. good morning, everyone. i'm carolyn tyler. thanks for joining us on this new year's eve, sunday, december 31st. let's start with a quick look at the weather with our meteorologist lisa argen. >> hi, carolyn. i've been watching a weak system offshore and it's strong enough to bring in a few light sprinkles or scattered showers. departs from the coast and picking up a little bit of precip along highway 1 just west of santa rosa. so not out of the question to see a sprinkle or light shower. you can see the sun here in walnut creek with hazy skies. 51 degrees downtown. it is 49 in san jose and just about everyone looking at that

murky air. another view from mt. tam where we have chilly 30s in santa rosa. 44 in concord and livermore. so with the cloud cover we are just slightly milder right now, about five degrees milder, but that translates to another day of above-average temperatures. we'll see mid to upper 50s around noontime. peeks of sun here and there. low 60s inland and we'll be looking at a few clouds around tonight, and of course that spare the air alert for the poor air quality today. we'll talk about rain arriving this afternoon coming up. carolyn? >> this last day of 2017, here's a live look at embarcadero in san francisco. tonight it will be packed with revelers ready to count down to the new year. there is still a lot to do to prepare. abc 7 news reporter alyssa harrington has the details. >> reporter: barriers are stacked along san francisco's embarcadero ready for sunday when they'll line the streets to

help control the tens of thousands of people expected to ring in the new year and watch the fireworks over the bay. there will be tight security and heavy police presence. >> if you see something, say something. >> reporter: at a press conference friday, police chief bill scott said visitors should feel safe here. >> there are no known credible threats to the city. however, we know that any time there is large events with a large amount of people, we always have to provid additional police support, additional collaboration or better collaboration with all of our local, state and federal partners. >> reporter: bars and restaurants along waterfront are gearing up for a busy night. coquette is already booked with a special new year's eve menu. pier 23 is holding its own party to count down to 2018. the fire department is reminding people how dangerous it is to set off illegal fireworks, and they're urging people to report any you see. the city set up special safety

alerts. if there is an emergency, information will be pushed out via text message. you can register for those alerts by texting nye 2017 to alyssa harrington, abc 7 news. a little bit more about the preparations in san francisco for tonight's fireworks display. it takes a team 48 hours to get the pyrotechnics ready. they'll be launched from a barge offshore along the embarcadero. there is a concern the 15-minute fireworks show will worsen the already poor air quality. >> particles from these exploding fireworks linger in the air for quite some time, especially with the conditions that we have right now, calm conditions, cool temperatures. that means that air pollution is just lingering in the air. >> you heard lisa say a winter spare the air alert is in effect for today. hundreds of thousands of

spectators typically take in the san francisco fireworks show. many bay area transit agencies are providing free rides tonight. caltrain, ac transit, samtrance, vta, muni all offering free rides. they'll begin at 8:00 tonight and run until the early hours of the morning. as part of new year's tradition, bart will run extra trains until 3:00 tomorrow morning. bart says trains will run every 20 minutes after midnight, but here's a reminder. some stations will be skipped because of overcrowding, so you should plan ahead. celebrate 2018 with abc 7 and dick clark's new year's rockin'eve with ryan seacrest. then join us for some news at 11:00, and at 11:30, back to the countdown at midnight as the new year's rockin'eve continues.

the douglas county sheriff's office in denver, colorado tweeting that five deputies have been shot, one of them is dead. those deputies were responding to a domestic disturbance call at an apartment complex this morning. they say the suspect also shot two civilians. authorities say they believe the gunman was shot and killed. you can download the abc 7 news app for updates throughout the morning. this morning redwood city police are investigating a shooting that left one person dead. officers say a woman was on her way to a wells fargo atm yesterday afternoon when she noticed a man pacing with a gun. abc 7 news reporter tiffany wilson shows us witness video of what was a tense police standoff. >> reporter: this cell phone video shows what happened next. officers quickly circled the suspect and started talking to him. >> he was not complying at all. >> reporter: interim police chief gary kirby said the

