, it's what we train for, it's what we do. they come up here and help us, we come to help them. real simple. >> reporter: the winds will be high this weekend. one reason firefighters expect to be battling the thomas fire until after the new year. matt gutman, los angeles, california. san francisco's aquatic park is closed to swimmers this weekend after the second sea lion attack in 24 hours. the latest attack happened around 8:00 yesterday morning when a swimmer was bitten in the

lower extremities. the water was full of swimmers at the time, who helped the injured swimmer ashore. he is expected to be okay. this sea lion attack follows one on thursday when a 56-year-old man says he tried to fend a sea lion off. >> he came at me from the right. and i blocked him like this. and his head slid down my arm and one tooth went into my forearm here. >> he says he was losing blood quickly when he managed to flag down a sailboat. he was rushed to zuckerberg san francisco general where doctors expect him to make a full recovery. happening today, a chance to trade your guns for cash with no questions asked. the san francisco police department is hosting a gun buyback event. it's working with the organization united playas. today's event is from 8:00 until noon at united playas headquarters on howard street.

organizers say it will help make the city safer. this weekend, south bay charities are asking for last minute toy donations to close a big deficit in gifts for children. sacred heart community service in san jose is short 8,000 toys. they've collected about 10,000 but they need more donations to help meet the demand. the charity says they need items for one particular age group. >> people try to relate to toys with younger kids. once they're teenagers, oh, we don't have to buy them toys. but teenagers are kids too until they turn 18 to we can't forget about them. >> sacred heart will start sorting donations tomorrow. they'll be handed out to children next week. in pittsburg, the school district gave away dozens of computers to families last night. they had to attend parent workshops to receive the refurbished pcs. along with low cost internet services. the program is set up to help underserved children with their schoolwork. happening today, christmas comes early to thousands of kids in san francisco. glide memorial church is holding its annual toy giveaway for children in need.

volunteers will hand out toys in the tenderloin neighborhood starting at 9:00 this morning. there's also face painting, a magic show and other family friendly activities. glide says it's accepting toy donations. unwrapped gifts can be dropped off at glide's freedom hall which is located at the corner of ellis and taylor. the holiday season is especially hard for north bay wildfire victims. that's why sonoma county fire relief is hosting a holiday shopping and information fair today. fire victims can get free holiday decor, gifts, clothing, and toiletries at the fair. fema and the u.s. small business association will also be there to offer support. today's fair is at maria carrillo high school in santa rosa, from 8:00 a.m. to 5:00 p.m. it's open the same time tomorrow. >> announcer: now your accuweather forecast with lisa argen. good saturday morning to you. today, the windiest day of the weekend, very dry conditions with low relative humidity and

our fire danger here going up, while southern california has a high wind warning. we have the advisory and looking at a system move out of the sierra nevada. live doppler 7 shows clear conditions. so better air quality over the bay area. but look at the tree tops here, over 2300 feet. we're looking at winds in excess of 49-mile-an-hour gusts here. the winds are cranking up. as a result the temperatures are milder. it's pretty brisk out there, 54 in oakland, 56 in san francisco. look at these winds here at sfo. no problems yet, but in san francisco you can see that the winds continue to blow pretty strong. so this forecast is going to hold throughout the day today. the winds will abate tomorrow, and the numbers are mild here. livermore, the cool spot at 43. it's 45 by the delta. very gusty winds into the sacramento valley. the sierra nevada are looking at gusty winds as well.

