good morning. i'm kendis gibson. >> i'm diane macedo. here are some of the top headlines we're following on "world news now." the investigation into the amtrak derailment moves forward as investigators focus on why the train was going so fast. and a new question, was the engineer distracted? we have full details ahead. and three men were taken to the hospital in knoxville, tennessee, after a small plane they were flying crashed into a car on the ground. no one was injured. and vice president mike pence plans to visit troops at the ramstein air base. a trip to the middle east was postponed until next month. thousands of army recruits made their way through atlanta's hartsfield-jackson international airport.

they're heading home for a holiday break and will go back to serve the country in the new year. these are some of our top stories on this wednesday, december 20th. from abc news, this is "world news now." a good morning to you all. we begin this half hour with the investigation into the fatal amtrak derailment in washington state. >> we know the train was going too fast for the section of track. and there was a trainee in the locomotive cab with the engineer. the engineer had taken practice runs, we should point out, on the new route between seattle and portland. but he did not activate the emergency the brake when the train derailed. and now they are looking into whether or not the engineer was distracted. >> the ntsb hasn't been able to interview the train crew yet. all of them are still hospitalized. but investigators are analyzing the train's data recorder's and video from its cameras. abc's clayton sandell has more. >> reporter: giant cranes began picking up the pieces of amtrak 501.

crews are working around the clock, removing wreckage. from interstate 5, still shut down going south. >> amtrak 501. emergency, emergency, emergency. we are on the ground. >> reporter: investigators are focussing on the train's speed before it came crashing onto drivers below, 80 miles per hour, well above the 30-mile-per-hour limit. >> the emergency brake was automatically activated when the accident was occurring, rather than being initiated by the engineer. >> reporter: the train was making its first passenger run between seattle and portland on newly-upgraded track, filled with rail lovers like zach willhoite and jim hamre, two of the three people who died. beverly and charlie hedner were excited for that maiden run too. >> i shook her leg and she shook it back. i said are you all right? she said i think so. >> reporter: drivers who saw it all happen came running to help. >> even when people are pinned

under the train, i just like grabbed the dude's hand and was rubbing his back. >> reporter: the new stretch of track was equipped with a safety system called positive train control, or ptc. it exchanges signals with the jor board computer. if engineers are not responding ptc is supposed to take over preventing an accident, but for the fatal run, ptc had not yet been activated. congress has repeatedly delayed deadlines requiring ptc on major rail lines nationwide. right now, work crews here are focusing on trying to get that 270,000 pound locomotive cleared from the scene, but crews will still have to inspect the bridge and roadway below before this interstate can reopen and we're told that could take several days. clayton sandell, abc news, dupont, washington. >> the new stretch of track is equipped for positive train control but it isn't operational yet. that's not supposed to happen until this spring. we've learned overnight that five americans are among those

killed in a bus crash in mexico. at least 12 people, including a child were killed in this incident. they were cruise ship passengers on a excursion to mayan ruins. the bus flipped over on a narrow highway. it was one of several carrying passengers from two royal caribbean ships. over to washington where the stamp of approval has been given in the senate to the republican tax bill. republicans pureed the legislation through 51-48 just after midnight without the help of a single democrat. president trump fired off a tweet following the vote calling it the biggest tax cuts in history. he said there would be a white house press conference today once the senate votes this morning. abc's mary bruce is on the hill. >> reporter: house speaker paul ryan excitedly gaveled in the first major legislative win of the trump administration. >> the yeas are 227 and the nays are 203. the conference report is adopted without objection. the motion to reconsider is laid upon the table!

>> reporter: his gavel rolling off the podium as the biggest taxover all in decades cleared a major hurdle in the house. still, republicans were ecstatic. >> today we are giving the people of this country their money back. >> reporter: but the speaker interrupted by one of many protesters on the hill. >> you're lying, you're lying! >> reporter: republicans insist this bill will benefit the middle class. >> you guys go do your homework on the thing. >> reporter: you don't trust the analysis? >> are you kidding? $40,000 woman, single mom, is going to get over $1,000 back. >> reporter: americans who live in states where taxes are highest could pay a big price because the new law will limit deductions for state and local income and property taxes, capping them at a combined $10,000. in new jersey, trump voter cassie smith is concerned it will take money out of her pocket. >> when we don't get the deduction on our tax return that the property value will go down. so how am i going to try to sell that house? >> reporter: republicans argue