32-year-old man was unstable and known to officers. >> they've known him since he was eight years old. >> reporter: a crisis intervention team that specializes in mental health issues asked the suspect to drop his gun repeatedly. cell phone video shot nearly seven minutes of negotiations when the suspect shot his weapon. you can see the suspect raise his arms and fire. >> he fired his gun i don't know how many times, but he fired his gun in the direction of the officers. >> reporter: officers thenfire. >> they shot the dude. >> reporter: none of the officers was injured. the suspect was killed. jimenez is a soldier. he expects gunfire on the front lines, not near his front yard. >> i didn't expect there to be a shooting. i thought it was going to be -- the guy was going to comply and they would arrest him and that would be that. it escalated very quickly. >> reporter: the suspect had an

extensive criminal past. they said the woman calling 911 may have kept the suspect from robbing someone at the atm. >> the atm leads suspicion to why he was there with a gun, pacing back and forth. >> tiffany wilson, abc 7 news. the water at estero is off limits this morning after a shark attack. a surfer was bit in the foot yesterday at estero. officers have now closed the park to surfers and swimmers. a good samaritan helped the victim who is recovering from the attack. a record number of stingray injuries have hit southern california in just two days. 73 people were stung on friday alone in huntington beach, thursday. extreme low tides, strong surf

and warm water contribute to the spike. this weekend lifeguards are giving instructions on how to go into the water. they call it the stingray shuffle where you drag your feet on the sand as you walk out to sea. new details about what might have sparked the fbi russia investigation. the "new york times" is reporting what a former trump campaign adviser claims he told an australian diplomat during a night of heavy drinking. abc news reporter david wright has the story. >> reporter: it was at this london wine bar, according to "the times," that they told an australian diplomat that they had political dirt on hillary clinton. two weeks before hacked e-mails started to emerge on line, george papadopoulos reportedly made the revelation to australia

and great britain during a night of heavy drinking. australia allegedly passed that tip along to u.s. authorities, and that piece of intelligence is what prompted the fbi to launch its investigation. papadopoulos, who recently pled guilty to lying to the fbi, was part of the trump campaign's national security and foreign policy team seen here meeting with candidate trump. the president posted a picture of that meeting at the time, but later disavowed it. >> i don't remember much about that meeting. it was a very unimportant meeting. >> reporter: as for papadopoulos himself, trump insisted few people knew the young, low-level volunteer named george who has already proven to be a liar. but papadopoulos was trusted enough to edit an early draft of the candidate's first big foreign policy speech, where he outlined his america first approach. >> i believe an easing of tensions and improved relations with russia from a position of

strength only is possible, absolutely possible. >> reporter: papadopoulos' fiancee told george stephanopolous all the work he did on behalf of the trump campaign was coordinated with top campaign officials. >> he had initiative with the blessing of the company. >> and you believe he can demonstrate that? >> absolutely, yes. >> reporter: the president's lawyer declined to comment to abc news about the "times" story out of respect for the special counsel and his process. your paycheck may be fatter starting tomorrow. new minimum wage laws in california go into effect. starting january 1st, small businesses with 25 or fewer employees must pay at least $10.50 per hour. larger businesses must pay at least 11 per hour. most bay area cities have even higher minimum wages taking effect in 2018. san jose, san mateo, loss altos,

cupertino and palo alto will raise their minimum wage to 13.50. sunnyvale and mountain view, 15. milpitas is 12. after these dry days, something may be coming into play. >> it will take a while. we have a few sprinkles out there now mainly on the coast. about a 15-degree spread from the upper 30s to the mid-50s at the coast. another mild day on the way but not a whole lot of sun. we'll talk about when more organized rain comes our way in just a few minutes. >> thank you, lisa. also ahead, childhood friends and family remember san francisco's late mayor ed lee.

