live where you live, this is abc 7 news. happening now, honoring a hayward chp officer after unthinkable tragedy on christmas eve. a ceremony is taking place at the chp academy right now in memorial of local officer. thank you for joining us. the community is paying tribute to the officer who leaves behind a wife and three children. the man accused of hitting and killing him remains in the hospital. matt keller is live at chp, good morning, matt. >> reporter: good morning. a lot going on here at the hayward chp offices. the flag was lowered to half

staff earlier this morning, and a memorial continues to grow with flowers and candles by the front door. meanwhile, the officer's colleagues also left just a few hours ago for west sacramento. [ sirens ] union city police blocked off chapel for the procession of the hayward chp. several patrol cars and motorcycles drove to the bell toll tribute ceremony. the officer was killed on christmas eve when an alleged drunk driver crashed into the back of his patrol car. since the tragedy, other local law enforcement agencies are helping out. >> obviously we're all deeply hurting right now about what happened with the officer, and the union city police department and all agencies in the area are going to support the california highway patrol in whatever way they need. >> reporter: chp officers from

other bay area offices like san francisco, dublin, redwood city and san jose are taking over patrols for the area today. funeral arrangements have yet to be announced. matt keller, with abc 7 news. the man accused of causing the crash is in the hospital in serious condition. that suspect is a 22-year-old from hayward and officials have not released his name. investigators say he was under the influence of alcohol and marijuana. happening today, law enforcement wants to get that message out that it extends past alcohol. officials say the percentage of drivers who have had other impairing substances has risen 38.7% since 2006. well new this morning, a man is fighting for his life after being shot during a robbery in san francisco. police say four people walked into a building at mission and 19th streets last night and robbed three men at gunpoint. a 77-year-old man was shot. the other men were not hurt. no arrests have been made. and take a look at this video from san ramone police,

they posted this on facebook showing an alleged burglar caught on camera. this man got away with thousands of dollars worth of electronics from a store on christmas eve. if you know anything or recognize him, call san ramone police. san francisco is joining a federal lawsuit against the department of defense. lawsuit accuses the department of failing to report former military members to the background check system. dennis herrara claims the d.o.d. has not submitted them for decades allowing guns to be sold to service members with a criminal history. the lawsuit comes after the november church shooting in texas that killed 26 people. the gunman served with the air force, but he was court marshalled in 2012 after assaulting his wife and son. the lawsuit claims that if it was reported the gunman would not have been able to buy the weapon that was used in the attack. the d.o.d. has refused to comment on the lawsuit. president trump is still in florida on his working vacation, abc news reporter kenneth moten

has what's on his agenda. >> reporter: no public events today but he's been consistent about two things on his vacation, golfing and tweeting. president trump spotted through the treeing wearing that signature red hat on his trump international golf course back hitting the links and back on twitter with a new year's prediction. only helped further by the tax cut bill. will be a great year for companies and jobs. stock market is poised for another year of success. the president has also spended to a fox news report about that now infamous dossier alleging collusion between the trump campaign and russia. wow, dossier is bogus, dnc funded dossier. fbi cannot afterall of this time verify claims of the collusion. fbi, tainted. the most malicious parts have not been corroborated, it's unclear what role if any it's played in the broader investigation into russia election meddling. the president continues his working vacation in florida

today. a state he's visited more than any other as president, 12 trips, at least 40 days spent at his lug sure you mar-a-lago resort and 60 days at one of his golf clubs. by the time the president leaves florida to return to washington next week, he will have spent more than 100 days at his protd since taking office, including overnight stays and shorter visits that 100 days, nearly a third of his presidency. abc news, west palm beach, florida. well people across the u.s. continue to rush to pay their property taxes by the end of the year because of the republican tax plan that alters deductions. some filers who itemize will not be able to deduct all of their property taxes, so they're trying to save money by paying their april installment before the enof the year so they can deduct that payment on their 2017 taxes. tax professionals though say this does not make sense for everyone to make an early payment, so make sure to talk to your accountant first. proposal to ease congestion on bay area highways, but it comes at a price. abc 7 news reporter amy hollyfield is live in san

francisco tracking potential new express lanes on 280 and 101, amy, what's the catch? >> reporter: you've got to pay to play, natasha. if you feel the need for speed, you're going to have to pay a toll. that's the idea being tossed around adding an express lane to the 280 and the 101, but it would cost you some drivers tell us, they aren't so sure it's worth it. traffic planners say something has got to change on highways 101 and 280 to ease the congestion. the highways don't have car pool lanes, but as experts started setting the possibility of adding them, they also started considering another idea. an express lane that drivers would pay to use. >> i can see how that would have a benefit to people, you know, paying, paying extra to go in the faster lane and other city us in the world do it, so why not us? >> reporter: that's one way of looking at it, when it comes down making the payment, there can be some hesitation. >> people generally use toll,

