suicidal person with a weapon about 7:30 last night at san clemente and paradise drive. police say the man made motions towards his waistband and then at least one officer opened fire. that man is being treated at marin general for nonlife threatening injuries. meanwhile, the officer who opened fire is on paid administrative leave. >> jessica, thank you. it is now 4:30. if you're just joining us, welcome to wednesday. a quick update on your weather and traffic. we start with mike. it's a wet wednesday from the dumbarton bridge southward. you can see a solid shield there of light rain on live doppler 7. let me show you your temperatures if you're stepping outside. it is much milder, up to 15 degrees warmer. a lot of us in the mid to upper 40s, even a few 50s in places like concord, san ramone, look at ukiah and clear lake in the 30s. clearing is taking place. in fact, that will be the bigger story once we get through the

morning commute. some lingering showers from 7:00 to 9:00. sunny at noon and mid-50s. in the mid-50s but very windy at 4:00. and it'll be wind chilly. have a heavy coat when you step out this evening. here's sue. what are you watching? we're over to san mateo now. an earlier problem with a big rig that stalled out. for a time it was blocking all lanes of eastbound 92 and then for a time just the ramps from 101 were closed. they issued a sig alert. i checked and it looks like everything has been cleared. you can see by the green sensors. we'll check back. it looks like that is smooth sailing for now. we do have an accident westbound 84 near ruby hill, partially blocking a lane of traffic although sensors are green. jess? late last night the senate passed a $1.5 trillion rewrite of the tax code with the vote along party lines, and after

initially passing the plan, the house will have to do a do-over today. the bill ran into some procedural problems. abc news reporter arlette saenz is live in washington with more on this story. arlette? >> reporter: hey, good morning, jessica. it was another late night in the senate, but senate republicans were beaming as they passed their tax plan. president trump is now on his way to taking a victory lap. shortly after midnight a celebration erupted in the senate. >> the tax cuts and jobs act is passed. >> reporter: republicans cheered as they passed the most sweeping tax overhaul in three decades. their vote was met with protests. >> kill the bill. >> reporter: democrats were outraged. >> what a disgrace. that's what this bill is. it's an absolute disgrace. >> reporter: hours earlier a similar scene played out in the house. speaker paul ryan overjoyed as

he gaveled in their vote. but vort lshortly after there w unexpected procedural snag. the house will be forced to vote again today, but the outcome is not expected to change. republicans are on the verge of handing president trump his first major legislative win. but gop leaders say they still need to make a sales pitch. >> if we can't sell this to the american people we ought to go into another line of work. >> reporter: the bill gives the biggest tax cut to corporations. it permanently slashes their rate from 35% to 21%. tax cuts for individuals will expire after eight years. but americans will see their standard deduction and child tax credit doubled. a new study shows americans making $75,000 or less will face a tax hike in a decade while wealthy americans will continue to see a tax cut. the white house insists president trump won't benefit personally. >> the president will likely take a big hit, but on the business side he could benefit. priority number one it helps the american middle class.

>> reporter: president trump says he'll hold a news conference after the house passes the bill later today. the president had hoped to sign this bill into law by christmas, but the white house now says that may not happen until the new year. in washington, arlette saenz, abc 7 news. arlette, thank you. happening today officials will discuss when we could be voting on a possible $3 increase on bridge tolls. the bay area toll authority would need to take action at its meeting next month for that measure to appear on the june 2018 ballot. the toll increase would raise $100 billion over 25 years for a new b.a.r.t. cars, the b.a.r.t. extension in san jose, and improvements to bridges and freeway interchanges. the up to $3 increase would apply to all except the golden gate bridge. new time lapse video shows the fast pace of repairs to a storm damaged section of highway 35 in the santa cruz mountains. heavy rain washed away a long stretch of road. they expect it to reopen in

