good morning, everyone. i'm carolyn tyler. thanks for joining us on this new year's eve, sunday, december 31st. let's start with a quick look at the weather with our meteorologist lisa argen. >> good morning, everyone. happy new year. we have clouds in place in our spare the air alert and live doppler 7 showing a little precip offshore. it's the cold temperatures and reduced visibility with the haze that you'll notice today. 4-mile visibility in livermore, about 5 miles toward mountain view and san carlos.

a live view from our exploratorium camera is less than ideal for most of the area. 35 in novato, 39 in concord with 44 mountain view and hayward. we are slightly warmer right now with the cloud cover this afternoon. partly sunny conditions and we will be slightly cooler with mid and upper 50s by noontime. we'll see a little sun throughout the afternoon allowing our inland valleys to bump up in the lower 60s, 50s on the coast, upper 50s on the bay. jackets tonight with milder conditions with 50s for the early revelers at 8:00. then for the next several days we're looking at a shift in our weather pattern. a shooting has left one person dead. officers say a woman was on her way to a wells fargo atm yesterday afternoon when she noticed a man pacing with a gun.

abc 7 news reporter tiffany wilson shows us witness video of the tense police standoff. >> reporter: this cell phone video shows what happened next. officers quickly circled the suspect and started talking to him. >> he was not complying at all. >> reporter: interim police chief jared kirby said the 36-year-old spanish man was unstable and well known to others. >> they've known him since he was eight years old. >> reporter: a crisis intervention team that specializes in mental health issues asked the suspect to drop his gun repeatedly. ig ig ignacio's video ends when the suspect shoots his weapon. you can see the suspect raise his arms and fire. >> he fired his gun i don't know how many times, but he fired his gun in the direction of the officers. >> reporter: officers then returned fire. >> they shot the dude. >> reporter: none of the officers was injured. the suspect was killed.

jimenez is a soldier. he expects gunfire on the front lines, not near his front yard. >> i didn't expect there to be a shooting. i thought the guy was going to comply and they were going to arrest him and that was going to be that. it escalated very quickly. >> reporter: chief kirby says the suspect has an extensive criminal past. he said the woman calling 911 may have prevented the suspect from robbing someone at the atm. >> the video at the atm adds suspicion of why he was there with a gun, pacing back and forth. >> reporter: the district attorney's office is investigating the shooting. tiffany wilson, abc 7 news. the water after a shark attack in estero. they have closed the area to surfers and swimmers. good samaritans at nearby

drake's bookstore helped the victim who is recovering from that attack. it's goodbye to a fallen chp officer at a memorial service in stockton. officer andrew camaleri lost his life christmas eve when a suspected impaired driver hit his car in hayward. ♪ >> reporter: music and memories fill the christian life center in stockton where hundreds of law enforcement officers, some as far away as colorado and texas, came to honor fallen chp officer andrew camaleri, a man who loved his job. >> whether it was to be able to help a disabled motorist, issue a citation to a speeding driver, which he just enjoyed because he got to drive past. >> reporter: his casket was escorted by fellow chp officers. he died in the line of duty christmas eve in hayward when his patrol car was struck by a

suspected drunk driver, who was later arrested. >> he was out there protecting others from the very thing that took his life. >> reporter: his partner was injured in the crash. his emotional tribute brought everyone to tears. >> andrew, i know you can hear me. i love you, buddy, and it was an honor being your partner. rest in peace, brother. >> reporter: valasco got a standing ovation from the crowd. >> andrew was a family man and loved nothing more than being with roxie and their children. >> reporter: andrew met his wife when they both worked at mcdonald's. they have three children. >> elizabeth, i know that you miss your dad and he's not here, but he'll always watch over you. >> reporter: acting chp officer warren stanley presented roxie camaleri with her husband's badge.

♪ >> reporter: officer camareli now returns to his hometown of tracy where he will be laid to rest. in stockton, abc 7 news. six people were hurt in a violent collision between two cars near san francisco's golden gate park. the crash happened on arguello boulevard and fulton street yesterday morning. a mercedes t-boned an acura at high speed. the acura had a family of four in it, including two children. >> he rammed into the vehicle at full speed. >> the fire department said all six hurt in the crash were taken to the hospital with injuries, thankfully considering nonlife-threatening. the driver was briefly detained after the crash before being taken to the hospital.