toll lanes, right? if it saves them ten minutes each right, probably. i don't know if i would use it though. >> reporter: that >> that's crazy, we pay enough. parking and everything else. that's going to get congest to do. there's not enough room anywhere. you know, so yeah, i don't know, i'm tired of paying for everything. >> reporter: a few supervisors pushed back asking about where the money would go, and would the congestion in the other lanes push traffic to the neighborhoods? drivers say they would have to weigh the cost against their needs. >> it depends on how much it was and how much of a rush i was, you know -- i don't know. probably not. >> reporter: i just talked with a spokesperson for the transportation authority, he tells me they're still studying this. they're in the early phases. they don't even know yet what they would charge you to drive in that lane. the next step is to get funding from the board of supervisors to city this even further. they're going to seek that in january or february.

so something to watch in the new year. reporting live in san francisco, amy hollyfield, abc 7 news. >> absolutely, we appreciate the head start, thanks, amy. right now it is illegal in california for an alcohol company to provide you a free ride home when you've been drinking at an event, that will change come january 1st. under the new law, alcohol manufacturers can partner with a ride share or cab company to make arrangements for your transportation. some groups are opposing the change, they say the bill allows for manufacturers to promote the overconsumption of alcohol. people who spoke with abc 7 news disagree. >> i think it's freedom of choice ultimately, i don't think it's going to cause necessarily people to drink more than they would. >> i think people will be going to these parties to drink or at least that'll be part of it, so i think providing free rides makes perfect sense. >> well the rides could come in the form of a voucher or a discount code. warriors fans don't miss the detail on new swag going on later today. could this be the perfect

now your accuweather forecast with lisa argen. >> and there is. . what a gorgeous sight. rolled in about 8:00 this morning, and the bay bridge, the golden gate bridge there, and stacking up the delays at sfo. and it's getting hazier in the city, but we are beginning to see a little bit of sunshine. live doppler 7 showing you where we have the clouds right over the bay here and the visibility has improved rapidly in the north bay, but we still have the fog at the coast and over one hour delays in san francisco. so a live look outside, and yes, it's still looking like it's just sitting over the bay here, but we have sunny skies for most of you today and once you see these temperatures, look at that, 59 degrees at half-moon bay. no wind at all, the temperature

and the dew point about the same early this morning. even with the low december sun angle, number ofs are responding, midr 50s, mountainview and san jose, cool spot in the city and gilroy, but yo u started out in the 30s, upper 50s here in santa cruz. you can see a few high clouds, 48 in santa rosa, napa, 49, the cool spot at 46 and low to mid-50s from concord, 51 in livermore. so with that fog, cooler this morning, anywhere from two to nine degrees cooler at this hour, and lake tahoe, anywhere from 28% to 38% in the southern sierra of snow pack for what we should see this time of year. so mild temperatures later today, sunshine for pretty much everybody, and we're staying dry until the end of the year. the extended outlook beyond the first and second of the new year shows we could see a pattern change. 49 overnight tonight in oakland, mid-30s in the north bay, little bit of patchy fog and as we look at december and review, 23 dry

days and today of course is another one. and we'll go right through the month. so, definitely need the rain, but today on the peninsula with that fog, you're starting out a little cool with numbers in the 50s. 57 by 3:00, and the rest of the bay area, little bit warmer, 63 in san jose. 16 in vallejo, 62 by the delta and the accuweather seven day forecast, not only a string of sunny days, it gets a little bit milder friday into saturday. you download our accuweather app and keep track of the temperatures hour by hour. you notice a bit of increase in cloudiness new year's eve and new year's day. we're going to have to wait until the next week. so all hope is not lost, but anyway, for the next seven days we are dry. >> it's not going to rain us out while we're watching fireworks. at least there's that. we wanted rain, but thank you. we have details on the airways flight from l.a. to tokyo that had to turn around because one of the passengers wasn't supposed to be on it. government official tells abc

news that two brothers were booked on separate flights. one on an ana, the other one on united, for some unknown reason they both board the the ana flight. after the flight landed back in l.a.x., they were interviewed by the fbi and eventually let go, but there's some celebrity slovmt here. john legend and his amazing wife, chrissy teigen were on that flight. she live tweeted the travel nightmare on her twitter account that has 9.2 million follow percent. the passengers boarded another plane early this morning and they are due to land in tokyo in a few hours. but oh, what a nightmare. we knew this was coming, for the first time we are hearing prince harry's interview with barack obama. they spoke back in september, but the interview just aired today on bbc radio. here's abc news reporter molly hunter. >> reporter: in his first interview since leaving office, former president barack obama sits down with his friend, prince harry. guest hosting a bbc radio show with the president in the hot
