ceremony for sergeant andrew camilleri. he leaves behind a wife and three children. the chp said a driver plowed into his car on christmas eve. the officers were overcome. le remember c le. >> he sacrificed his life for the safety and security of others. >> the driver who hit and killed camilleri was tunneled influence of marijuana and alcohol. he is still in the hospital. the chp has established a fund for people who want to help the officer's family. a power outage stranded people on rides at disneyland today. they said it is affecting tune town and fantasy land and was caused by a trans former

you're stepping out. 47 to 57 degrees. tomorrow morning, you will see foggy areas and it will be chilly. hazy sunshine. the temperatures range from the mid 50s to the mid 60s. i'll be back with a look at the rest of the seven-day forecast, including the holiday coming up. >> okay. thank you. now to a new proposal to ease congestion on bay area freeways. specifically 280 and highway 101 in san francisco. this plan does come with a price. abc7 news reporter amy hollyfield has the story. >> reporter: traffic planners sy something has to change to ease the congestion. the highways don't have car pool lanes. as experts started studying the possibility of having they will, they considered another idea. an express lane that drivers would pay to use. >> i can see how that would have a benefit. people paying extra to go in the faster lane. other cities in the world do it.

why not us? >> reporter: that's one way of looking at it. when it comes down to making the payment, there can be some hesitation. >> people use toll lanes, right? if it saves them ten minutes each ride, parole. i don't know if i would use it though. >> that's crazy. we pay enough. parking and everything else. that will end up getting congested, too. there's not enough room anywhere. i'm tired of paying for everything. >> reporter: a few san francisco supervisors pushed back, asking where the money would go. and would the congestion in the other lanes push traffic to the neighborhoods? drivers say they would have to weigh the costs against their needs. >> it depends how much it was and how many of a rush, i don't know. probably not. >> reporter: a spokesman for the tansportation authority tells me they're in the very beginning of study go this. they don't know yet what they would charge you to be in that

lane. the next step is to get funding to study it further. in san francisco, amy hollyfield. abc7 news. telling the story of naughty kids and stolen limos. someone started chasing a limo in a facebook post. police say they arrested naughty kid number one and released him to his parents. christmas morning, police spotted another stolen limo after a foot chase. they arrested a second juvenile, or in their words, naughty kid number two. then they spotted another stolen limo and arrested naughty kid number three. sitting next to him in the car was naughty kid number one. all three with taken to the juvenile hall. december may be the season of giving but the food bank is experiencing a dramatic drop in don'tations.

dramatically down. >> we've he had so many natural disasters in california so that may be affecting people's giving. we don't know if somehow the new tax law is affecting it. >> the cpa jeff lawrence said it is possible the new tax law is causing people to pre pay their taxes and now they're cash strapped. abc7 news. the irs announced this afternoon it will accept some prepayments of property taxes for 2018 only if they were assessed in 2017. prepayments of anticipated property taxes will not be deductible. the lines stretched out the door yesterday at the sacramento property tax office. these people are paying next year's property taxes right now because starting january 1st, a $10,000 cap goes into effect on the amount people can deduct for state, local and property taxes.

airport making a u-turn because an unauthorized person made it on board. during the flight, the cabin crew became aware that one of the passengers boarded the incorrect flight and notified the pilot. as part of the airlines security procedure, the pilot in command decided to return to the originating airport where the passenger was disembarked. this shows the flight of flight 175 as it left l.a.x. tuesday morning heading to tokyo but then made the sharp turn. touching back in los angeles eight hours later. >> thank you so much for taking me on this awesome 58 kagts, babe. >> welcome to los angeles. >> model chrissy teigen and her husband john legend on board. why did we all get punished for this one person's mistake? all the people were deplaned and taken to the terminal.

law enforcement piecing together what happened. two brothers with very similar names boarded. one will a ticket on the ana flight. the other on a united trip to tokyo. somehow he managed to use a duplicate of his brother's boarding pass. the airline apologizing saying, we take great pride in providing exemplary spler service and on this flight we failed to do so. >> we're told the fbi interviewed that passenger and his brother but believe there was never any danger. about seven hours after landing back here in l.a., the flight took off again for tokyo. abc news, los angeles. a few minor changes in state laws could keep people a lot safer. here the new rules of the road starting in the new year. >> reporter: the two cans of coors light in his car barely scratched the surface of the

danger the uber driver posed for his super bowl night passengers in simi valley. weighing in at .25 blood alcohol content when police pulled him over. >> as a driver, he should not be drinking at all. the whole point of uber is to have a sober person driving these people home. >> reporter: he's driven for uber and lyft and he supports the new law making it illegal for people who get paid to drive passengers to have the boc above .04. regulators in california and colorado recently fined uber for mishandling dui complaints. now the drivers could face serious consequences. >> so the .04 standard, if you're a uber driver or a lyft driver or a taxi driver and you drive trucks, two of those, you'll lose your license for the rest of your life. >> a lot of drivers lose their

