quarter mile visibility. some will extend down to the richmond/san rafael bridge. this morning thinking less of that but still it's with us through about 10:00. and then by the afternoon, early afternoon, upper 50s. plenty of sunshine. low to mid-60s. so it's a short day, of course, with some of the shortest days of the year. make sure you get out and enjoy all that warm december sun. sue? >> we are taking a look now and will check back in. still holiday light, no metering lights. if your travels take you along the 80 freeway from hercules into san francisco including getting through the toll plaza it's stis. it's a pretty good drive all the way around. you're seeing green on our road sensors. the key all weeklong. we do have some slow traffic as you're heading into danville. we had an accident blocking the left lane of traffic and chp is en route to get that car out of

lanes. for now between alamo and danville southbound. >> sue, thank you. new this morning a driver has been arrested after a crash in the south bay happened just after 2:00 this morning on old santa cruz highway. you can see a man being handcuffed in this video that we have from scene. the car, a tesla, ended up 40 feet off the roadway and ten feet off the ground. unclear what caused the car to veer off the road. >> this morning an investigation continues into a deadly crash involving a commuter bus in mountain view. >> this happened right near google offices. reporter matt keller is live in mountain view. good morning, matt. >> reporter: good morning. traffic can be busy here on north shoreline boulevard. right now it is light. the good news for commuters today, the road is back open after the police investigation has wrapped up. now take a look at the video from the scene last night.

you can see it was very busy. this is the intersection of shoreline and plymouth near the google campus. mountain view police say a motorcycle and a bus crashed just after 6:00 last night. the motorcyclist was killed. >> i was about to make the left, i was creeping up. i know how busy this road is. i felt something under my tire crinkling, didn't know what it was. and when i looked up i saw the motorcyclist bent over. there was a little bit of movement. i don't know if he was alive or really what had happened. i immediately called 911, told them what i had seen, where he was on the road. >> reporter: now the bus is registered to a commuter bus company. police haven't said the bus had passengers onboard. a google spokesperson issued a statement saying we're saddened to learn of this tragic incident. our thoughts are with all of those affected by this tragedy. the identity of the motorcyclist killed is yet to be released. matt keller, abc 7 news. >> matt, thank you.

new details about the man in custody for a violent stabbing in santa rosa. police say they arrest this had man, 39-year-old who was caught on surveillance at lolo's restaurant shortly before stabbing a 61-year-old man in the neck. police found him around 7:00 p.m. last night. they're still investigating what led up to the stabbing. the victim is now in stable condition. this next story a reminder to never leave anything visible inside of your parked car. car break-ins in san francisco are up 26% compared to last year. despite changes made by the police department. according to sfpd crime statistics more than 2,600 thefts from a vehicle just in the month of november. in fact, that's better, though, than the number in october. overall in the city there have been more than 28,000 car break-in reports this year. in august police chief bill scott said he would double the number of officers on foot and

bikes patrolling neighborhoods. he did so by disbanding the task force created to bust serial car thieves. a santa rosa donation site that helped north bay fire victims had to shut down prematurely because of repeated attempted break-ins in vandalism. in the last two weeks according to the press democrat. the site opened in october to help families with children at hidden valley elementary school. volunteers packed up the donated items yesterday and plan to ship to other donation sites. the environmental protection agency must revise standards for dangerous levels of lead in paint and dust within one year. a federal appeals court made that ruling in san francisco. the ruling says the epa's delay in setting new rules on when lead paint and dust in older houses are dangerous posts, quote, a clear threat to human welfare. the epa must propose new rules

in the next three months and come up with a final rule one year later. good news for dog owners in the bay area. the national park service has officially withdrawn its plans to make new rules for dogs on leashes. a notice posted in the federal register says the nps has determined the rulemaking process for its dog management plan, and this comes -- terminated that plan, i should say. this comes after the decision in october when the park service said it would stop plans to expand on leach areas in marin, san francisco, and san mateo counties. >> climate change could severely impact our freeways in the bay area. possible threats such as rising sea levels, higher storm surge and more frequent wildfires. highway 101 which links nine counties to san francisco airport has been identified as being at risk to sea level rise. >> we've just now with about 19 actual agency partners really looked at some of the data

accumulated. the next step will be to address how we can do that addressing of the impacts to our roadways. >> one approach is to look at developing a new kind of pavement to withstand hotter temperatures. you may not have known this was illegal but the new state law that's going into effect next week that will now let you enter a crosswalk even after the countdown begins. >> first, a woman goes into labor inside of a market. how the employees jumped into action to deliver her baby. and we're waking up to really cold temperatures and fog. a quarter mile visibility. we'll leave you with a look at this, these temperatures probably will make you want to stay in bed longer. hopefully you hae the day off. it's a mild 50 in half moon bay. 34 in the san ramone valley. a live look outside at the bay bridge toll plaza. pretty light right now. we are keeping you up to date

ambulance. she was going into labor. within a few minutes that baby was on its way. >> it happened so quickly. everything happened so quickly. then the butcher took off his apron and i cut the cord. >> mother and baby were taken to the hospital but not before everyone pitched in. the butcher, the store owner. i read somewhere someone else went to help the baby breathe. the baby was purple. so everyone pitched in. it's amazing. everyone is okay this morning. >> she walk into the right market. >> wow. good morning to you, everyone. live doppler 7 looking at cloud cover. very cold temperatures and visibility reduced from santa rosa to petaluma. we will look for the cold numbers to stick around for a while. it's 40 in blackhawk. 35 in dublin. numbers slightly milder closer to the coast. 48 in san francisco.

