>> reporter: charging drivers to use an express lane help traffic through this area which can be pretty bad. they haven't gotten far enough to talk about how much it would cost you but people can use the express lane in the hopes of keeping people moving at 45 miles an hour. the possibility of car-pool lanes. there are none on 101 or 280 north of redwood city. that has evolved into talk of express lanes. now there are questions where would the money go. would this cause congestion and push traffic on to neighborhood streets. in some sections of the freeway they would repurpose existing lanes. and another section they would use the shoulder to add a lane. so the idea may go before san francisco supervisors in

february. would you use it? would you pay to go a little faster. amy hollyfield, abc 7 news. happening today chp will hold a bell toll tribute ceremony for the officer who died in a crash in hayward on christmas eve leaving behind a wife and three children. the ceremony to honor andrew camilleri starts at 11:00 in west sacramento. sky 7 was over the procession yesterday. that started in oakland and ended in tracy where he lived with his family. investigators say that the driver who hit and killed camilleri was under the influence of both alcohol and marijuana. chp releasing new details of a punned to assist officer camilleri's family. you can donate by going to our website. new this morning a man is fighting for his life after he was shot during a robbery in san francisco. police say four people walked into a building at mission and 19th streets last night and

robbed three men at gunpoint. one of the men, a 77-year-old, was shot. the other men were not hurt. no arrests have been made this morning. two people were hurt after a crash sent one of their vehicles careening into a home about 6:30 last night. firefighters shored up the structural supports destroyed in the crash. >> the damage that's taken place and all the destruction from this awful accident. an interesting opportunity. the family is safe and sound. >> both people injured in the crash are expected to be okay. there's a grinch who stole christmas. this video from san ramone police. they post it had on facebook

showing an alleged burglar caught on camera. he got away with thousands worth of electronics. if you recognize this person call san ramone police. people continue to rush to pay their taxes by the end of the year because of the republican tax plan that alters deductions. some filers will not be able to deduct their taxes and are trying to save money by paying their april installment so they can deduct on their taxes. officials say this doesn't apply to everyone. >> a flight is finally heading to tokyo after it was forced to turn around because of a big mistake. it went from l.a. to l.a. in eight hours. after four hours the plane turned back around for l.a.x.

because one of those passengers was on the wrong flight. model and tv host christine teigen tweeted saying, quote, a flying first for me. four hours into an 11-hour flight and we're turning around because after passenger who isn't supposed to be on this plane. the airline has issued a statement saying the pilot in command decided to return to the originating airport. it's trying to figure out how the passenger boarded the flight in the first place. the congresswoman linked to the mix-up in a seat is claiming the fallout is race related. jean marie simon says the airline gave her first class seat to a texas representative named sheila jackson-lee earlier this month. eventually simon was able to board. she confronted an african-american flight attendant and snapped this shot of the congresswoman. lee believes simon continued to act the way she did because she lost her seat to an

welcome back. new at 6:00 a.m., a fireball streaking across the sky. look at this video from home security camera in maine. people from all over new england took to social media last night to describe what they saw. astronomers say it was likely a meteor passing between 10 and 30 miles per second before burning up in the air. wow. certainly a pretty clear sky to view that. this morning we have some dense fog. here is live doppler 7. it's mainly situated in the north bay. petaluma, napa, just a little bit along the coast. elsewhere good visibility and chilly numbers. mid-30s. upper 30s for mountain view. 46 in the city. how about that 37 in oakland. you can see the fog here in san francisco. it will be clearing if you're heading into the city for some sightseeing or heading out for exercising. good air quality, plenty of sunshine today with low 60s concord, livermore and san jose

and at this point taking the rain chances out. good morning, sue. good morning, lisa. good morning, everyone. look at the bay bridge toll plaza. you'd think it was a holiday week, because it is. and traffic is very light. no metering lights. if you do have to be out and traveling this morning we have very good conditions except for the fog lisa mentioned and that is affecting the richmond/san rafael bridge. westbound 237 reports of an accident blocking the left lane near matilda. the good news is according to the sensors traffic is getting by the scene without any further delay. otherwise we have excellent conditions out there with drive times 101 san francisco to sfo. lisa did say there are some delays building there. 880 up to the maze. in the south bay, 101 between 85 and the san jose airport is also moving at the limit. >> sue, thank you. small businesses are shutting down in san francisco's union square because of skyrocketing

