it's sundays, december 17th. good morning and thanks for being with us. i'm chris nguyen in for carolyn tyler. let's start with our first look at the forecast with lisa argen. >> hey, chris, we do have some clouds. here's a look at that cloud cover. it's not going to amount to much. in fact it will thin out throughout the afternoon, but we're also looking at very mild temperatures, from the 50s here in the city, low 40s in novato and we're looking at 43 in concord and that's due to the wind. we still have a red flag warning through 10:00 this morning. relative humidity right now anywhere from 20 to 60%. we'll continue to see the threat of perhaps fires and the fire spreading because of the winds, which continue to gust to near 40 miles an hour from mt. diablo. then the winds will relax quickly by the midday hour, so we're looking at wind gusts of 20 miles an hour in oakland hills, mt. tam 27, and you can

see the camera shaking here. we're looking at temperatures today once again above average. 40s and 50s throughout the next few hours, then low 60s by noon time. more sunshine with mid-60s 4:00 this afternoon and we will see more cloud cover with perhaps a splash of rain coming our way. i'll have the details in a few minutes. chris. >> lisa, thank you. one last chance to say good-bye to late san francisco mayor ed lee. his funeral will be held today at city hall. thousands are expected to attend, including some of the bay area's most prominent politicians. abc 7 news reporter tiffany wilson has more on the preparations. >> the steps of city hall bear the weight of san francisco's love for mayor ed lee. >> it's thought provoking, sad and beautiful. >> reporter: this memorial serves as a living reminder of the mayor the city lost unexpectedly after he collapsed at a supermarket tuesday. the past few days have been filled with public and private

grief. thousands paid their respects friday. the owner of sam's diner where mayor lee was a regular waited in line. >> i was ready to cry all day. >> reporter: mayor lee always sat in this booth at sam's. he even ate his last breakfast here, pancakes and eggs. jeannie kim says she won't forget his support. >> but we are going to dedicate this table. we'll have a little plaque for him. >> reporter: nothing can keep her from sunday's public memorial. >> i will be there. >> reporter: doors open to the public at 2:00. the service is expected to begin at 3:00. acting mayor, senator dianne feinstein, gavin newsom and representative nancy pelosi are among the public officials scheduled to speak. the mayor's two daughters are also expected to speak. standing room only space will be available upstairs on the balcony. the manager at new asia, one of mayor lee's favorite chinatown

restaurants, says his community is in mourning. >> i had a lot of customers missing mr. lee. >> reporter: a city in mourning getting ready for one final chance to say good-bye. in san francisco, tiffany wilson, abc 7 news. >> if you can't make it to city hall, we'll have live coverage of the public memorial starting at 3:00 p.m. right here on abc 7 news as well as our abc 7 news app. gusty winds across the san francisco bay are expected to continue today. that wind caused problems all day yesterday from downed trees to boat rescues. abc 7 news reporter loni rivera picks up the story in sausalito. >> reporter: powerful wind forced this boat to flip on its side. water rushed onto the vessel as the wind kept rescue boats across the bay busy all day. >> we rescued multiple people and addressed many vessels that were adrift, bringing people to

safety. >> reporter: in the berkeley marina, a similar story. the u.s. coast guard rescued two stranded boaters after the wind pushed their boat up against some pilings. a giant redwood fell off skyline boulevard. that tree smashed a car and knocked down power lines. in vallejo, high winds snapped off power and cable lines, blocking the streets. and it was a close call along these caltrain tracks in atherton. a fallen tree caused delays as workers had to clear the tracks. branches covered two tracks. the train was able to stop in time, avoiding any further danger. in sausalito, word traveled fast about all the damage. >> i'm just getting home, but if it really did hit a few boats, then that could be some damage, expensive damage. >> we had reports of multiple people in the water. there were a lot of good

