tide right after 8:00 this morning. we do have clouds around the bay. this morning fog is with us from mountain view to san jose. three-mile visibility. as we look outside another spare the air alert today. 17 days this winter season. natasha? it is january 1st, and that means recreational marijuana is officially legal in california. abc 7 news reporter matt keller is at harbor side where they're expecting long lines. good morning, matt. >> reporter: good morning, natasha. a lot of motivated people to arrive at 5:00 a.m. voters approved and today sale of recreational marijuaa is now legal. in less than an hour they will open their doors early at 6:00 a.m. to customers 21 years and older. they'll be making a big deal giving away prizes to the first 100 people in line. also a live brass band. a few other dispensaries will be opening early including others in berkeley, oakley and san

jose. those cities have legislation in place for dispensaries to start operating today. in san francisco debate over where dispensaries could operate pushed the start date off for the existing 45 medical marijuana dispensaries and delivery services. they can start recreational sales as early as saturday. the chp wants to remind everyone impaired driving is impaired driving whether it's alcohol, marijuana, or any other type of drugs such as prescription drugs. if you're on the roads and partaking this morning, stay away from getting behind the wheel. reporting live in oakland, matt keller, abc 7 news. >> important advice. thank you for showing us what it looks like in parts of the east bay. that is not the case everywhere, though. marijuana businesses will not be opening in parts of marin county. there is a ban on pot businesses there in places that are under county control. however, adults over the age of 21 can still use marijuana and grow up to six plants. and now that marijuana is legal for recreational use in california, law enforcement is bracing for an increase in

accidents related to people driving high. abc 7 news reporter tiffany wilson explains how they can spot pot-impaired drivers. >> reporter: ringing in 2018 with a beer or a blunt, soon both will be legal in california. it's a sobering thought for some new year's revelers. >> hopefully we don't have accidents. >> reporter: tom and melissa warned their teenagers about the risks of driving high. >> my daughter has her license. my son will be 16 in january. it has been a nonstop discussion. >> reporter: the california highway patrol says pot-impaired drivers are a danger to everyone on the road. >> you can look at the states who have legalized it and they have an uptick in collisions. it's a concern for us. >> reporter: a new poll shows just 40% of americans believe pot contributes to more crashes. this officer says it has to change because the effects of marijuana are obvious. >> what we see behind the wheel is the same thing when we're talking about alcohol. we see an inability to maintain your lane, an inability to

maintain a consistent speed, slowed reaction time. > reporter: however, there is not a clear legal standard for impairment with marijuana. >> there's no such standard for marijuana yet. >> reporter: instead of passing a breathalyzer the chp will look for a driver's ability to pass field sobriety tests. the officer says there is one simple rule to remember. if you feel high, don't drive. >> if you like it, it's great. it's legalized but use it responsibly. do not get behind the wheel if you're high. >> reporter: or arrange a di. in san francisco, tiffany wilson, abc 7 news. happening today family and friends of oscar grant will gather to mark the 9th anniversary of his shooting death by a b.a.r.t. police officer in oakland. former officer mehserle shot him in the back while struggling with him in the fruitvale station in 2009. mehserle claimed he mistook his gun for a taser. a jury later convicted mehserle

in grant's death. today's vigil will take place in oakland from noon until 4:00 in the afternoon. happening today two cities in silicon valley will offer one of the highest minimum wages in the country, $15 an hour. cornell bernard has details. >> reporter: music to the ears of many workers in mountain view. >> it is so expensive to live here. >> reporter: brother and sister jordan and naomi happy to hear the minimum wage is jumping to $15 an hour on new year's day. >> i'm looking for a job second semester. >> reporter: so extra money will help, right? >> it definitely does. >> reporter: mountain view and sunnyvale made it a joint effort by raising the minimum wage to $15. servers and cooks just learned they're getting a raise. >> very happy. a new year, more money. very happy. >> reporter: both cities wanted to give workers a chance where sky high rents and