january of next year. 4:34 now. in vacaville investigating an officer involved shooting that left a suspect wounded. police tweeted out this photo of the scene last night. police received a call about an assault with a deadly weapon. officers tried to stop a vehicle matching the suspect's description. the suspect fled, and a chase ensued. shots were fired and the suspect was taken to the hospital. no word yet on the suspect's condition. the fbi needs your help in identifying a bank robber calling the orange goatee bandit. he robbed a wells fargo bank december 1st and struck again three days later. in both cases the fbi says he passed a note to a teller demanding cash. the suspect described as a slender man about 5'8" with an orange mustache and goatee. he also has an earring in his left ear and tattoos on his right hand. morgan hill police are crediting a person for helping

them. a 62-year-old man was shot. police say the victim called police before it happened to say that someone was coming to shoot him. police got another call while they were treating the victim. >> at the same time we received a 911 call from a citizen that was driving by and happened to see the two suspects running out of the house. the citizen turned around, followed, called 911 and our officers located the vehicle. three people were taken into custody. >> police say the shooting was not ran am do. two of the suspects are from morgan hill and the other from san jose. cannabis will be the hot topic when lawmakers help leaders, growers and sellers meet in alameda county. the board of supervisors hosting a summit to address the challenges and opportunities when marijuana becomes legal january 1st. supervisors say it's emerging as a major economic force. the system to track the movement

we're back on this wet wednesday morning. look how quickly they roll down into the grapevine in l.a. by the afternoon hours. 62 there. a red flag warning down around santa barbara and into the national forest and that starts at 6:00 this evening through 10:00 tomorrow morning. fire danger continues from south lake tahoe all the way down to

about fresno and that's going to last through 7:00 this evening and we'll still get another 1 to 3 inches of snow on our passes. in fact, you can see the snow falling right now as we look from our heavenly cam and that's it. it's going to be dry through tuesday. jessica? a major change for uber in europe. the european union's top court has just ruled the ride hailing service uber should be regulated like a taxi company. the ruling stems from a complaint by a barcelona taxi driver's association. the taxi drivers wanted to prevent from setting up in barcelona and said drivers should have authorizations and licenses. the san franciso-based uber argued it should be regulated like a technology service and not a transport company since it's an app. ultimately the taxis have won. the decision could affect uber service all across europe.

reggie? thank you, jessica. in two weeks you won't get a parking ticket if you're parked at a meter that isn't working. a new state law will prevent government agencies from penalizing you. supporters say it gives cities an incentive to fix broken meters. >> if you're lucky nouf see an empty parking space, you pull in, get your stuff out, it's broken and you're going, what am i going to do now, find another place to park? you can park there legally. >> it seems to make sense. starting january 1st you'll be able to park at broken meters without penalty for up to the post the time limit. a tiny craze is sweeping one east bay city and it's turning into a pretty big idea. >> small fairy doors are popping up. cornell bernard went knocking to see what it's all about. >> reporter: big things are happening in alameda. to find it you've got to look down and think small. >> there's a fairy door, the first one we put up.

>> reporter: 10-year-old serena takes us on a tour of miniature fairy doors which seem to be everywhere if you know where to look. >> and that one has the same colors of this house. >> reporter: three years ago she and her grandfather started making the tiny doors giving some away and hiding others around town. >> it kind of blew up in a good way. >> i've always had a dream, i would randomly be famous at some part of my life. my dream is coming true. >> reporter: most days it's not unusual to have kids knocking on his door, not this door, but this door. >> they'll sit there for a little bit and, what are you doing? we're waiting for the fairies. >> reporter: others have been inspired. the fairy movement has its own facebook page with pictures and maps of hundreds of fairy doors. there was a tiny ribbon cutting on webster street.

voice mail message featuring a recording of a video game. we still have some rain out there. you can see by 7:00 gusts topping 20 miles an hour and as we head throughout the day you can see about 20 to 25 at noon. and then we'll stick around that at 5:00. the winds could actually pick up a little bit during the overnight hours so the valleys will be cold but the mountains and hills won't be as we hit 25 to 30 miles an hour. i want to jump ahead to christmas. this is the wetter of the two mode models. as we head to the evening hours and overnight into tuesday look at the chance of rain rolling through and the rainfall amounts could be double what we're getting out of this system. look at all the snow in the sierra. the folks up there up for the christmas week are very happy about that. closer to home we do have some delays at the cash paying lanes. looks like there's a bus stopped here in the commuter lane.