here's a live look at the embarcadero in san francisco. the city tonight will be packed with revelers ready to count down the new year, but there's still a lot to do to prepare. >> reporter: era ready for sunday when people will line the streets expected to ring in the new year and watch the fireworks over the bay. there will be tight security and heavy police presence. >> if you see something, say something. >> reporter: at a press conference friday, police chief bill scott said visitors should feel safe here. >> there are no known credible threats to the city. however, we know that any there are large events with a large amount of people, we always have to provide additional police support, additional collaboration or better collaboration with all

our local and state partners. >> bars and strunts arestaurant gearing up for a busy night. coqu is booked. they're urging people to report any fireworks you see as they are illegal. if there is an emergency, information will be pushed out. you can text nyc alyssa harrington, abc 7 news. >> here's more about the final preparations in san francisco for the fireworks display. it takes a team 48 hours to get all the pyrotechnics ready. they'll be launched from a barge on the embarcadero. unlike in years past, there is a bit of a concern that

15-minute fireworks show will worsen the already poor air quality. >> particles from the fireworks linger in the air for quite some time. especially with the conditions we have right now, calm conditions, cool temperatures, that means air pollution is just lingering in the air. >> as lisa has told you, a winter spare the air alert is in effect for today. hundreds of thousands of spectators typically take in the san francisco fireworks show. many bay area transit agencies are providing free rides tonight. caltrain, ac transit, sam trans, vta, muni all offering free rides. they'll begin at 8:00 tonight and run into the early hours of the morning. as part of a new year's eve tradition, bart will run extra trains until 3:00 tomorrow morning. bart says trains will run every 20 minutes after midnight, and a reminder some stations will be skipped due to overcrowding, so

you might want to plan ahead. you can celebrate 2018 with abc 7 dick clark's year's eve at 8:00 p.m. then we have news and we get back to dick clark after the news. overnight we'll be dropping whack into the 30s but the fog shouldn't be an issue. we'll have the clouds up above, but from emeryville, it's a little hazy and fog from the south end of the bay. it is 44 degrees on the peninsula. lots of 30s and 40s in the north bay. we'll keep to this weather pattern in the next few days, but then things change as rain arrived in your neighborhoodment i'll track it for you next. also ahead, childhood

friends and family remember san francisco's late mayor ed lee. a special tribute in his hometown of seattle. that cold air blast causing major problems across the country

a northern california family is grappling with the tragic loss of their loved one. 21-year-old marine lance corporal ryan harris was stabbed

to death trying to break up a fight. our sister station in sacramento explains how this loss is devastating the family. >> reporter: what did he mean to your family? >> what does a heart mean to your body? >> reporter: with a broken heart, larry holt tells me about the grandson he raised at their home just outside sacramento, who to him was so much more. >> reporter: he was like a son to you? >> he was my son. he treated me as his father. >> reporter: from a young age, family members say ryan harris aspired to become a marine with the ultimate goal of becoming a california highway patrol officer. >> all-american kid. he enjoyed life, he really did, and he was an example for how to live life. >> reporter: it was just a week ago he was on leave and at home

opening christmas presents. now that dream lost forever. his family explains what they understand to have happened at a bar in san diego. >> there was a fight going on, and he went to intervene and stop the fight, and in the process he was stabbed and killed. >> reporter: he was trying to do the right thing. >> he always tried to do the right thing. >> reporter: to whoever did this to him, would you have anything to say? >> i would. i would. >> reporter: what would that be? >> i would say to them, you've taken one of the most precious things from our lives and we'd like to know why. >> reporter: the family is working to set up funeral arrangements. meanwhile they're anxiously awaiting any new information about what happened in san diego. in elverta, abc 7 news. childhood friends, family and community members gathered in mayor ed lee's hometown to

celebrate his life. people came to pay tribute to ed lee at his high school where he was class president, the first of many leadership roles in his life. >> he left a legacy for sure. the impact of him being a mayor was just more than any of us could have imagined being in seattle, and we're just extremely proud. we'll miss him but we know that his accomplishments live on. >> ed lee was remembered as a low-key, open-hearted man whose rise in government broke barriers particularly for asian americans. this is expected to be the coldest new year's eve in decades for many cities. new york city health officials say the temperature in times square tonight will be around 11 degrees with a wind chill that will feel like zero. this is erie, pennsylvania already digging out from five and a half feet of snow from last week, now expecting 18 more

inches. chicago is frozen with a high today of 6 degrees. officials are concerned for the homeless. >> people's lives could be at stake, so we're checking up on them. we want to make sure they are getting the resources they need to be safe. >> and a common sense warning from officials in frozen cities all over the country. stay inside if you can. if you can't, be prepared for bone-chilling conditions. >> whoa, whoa, right in front of us. down in the ditch. whoa, whoa, there's another one. oh, another one going in! >> yeah, a crash involving more than 40 cars closed a stretch of highway for several hours in whitehall, michigan. that's northwest of grand rapids. police say three people were hurt, no one seriously. one driver who was stuck in a ditch took video of the