childhood friends, family and community members gathered in late san francisco mayor ed lee's hometown for a celebration of life. a large crowd came to pay tribute to lee at franklin high school. ed lee was born and raised in seattle and was class president at franklin high, starting what would be many leadership roles

in his life. >> he became a mayor which is more than any of us could imagine being in seattle. we're extremely proud and we'll miss him, but we know his accomplishments live on. >> family and friends remembered lee as a low-key and open-hearted man whose rise in government broke barriers, particularly for asian americans. this morning a northern california family is grappling with the tragic loss of their loved one, 21-year-old u.s. marine lance corporal ryan harris. he was stabbed to death in san diego while trying to break up a fight. he was a 21-year-old marine lance corporal. reporter hannah mullens from our sister station spoke to his grieving widow. >> everyone is someone's wife, husband, brother or sister. it could have been anybody, and unfortunately, it just had to be

my husband. >> reporter: amber loved the little things like small kisses and netflix nights. >> i think we were only together a few months and he said, i'm going to marry you. >> reporter: shortly after, ryan harris dropped to one knee. >> we were just best friends. >> reporter: in march they said their "i do"s and they've been inseparable ever since. >> reporter: you can see the heart that shattered a former marine. they tried to pump life into him with his wife standing just a few feet away. police say a brawl broke out in front of the omni around 1:30 friday morning. witnesses say the killer stabbed ryan in the neck and ran off, leaving him in a pool of blood. a couple blocks away, another person was stabbed around the same time. while he should be okay, this yellow tarp marked the moments amber went from a newlywed to a widow. >> till death do us part. >> reporter: what she didn't

know, that it would come so soon. >> what i was trying to say earlier was he grew up in sacramento and was assigned to camp pendleton. hannah mullens was reporting there. police say the person who stabbed harris is still on the loose this morning, and they don't have any description of that suspect. it is expected to be the coldest new year's eve in decades for many cities. new york city health officials say the temperature in times square tonight will be around 11 degrees with a wind chill that will feel like zero. erie, pennsylvania already digging out from five and a half feet of snow from last week is expecting 18 more inches. chicago, it is frozen with a high today of 6 degrees. officials are concerned for the homeless. >> this is cold where people's lives could be at stake, so we're checking up on them. we want to make sure they are getting the resources they need to be safe.

>> and a common sense warning from officials in those frozen cities. stay inside if you can or be prepared for bone-chilling conditions. much of the country has been locked into the current pattern for the past month, and as we look at live doppler 7, this looks a little different. yes, we've got a system that's offshore, spreading a few light sprinkles into the area. but it's weak and it's not doing enough to break this ridge down. so we will see a change in the weather pattern, but not till the middle of next week. live doppler 7 going in a little closer. highway 1 could see a few light sprinkles, maybe a renegade shower from pembroke, santa rosa, you had it in west marin about 30 minutes ago. visibility, it's been awfully hazy from the peninsula, san jose, into livermore where that rain has mixed up the atmosphere

enough to improve in the bay. 51 in the city. mild here. 47 in oakland with mid-40s, gilroy. half moon bay at 54 degrees. sfo no delays, but boy, is it gray out there. later on a few peeks of sun. the temperature a few degrees cooler today and that's the way it is across the state today. 44 novato. a sunny view of lake tahoe. 70 degrees in truckee now. higher elevations could see a mix of rain and snow. so a few sprinkles possible today. it will be cool with clouds tonight for your new year's eve celebration, and then a rainy pattern develops into middle of next week. nothing significant, really, but it will be a start. look how far behind we are. we should see almost four and a quarter inches over that for san

francisco for the month of december. we've only received low cloud cover helps the poor air quality, but we'll see a few breaks later this evening. we'll bring in our storm impact scale. we rate our systems from 1 to 5. a weak one coming in wednesday and thursday. just the first one, though. we have another one right behind it. light showers from about a quarter of an inch of rain to about a half inch. you see the rain here right on through wednesday night. scattered showers into thursday, and then the bigger system coming into play on friday. so the totals for the first one will be pretty good, and then the second one could put some cities at about an inch. 60 sacramento today.

