>> reporter: everett jamison had worked here since august. so just four months, but apparently had offered up his services as a tow truck driver to support the cause. a search warrant at his modesto home turned up guns and ammunition. ef j he had radical jihadi believes and social media posts that supported terrorism. authorities say he was planning a terrorist attack on pier 379,a location he chose because he had been there before and was a heavily crowded area. >> you don't blow up people. you don't kill people. he was always raised christian and went to church and stuff. >> reporter: jamison told an

undercover fbi agent he could do it the week of december 18th to the 25th and said christmas was the perfect day. he also offered services as a truck driver to support the cause. jamison has worked here at anderson's towing since august 21st. manager duane thompson says the towing company is cooperating with the fbi in every way possible. according to the complaint, jamison was discharged from the u.s. marine corps for fraudulent enlistment because he hadn't disclosed an asthma history. his weapon of choice for the attack, an assault rifle. after an fbi employee accidentally called jamison from a 202 area code and hung up, the next time an undercover agent spoke to jamison, jamison said he had reconsidered. still, when law enforcement officials executed a search warrant this week, they seized a letter with the words, you all have brought this upon

yourselves as well as jamison's will, firearms and ammunition. jamis jamison's father says he was in tremendous pain after losing custody of his children who have since been adopted. >> the suspect converted to islam at the islamic center of merced about a year ago about the same time as a divorce from his wife. he lost custody of his two young children. >> they adopted his kids out and that crushed him. that crushed me, it crushed him. i guess i don't know if he got into this religion because of it. >> members of the mosque are reportedly stunned by the accusations against jamison. >> law enforcement is asking people if they see something, to say something, especially if they see violent rhetoric online. >> even though this was an fbi informant that alerted the fbi, this kind of tip could have came from anybody in the public. that's what the fbi and law

enforcement wants in dealing with potential terrorists committing attacks in the u.s. >> the feds looked at the possibility of an attack on san francisco's new year's eve celebrations. there is no information about a specific credible threat. but as always, the fbi and department of homeland security are concerned about attacks and events where a lot of people gather in public. local police are on alert also. in a statement, the san francisco police department says, quote, during the holiday season, the public will note an increased law enforcement presence in shopping corridors and at our city's attractions. >> reporter: at pier 39, visitors are stunned after learning of a foiled christmas week terror plot. >> i just came here with my family, my mom and my girlfriend and i wouldn't even have known. it's crazy there are so many people planning to do so many terrible things and we have no

claim about it. >> reporter: according to the fbi, jamison was arrested for planning to bomb the pier because he knew it would be crowded. >> watching the news, reading news reports, having friends and family say are you going to be safe, are you going to be okay. >> reporter: officials say jamison had voiced his support for the october 31st terror attack in new york city in which a driver plowed a pickup truck into a crowded bike path killing eight people. former fbi special agent rick smith wasn't surprised the pier was targeted. >> a period of time to identify masses of people in one place. the bottom line is they can kill and maim more people. that's the reason they're doing it in places like that. >> reporter: in a statement this afternoon, acting mayor london breed said, san francisco is a city that proudly champions democracy, freedom and liberty. sadly, that makes our home a target. despite the shock, people at the pier say it's important to stay strong. >> what's going to be is going

robbery, kidnapping and vehicle theft. police tracked them down in the vict victim's stolen mercedes suv. officer phillip sanchez was arraigned at the hall of justice this afternoon. sanchez was charged with discharging a firearm inside an inhabited dwelling, vandalism, negligent discharge of a firearm and brandishing a firearm. he pleaded not guilty. sanchez's attorney called the case perplexing, adding that sanchez sustained a number of injuries, including to the head and face. >> it's a possibility that at some point in the night he was assaulted. >> it's concerning but especially the fact this is a public safety officer. >> sanchez was taken into custody outside the four seasons hotel on market street sunday morning. no one was hurt. union city police are trying to prevent a side show scheduled

for tonight from happening. they're working with area businesses to help make that area safe. >> reporter: usually sideshows happen much later at night. police had heard that car enthusiasts were planning to meet here on industrial parkway just off of 880. so they started working with the property owner here to make sure that things don't get out of control. sideshow activity in oakland is a frequent occurrence. police in union city say the activity is trickling down to them. >> next thing i heard is wahh and then we all run out here. we saw a black challenger doing a donut. >> reporter: he showed us a circular skid marks left behind by a screeching car showing off in this parking lot. he says the driver's friend even took pictures using a drone.