samaritans helping people. >> reporter: strong winds are expected to continue through sunday morning. further up in the north bay, the wind has been causing a lot of anxiety for people who experienced the terrifying wildfires last october. the return of high fire danger is bringing back painful memories for families who lost their homes. this morning, fire departments continue to be on high alert. cornell bernard is in santa rosa with more. >> i'm scared to death. >> reporter: for casey, there was no ignoring high winds at this special holiday giving event for victims of the october wildfires. >> i'm living up in windsor in a little apartment, and of course i'm thinking, again, here we go. >> it brings up a lot of angst because it's very blustery. >> reporter: it's an all too painful reminder of similar fire weather two months ago, which created a monster firestorm which chased thousands from their homes, leaving neighborhoods in ashes. >> so everything is super dry. >> reporter: santa rosa

battalion chief says all fire stations now on alert. some firefighting equipment, which normally would be put away for the season is now back in service. >> these are 100-foot rolls and they're able to deploy them, charge them and then extend off. >> reporter: fire engines are patrolling hilltop areas. >> between the low relative humidity and the high winds, that could equate to a situation that could be dangerous and so that's why the fire department is on alert. >> reporter: the fire department tweeting elevated fire dangers return. we're taking several proactive measures, including putting our fire engines back into summertime mode. what are you doing? be prepared. >> it's tough for everyone right now. >> reporter: this toy giveaway at the sonoma fairgrounds was a nice distraction from the weather. tina and her husband collected $20,000 worth of toys for kids displaced by the fires. >> we hear it time and time again, how is santa going to find me. so to be able to tell them and assure them that no matter where you are, santa will always find you. >> reporter: a generous community giving back this

holiday. meantime, fire crews say they will be on heightened alert all weekend long. in santa rosa, cornell bernard, abc 7 news. the thomas fire is now spreading quickly across parts of santa barbara. more than 267,000 acres have burned. containment is at 40%. it is now the third largest fire in california history. melissa mcbride from our sister station in los angeles has the latest developments. >> reporter: off in the distance the thomas fire smolders and flares up, burning brush above santa barbara and montecito. for the 13th night, homes are threatened and the wind stands in the way of putting out the third largest fire in state history. >> if you hold the compass up, i burned north to south right down the canyons, romero, cold springs canyon and it burned in and around a number of homes. rorter: the fire spread four miles across, fanned by winds gusting around 50 miles per hour. the strong winds and reduced

visibility from the heavy smoke kept water dropping helicopters from flying for most of the day. the extent of the damage won't be known until daylight. >> we know some sheds were burned and so forth. we don't have any confirmed damage to structures, but those damage assessment teams will be going around to see if we've had any homes damaged or destroyed. >> reporter: hundreds of fire trucks have been protecting homes in the mandatory evacuation zone. authorities expanded the area saturday morning. carol bennett lives on the border. she stayed behind, but evacuated most of her animals. >> we figured we'd be pretty safe being a romero and sheffield. and the evacuation stopped at my corner. there were a lot of tankers and water that were parked in our driveway so we really felt pretty secure. >> reporter: melissa mcbride, abc 7 news. hundreds of protesters countered a planned march in san francisco against sanctuary cities which led to confrontations and one arrest. >> usa, usa.

>> i'm here supporting our president and i'm here standing up against the radical left that supports protecting criminal aliens at the expense of american citizens. >> abc 7 news was in union square as the fight sanctuary state movement called to end sanctuary cities to protect americans. the group of about 30 people was met with dozens of demonstrators resisting their message of what they call hate and racism. >> we're here to say no to donald trump and his whole racist program of scapegoating, demonizing and deporting our immigrant brothers and sisters. >> the march ended at pier 14 where a tribute to kate steinle was removed. city officials say it was because of city code, not because it was allegedly set up by an alt-right group. san francisco has been at the center of the sanctuary cities debate since undocumented immigrant jose zarate was charged with shooting and killing steinle in 2015. city officials released him from custody before the shooting without turning him over to immigration authorities.