as we look at lake tahoe, picked up about an inch of snow. but the winds continue here, high today in the upper 30s. another chance of snow, looks like wednesday, thursday in the mountains. gusty winds for the bay area. high fire danger. bright. we'll have better air quality, but we will look for dry weather to stay with us locally. wind gusts up to 29 miles an hour at sfo. novato seeing pretty good wind gusts out of the north. look at the delta, 37-mile-an-hour winds. we'll see these peak through the midday hour. you can see yellows coming into play here. as we look at our relative humidity, this is what's going to continue to plummet throughout the day today. 50% right now in san francisco. that's a measure of the moisture in the air. as we get the winds going and the temperatures come up a little bit, we're down to 20% in napa, 19% in cloverdale. this usually does happen behind

a cold front. we'll also look for low recovery, really no recovery tomorrow. and that's why the high wind -- actually the wind advisory and the fire danger continues through 10:00. so 7:00, we still have the offshore flow. but it looks like after the midday hour tomorrow, things will dial back. as for today, still looking at those 20 to 30 miles an ho-miled gusts. tomorrow, 2:00, the winds are much lighter out there. highs today underneath sunny conditions, windy at the coast. 64 morgan hill, san jose, and concord. take a look at what's going on on wednesday. here is our next snow system. then we're dry throughout thursday, friday, into saturday. i want to take you into christmas quickly, because there is an opportunity for just a little bit of shower activity, maybe to the north of us. the accuweather seven-day forecast showing the dry conditions for the rest of the week. the high fire danger today. so stay tuned on the potential,

>> announcer: good morning east bay. let's get up and get going. this is "abc 7 mornings." good morning and thanks so much for being with us. i'm chris nguyen. we're starting this half hour with a quick look at the weather. meteorologist lisa argen is tracking conditions where you live, hi, lisa. >> hey, chris, good morning, everyone. you can see the wind is blowing at ballmer peak. we have a wind advisory and a red flag warning in effect through 10:00 tomorrow morning.

it's 56 in san francisco, 54 in oakland, 52 in mountain view, with upper 40s in san jose. from our sutro tower camera, boy, is it gusty out there. it will stay othat way out ther all day long. 57 in novato, 52 in concord, livermore lagging behind at 43. everyone is warmer due to the wind. the wind also dries out the atmosphere considerably. so high fire danger, yes, in december, through tomorrow, when the relative humidity will decrease from about 30 to 60% now to five to 20%. we'll see wind gusts, we're willing looking at them, to 50 miles an hour on mt. tam. above 1,000 feet, quite gusty. we'll continue to watch these for you. and we'll talk about the look ahead and whether we see any rain in our future, chris. >> lisa, thank you. in washington, republicans are on the verge of passing a

huge historic tax bill by the end of the year. in it passes, it will be the first major legislative victory for president trump and the gop. but it comes as there are new developments in the russia investigation. abc news reporter david wright has the latest. >> reporter: republican lawmakers believe they have the votes needed to pass the biggest tax overhaul in a generation. house and senate compromise bill, more than a thousand pages long. >> i know everyone's lives will be better off under tax >> reporter: republicans look like they will have the votes to pass. republican bob corker insisted he would vote no, insisting he wouldn't support anything that would add to the deficit. >> never, ever, ever.

>> reporter: now he's come around, making it likely the bill will pass. it's expected to add $1.5 trillion to the deficit, slashing the corporate tax rate nearly in half, but also doubling the standard deduction for those who don't itemize. the bill will still allow popular deductions for mortgage interests, student loans, and state and local taxes. but the caps on some of those deductions will be lower. the tax bill is one of two big items on the president's radar. next week, his lawyers are expected to meet face-to-face with special counsel robert mueller and his team, a rarity. the president's lawyers are hoping to hear that mueller's probe into russian meddling and possible collusion by the trump campaign is nearing an end, not clear mueller will oblige. >> there is absolutely no collusion. i didn't make a phone call to russia. i have nothing to do with russia. everybody knows it. >> reporter: on friday, abc's jonathan karl and others pressed the president about whether he

would consider pardoning his former national security adviser who pled guilty to lying to the fbi and is now cooperating with the special counsel. trump wouldn't rule it out. >> reporter: would you consider a pardon for michael flynn? >> i don't want to talk about pardons for michael flynn yet. we'll see what happens. let's see. >> reporter: david wright, abc news, washington. we're about to show you a moment in congress that is going viral this morning. it involves one of president trump's nominees for federal judge who gets grilled by a republican senator and flounders through the questioning. >> i would be struggling to remember. >> reporter: this morning, the judicial nominee stumble seen across the country. >> can you tell me what the daubert standard is? >> umm, senator kennedy, i don't have that readily at my disposal. >> reporter: matthew petersen grilled on capitol hill,

