the only people whose taxes are going up are the really rich. every taxpayer their taxes are going down except rich people in manhattan and san francisco. >> a sweeping tax overhaul approved after a late-night debate and historic vote in washington. now it's just two steps away from drastically changing tax laws for all americans. good evening. i'm dan ashley. >> and i'm dion lim in for ama daetz. the senate tonight passed the gop tax plan 51-48. it now heads to ry revote in the house tomorrow. >> abc news reporter kenneth mouton has the latest from capitol hill. >> the tax cuts and jobs act is passed. >> reporter: the senate passed the bill in a historic vote along party lines. >> what a disgrace. that's what this bill is. >> reporter: the house also passed the bill. but democrats say three

provisions in the plan violated senate rules. those provisions taken out, which means the house must revote on the plan. gop leaders are not expecting any problems. >> today we are giving the people of this country their money back. >> reporter: the bill met with applause and protest. president trump close to his first major legislative win. the white house insists the billionaire president won't benefit personally from the tax plan. >> the president will likely take a big hit. but on the business side he could benefit. but primarily and priority number one is middle-class americans. >> reporter: the plan permanently slashes the corporate rate from 35% to 21%. a new study shows americans making $75,000 or less will see their taxes go up within a decade. wealthy americans will continue to see a tax cut. >> this is the worst bill to ever come to the floor of the house. with stiff competition. >> reporter: even after the house revote there are questions about when president trump will

be able to sign the bill into law. he want td done before christmas. but now the white house says because of the process it may not be done this will after the new year. kenneth moton, abc news, washington. >> 51% of california voters oppose the tax reform bill according to a uc berkeley survey out today. just 30% say they support it, with republicans backing it 3-1. 20% of californians surveyed say they believe the measure will benefit themselves directly. results are based on a random sample of 1,000 california voters. a string of laser strikes targeting east bay aircraft, and tonight a search is under way to find and stop the person before someone gets hurt. the two most recent incidents happened near the oakland airport tonight after four incidents in the same area last night. abc 7 news reporter leslie brinkley is on this developing story. >> reporter: this chp helicopter took off tonight for a sweep over east oakland around 98th avenue and interstate 880.

where there were several reports of a laser pointed at aircraft. at 5:30 a southbound cessna pilot was hit by a green laser. ten minutes later a westbound pilot in this fedex plane reported they were hit by a laser two miles from oakland international airport. >> we can tell what street you're on. we can tell your exact gps coordinates. so you can try to run but you can't hide. we know where you are. >> reporter: as chp zeroed in on specific homes, they have been coordinating with crews on the ground from the sheriff's department and oakland police. the faa is already investigating four reports of green lasers aimed at aircraft from along 78 880 on monday night. on saturday night a chp crew was struck by a green laser over a dozen times as they flew over an east oakland sideshow as seen in this video. >> it's extremely dangerous. you can cause blindness, temporary blindness, loss of nightvision. it can cause permanent damage to the eyes of the pilot. and it can cause them to lose

control of the aircraft. >> reporter: pointing a laser at a flight is a federal crime for interfering with an aircraft. the penalty is up to $11,000 per strike. if you see someone pointing a laser at planes or cars, officials recommend calling 911 saying you could save lives. in oakland i'm leslie brinkley, abc 7 news. a storm is headed to the bay area, and with wibd and rain. that means snow in the sierra. at least three inches are expected to hit areas like soda springs. we are taking a live look at our exploratorium cam at pier 15. there are some heavy clouds above the city. for more on that let's get to meteorologist sandhya patel. >> raindrops are dotting the lens right now. as you take a look on our storm impact scale, you will notice this is a level one. we've got to go to max one. if we can go to computer one we'll show you live doppler 7 first. obviously this is the wrong computer tass routed here. basically, we're looking at tonight through wednesday morning light rain.