licenses and their ability to earn money even though they didn't think they were impaired. another new law makes it illegal to smoke marijuana in a moving car as a driver or a passenger. he says ironically, pot won't hurt your license. >> there is no dui suspension for a marijuana dui. you can drive stoned on heroin on, marijuana, on crack cocaine. it doesn't matter. there is no standard under the national highway and traffic safety administration for any of those drugs, other than alcohol. >> the tickets alone can still cost drivers thousands of dollars. just driving is getting more expensive in 2018 because you'll be paying an extra $25 on your car's registration and renewal. starting july 1st, bus drivers will face big fine that's the they have seatbelts and passengers aren't using them. abc7 news. there is serious concern about that report on salmon not returning to the state's largest

hatchery. we first told but this yesterday at 4:00. the salmon the are not returning to where they should be reproducing. instead they're getting lost and disoriented because of the drought. now the golden gate association is saying, one hatchery accounts for 40% of them each year. >> two of the four salmon runs are approaching extinction. we have to do something about that. one is listed on the endangered species act. the other isn't. >> they had been trucked from the coleman hatchery and the sacramento river and released into the bay to get a better chance to survive the drought. a billionaire are giving big bucks. they will give $165 million to

a chilly day in oakland because of the fog. 60 in san jose and gilroy, you're at 60 degrees. you'll notice visibility is much better but the arrival delays continue of about an hour and a half. 62 in santa rosa. it is in the 50s. napa, novato. a few people are out on the beach just enjoying the nice sunny skies. now areas of dense fog expected again overnight. hazy sunshine tomorrow. and it is going to be dry for new years eve and new years day. we'll start out at 7:00. we have some fog and high clouds. into tomorrow morning, if you are commuting, there will be some areas of dense fog along the bay shoreline and along the coast. even in some of our valleys. so do be careful once again. just like this morning. if you're not commuting, you'll run into some fog.

last year, google developed artificial intelligence that beat the world's top player at the game of go. this is a professional player and he said he would never play a machine again after his defeat. according to chinese media reports, he has agreed to take on a range of a.i. opponents. that match is set for april the autobahn society was out counting birds. this is a 117-year-old autobahn christmas tradition. it can be a lot of fun but it is also telling us something about the state of the planet. >> if all the forest birds start to decline that tells you there's a problem in the forest. if shore birds are in decline or raptors are in decline, you can go back and say there's a

he was killed as we've been reporting on christmas eve when investigators say an impaired driver slammed into his patrol car. he is survived by a wife and three children. his partner was in the driver's seat and survived the crash. officer jonathan velasquez embraced his wife during the ceremony and fought back tears. very emotional today. a new public service announcement is hitting the airwaves warning drivers that dui does not mean just booze. that story is coming up at 5 qulok the change in law. and a winter blast is hitting much of the country this afternoon. abc news tweeted this fountain. many states are still cleaning up from christmas snowstorms. gloria rivera has the details. >> reporter: as winter weather

descends in full force, erie, pennsylvania, is one city battling back. even this snow truck driver got stuck after an epic snowfall in recent days. >> we'll be out 10, 15 hours easily. >> reporter: more snow is predicted. the city issuing emergency warnings for dangerous and impassable roads. advising to just stay home if you can. >> all i can do is laugh. you know, it's a little ridiculous. i keep pecking away at it and we'll get it clear. >> reporter: treacherous driving conditions have been seen in several days. a pileup in missouri left five dead and 125 injured. at this home in upstate, new york, the fire department rescuing a woman trapped inside. walls of snow reaching nearly to her roof. and accomplish's lake superior, iced over. this is wreaking havoc on travel all the way from the midwest to the northeast.

identifies areas prone to flash floods, as well as mud and debris flows. >> they look at the severity of the burn, the slope or the steamness, as well as the type of soil or the geology. and other factors. >> reporter: burn areas like this are the biggest concern to emergency crews. debris can flow down to the creek below cause splg heavy flooding. given the vast scale of what has been left dollared, it is impossible to stabilize the canyon. so officials are working a warning system that alerts for high water levels. >> they should be aware when a rainfall event is coming is that forecasted. they should be aware of their surroundings and watching the creek themselves. >> in a worst-case scenario, residents would have to be evacuated due to high floodwaters. a scenario officials hope to avoid. abc7 news.

heading south to los angeles. it will be warm by winter standards. 81 in palm springs. 67 in vegas. tahoe, 57 degrees. around the country, it is going to be bitterly cold across parts of the upper midwest and the northeast where an arctic blast has invaded. highs for thursday, only 13 degrees in boston, 20 in, no. pacific northwest will continue to get some rain and high elevation snow. so that's the area where you would have to go to actually get some stormy weather for the time being. the accuweather forecast, morning fog will give way to hazy sun. it will be a milder friday. if you have any outdoor plans including new years eve or new years day, it will be dry right through that time period. all the way through the middle of next week. with temperatures near to slightly above average. if you're looking for rain, you won't find it in the accuweather seven-day forecast. if you're patient, january 5th.