away. law was the arch bishop of boston who resigned in disgrace in 2002 as the church abuse scandal grew. church records indicate law transferred abused priest after abusive priest among parishes for years without telling parents or even police. after stepping down, law held several high-ranking positions at the vatican. he died this morning in rome at age 86. congress is revealing some of the secret payouts used to settle sexual harassment claims on capitol hill. we now know $115,000 of taxpayer money was paid to house staffers who filed sexual misconduct complaints over the past decade. abc news reported that most of that money went to two male staffers who worked for disgraced congressman eric massa. information on senate settlements has not yet been made public. and actor t.j. miller is the latest hollywood figure being accused of sexual misconduct. miller is known for his role in hbo's "silicon valley." the daily beast reports

deduction. and his family stands to save millions on inheritance taxes. >> the president has said that this tax bill is going to cost him a fortune. that's actually not the case. how does he figure this is going to cost him a lot of money? >> we expect that it will likely certainly on the personal side cost the president a lot of money. >> reporter: but he stands to benefit from pass-through deductions, top rate tax deduction, state tax exemption is doubled. he's going to make money on that. >> look, again, this is a tax plan that we hope benefits all americans. >> reporter: sarah sanders was pressed repeatedly, and she did eventually make a concession. she says the president does stand to benefit from these tax cuts when it comes to his business interests, but she maintains that he will personally, on his income, take a hit. the president stands to win on both fronts. cecelia vega, abc news, the white house. >> thanks to cecelia. we turn to the investigation into the fatal amtrak derailment in washington state, now focussing on why the train was

going so fast. it was moving at 80 in a 30-mile-per-hour zone. it did not have positive train control, it would have slowed it down automatically in a lower speed zone. not all the equipment for ptc, as it's called, has been installed on that section of track, but it is expected to go into operation this spring. the new train had taken practice runs before monday's accident. >> there were two people in the cab. the engineer and a conductor who was getting experience at familiarizing himself with the territory. the actual conductor, as there is one on every train, was in the actual passenger section at the time of the accident. >> in a news conference just a few hours ago, amtrak's president said no one wants positive train control more than amtrak. but he says it requires coordination with the operators of the rail line, the company running the train and even the manufacturers of those trains. we're just learning that five americans are among those killed in a bus crash in mexico.

at least 12 people were killed in that crash. they were on their way from a cruise ship to see mayan ruins. abc's matt gutman reports. >> reporter: investigators in mexico still trying to determine what caused this tour bus carrying cruise passengers to careen off the road in rural mexico. you can see the bus on its side, pushed up against that thick vegetation. police tape is up and stretchers are there for the wounded. bystanders appearing to rush in to help the wounded, some of whom were splayed out on the two-lane roadway. others seem to go walk around dazed. the bus apparently went off the road on the way to the chacchoben ruins, four hours south of cancun. it's believed at least seven americans are among the 18 people hospitalized. mexican officials say some have already been released. >> some of our officials from our u.s. embassy or our -- perhaps it's our mission, are on

their way there. >> oh, my gosh. >> reporter: the royal caribbean cruise line says the bus was carrying 27 passengers from its ships celebrity equinox and serenade of the seas. in a statement, the company said we are doing all we can to help our guests. those cruise ships originated in miami and ft. lauderdale. and what is so gutting about this crash is nearly half the people on board that bus were killed, including a minor. matt gutman, abc news, los angeles. the search for two escaped florida inmates is now a multi state manhunt. authorities say ronly pardo, a suspected murderer, and david anderson broke out of a jail near panama city late sunday. they allegedly chipped a hole under their sink and eventually crawled under a locked gate. police now say the car believed to have been stolen by the inmates has been recovered in hayward county, north carolina. and this is police body cam video of a frightening scene. an officer was dragged half a mile by a car in ft. lauderdale. he was respond to go a call that

a man and woman inside may have overdosed. the car driver woke up. hit the engine and sped off. somehow, the officer managed to hold on. he suffered injuries to his arms and feet but is expected to recover. the driver was caught after a high-speed chase. he is now charged with attempted murder. >> so that's the view from his body cam? >> body cam. >> as he was driving along right there? >> footage. >> that is absolutely amazing point of view right there. >> showed up to try to help someone in that car, and this is the result. >> this is what happened. that is an officer's body right there being dragged along. that is incredible. >> luckily, he is expected to be okay. we're going to turn now to an election in virginia that is truly illustrating the importance of voting. >> democrat shelly simonds has won the recount for the house of delegates race for the district's 94th district which covers newport news. she took that election by one, one vote. >> look at the final tally, 11,608 votes, the republican