a bad case of road rage ends with a car smashing into a home in san francisco. abc 7 news was at 5th avenue and lake street after the collision yesterday afternoon. police believe the people in the car were chasing someone on a scooter. both of them suffered minor injuries. their car hit another vehicle before knocking over a hydrant and some signs. the house sustained minor damage. the time now is 6:18. meteorologist lisa argen joins us now. you're tracking the accuweather forecast for us. >> yes, still windy in the upper elevations, that's keeping san francisco pretty mild. right now from our roof camera, 56 degrees in the city, 55 in half moon bay and it's 52 in livermore. so it is still pretty windy out there. red flag warning and a wind advisory for the upper elevations of the north and east bay but it all changes by midday. i'll have the details next. >> lisa, thank you. also ahead, hundreds of guns are off the streets after a gun buy-back event and someone even

meteorologist lisa argen returns with the full forecast helping plan the week ahead. new this morning, three astronauts from russia, japan and the u.s. are on their way to the international space station. the astronauts boarded the soyuz capsule in kazakhstan and took off around 11:30 last night pacific time. the capsule entered orbit nine minutes later and is expected to reach the international space station on tuesday. this morning more details about how the u.s. government financed a secret program to help detect ufos for years. "the new york times" reports the mysterious pentagon program began in 2007 and was first funded at the request of senate majority leader harry reid. officials with the program analyzed video of encounters with unknown objects and american military planes. take a look at this video. this was released by the defense department. this is a 2004 encounter near san diego between two navy fighter jets and a mysterious object. >> there's a whole fleet of them. >> my gosh!

they're going against the wind. the wind is 120 knots from the west. [ inaudible ] >> look at that thing. "the times" reports congress stopped funding the program in 2012 but the pentagon would not confirm if they have a different ufo program now operating somewhere else than the department of defense. the time now is 6:15. people gave up 271 guns during a weapons buy-back event in san francisco. abc 7 news was on howard street in the south market area when police showed off this military-grade bazooka. someone turned in that weapon of war. officers also collected handguns, shotguns and high-powered rifles. community members believe that san francisco took a big step toward being >> we got a bazooka off the streets, we got a cannon ball off the streets, assault rifles.

we got everything that you can name that can destroy a whole universe. we get rid of them within hours. >> buy-back organizers also tell abc 7 news that it succeeded because of a no questions asked policy for the people who surrendered their guns. more than 500 kids picked up some new wheels this holiday thanks to the san leandro police officers association. tey raised about $28,000 for this year's bikes for tykes charity event. last month low income families registered their children's names in a computerized lottery for a chance to get new bikes for christmas. the san leandro kiwanis club chipped in to make sure all the winners not only got a new bike but also a helmet to match. lots of holiday cheer for kids and their parents at glides freedom hall in san francisco. >> merry christmas. >> abc 7 news was in the tenderloin as hundreds of volunteers handed out toys to nearly 1,200 kids in need. the charity said this annual event is not just about toys,

it's creating a joyful experience for the holidays. donor funds helped glide purchase 8,000 toys this year. the salvation army is putting out the call for more turkeys so it can help feed those in need in the concord area. the organization says it needs about 400 birds to make sure families can have a christmas dinner. the turkeys have to be donated by wednesday. that's when food and toys will be distributed for the holiday. if you'd like to help out, you can drop off a frozen turkey at the salvation army center in concord located on clayton road. a very special group of people came to visit abc 7 news last night. meet our local bay area chapter of best buddies. the nonprofit helps those with intellectual and developmental abilities make friends, find meaningful employment and transform them into leaders. last night will, natalie, b.j., roy and some of their closest friends got to sit in our 6:00 p.m. newscast and had some fun

on the green screen with drew tuma as well. she hopes this can inspire others to make a difference. >> thank you, abc 7. winter is just around the corner and the season is shaping up to be a mild one. take a look at these images from nasa. last december is on the left and this december is on the right. across the whole state you can see the snowpack is visibly smaller. here's a tighter view focused around lake tahoe. the good news, there's still enough snow to hit the slopes. many resorts like north star say skiing is well worth the trip. the resort has opened all slopes on the mountain from top to bottom. hi, everyone. this is sunday morning and we're looking at some cloud cover here. in fact the clouds and the wind allowing for a milder start. live doppler 7 showing that we're not going to see any significant systems throughout the next day or so, but a weak