december may be called the season of giving, but the second harvest food bank is experience ag d ing a dramatic drop in donations. as a result, they may not reach their goal for the new year. the charity, like others nationwide, worry the new tax laws may have an impact. >> reporter: it may look like boxes of food, but the ceo of second harvest food bank is worried about how much the nonprofit will be able to provide in 2018. the food bank set out to raise $16.5 million this year.

with a few days left in the year, there's still 8 million short. >> we're planning to open four new pantries in the new year. one pantry at a college. three wellness pantries that serve people with health-related diseases. those would be at risk of not opening if we're not able to raise this critical support during the final few days of the year. >> reporter: second harvest says in the last 10 years the number of clients it serves nearly doubled. the food bank said financial support from corporations is strong, but half the budget comes from individual donors, and that is dramatically down. we' >> we've had so many natural disasters in california, so that may be affecting people's giving. we also don't know if the new tax laws are affecting it, if people are taking pause and discovering their strategies for the end of the year. >> reporter: they believe the new tax law may have people

paying their property taxes through april and that affects their donations that they're counting on. the founder of the me-too movement will press the button that drops the ball on new york city's times square, ringing in the new year. she had a practice round yesterday. that's her in the brown coat on the far left, along with the town square alliance. it exploded on social media this year amid high sexual assault cases. new details about the man accused of making a prank call that led to a deadly officer-involved shooting.

happy new year's eve. we're starting this half hour with our look at the weather with meteorologist lisa argen. >> good morning, everyone. this is a strange sight, isn't it? some green on the screen here but not a lot of this is reaching the ground. it's just a little bit of moisture pushing into the coast and the east bay. doppler 7 showing you we could be looking at a few sprinkles in cloverdale and san jose toward p pengrove, but most of this is is melting before it hits the ground. 49 in san jose, 47 in oakland, 54 at the coast, and from the exploratorium camera, yes, we have the clouds, just a little bit of sun, but more 30s in the north bay. it's one of those days where we don't have the best of air quality today, but south bay, you, too, have that fog. low 50s in the next couple of

hours. still some cloud cover that will thin out during the evening hours, and a look at new year's eve evening coming up. carolyn? >> lisa, thank you. we are learning more about what's called swatting in a case that led to an innocent man's death. this morning we're told the man accused of making the prank call that started the whole event had previously called in a phony bomb threat. >> reporter: overnight outside the house where wichita, kansas police shot and killed an innocent man after an apparent swatting prank. family and friends gathered mourning the victim. >> they lost a loved one over a senseless incident. there were so many things that were wrong with this situation from the get-go. >> reporter: andrew finch killed by an officer thursday after police say 25-year-old tyler barris made an alleged hoax call to 911. >> they were arguing and i shot

him in the head and he's not breathing. police rushed to the address that finch provided. they ordered finch to raise his arms. he complies at first but then drops his hands. an officer opening fire, shooting finch, who was unarmed. >> my son would not have hurt anything. they did not give him a warning. >> reporter: police arresting barris in los angeles for allegedly making that bogus call. >> i want answers. i want answers. >> reporter: and police in southern california say it's not the first time barris made a misleading and alarming call. he was accused of phoning in bomb threats in 2013. the los angeles station evacuated. now the fbi assists police in the investigation of the wichita case. among other leads, they are looking into whether a domestic

dispute between two on-line gamers resulted, which had nothing to do with finch. >> obviously people who play games on line, clearly nothing wrong with that. it's totally unacceptable to crank up law enforcement and emergency medical services, et cetera, because you're mad at somebody. >> barris is being held without bail, and the officer who fired that fatal shot is on paid administrative leave while the shooting is being investigated, which is standard operating procedure. new this morning in sonoma county, the driver of this box truck has been stuck inside his cab since early this morning after crashing off highway 116 and taking out a power pole. the chp is there be deenergized. the man does not appear to be hurt but they still can't open both doors to free him.