million-dollar real estate is the new normal. >> the country is doing very well and silicon valley is doing very well but that hasn't translated to worker wages. we're the most expensive in the country. >> our prices will be going up within the next two weeks. >> reporter: restaurant owner tony valle is happy to pay his workers more but has no choice but to pass the increase on to his customers. >> it impacts us but we're ready to take some actions to make sure we're here the next 20 years. >> reporter: tony's customers say they get it. >> unfortunately, it will have a ripple effect but people need to earn a living wage and this may be a step in the right direction. >> reporter: neighboring businesses are considering raising their prices, too. >> minimum wage still isn't a living wage. >> reporter: other silicon valley residents are expected to make the jump to $15 an hour in the next year. in mountain view, cornell bernard, abc 7 news. happening today the minimum wage in oakland will go up to

$13.23 an hour. this is the latest increase in pay for hourly workers since oakland voters passed the measure in 2014. oakland's minimum wage had been $12.86 an hour until yesterday. nationally $7.25 an hour. california requires workers to make at least $11 an hour. oakland is one of many bay area cities with higher rates. it will cost you more to ride caltrain starting today. fares will go up 25 cents. caltrain passengers will pay $3.75 when they buy a one-way ticket in a single zone. downtown san jose and san francisco is now $10.50 each way. fireworks rose above san francisco at the stroke of midnight to ring in 2018 to the delight of about 200,000 revelers and it was gorgeous. our cameras atop our rooftop at abc 7 captured the spectacular. san francisco police had extra

security on hand along the embarcadero and citywide. so far no reports of any problems. officials have not released any numbers on arrests. in case you missed the show, you can see it on abc 7 news facebook page. we posted it for you. we had gorgeous weather here but, gosh, it was cold in new york. more than a million people shivered while the ball dropped in new york's times square. the temperature 10 degrees when the clock struck midnight. it felt a lot colder. that is the coldest in manhattan in more than 100 years. the media outlets reports the crowds were smaller than in years past, perhaps because of those frigid temperatures. better just to watch it on tv. when you have a big party it's followed up by a big cleanup, of course. crews with leaf blowers tackled the job of removing tons of confetti and trash. the trash piled up because garbage cans were removed from the area as a security

precaution. happy new year to you. starting out with live doppler 7, and you'll notice we do have clouds the south end of the bay where the fog is. the bigger picture shows that there's cloud cover offshore. a cutoff low right here is what we're watching. this is going to bring a change in our weather pattern by the middle of the week. we're talking some rain, and did you feel how much warmer it is this morning? 50 in san francisco. more moisture in the lower levels of the atmosphere so not too many 30s. 39 in novato, though. anywhere from about four to six degrees warmer from the coast to concord. as we look outside this morning not too much fog in the city. mild temperatures today. we'll be mostly cloudy tomorrow. and then the pattern shifts with the rain arriving midday wednesday. a 1 on our storm impact scale. a tenth to half an inch of rain is what we're expecting. our hour by hour planner looks like this. by the afternoon and evening hours on wednesday a wet

all of us have been hit at least once. >> reporter: the suspect, 37-year-old matthew riehl, firing more than 100 times, a team entering the apartment to rescue deputy parrish confronting riehl and killing him. we'll have more coming up at 7:00 a.m. >> a new year will bring a new head coach to the oakland raiders and our sister network espn believes that jon gruden may return to the silver and black. the raiders fired jack del rio. after making the playoffs with a 12-4 record. del rio spoke after yesterday's loss to the chargers. >> i appreciate the players and coaches and all the hard work, the effort and energy.

it's been on my bucket list to see the parade. we made it. we're so excited. >> reporter: whether they're rookies or campout veterans -- >> since my daughters were born and she's 21, my oldest 22, so we've been coming ever since they were born. over 22 years now. >> just everyone getting together with the family from out of town and having front row seats of the rose parade. >> happy new year. >> reporter: they're all here to ring in the new year, some bringing a good book to keep entertained. others a big screen movie. >> a long night, entertain ourselves. >> reporter: this year the parade comes with stepped up security, extra barricades along the route and increased patrols. those camping out say they are focused on having fun and keeping warm. >> i do a lot of hiking. dressed in layers. >> reporter: a long night of keeping warm as they wait for the start of the 129th rose parade.