incident. investigators say speed was a factor in this chain reaction crash. it happened in near zero visibility. new minimum wage laws in california go into effect tomorrow. starting january 1st, small businesses with 25 or fewer employees must pay at least $10.50 per hour. larger businesses must pay at least $11 per hour. most bay area cities have even higher minimum wages taking effect in 2018. san jose, san mateo, loss altos, cupertino, palo alto will raise the minimum wage to $13.50. sunnyvale to $15, milpitas 12, oakland $13.23, el cerrito, 13.60 and richmond $13.30. out with the old, in with the new this new year's eve. today is goodwill's

donate-a-thon. they are taking housewares, clothes and more. this is a video from a previous event. you can drop off donations from 7:00 this morning to 5:00 tonight at fulton and 13th street. donaters get free movie tickets. good morning. it's new year's eve. we're looking at cloud cover spilling into san francisco, cooling us down, perhaps a sprinkle or two today. this is moving to a dry air mass, so it won't amount to anything. we have haze, fog and spare the air alert. the entire bay area encompassed right now in that haze. that's why the air quality has been issued. a spare the air alert. it's going to remain kind of murky out there in the morning and afternoon hours. look at all the 30s from santa

rosa, napa to novato. slightly warmer in oakland. most of you are a little bit warm warmer, this afternoon a little bit cooler. we'll look at the mid-level clouds, poor air quality, but it will be dry for new year's eve, new year's day and we'll be looking at a change in the weather pattern in the middle of the week. if we look at december in review, we should have 4 inches of rain in san francisco. it's going down as the fourthouh driest december on record. it's pretty bad and we're going to continue to see the dry weather until the pattern changes, and we're not looking at a whole lot of rain, either, but we'll take whatever we can get. cloud cover through 11:00, so mostly cloudy skies, then a few breaks in the overcast throughout the afternoon.

that should bump us up in the low 60s. the storm impact scale is a 1. that means a live system, a tenth to a half inch of rain. breezy at times. winds 20 to 25 miles an hour. your wednesday noon looks wet. you can see the darker green through the coast here, livermore and san jose. as we go into thursday, a few scattered showers for your commute to work. some of you back to work. on friday another push of rain. this will last friday night, possibly into saturday morning. the spare the air alert, hazy conditions, poor air quality. mid to upper 50s. slightly cooler in san jose. then tonight, a mix of clouds and stars. so we're not going to do away with the clouds. we're looking at temperatures in the 50s. 10:00, jackets with mid-40s

. welcome back, everyone. happy new year's eve. we are starting this half hour with a look at the weather with our rolmeteorologist lisa argen. >> good morning, carolyn. happy new year to you. it's a spare the air alert and the air quality here, too, is less than ideal, but it's worse on the east bay. 34 by the delta, low 40s in oakland, 44 in hayward. we are anywhere from two to five degrees milder this morning, nine degrees milder on the coast cht that coast. that's due to all the cloud cover. this system offshore could offer up a few sprinkles today, but more than likely you'll stay ry, see more clouds than sun. mid to upper 50s around the bay with numbers above average. 50s on the coast. low 60s in our inland valleys

and clouds around tonight and rain arrives by midday on wednesday. let's check out politics. he was the young man whose name many had never heard before. now george papadopoulos is at the center of the russia investigation. this morning there is a new report on how the former trump aide first landed on the fbi's radar. abc news reporter david wright has the story. >> reporter: new reporting about how u.s. authorities may have first learned about russia's attempts to meddle in the 2016 election reportedly because of what a former trump campaign adviser told an australian diplomat at this london wine bar in may of 2016. according to the "new york times," trump adviser george papadopoulos boasted to australia's ambassador to the u.k., alexandra downer, that russia had political dirt on hillary clinton.

they allegedly passed that tip on to authorities. that was two months later, about the time that hacked dnc e-mails started appearing on line. papadopoulos, who recently pled guilty to lying to the fbi, was part of the trump campaign's national security and foreign policy team seen here at a meeting with candidate trump. the president posted a picture of that meeting at the time, but later disavowed it. >> i don't remember much about that meeting. it was a very unimportant meeting. >> reporter: as for papadopoulos, trump insisted, few people knew the young, low level volunteer named george, who has already proven to be a liar. but papadopoulos' fiancee told stephanopolous that all of his work in the trump campaign was coordinated with upper levels of the campaign. >> he did his work with the blessing of the company. >> reporter: trump's lawyer