the highway is not open to traffic. the santa clara medical examiner has identified a victim, 17-year-old fernando te montez. the teenager was stabbed in san jose. he died on the scene. it marks san jose's 34th homicide of the year. the bay area compiled these statistics, though they won't have the official numbers until the end of january. san jose increased 7.2% of the year, daly city

san francisco's actually dropped 10% this year. with hundreds of thousands of people expected to bring in the new year in times square, it poses a problem for law enforcement. we have a look at the unprecedented precautions that are being taken. >> reporter: new york city this morning in the mitd of an unprecedented security effort to protect more than a million people expected today at times square new year's eve celebration. >> so now it's my dream coming true. >> reporter: people from across the globe now witnessing security. abc news granted access to the operations center and its network of 10,000 cameras trained on the crossroads of the world. >> there will be people not only from nypd, people from the state

polic police,. any agency you can think of will be in the operations center that night. this couple is visiting from south africa. >> the crime rate is sky high, so it's quite nice to see police officers around every corner. >> reporter: police are hoping these plans will stop a surveillance attack, and just this month a subway bombing that could have injured or killed scores of people. back in the bay area, security will be tight as thousands line the streets of the the city has set up safety alerts, though there is no

back. apparently trying to get gruden out of the broadcast booth by offering him an ownership stake in the team. gruden has made it no secret how much he would like to work with carr. jack just signed a contract extension last summer, so stay tuned. raiders facing the rams in l.a. all of those highlights at 5:00. i'm mike shumann. enjoy your final day of 2017. hi there, everyone. happy new year's eve to you, and i want to pass on a coastal flood watch for tomorrow and tuesday from the national weather service. that's because the sun, the moon and the earth will be in proper alignment tomorrow. the good news is a lot of folks have the day off, so the typical places that do flood will be flooding mid to late afternoon tomorrow and into tuesday. you can expect a chilly evening,

but those lows dropping into the 30s late in the north bay. it will be dry. we do have a few sprinkles out there right now, but a mix of stars and clouds tonight. there also will be some coastal fog but showers will be returning wednesday, thursday, into friday. a lock a look at those totals in just a moment. the front is still locked in place and you'll notice a little bit of precip has been pushing into this air mass and has allowed for a couple sprinkles in the north bay and right now continues to show some of the green here from santa rosa and petaluma. so don't be surprised if you see an isolated sprinkle out there, but it's not going to be anything more than that. we'll continue to watch this for you. it finally does break down midweek. the san carlos airport into livermore, you can see 3-mile visibility. with that little push of

moisture, it sort of allowed the atmosphere to clear out a little bit, so visibility better in the north bay. yes, it looks pretty murky from san jose. we're looking at 50s in san sann jose. not los angeles, but san francisco here with the poor air quality throughout the day today. certainly hazy, cold in the north bay, just 39. 41 by the delta, 44 in concord and livermore. we are looking at rainfall totals in december, even though it's been the fourth driest. we certainly can't even believe how much we had. .03" in livermore. anywhere from 2 to 6 inches is average and we couldn't even pick up a quarter of an inch for the month. as we go through the next

several hours, we still have the clouds and sprinkles here and there. by the afternoon, a few holes in the cloud deck so we'll have partly sunny conditions. we'll bring in our impact scale and that will allow for rain showers to be tracked not only wednesday, but thursday into friday. starting out wednesday afternoon, there is the first wave of the early estimates, this will change, but anywhere from about .4 to a half inch in the north bay. and maybe .2 in the south bay. 59 in concord. showing that we're pretty cloudy today. a little sunnier. still mild. download the app and you can time out the rain when it comes our way for the second half of the new week, new year. >> did you mention the 16th