37 in novato. we will be looking at numbers today coming up quickly and as a result it will be a nice day if you're out on the water heading out to exercise, doing some sightseeing. a nice month for that. and temperatures today may be two to three degrees warmer. low 60s on the peninsula, about 64 in san jose. 63 in santa rosa. still locked into that pattern with 30s and 40s and low clouds at the coast. in ten minutes my accuweather seven-day forecast. first a look at the traffic. to san rafael where there's no fog yet and you can see southbound 101 the taillights in north san pedro and everyone is moving at the limit. headlights are headed north where we have no delays headed into san francisco. a look at walnut creek popping over to the east bay. those taillights are headed southbound to highway 24 and farther south towards danville we had an accident partially blocking the left lane cleared

about the deadly amtrak crash last week in washington state. some 911 tapes have just been released and one caller's voice full of fear. >> where are you at? >> i'm on the train. i'm physically on the train. >> all right. >> we're going to get help, i promise. >> is anybody in the car that you're in hurt? >> yes, a lot. >> investigators are still trying to figure out why that train was going more than double the posted speed limit as it entered the curve where it left the tracks. three people died in the crash. the president of afghanistan is now responding to today's deadly terrorist attack in kabul. brand-new video from the scene. the president called today's attack a crime against humanity. officials say an unknown number of suicide bombers set a bomb off before detonating themselves

inside of the center. 41 people were killed and there are 84 people hurt. isis has claimed responsibility for today's attack. president trump has his agenda ready for the start of the new year. he plans to host senate majority leader mitch mcconnell and paul ryan. they'll be at camp david. this comes after the recent signing of the tax bill which goes into effect on the first. martin scarelli's lawyer will probably join him in prison. he was convicted of conspiring with the pharmaceutical executive to defraud investors. he was dubbed p ha are -- pharma bro. he's awaiting sentencing following his conviction in the same scheme. it appears fnone of his hedge fund managers were involved.

it was difficult to find an unbiased jury. two milwaukee police officers are being hailed as hoe rece this morni heroes this morning. >> back up, the car is on fire! back up! >> the officer saw the car crash into a power pole. it ended up on its roof. one person was able to get out but the two others were inside unconscious. without gloves the officers pulled the teenagers out in less than a minute. >> officers just like us, across the country, they would do the same thing because that's why we joined and why we're cops. >> the teenagers were taken to the hospital for treatment. the officers will be nominated for a police department merit award. >> i can't imagine them not winning the award.

all ace trains are running to san jose. sue, thank you. new this morning hearing from a group of teenagers who helped rescue a man who fell down an embankment in the south bay. happened about 12:30 on hicks road in santa clara county. they found a man with a broken leg. >> i immediately said he has a broken leg. he was asking me questions about his condition, where on the leg, different things like that. trying to maintain contact. >> happening today the suspect accused of plotting a christmas terror attack.

a second court appearance. 26-year-old ex-marine is scheduled for a hearing at 2:00 p.m. this afternoon in fresno. a preliminary hearing is set for january 5th. investigators say that he was inspired by isis. attempting to provide materiel. jameson's attorney says he will plead not guilty to any charges. and in light of that christmas day plot, security for new year's eve expected to be very tight. >> and that's as thousands were expected to watch the fireworks along the embarcadero which is where we find reporter amy hollyfield. >> reporter: it's a new year's eve tradition to watch the fireworks. thousands are expected but san francisco police will be here, too. they have called in everyone. they have canceled days off. everyone will be working and on patrol. they are partnering with local, state, and federal officials and

they will not be allowed to bring backpacks or strollers and double the number of national guard troops on duty. russian president vladimir putin is talking about the recent explosion in st. recent explosion in st. petersburg. is it took place at a supermarket. no one was killed but at least 13 were hurt. investigators say it was rigged with shrapnel. no one has claimed responsibility. at the christian life center in stockton, members of the public are invited along with officer camilleri's family, friends, and fellow law enforcement. chp established a fund for people who want to help officer camilleri's family. a link on our website,

abc7news.com. and the chp honored officer camilleri yesterday in west sacramento with a bell ringing ceremony. ceremony. camilleri died christmas eve when a driver plowed into his patrol car in hayward. his partner, though, survived. officer jonathan velasquez was visibly overcome at the ceremony. the suspect to hit the suv was drunk and high at the time. meanwhile, the number of law enforcement professionals who have died in the line of duty in 2017 dropped to its lowest level in four years. that is according to the national law enforcement officers memorial fund, a nonprofit group that has long tracked officer fatalities. the 128 officer fatalities in 2017 represents a 10% decrease from the previous year. of those deaths 47 were traffic

related. 44 were from shootings. >> it's 4:36 now. new developments in the alabama special senate election. roy moore is trying to stop officials from certifying doug jones as the winner. moore filed a lawsuit claiming there may have been voter fraud and there should be a new election. jones defeated moore by about 20,000 votes earlier this month. in a statement moore also said that he passed a polygraph test about his alleged sexual misconduct. he said the results showed he did not know the accusers or had any sexual contact with them. >> chilly and foggy in spots but not quite as foggy as yesterday. in fact, even warmer this afternoon. a look at live doppler 7 with the cloud cover not keeping us warm, though. the numbers have dropped and we're looking at half-mile advice nblt svisibility in sant. a little bit of fog over the san pablo bay and then it pulls back about midday.