you may want to watch for something in particular. happening today a woman will ride on the donate life float in the parade after receiving the gift of life from a san francisco man. a man died in april of 2016 at the age of 25. he originally attended high school in san francisco and was pursuing a ph.d. from uc santa cruz when he died. he was also an organ donor. his gift of kidneys and pancreas saved amy. she helped decorate the float she will ride later this morning. >> i was able to donate my rose in noah's honor and that was very humbling, very real. it just reminded me of how blessed and grateful i am to be giving this gift of life and time. >> problems caused by diabetes, she will ride in today's parade with his parents. you can watch the 129th annual rose parade at 8:00 this morning

right here on objects 7. >> family and friends in mar-a-lago, the president predicted 2018 would be a tremendous year for the country. as mr. trump rang in the new year north korea issued a new warning saying they've completed their nuclear forces. here's arlette saenz. >> reporter: president trump strolled down the red carpet as he rang in the new year. >> we'll have a great year. >> reporter: ahead of a glitzy new year's bash the president touted his accomplishments and offered this 2018 prediction. >> the great tax cuts and getting rid of the individual mandate which was very unpopular, as you know. >> the stock market is going to continue to go up. >> reporter: president trump relaid new year's greetings to friends and foes. he tweeted, i want to wish all of my friends, supporters, enemies, haters, and even the very dishonest fake news media a

happy and healthy new year. as the president celebrated the new year, north korea sent an ominous message. in his new year's address leader kim jong-un warned north korea has completed its nuclear forces. the u.s. should know the button for nuclear weapons is on my table, the entire area of the u.s. mainland is within our nuclear strike range. president trump spent 2017 deriding north korea's leader. >> little rocket man. >> reporter: and issuing his own threats against the rogue state. >> they will be met with fire and fury like the world has never seen. >> reporter: but how will he respond to north korea's latest warning? >> we'll see. we'll see. >> reporter: in 2018 the white house is eyeing a big infrastructure push and republicans are looking to defend their majority in the midterm elections. arlette saenz, abc news, washington. turning now to our local

weather, when is the soonest we could see rain in the new year? >> wednesday. we're starting out the same old, same old. most of you have the day off and some sun to enjoy before back to work and changing the pattern. i think everyone is looking forward to that. live doppler 7. the fog is around the south bay from the san carlos airport in mountain view to san jose. if you're out early, be advised of that. it's this system here, the first one, a cutoff low not bringing a whole lot of rain, but the next system behind it will sort of up the totals. it's mild, 48 in fremont. also san jose. 43 in napa. temperatures two to three degrees warmer. your forecast highlights calls temperatures into the 60s again today. rain arriving. we rate our systems from one to five. one being the weakest but,

still, we'll take it, right? a tenth to half inch of rain with some breezy winds at times. timing it out for you, looking at noontime. coastal showers. throughout the day it develops. 7:00 at night and your evening commute will be raining. we'll keep the pattern going. more scattered showers, 6:00 on thursday. and then by the evening some scattered showers and it's this final you shall that will up the totals a half inch or so in the wettest locations. so between wednesday and friday we're looking at about half inch to three-quarters of an inch in the wettest locations in the north best. highs under partly cloudy skies, a spare the air alert. mid-60s in the south bay. 62 redwood city as well as downtown in the north bay. look for 64 in santa rosa. near east bay, low 60s. you head inland, 64 at concord. tonight 40s. not too cold. we'll look for patchy fog. the accuweather seven-day forecast looking at temperatures very mild even with the next weather pattern.