one heading our way by the middle of the week. a live look outside where the winds are still very breezy in the upper elevations. it's 56 in the city, 50 in oakland as well as mountain view, 54 san jose, 55 half moon bay, 39 in gilroy, though. and from downtown san francisco, it's in the upper 40s santa rosa and milder from napa, novato, fairfield. concord is in the low 40s but due to all that wind it stayed pretty mild. but tonight will be a different story. the winds beginning to relax within the next two to three hours, so gusty winds right through about 10:00. then it will be pretty calm out there. dry and mild for monday and tuesday, but then by wednesday, we will look for some sprinkles just in the morning hours, perhaps enough to get the pavement wet. here are the upper elevation winds -- or the surface winds i should say, gusting straight out of the north, 26 miles an hour. about the same in fairfield but now we go up in elevation and

you'll notice from half moon bay to atlas peak and mt. tam, well over 25 miles an hour. in the oakland hills, wind gusts to 20 miles an hour. so we will continue to see this throughout the next few hours. here we are at 7:00, and notice from napa, we're still looking at 20-mile-an-hour wind gusts. as we go through 10:00, boy, they really do relax. there's still an offshore component to these winds and we're still looking at pretty low relative humidity, but the rest of the day will feature just mild conditions and the wind advisory expiring as well as the red flag warning by 10:00 this morning. let's fast forward to tuesday afternoon where we have the cloud cover. a we go through late tuesday, 11:00, some showers from cloverdale. and then into the wee hours of wednesday morning it falls apart. we'll see some snow in the sierra nevada and we're left with dry conditions the rest of wednesday. so how much? anywhere from a couple of hundredths to a tenth in the

north bay so you'll notice a very weak system. as this pushes through on wednesday, high pressure re-establishes itself and we could get back into some breezy winds behind the system. today, 65 in oakland. the winds will be much calmer this afternoon. 66 for you in fremont. it will be 67 up in napa and santa rosa about 4:00 this afternoon. if you're headed down to levi's stadium today, numbers right around 60 degrees. a mild day for the niners. and the accuweather seven-day forecast, we're above average again today with the windy conditions in the upper elevations. the red flag warning and the wind advisory expire in the next three hours and then after that it will be pretty calm out there. still bright and mild on monday, increasing clouds on tuesday, slight chance of showers, morning showers on wednesday and then we're still dry, chris, after that. >> with no rain and these mild conditions, it's both bizarre and concerning. >> it is, but it's still early so we can hope for a wet january and february. >> good point.

oakland, mountain view, 39 in gilroy with 55 half moon bay. across the bay to san rafael where conditions are pretty breezy as well up in the upper elevations. 48 santa rosa, 54 in napa, 45 novato with low 40s in concord. 52 in livermore and the red flag warning up through 10:00 this morning. so we could see those winds gust in excess of 35 miles an hour and we are seeing that around our east bay hills, so the wind advisory has been dropped for the south bay, but higher elevations there, but we're still looking at the north and east bay winds above 1,000 feet and that relative humidity 20% to 50% right now. so mt. tam gusting to 27 miles an hour. atlas peak just about that strong. spring valley 22 miles an hour and oakland hills very indy as well. it's going to be a mild afternoon with sunshine. i'll have the details with my accuweather seven-day forecast coming up. >> lisa, thank you. final tax reform votes are

reaction. this video posted on facebook shows first responders rescuing skiers stranded on the lift. the resort is investigating what went wrong yesterday. it says the ski lift recently passed state inspection. video cameras captured the crime and now police hope a tip from a witness will help capture the criminals following a molotov cocktail attack in new york city. you're looking at a man firebombing a supermarket in brooklyn's neighborhood. store employees immediately snuffed out the flames while the arsonist ran out of the store and hopped onto a waiting motorcycle. that man and his accomplice then sped away. this store has attracted friendly and faithful customers since opening six months ago. >> i don't know who can do this. >> it's pretty dangerous. >> it's really a weapon. >> if caught, the arsonists face big consequences, up to ten years in federal prison. now back to that tax reform

story. those votes are expected to held in congress this week. the bill is expected to pass. president trump not wanting to take any chances, though. we have the story from washington, d.c. i think the greatest benefit will be for jobs and the middle class, middle income. >> not so say the democrats. >> what the republicans' bill does is shift important tax benefits from middle class and working families to the rich and to corporate interests. >> reporter: the president pushing back. >> the democrats have their sound bite, the standard sound bite they talk about for the wealthy. >> reporter: republicans appear to have the votes for passage in both houses after two key senators no votes turn to yeses. but recent polls taken before the final details were revealed show a majority of americans are opposed to the plan. >> i think the republicans have fooled themselves to think that passing an unpopular tax bill pushed by an unpopular president through an unpopular congress is going to be helpful to them.