statement saying we're saddened to learn of the tragic incident. our thoughts are with those affected by this tragedy. the identity of the motorcyclist is yet to be released. matt keller, abc 7 news. on to developing news in the south bay where police are investigating a deadly shooting in san jose. a man was shot and killed last night on van winkle lane just off story road. investigators have released few details about what led up to the shooting. we know it happened just before 9:00 p.m. no arrests made and police do not have any suspects in custody. a concord man is in jail this morning accused of a violent rampage. police say he tried to run over a man, crash into a store, and attempted to choke a k-9 police dog. abc 7 news was at the farm bureau market where this all happened tuesday. concord police say 37-year-old david tried to run someone over but missed and, instead, crashed through the market. they say he then ran off and then that led to a police chase.

he got out of his car, yelled at officers to shoot him, then tried to choke and shoot a k-9 officer. he was finally taken into custody. a would-be armed robber got a knock on the head after a fast food customer whacked him with a chair. a man named daniel was eating an early dinner when he saw something and then did something. >> i noticed this guy walk in had a yellow plastic bag on his head. at first i thought it was a gag. then i noticed he had a knife in his hand. he walked up to the window and said give me the money. i hit him hard, really hard. you could hear the chair crack. >> the would-be robber managed to run away to a getaway car no doubt nursing a pretty bad bump to the head. >> ouch. part two of this week's arctic blast in the northeast is arriving this morning. bitter cold temperatures and even icier wind chills are gripping many states around the great lakes. abc news reporter shows us where

conditions are about to get even worse. >> reporter: just one week into winter and the bitter cold is tightening its grip on much of the country. >> it's freezing. i feel icicles are hitting my face. >> reporter: oswego county is under a state of emergency after seeing a record 62 inches of snow. while firefighters in nearby jefferson county worked to rescue a woman trapped in this home. people are digging out from 65 inches of snow but are encouraged by forecasts that the worst is over. >> we're drowning in snow. >> reporter: residents of one massachusetts town frustrated their streets haven't been plowed since the christmas day storm. >> it's not good. if there's a fire, forget it. we're done. >> reporter: the midwest is struggling to deal with the blast. in minneapolis where the thermometer read minus 4, the brutal cold turned the fall noose an ice scape. all this arctic weather has some people looking to escape to

warmer climates. >> i looked for last-minute flights new year's. it's hopeless. >> reporter: small planes skidded off runways. driving is treacherous. icy roads responsible for more than 40 accidents in kansas city alone. it's bad. i was talking to lisa this morning about the first time i ever had to shovel snow out of the driveway when i lived in texas where it does snow. there are blizzards there. it's terrible. >> some of those extremes can be even worse from the ice to snow and then all that heat. that's why we live here. live doppler 7 looking at the clouds bumping into a huge dome of high pressure. clouds looking for a very pretty sight. visibility improving. napa is at three miles. here is the way it looks for mt.

tam. with the sun coming up in 20, 25 minutes. 39 in oakland. mid-30s at gilroy. 55 on the coast. it's going to be another mild day. in fact, warmer than yesterday. looking at some awfully cold numbers. santa rosa with 36 in livermore. 39 in concord right now. so areas of fog this morning, hazy sunshine. dry for new year's eve, new year's day, and high temperatures around the bay. look at all the 60s, more 60s than 50s this afternoon. so we're well above average and then as we take it into tomorrow, even a few degrees warmer. then by saturday we're looking at more clouds, slightly cooler. no rain here. sue, good morning. >> we're going to the san mateo bridge where traffic is flowing quite well if your travels take you from hayward up to the high rise. about a 16-minute drive from hayward to foster city. that is your reverse commute. so that is picking up nicely.

disneyland. a problem with a transformer there caused an outage yesterday leaving some visitors stranded on rides. in fact, one family says they were on it's a small world when suddenly everything went out. the ride stopped and they had to sit in the dark for about half an hour. about a dozen were affected by the outage. disney is the parent company of abc 7. powerball jackpot is getting bigger and bigger. >> no one guessed last night's winning numbers. here are the numbers just in case you want to recheck your ticket. the jackpot will be at least $384 million for saturday's drawing which is, of course, a great way to round out 2017. what a mess, lottery winners are hoping officials in south carolina will not be holiday grinches because a computer glitch allowed more people to win the $500 prize on christmas day than should have been allowed. the education lottery website says a programming error caused the issue, so people are going
