the good news is they tell us they have no credible threats on san francisco for new year's eve but, of course, they are going to be out watching and ready for anything. plive in san francisco, amy hollyfield, abc 7 news. >> amy, thank you. on to developing news now. police investigating a deadly shooting in san jose. a man was shot and killed on van winkle lane off story road. new details -- rather, few details about what led up to the shooting. we know it happened just before 9:00 p.m. no arrests have been made. police have no suspects in it is exactly 4:30. a quick update on weather and traffic. let's start with lisa. >> we do have fog in santa rosa and the fog footprint is in the central valley. as we look closer throughout the morning hours this could expand to the south and east, so we're going to call for patchy fog along the coast and then full sunshine. even warmer than yesterday.

upper 50s by noontime. low 60s 4:00. mostly sunny skies. sue, anything going on? we do have road closures due to road work. let's take a quick check at the bay bridge toll plaza. just a couple cars stacked up paying cash on the right and left cash lanes. otherwise we're looking good as we get started on this thursday morning. holiday light we'll call it with freeway closure due to road work on highway 13 between highway 24 and broadway terrace. right now just a little bit of slow traffic as you merge off highway 24. otherwise it's getting through nicely. we'll check back on your mass transit options and drive times in just a couple. from our live desk this morning a security scare at phoenix sky harbor around 1:00 in the morning. police investigated something in terminal three as a precaution. now we don't know what that something is. all we know is the terminal and a nearby road were shut down for

some time. police have resolved the situation. operations are now returning to normal. delta, frontier, hawaiian and jetblue fly out of that terminal. there was only one delay, but officials are still warning travelers to check their status. we hope to get more on that story throughout the day. it's 4:32. mountain view police are investigating a deadly crash involving a motorcyclist. the crash happened just after 6:00 at the intersection of north shoreline boulevard and plymouth street near the google campus. several people rushed to help the motorcyclist but he was unresponsive. police have not yet identified him. a google spokeswoman issued a statement saying we're saddened to learn about the incident. our thoughts are with those affected by the tragedy. new details about the deadly crash on interstate 880. the county coroner's bureau identified the victim as 24-year-old chavez junior of

oakland. he died after his car collided with a fedex truck last thursday. the truck driver was uninjured and cooperated with authorities. chp tells us the case remains under investigation. homeowners across the country are scrambling to prepay property taxes for next year hoping to save thousands of dollars before the new tax line signed by president trump takes effect. >> this morning the irs has released new guidance. abc news reporter kendis gibson explains. >> reporter: the new tax law taking effect january 1st brings with it new rules affecting millions of americans. >> i'm very upset. i'm upset how it will affect the value of our homes. >> reporter: taxpayers are rushing to pay certain taxes early in order to take advantage of deductions that will soon disappear. the new law limits deductions for state and local income taxes and property taxes capping them at a combined $10,000. accountants say some taxpayers could prepay next year's property tax to get a larger

deduction this year, but the irs has a message for those who rush in to pay before the new rules take effect. not so fast. in a post on its website the irs said paying the taxes ahead of time could work but only under limited circumstances. to qualify for the extra deduction this year property taxes not only need to be paid in 2017 but must be assessed in 2017 which means anyone paying taxes on estimated assessments will probably be out of luck. >> i would today and yesterday we had over 1,000 folks. >> reporter: some states are encouraging residents to try and skirt the new cap on deductions. new york's governor andrew cuomo signed an executive order paving the way for residents to prepay their property taxes. but prepaying could be a risky strategy for some. many homeowners pay their taxes into an escrow account and could face an audit if they prepay because the tax payments they report to the irs will differ from those reported by their

banks. kendis gibson, abc news, new york. new developments in the alabama special senate election. republican roy moore is trying to stop officials from certifying democrat doug jones as the winner. moore filed a lawsuit claiming there may have been voter fraud and there should be a new election. jones defeated moore by about 20,000 votes earlier this month. in a statement moore also said that he passed a polygraph test aout his alleged sexual misconduct. he said the results show he did not know the accusers or have any sexual contact with them. the fbi says its investigations into sexual assaults on flights have gone up 66% in the last three years. the bureau said it opened 63 investigations this year compared to just 38 in 2014. this comes after a cnn report that claims several passengers complained of misconduct and flight crew did little or nothing to help. cnn reports flight attendants may not know how to respond when

confronting the behavior. hi there, everyone. thursday morning, live doppler 7, notice the cloud cover over the north bay and, yeah, almost a repeat performance. we're seeing the fog still in petaluma and with some high clouds we're looking at some of the clouds not pushing to the south. and that would be a good thing that everyone wouldn't be encompassed again. for now we'll keep it in the north bay and look for limited fog in san francisco. be careful if you are working today. it'll be cool heading out there but light winds on the bay. and later on this afternoon even milder than yesterday, 42 now. spending time in the south bay. look at the sunshine and numbers will climb. we're looking at low 50s by 10:00. mid-60s by later on in the afternoon. so low 60s in the north bay. 59, oakland, san francisco. overnight tonight we'll see 30s and 40s. a look at the extended outlook

>> driving certainly treacherous as you might imagine. icy roads responsible for more than 40 accidents. the coast guard was hard at work breaking ice in green bay. an inmate is on the run right now after authorities in georgia say he made an elaborate escape. he was scheduled to head to prison today on obstruction and theft charges. officials say carroll used part of a table to break through a brick wall and squeezed through an opening. he then climbed through a small hole in a fence to escape. police say the inmate then stole a county pickup truck that had gps. they have tracked the truck to south carolina where carroll is from. but as of right now he is yet to be found. >> people caring for sick relatives can take more time off from work.

a new law expands the family leave bill. employees and small businesses will get up to 12 weeks of leave to care for a newborn or adopted child. the amount of money received will expand. up to 70% of your salary depending on income. >> so it's no cost to the employer. it is actually paid for by the workers. it is a win-win. it allows people to stay home, take care of their family needs and not worry as much about paying the bills or their financial commitments. >> krit ex-say the law will only make it harder for small businesses to stay open. also starting on monday a new law will waive tuition for first-time community college students. more than 2 million students could benefit from the new law. this morning the power is back on at disneyland, a problem with a transformer caused an outage leaving some visitors stranded on rides. one family says they were on it's a small world when suddenly

everything just went out and the ride stopped. then they sat in the dark for about half an hour before being escorted off. disney is the parent company of abc 7. new details about a homeless man from hayward who has new hope after his story went viral on facebook. we actually first told you about the story yesterday on abc 7 mornings. >> a deputy who planned to give him a ticket wound up giving him help instead. jonathan bloom spoke with the deputy and the man about what happened. >> reporter: for years deputy jacob swalwell had seen a man begging for money and he'd finally had enough. >> it was a safety issue and that was more of the concern than the panhandling. >> reporter: he planned to write him a ticket but stopped to talk. >> i got to know him quickly and realized a citation is not what this man needs. >> reporter: he was a truck driver until a bad accident left him disabled. >> when you have a serious broken back injury, you never