rents. the constant flow of shoppers this holiday season did make it seem business was booming, but many small business and restaurants say they aren't seeing a piece of the pie that all those people are mainly visiting the major high-end retailers. >> i have a vague idea here but what i would have to pay would be three times the price right now. i have been looking around, and it's outrageous. >> there are at least a half dozen spaces for lease in union square. some small businesses pay as much as $40,000 a month to stay open in the popular shopping area. >> that is unbelievable. about how much rain we've received, how little rain. not even a tenth in santa rosa. now compared to normal two to five inches. i will let you know your highs tod today. take a look at the sight for a group of boaters. that is a great white shark. the woman who took the video says the shark circled around her boat for about 20 minutes before disappearing. they were certainly nervous because that shark was only about a foot shorter than the boat that they were on. this morning hearing from a sheriff sergeant in utah who punched through a frozen pond in order to save a young boy who had fallen through the ice. >> i was calling out to the boy in desperate hope that i could find him.

you can see that there are candles and flowers out in front. a memorial for him. a huge turnout. this is sky 7 over a procession that started in oakland and ended in tracy where officer camilleri lived with his wife and three children. family, be friends, co-workers, and community members paid their respects. >> being a wife and a mother myself, i can't imagine. i cannot imagine what my friend is going through. and to see your three children not have their father around is horrible. >> reporter: the officer was a leader on the job and in his church. he was a youth leader and played bass guitar on the worship team. camilleri's body will remain at the chapel as funeral arrangements are still being made. matt keller, abc 7 news.

matt, thank you. the man accused of causing the crash remains in the hospital this morning in serious condition. that suspect is a 22-year-old man from hayward. officials have not yet released his name. investigators say he was under the influence of both alcohol and marijuana. we're tracking this story. san francisco joining a federal lawsuit against the department of defense. >> and the lawsuit accuses the department of failing to report former military members to the national background check system. city attorney dennis herrera claims the dod has not submitted these reports for decades, allowing guns to be sold to service members with a criminal history. the lawsuit comes after the november shooting that killed 26 people. the gunman served with the air force but was court-martialed after being convicted of assaulting his own wife and son. the lawsuit claims if this had been reported the gunman would not have been able to buy the weapon used in the attack. the dod has refused to commend on the lawsuit.

two appellate courts refused emergency requests from the trump administration to lift lower court orders and maintain the ban on transgender troops which means transgender individuals can enlist on january 1st. president trump tweeted he would not allow transgender individuals to serve in the military in any capacity. the issue could end up before the supreme court. new this morning a singer who made headlines this year for wearing a make america great again dress to the grammys is now filing a sexual assault complaint against president trump's former campaign manager cory lewandowski. joy villa shared this photo of the two at a party at the trump international hotel in washington last month. she said it was taken moments before lewandowski slapped her twice on the back side. villa says she plans to meet with detectives in washington next week about the complaint. lewandowski has not yet responded.

did you feel it? two earthquakes shook the north bay. the 3. 9 magnitude quake hit five miles from the alum rock neighbor. a 3.1 magnitude quake struck near morgan hill. residents tweeted us saying, yes, they felt it. no injuries or damage reported. containment on the thomas fire continues to grow this morning and fire officials say that there is very little active fire left. the state's largest ever wildfire is now 88% contained. air quality has gotten healthier. officials say people can start making plans to enjoy santa barbara and ventura areas soon. the cause is still under investigation. this morning coast to coast snowfall continues. we're tracking it all here at the live desk. snow is creating dangerous driving conditions and there have been some record breaking numbers in parts of pennsylvania and parts of upstate new york. in fact, more than 50 inches were dumped in some spots.