live from oakland with more. >> reporter: we are here at harbor side dispensary. a big line has formed as people are ready to go in for the first sale of recreational marijuana here in california. they're going to be one of the first. this is all possible because california voters approved the sale of recreational marijuana. >> as an adult i can purchase marijuana openly without having to deal with the legal ramification that is come with it. >> reporter: harbor side dispensary will open at 6:00 a.m. to those 21 years and older. following state regulation as daily purchase limit of one ounce of flour and eight grams of concentrate. the edibles is different than the med is nal regulations. a few others will be opening earlier including ones in berkeley, oakland, and san jose. those cities have legislation in

youth fares will go down starting today from $1.75 to just $1. starting today reservations can be made online or by phone if you're planning a trip to muirwoods. the cost is $8 per vehicle, in addition to the $10 entrance fee. the national park will require anyone bringing a vehicle to book a reservation. it is the first in the national park system to require year round vehicle reservations. at the goodwill folsom street location. the goodwill's life blood. proceeds from the items go towards job training for some of the 600 employees. 85% of whom have some kind of barrier to employment. and giving is fulfilling. >> i go through my apartment and realize i don't use them anymore.

subside and water levels should drop off. good morning to you. live doppler 7 right now. clouds along the south land of the bay and we're waking up to much milder readings. three to four mile visibility to san jose, even livermore at three miles. we're looking at a cutoff low that will finally bring us some rain wednesday. between now and then our dominant ridge of high pressure still in control. 48 in fremont. 42 in napa. so that's significantly warmer than yesterday especially in the north bay. seven to nine degrees milder. heading out today, more sunshine especially along the peninsula. as we're looking at numbers here in our east bay valleys, low 60s. numbers will climb from the 50s by noontime and temperatures as much as five to eight degrees above average. so it's going to be a warm one even in the mountains with

natasha? lisa, thank you. ten americans died when a small plane crashed in costa rica and the victims included an entire family from a new york suburb. friends of the five westchester county residents were looking forward to exploring the beaches. investigators don't know what went wrong when the charter plane crashed moments after taking off. everyone onboard died including two local pilots. beginning today transgender individuals will be allowed to join the u.s. military after the pentagon was forced to comply with the federal court ruling. two appellate courts refused to lift lower court orders and maintain the ban on transgender troops. and that means transgender individuals can enlist despite other ongoing legal challenges. there are concerns from environmentalists following the trump administration's plan to roll back the rules on offshore

servers and cooks just learned they're getting a raise. >> very happy. new year, more money. very happy. >> reporter: both cities wanted to give workers a fighting chance in a region where sky high rents and million dollar real estate is the new normal. >> the country is doing very well. that hasn't translated to worker wages. and we're the most expensive region to live in the country. we felt we had to act. >> our prices will be going up within the next two weeks. >> reporter: the restaurant owner is happy to pay his workers more but says he has no choice but to pass the increase on to his customers. >> it impacts us but we're ready to take some action to make sure we're here for the next 20 years. >> reporter: tony's customers say they get it. >> it will have a ripple effect, but people need to earn a living wage, and this may be a step in the right direction. >> reporter: neighboring businesses are considering raising their prices, too. >> minimum wage still isn't a living wage. all we've done is hopefully make it better.

>> reporter: other silicon valley cities are expected to make the jump to $15 an hour in the next year. in mountain view, cornell bernard, abc 7 news. meanwhile, happening today, the minimum wage in ond will go up to $13.23 an hour, the latest increase in pay for hourly workers since oakland voters passed the measure in 2014. oakland's minimum wage had been at $12.86 until yesterday. nationally the federal minimum wage is $7.25. california requires workers to make at least $11 per hour. oakland is one of many bay area cities with higher rates. it will cost you more to ride caltrain starting today. fares will g 25 cents for every zone traveled. passengers will pay $3.75 when they buy a one-way ticket to travel within a zone. the fare is now $10.50 each way. fares went up for monthly pass holders and clipper card users. good morning to you. we are milder this morning with temperatures in the 40s for most