i'm going to toss it back to you guys. we're having some computer problems. dan and dion, i'll be back with the forecast in just a minute. >> you can track live doppler 7 anytime. just download the updated abc 7 news app. moving on, breaking news out of marin county, central marin police shot a manti at corte madera. san clement and paradise drive. police were called in about a suicidal person with a weapon. he made motions toward his waistband. at least one officer opened fire. the man is being treated at marin general. the marin county sheriff will investigate. a woman is suing former 49ers running back jared hein after claiming he raped her two years ago. the civil lawsuit was filed today and seeks unspecified damages for claims including sexual battery and emotional distress. a santa clara county district attorney's office cited insufficient evidence and rejected a criminal case last year. hein retired from the nfl and now plays rugby in his native australia. new at 11:00, just as salmon

are starting to make a comeback in san jose, people are setting traps and poaching them from the creeks. abc 7 news reporter katie marzullo has the story now from san jose. >> reporter: steve holmes is dedicated to keeping san jose creeks clear for salmon. >> people came back down and loaded rocks into this channel. >> reporter: the rocks stepped across this portion of the portion of the guadalupe river are an illegal salmon trap. >> the fish coming upstream are unable to get over knees walls. >> reporter: the fish get caught in shallow ponds and poached. the california department of fish and wildlife is investigating. >> there seems to be some crude makeshift dams being constructed there by the homeless population. >> reporter: in some locations volunteers with the south bay clean creeks coalition have found actual nets but fish and wildlife say issuing tickets won't solve the problem. >> there's larger because of fire warnings issues we're working with local law enforcement to address holistically. >> reporter: the salmon had only

tonight salvage crews in washington state are working through the night to clean up the scene of yesterday's deadly amtrak train derailment. large cranes have been brought in to hoist the mangled cars onto flatbed trucks. the cars are being driven to a nearby military base where investigators will exam them. >> two big questions were answered by the ntsb tonight in their investigation into the derailment. >> safety investigators say a

second conductor was in the cab of the train learning the new route at the time of the crash. the board did not say whether the engineer who was operating the train was distracted by the conductor. investigators also said that engineer had previously operated the route before as part of his training. three people died in that crash. now, the amtrak train involved in this collision was equipped with the positive train control safety system. but it wasn't in use. it is designed to prevent human error by taking the controls of the train automatically when it senses danger. caltrain is in the process of installing and testing this system now. it hopes to have the system fully operational by next year. in virginia tonight a single vote has shaken up the state's house of delegates. shelly simons got 11,608 votes. just one more than david yancy. the win means a 50-50 split in the state house that republicans have controlled for 17 years. you know, an injury did not sideline a holiday tradition tonight for oakland raiders tackle donald penn.

his teammate marshall newhouse took 25 deserving children on a shopping spree for penn's annual shop with a jock. penn couldn't go following a foot injury during sunday's game. each child received a gift card for walmart in san leandro. we're not sure who had more fun, though, the kids or newhouse. look at that smile. well, new at 11:00, a tiny craze is sweeping one east bay city, and it's turning into a big idea. small fairy doors are popping up all over alameda, and abc 7 news reporter cornell barnard went knocking to see what it's all about. >> reporter: big things are happening in alameda. pto find it you've got to look down and think small.% >> there's a fairy door. that's the first one we've put out. >> reporter: 10-year-old serena hoganboom takes us on a tour of miniature fairy doors, which seem to be everywhere if you know where to look. >> and that one has the exact same colors of this house. >> reporter: three years ago serena and her grandfather fred started making the whimsical

tiny doors in fred's garage, giving? away and hiding others around town. >> it kind of blew up in a good way. >> i've had a dream. i would randomly be famous at? part of my life. my dream's coming true. >> reporter: fred says most days it's not unusual to have kids knocking on his door. not this door but this >> they'll sit there for a little bit. what are you doing? we're waiting for the fairies. >> reporter: others have been inspired. the alameda fairy door movement has its own facebook page with pictures and maps with hundreds of fairy doors. the west side business association had a tiny ribbon cutting recently for this fairy door on webster street. >> alameda is a very warm and friendly town. we love all kinds of people big and small and teeny tiny. >> reporter: next month the business association will hold a contest to see who can find all of alameda's fairy doors by posting the pictures on instagram. no fairy sightings yet, but if they show up they've got lots of