>> reporter: the bill is expected to add $1.5 trillion to the deficit over the decade. it slashes the corporate tax rate and doubles the standard deduction for those who don't tombize. it maintains popular deductions for mortgage interest, student loans and state and local taxes, but the caps on some of those deductions will be lower, and it eliminates the obamacare individual mandate, which could leave 13 million more americans without health insurance in the next decade. the ex-wife of a former nba player will make her first court appearance tomorrow, charged in his murder. lynda lopez unravels the cold case. >> reporter: the final chapter is unfolding in the seven-year-old murder mystery of lorenzen wright played for five nba teams over 13 seasons as a forward and center. his ex-wife was charged in his death saturday. >> she has been indicted for conspiracy to commit

first-degree murder, criminal attempt first-degree murder and first-degree murder for her ex-husband. >> reporter: earlier this month, billy turner was arrested and charged in the same murder. as hi arraignment in memphis, lorenzen wright's mother overcome with emotion. >> how could you have murdered my son, that's what i want to know, just how. >> reporter: the case began seven years ago when police dispatchers received this call from wright. >> 911, where is your emergency? [ gunshot ] hello? >> reporter: and then silence. wright's body was found in a field a few days later, shot multiple times. divers found the murder weapon, a gun, in a mississippi lake last month. they're not saying anything about a motive. >> we realize the public wants to know everything about how and why lorenzen wright was murdered. in due time they will. >> reporter: police are still looking at other people in the

investigation, but they are confident turner and shara wright knew each other when they attended the same church. in 2014 shara wright had agreed to a settlement in a dispute over how she had spent the $1 million of her husband's life insurance policy that had been intended for their six children. lynda lopez, abc news, new york. as the city of san francisco prepares to say good-bye to late mayor ed lee today, the legacy he left behind will be far reaching. abc 7's larry beil explains how lee's impact on the bay area sports scene will last for decades to come. >> i can't believe it, we're in a dream. >> reporter: often seen basking in the championship glow, ed lee loved bay area sports and the teams were a fan of his too. >> he was a true personal friend of so many people here, but also a great friend of the warriors. in many our history will go down as one of the most important people.

i'm mike shumann, have a great day. good sunday morning. we still have some breezy upper elevation winds. a live look from emeryville where the camera is still shaking a bit. we're talking the north and east bay hills is where the winds are quite gusty. so for the next three hours or so, the national weather service has still the red flag warning and the wind advisory up. and with that we are concerned with the possibility of some fires that could start. if they do, they could spread easily. it has been so dry, practically no rain at all for the month of december. the relative humidity right now anywhere from 20 to 50%. so with those winds blowing around in the hills, yeah, not a good recipe. but by the afternoon, winds will relax. as we look outside, a very nice start to the day with plenty of sunshine and in fact the winds really coming down to pretty much nothing by late in the day. so a big difference from

yesterday to today. live doppler 7 showing a little bit of cloud cover. as we look outside, boy, it looks nice from mt. tam and temperatures are mild, from san francisco, oakland to mountain view, in and around 50 degrees. 54 in san jose, 55 half moon bay, but when we look at the north bay number s we've droppe about 12 degrees in one hour. so it's 39 now, it was 52 last hour. napa still mild at 54. santa rosa 48. looking at cooler numbers by concord so a few locations cooler this morning and a couple locations still very mild. livermore at 52 degrees. so it's the wind in the hills that we're watching, north and east bay hills from mt. diablo to mt. tam, with wind gusts to 27 miles an hour even above half moon bay we're looking at wind gusts of 23 miles an hour. so this quickly subsides, but we're still looking at that offshore component and that's going to last throughout the day, that offshore wind. look what happens, 8:00, 9:00,