clouds. 30s and 40s. bundle up out there. sue? we'll take a look at our overall traffic map. things are looking really great out there. a little bit of slowing up and over the altamont. slowing there in the sunol grade. better news if you're traveling 237 westbound. we had an earlier accident near matilda cleared out of lanes and moved on to surface streets. a solid line of traffic to get from 880 to 101. and kind of exciting. the new transit center, the sales force transit center had a soft opening this morning -- or yesterday with test departures. muni will be running the first departures out of there. so far day one is pretty good. also this just one line at this point. they hope to have other lines up and running by june. i think we have a story on that coming up. >> that's right, sue, we do. we want to give our viewers more information on that new salesforce transit center since it is finally up and running. >> it replaces the old one demolished in 2011. it is topped with a rooftop.

it is twice the length of the transamerica pyramid. they have been testing buses since the beginning of the month. the agency is using the slow holiday week to move a single bus line into the new structure while construction continues. >> a lot of people are off for the holiday week am we didn't want to inconvenience people as we get our bearings and start service here at the sales force transit center, so we decided to start this week and ease people in. >> officials say greyhound could be moved in as early as june. b.a.r.t. riders, you will be paying more for your commute come january 1st. that means the minimum fare will increase to $2 per adult. paper particular users will pay 50 cents more each ride. the agency hopes the hike will encourage customers to use clipper cards for fare payment. more kids will be covered under the youth discount, though. eligibility now expanding to include everyone under the age of 18.

more express lanes could be coming to bay area highways. >> the focus is on 101 and 280 in san francisco. abc 7 news reporter amy hollyfield is live with details of the proposal. >> reporter: hi, jessica. how do you feel about paying money to use one of the lanes out here on this freeway if it will help you go faster? according to the "san francisco examiner" that is the idea floating around among transportation officials. those who are in favor of it say traffic is bad in san francisco and is getting worse, that they have to do something. they have been studying creating a car-pool lane on highways 101 and 280 but are looking into express lanes which cost the driver money. they are not doing this to make money but to keep traffic moving saying this would be created with the hope of keeping it moving at 45 meailes an hour. it got some pushback with one supervisor worried it could create congestion in the other

lanes and that would push traffic into the neighborhoods. this idea has a ways to go, but it is something to ask yourself in the new year. would you pay money for a quicker route into san francisco? stay tuned. this idea is getting some traction but it's just getting started. the transportation officials say they may ask supervisors for the funding in february. reporting live in san francisco, amy hollyfield, abc 7 news. >> certainly something to watch for in 2018. amy, thank you. right now it is illegal in california for an alcohol company to provide a ride home to someone who has been drinking at an event but that will change come january 1st. undered new law alcohol manufacturers can partner with a ride share or cab company ahead of an event and make arrangements for transportation. some groups oppose the change. they say the bill allows for beer manufacturers to promote the over consumption of alcohol. those who spoke to abc 7 news disagree. >> i think it's freedom of

choice ultimately. i don't think it will cause necessarily people to drink more than they would. >> i think people will be going to these parties to drink or at least that will be a part of it. providing free rides makes perfect sense. >> there are a few options. the rides could come in the form of a voucher or a discount code. happening today law enforcement wants to get the message out driving under the influence extends past alcohol. officials say the percentage of drivers in deadly crashes have other impairing substances in their system has risen 38.7% since 2006. the driver involved in the christmas eve crash that killed a chp officer in hayward is accused of being impaired by alcohol and marijuana. we all know what a problem mail theft is, and this morning antioch police need your help identifying a suspected thief accused of taking mail and that person taking mail straight from the mail truck. take a close look here at this photo. the police department post this had photo of the suspect. he is accused of stealing mail from two postal carrier vehicles

in antioch over the past two days. contact antioch police if you recognize him or his blue car. 6:47 now. more people are throwing their hat in the ring for san francisco mayor. 14 people want to fill the seat of mayor ed lee who died two weeks ago from a heart attack. all of the candidates have filed for nomination. their qualification status is still pending. some of the well-known names seeking the seat are former supervisor angela alioto, former state senator mark leno and current san francisco supervisor jane kim. a special election will be held on june 5th. biologists are trying to figure out what killed that came up on point reyes. had bruising on its head and neck. it does not appear it died with a collision with a ship. a full report should be complete within two weeks. the alameda county sheriff's office is sharing a story about how one of their own helped out a panhandler start to turn his life around. the sheriff's office post this had photo of michael on the left