declined to comment about the "times" story. it would mean back in july of 2016 the fbi would have launched its investigation not as a result of the so-called dodgey dossier formulated by a british spy and russian sources and paid for by the diplomats, but rather allegations of a trusted ally. as the year comes to a close, former chair joint chief of staff mike mullen talks about the challenges facing the president in the coming year. you can watch it on "this week with george stephanopolous" right here on abc 7. a prank caller who reported a fake crime caused police to swarm a home friday night. it's called swatting, and in

this case the prank cost an innocent man his life. abc news reporter ariel rushup has the details. >> reporter: an innocent man gunned down by an officer in wichita, all part of what authorities are calling a deadly case of swatting. >> last evening's officer-involved shooting is a tragic and senseless act. >> reporter: 25-year-old tyler barris arrested in california, believed by police to be the cryptic voice in this bogus 911 call. >> i shot him in the head and he's not breathing anymore. >> reporter: barris allegedly saying he shot his father and then describing a sinister plan. >> i already poured gasoline all over the house. i might just set it on fire. >> reporter: police racing to the address the caller provided. when they arrived, a man identified by family as 28-year-old andrew finch was standing at the screen door. body cameras rolling as officers commanded finch to raise his arms. at first he complies. but then police say he dropped

his hands. >> he pulled a weapon from his waist band, fired one round, striking the male. >> i want answers. i want answers. >> reporter: now the fbi investigating whether the fake call was made between on-line gamers that authorities say may have had nothing to do with finch. ariel rushup, nbc news, new york. police are getting ready for a million revelers expected to celebrate the new year in times square. the nypd said 20 city blocks will be blocked off, the largest new year's eve closure ever. for the first time police will swarm hotels. they will be on the ground and in the air. all the measures are

precautionary. there are no credible threats. they want everyone to have a good time but stay vigilant. if you gave or received a gift card, there is a chance you may have been ripped off. abc news reporter adrian bankert explains. >> reporter: if you purchased gift cards as presents this year, there could be a grinch draining them. >> i was shocked. >> reporter: just two days after josh leighton bought this walmart gift card for his mom, a thief was apparently using the card's number. >> the gift card had been used three different times. >> reporter: leighton checked the balance which plainly showed those charges. what's left? just 48 cents. >> it never left my wallet. >> reporter: security experts say crooks lift the info off of unused cards that are out in the open and then wait until someone buys them. >> if the bad guys know those card numbers, they can keep checking them and seeing if someone has activated them, ask then they can loot them. >> reporter: leighton says he reached out to walmart but

a little fog as well, and looking at showers returning by wednesday. as soon as tomorrow, we will have better air quality so we won't have that spare the air alert we'll have today. a live look outside, you can't see it yet but there are clouds around from our roof camera and also haze all around the bay to the south bay. we're looking at poor air quality and cooler conditions today. look at all the clouds streaming in. this is a weak system offshore, and it's got just a little bit of rain associated with it. we could see a light sprinkle, maybe even a light shower, but it's not going to amount to anything. we'll even see a few peeks of sun this afternoon. anywhere from 4 to 6 miles of visibility, san carlos airport, sfo, and a little bit better this morning. you can see the city here and the clouds above. it is 48 downtown, 42 in oakland, 44 in san jose, 40 on the coast. it is milder for most of you.

anywhere from nine degrees milder on the coast, and at the beach it's going to be a nice day but cooler. we've had 70s and 80s south of the central coast, and today will be more in line with the 60s. 36 in novato this morning, 34 in napa. we're looking at mid-30s in the delta and 40 degrees. so looking at this dry december, the fourth driest on record. .15" in san francisco. in oakland we should see .09". no one picking up anything significant. last year when we had all the records and the sierra snow, we are just bone dry. we'll see some weather come our way this week. we'll stay dry into new year's day as well for the noontime period, mid to upper 50s. the sun sets at 5:00 with some low 60s inland. at 4:00, low 40s inland and

del avega explains, everyone is worrying this new tax law in the new year may have an impact on them. >> reporter: it may look like this warehouse has plenty of boxes of food. but the ceo of second harvest food bank is worried about how much the non-profit will be able to provide in 2018. the food bank set out to raise $16.5 million this year. with a few days left in the year, they're still 8 million short. >> we're planning to open four new school pantries in the new year, one pantry at a college, three wellness pantries that serve people who have health-related diseases. those would be at risk of not opening if we're not able to raise this critical support in the final few days of the year. >> reporter: the number of clients it serves in san mateo and santa clara counties nearly doubled. >> reporter: the food bank said support from businesses are

strong, but half the support comes from individual donors, and that is dramatically down. >> we've had so many natural disasters right here in california, so that may be affecting people's giving. we also don't know if the new tax law is perhaps affecting it, if that's giving people pause and if they'll have to pay their taxes before the end of the year. >> reporter: some are trying to pay their taxes before the end of the year so they're