great start. lisa argen will have more on the red flag warning that's in effect for the bay area. she'll explain, coming up in her accuweather forecast. in sports, bowl season for college football gets under way. boise state takes on oregon in the las vegas bowl, you can watch the game at 12:30 p.m. only on abc 7. the giants have finally made a move. abc 7 sports director larry beil has the details in this morning's sports report. good morning, everybody. after losing out on big ticket free agents, the giants are trying to rebuild their roster through trades. they've dealt pitcher matt moore to texas to get back a pair of minor leaguers. moore is pretty good but man did he struggle last year. 6-15, e.r.a. well over 5. aloha happened a lot. it does eat up innings. the texas rangers need depth in their rotation. moore's salary of $9 million comes off the books, helping the giants add other positions while they try to stay under the luxury tax.

two new pro video game teams they're launching, forming the nba 2k league. they'll recruit and play the top players in the world to compete in video game tournaments. esports is a booming industry. the vice president of gsw ventures believes there's a lot of growth on the horizon. >> they believe in esports as we do. they finally decided let's go all in and do something that's easy for our traditional fans to understand, which is basketball. nba 2k is an immensely popular game. >> there's going to be some tryouts and a draft. we'll put a team together that represents san francisco and the bay area and the warriors. it's like any other industry. you got to pay for talent and talent expects to get paid. if you're really good and are a team payer, you'll get paid a hefty sum. >> imagine being a teenager who gets paid six figures to play video games all day long. dream come true!

that's a wrap on morning sports. i'm larry beil. >> announcer: now your accuweather forecast with lisa argen. >> good saturday morning to you. we have a wind advisory and a red flag warning for another 24 hours for mt. tam. you can see the gusty winds, last check near 50 miles per hour above 2300 feet. winds are blowing through the delta, sierra nevada. the winds will really increase right before sunrise. you can see the wind profile, all out of the north. this offshore component will also work to dry out the atmosphere, bring down the relative humidity. from our roof camera you'll notice the very gusty winds here in san francisco. so as we look at live doppler 7, we had a system that moved through the sierra nevada. that brought just a little bit of snow. but behind it, that is what is allowing for the pressure

gradients to tighten and the wind. but i wanted to show you this picture. this is of course a windy look at the mountains where they picked up about an inch and some gusty winds there as well. so in the city, it's 56. 54 in oakland. 54 in the coast with 48 in san jose. from emeryville right now, lots of sunshine. the air quality has improved. no spare the air alert today or tomorrow. the winds have taken care of that for us. cleaned out the atmosphere. but also drying it out significantly. 52 in concord. livermore in the 40s. and looking at the upper 40s in santa rosa. from our sutro tower camera, looks pretty from this vantage point. gusty winds, high fire danger throughout the weekend. we'll see bright conditions, better air quality, more clouds throughout the middle of the week. some sierra snow but no bay area rain. look at the direction of the wind, straight out of the north right now. novato has a wind gust to 35 miles an hour. you can see the airport, half moon bay. and inland, we're looking at

breezy winds, but gust y by the delta. upper elevation winds will be sustained at this category, anywhere from 24 to, oh, upwards of that, because the winds will just stay up there. as we look at the relative humidity right now, we're looking at 20 to 40%. that's low anyway. but as we go through the afternoon, 3:00, we have all that wind, and it works to dry us out more, to 22% in napa, 26% in concord. and we should recover a little bit better than this, and you'll notice by 11:00 tonight, it's only 30 to 40% relative humidity. that's the level of moisture in the air. so the winds will continue to blow today. here we are at noontime, 20 to 30 miles per hour. as long as you see that bright banding, that color, you'll notice the winds will stay up. 63 today in oakland, 64 in palo alto. a quick look through the next five to seven days. there's our next chance of snow in the mountains wednesday into
