some more breaking news from our live desk. more than a dozen people have been hurt after a car plowed into pedestrians in melbourne, australia. police right now calling this all a, quote, deliberate act. 19 people were injured. four of those critically. a 32-year-old australian man of afghan descent known to police has been arrested. officers say he has a history of drug use as well as mental health issues. the incident is not believed to be related to terrorism. >> we're going to have hundreds more police who will be out and about. it's a festive season. we have the carols, the boxing day test. we have no increased threat for any of those events. let's be clear, there is no increased threat. >> a second person was arrested after he was seen filming the attack. police found three knifes in that person's backpack, but they don't think at this point there's any connection between him and the driver.

consensus on how to avoid it. house gop leaders have presented a tentative plan to keep the government funded through january 19th. their approach provides a four-week extension for programs like flood insurance, the children's health insurance program which pays for health care for 9 million children. >> we'll do something once again before the end of the year to make sure those states don't get hit with any c.h.i.p. cuts. >> reporter: a standalone vote on a billion dollar disaster relief package. but it's not a done deal. gop leaders still have to sell the plan to their rank and file and unclear how republican leaders in the senate will react. congress will punt to the new year on protections for the so-called dreamers. >> we're trying to get as good a deal as possible, but the bottom line is we haven't seen anything. >> reporter: the shutdown scramble comes after republicans took a tax victory lap complete with a presidential fist pump.

increase. >> bay area residents are sick of being stuck in traffic. they need congestion relief. >> the results were presented to the commission in san francisco yesterday. the question now is how to craf% the toll hike proposal for the june ballot. a phased-in approach seemed the most popular, $1 hike in 2019, another 2023 and 2027. commissioners will meet again on january 24th to take a formal vote. and we're doing a poll on twitter. so far we've gotten more than 1,400 responses. 95% say absolutely not. abc7news.com if you want to weigh in. >> the headline there it would be $9 to cross the bay bridge. so take that in. pg&e says it will stop issuing dividends because the company may be held liable for the north bay fires. investigators haven't determine a cause for any of the fires that broke out in october. at least 32 lawsuits have been filed against pg&e accusing it of improper maintenance that led to the fires. the company says it has $800

million in liability insurance to cover the north bay fires. city manager of hillsborough is expected to make her decision today whether to put up 16 cell phone towers. residents have complained bitterly the towers would be too tall, create noise pollution, and would decrease their property values. the towers could be as high as 55 feet. crown castle, the company that wants to build the towers for verizon says the towers would meet town and federal regulations. starting tomorrow most alameda county courts will be closed through new year's day because of the budget. east county hall of justice in dublin and the juvenile justice center in san leandro are the only place that is will remain open. there will be staff to handle emergency matters in addition to the court's normally scheduled business. all courthouses will reopen on tuesday, january 2nd. 4:36 now. happening today an honor for one of san francisco's most beloved sons. the city is expected to approve name a part of golden gate park after robin williams.

evening for about and close to the grapevine. 65 in l.a. but still breezy. a sunny 56 in monterey. a look at tahoe. we had some snow yesterday. it is over until possibly some light snow monday, tuesday, and wednesday. right now a woman is recovering after an explosion inside a hollywood restaurant and investigators are looking into it right now. they think it was all caused by a natural gas leak. the video of the damage happened last night, the saloon and grill. actually a restaurant on the first floor in a six-story apartment building and the blast blew out windows, sent glass and debris on to the surrounding streets. the woman who was hurt only had minor injuries so that's good news. that investigation expected to

last throughout the day today. reggie? >> thank you, jessica. cal fire says firefighters have been making progress on the thomas fire in southern california. winds are expected to pick up today and that progress could slow. red flag warnings are in effect to los angeles county. the thomas fire is currently at 60% containment. it has burned more than 272,000 acres making it the second largest wildfire in state history. officials fear the coming winds could make it the largest fire. san mateo county firefighters are home this morning after more than two weeks on the front lines of the thomas fire and post this had photo before leaving ventura county on tuesday night. crews say they are proud to have been called on to battle the massive fire. we certainly are proud of them and thank them. the humane society is helping shelters inundated with animals from the thomas fire. >> more on the 45 pets flown to the bay area.

>> reporter: these lucky dogs enjoyed a first class flight from southern california. marin humane welcomed them from the ventura animal shelter. >> they're a little stressed but for the most part do really well. it's not a long flight. >> these were animals in the shelters in ventura county already awaiting adoption. >> reporter: freeing up shelter space makes room for animals displaced by the thomas fire. >> so it's really important to keep a lost animal in the county in which they were lost so they're more likely to be reunited with their families. >> reporter: a pilot with wings of rescue flew a load of dogs, cats, rabbits, and guinea pigs came in on a second flight. some 45 animals in all. >> these cute kittens are almost perfect. they'll be microchiped, spayed d and neutered. they'll be up for adoption in about a week, that is, if this one doesn't go home with me. they were in the same situation

that breaking news is in oakland. a deadly crash there involving a fedex truck and car. all of southbound 880 is shut down right now right near 66 avenue and abc 7 news reporter amy hollyfield is on the scene. amy? >> reporter: if you look behind me you can see the fedex truck is on its side. it overturned. they have to tow that out of here. they have to investigate the accident, gather all of their evidence, and wait for the coroner. it could be a few hours before this is reopened. we are on soubo