this is what police are trying to prevent. last weekend in the parking lot of food max they found more than 1,000 people in cars here for a sideshow. several arrests were made. police heard a street raiser style car meet is supposed to happen in this lot again tonight. officers are working with property owners to make sure the event doesn't happen. >> we're going to be out there doing some enforcement and making sure the motorists are safe. >> reporter: extra security was hired and parts of the parking lot will be closed to prevent large groups of vehicles from gathering. >> it's the danger factor that kind of worries me. >> the noise and being woken up, you know, it's not good. >> reporter: officers will also be roving around the city in various areas where the car enthusiasts are known to hang out. they say it's relatively new for union city to have shiideshows their goal is to stop it as soon as possible.

hiccups. >> reporter: at harborside cannabis dispensary in oakland, they' ee're expanding. >> we're tearing down walls and making more space. it doesn't look very beautiful right now, but by the 1st of january this is going to be a beautiful space. >> reporter: harborside is already one of the busiest dispensaries in the bay area but it's about to get much busier. harborside will open at 6:00 a.m. on january 1st ready to sell weed to anyone over the age of 21. >> in previous states that have gone to adult use, they've seen a two to three x increase in the amount of customers that come through the door. >> reporter: the california cannabis industry is expected to generate $4 billion in sales, making sure retailers, growers and consumers follow the rules falls on the bureau of cannabis control in sacramento. >> we've been issuing licenses

all across the state so far and will continue doing so throughout the rest of this year. >> reporter: the bureau started issuing the first licenses to dispensaries earlier this month. that license can be issued only in a city or county that allows the sale of recreational cannabis. less than 30% of local governments have done that. that means the closest place to buy legal weed may not be in your neighborhood. there are also strict rules about the size and location of the farms that grow cannabis. >> on average what we've been t estimating is about 10,000 cultivators to become licensed. that's our best estimate. >> reporter: the state department of health will be responsible for education and pot safety. >> currently on the market, roughly only about 5% of product is tested. good operators have been testing for a very long time, but this will be the first time it's mandated. >> reporter: it will also regulate the amount of thc in

former president bill clinton named her u.s. ambassador to the federated states of micronesia in 1994. the circuit court of appeals has held up an injunction issued by a judge in hawaii against the trump administration's travel ban, saying the ban violated federal immigration law. today's decision is being stayed until the supreme court can review the case. remain in effect. taking a live look outside on the roads we have walnut creek, the san mateo bridge and san jose all moving a little bit better than usual. starting next year, drivers will pay a higher vehicle registration fee. it's part of the largely unpopular gas tax law passed earlier this year. drivers have been paying an extra 12 cents per gallon.

for survivors of the north bay wildfires is filing insurance claims that ask victims to inventory everything they owned. the california insurance commissioner has been asking insurance companies to streamline the process by not requiring a detailed list. >> their most valued possessions, everything they had in this world. so to ask them to inventory all that adds insult to injury. it's a very, very emotionally trying thing to do and overwhelming for a lot of people. >> some insurance providers are already fulfilling the requests. so far insurance claims have totalled over $9 billion. the season of giving is alive and well at antioch high school. students and faculty teamed up to brighten christmas for a young man who thought his holiday had been ruined. eric thomas has the story. >> reporter: want to see what the real spirit of christmas looks like? >> a new ds. >> their atm malfunctions and it printed me out a receipt saying they couldn't return my deposit and they couldn't put my deposit in the bank and i had to calling a 1-800 number. i called the number immediately and they told me that i had to file a claim and it would be ten days before i got my money back. i said, well, you know, christmas is in eight days, right? i have four kids i have to provide christmas for. that was all my money. i'm a single mom. i need my money. >> uh-oh. we met up with michelle at her workplace today. she's a caregiver in this fairfield home. everyone here was rooting for michelle and her family. now, michelle went down to the local bank branch, made phone calls and went to my facebook page too. after seeing her note, we talked with michelle, then the bank and the next day, the money arrived.