little places to hang out. in alameda cornell barnard, abc 7 news. >> that is cute to see. and i don't know if we have any installed on the set here. >> that's a lot of fun. speaking of knocking, the rain is coming. >> finally we need, it as much as we can get. meteorologist sandhya patel is here with the forecast. >> right now you can count the drops. but at least we're getting is some rain. let me show you live doppler 7. we do have some light returns. some of this is falling below the radar beam. so as we take you into street-level radar to the north bay you will notice very light returns right now. spencer lane, yellow jacket ranch road. very light returns. ukiah's reporting rain. i had a tweet from a follower who said it's pouring in ukiah. take a look at what's happening around the rest of the region. you are seeing snow in the northern california mountains and also in the sierra nevada. this is the cold nature of this system. it has been snowing in the mountains but no snow at lake

level just yet. they're making snow at lake level. take a look at this picture. it is blustery up there. they have a wind advisory. they're going to be seeing snow dropping down to very low levels. if you're heading up to the mountains for the holidays, keep that in mind. it's gusty right now in the bay area. the atlas peak area 29 miles an hour. spring valley out of the southwest 26 miles an hour. here's your morning commute planner, when you get going allow a little more time get to work or get the kids off to school. it's going to be dam. and gusty in spots. use caution. dhopy waters if you're taking the ferry across the bay and if you're walking there will be windy spots. definitely a day you will want to leave a little earlier for work or school. temperatures 40s, 50s across the region. live picture from the absz 7 news exploratorium camera, and you are seeing some wet weather here as you'll notice the raindrops on the lens. rain and wind will spread overnight tonight. winter starts thursday at 8:28 in the morning and our next chance of rain is going to be now after christmas. on the storm impact scale the

current system is a 1. it's a light system. through tomorrow morning expect light rain. less than .2 for most of you. it will be breezy to gusty the atimes. hour by hour we go. at midnight that rain line is still primarily in the north bay. a little bit around san francisco and the peninsula. while you're sleeping the rain will be passing through much-needed. it's perfect timing but not so perfect if your commute is in the morning at 4:00 a.m. in the east bay the south bay, you're going to be seeing wet roadways and even places where you're not seeing those returns, it's going to be misty and foggy. so reduced visibility 5:00 a.m. notice around the hills above lake county it's turning to snow 5:00 a.m. this is the cold nature of the system. it's going to be chilly. isolated showers will continue through the morning hours as you'll notice. just off the coast and some of these will drift onshore. we'll keep those showers in the forecast until about noon and then that system is gone. in terms of your rainfall totals not a whole lot. anywhere from a few hundredths of an inch to about .17 in ukiah. so we're not expecting a lot there. we are expecting a good amount

of snow in the mountains. winter weather advisories until 1:00 p.m. tomorrow. 48 4 to 8 inches above 1,000 feet. tomorrow morning it's not going to be very cold. as a matter of fact, because of the cloud cover, because of the wind temperatures will be milder than we've seen in days past except for ukiah, cloverdale and lakeport where they'll be in the 30s. 40s, 50s a.m. temperatures in the afternoon in the 50s. cool, windy, like it should be this time of year. the cool part of it. the accuweather seven-day forecast. level one system morning rain, a gusty day overall. we're looking at cold weather thursday morning, friday morning, dropping below freezing in some of our inland valleys. winter starts 8:28 thursday morning. temperatures will come up as we head toward the weekend. a little milder. and now just for santa it's looking dry on monday. cloudy for christmas but by

okay. what do you think, a mistake or ptonight no one is quite sure what to think of a now deleted tweet by elon musk that apparently contained his phone number. an editor at bloomberg reposted the tweet. it was directed to just one person but was posted publicly. a reporter at news website jalopnik called the phone number and got a voicemail message featuring a recording of a video game. very mysterious. >> be careful. >> you know what i do in that situation. my default answer is i got hacked. >> it is a good excuse. >> that covers pretty much everything. you just move on from there. >> not my fault. >> i was hacked tonight.

good evening. when steph curry initially sprained his ankle against new orleans it was exactly three weeks from christmas and the hope was that steph might heal in time to meet lebron and the cavs on december the 25th. in fact, we'll have warriors-cavs on abc 7 on christmas. it doesn't look like that's going to happen. warriors said curry is healing but they'll reevaluate him in another week. that means he's going to miss the cavs game and in fact he'll miss the next four games. no reason to rush steph back because the warriors are currently on a nine-game winning