welcome back. a former assistant of harvey weinstein is speaking out for the very first time publicly. >> she's breaking what's designed to be a legally-binding agreement to never discuss the sexual assault allegation against her boss. last night, zelda perkins told the bbc that shes was silenced after weinstein raped her coworker, something weinstein has denied. wine sateen's company paid her more than $150,000 as part of a nondisclosure agreement, a system perkins says needs to change. >> there were a couple of occasions where i made attempts to circumnavigate my agreement. however, it's almost impossible for me because one of the clauses of the agreement disallows me to have a copy of

to to see a tax cut. >> this is the worst bill to ever come to the floor of the house. with stiff competition. >> reporter: even after the house revote, there are questions about when president trump will be able to sign the bill into law. he wanted it done before christmas. but now the white house says because of the process, it may not happen until the new year. dee an diane and kendis. >> kenneth, thank you. we have some breaking developments overnight in the deadly tourist bus crash in mexico. five of those dead are american. at least 12 were killed in that crash. seven other americans were also injured. they were on their way from two royal caribbean cruise ships to see mayan ruins. that bus flipped over on a narrow highway. a tourist on another bus says the weather was clear and dry and he saw no signs of another vehicle on the road. and back in this country, investigators haven't been able to interview the crew of the amtrak train that derailed in washington state. they're waiting for their medical conditions to improve, but they have gathered other information about the crash which of course killed three passengers. abc's clayton sandell has more. >> reporter: right now work crews are focussing on getting that 270,000 pound locomotive cleared from the scene here.

but crews still have to inspect the bridge, the overpass and the roadway below to make sure it's not damaged before this interstate could reopen. and that could take several days we are told. the ntsb has just briefed, they are focussing on the speed of this train as one of the focuses of the investigation, saying it was going 80 miles per hour in a 30-mile-per-hour zone. they also say they have recovered two data recorders from the locomotives here, and hopefully those will provide more pieces to this puzzle. the ntsb also says there was a conductor trainee in the cab of the locomotive at the time that it derailed. that person was familiarizing themselves with the route. the ntsb will be looking at many factors, including whether or not this person, this trainee conductor, was some sort of distraction in the cab. investigators also say the engineer who was injured was familiar with this route, had been down it before. they are looking at all of these things, but they are not yet ready to determine a cause of this crash.

clayton sandell, abc news, dupont, washington. now to some breaking news. one of the central figures of the catholic church abuse scandal, cardinal bernard law, has died. law was the arch bishop of boston in 2002 when it was revealed he had transferred abusive priests among parishes for years without telling police or parishioners. the scandal grew for months before law resigned. he spoke about it later with george stephanopoulos. >> looking back, do you think there's anything more you could have done? >> all of us deplore, in our own lives and the lives of others, a failure to live out fully the message of christ. and in my own ministry, i've attempted to be faithful to that. >> after his resignation, law still held several top church positions at the vatican. he died this morning in rome at age 86. well, the u.s. is starting a new pressure campaign against north korea with the help of

allies from around the world. the secretary of state rex tillerson there in ottawa announcing the campaign while visiting his canadian counterpart. they will host a meeting of more than 20 countries next month in vancouver. the aim of the meeting is to show international solidarity against north korea's nuclear program. >> the pressure campaign is intended to lead to talks. now we can't talk unless north korea's ready to talk. and i think as we've indicated, we're waiting for them to indicate a readiness to talk. >> well, tillerson also said there are no plans to postpone u.s. military exercises with south korean forces until after the winter olympics. recent statements from south korea's president have indicated they would be delayed. the wildfire tearing through two southern california counties has reached a destructive milestone. the thomas fire is now the second largest in the state's modern history. it's now 50% contained after

burning through 272,000 acres. officials don't expect it to be fully contained until mid january. and crews aren't getting any help from the weather. high winds which helped drive the flames are expected to return. >> speaking of weather, powerful storms are on the move bringing heavy snow to some areas. snow has blanketed parts of washington state, look at that. it's a wind winter wonderland there. >> beautiful. >> yeah, it is. winter storm warnings are in effect across the rockies as that system moves east and today there could be as much as two inches of rain in some parts of the south. here's abc's ginger zee. >> memphis for example. dense fog advisory, less than a quarter mile visibility. heavy rain is moving into little rock. and that's going to move along that warm front to south carolina and north carolina. then we have to turn west, because the winter alerts are consuming the west. las vegas for example in a high wind warning. you can see all the snow already. 28 inches in parts of washington state and the cascades.
