accidents in the santa cruz mountains. we'll update that in a couple of minutes. >> our storm coverage continues in the santa cruz mountains. >> matt is along highway 17 at the summit. good morning, matt. >> reporter: good morning, reggie and natasha. i've got a story. southbound 17 to meet my photographer. i'm coming around a turn and i notice this light on the side of the road. well, it turns out it's a couple of people who are shining a flashlight near the guardrail. as i'm looking at them i come across and it's a turn. i come across their car, which was disabled, with no lights on it, in the middle of the fast lane there. and i had to swerve quickly to get out of the way. i mean, it got my heart beating really fast. i was almost part of that crash there. it would have built up and built up because there was no flares, no lighting there to make anybody aware that there was something going on there.

so obviously very dangerous out here on 17 and we almost became a part of the story. here's some video that my photographer shot. this is why i was meeting him up here. there was another overturned vehicle that happened on southbound 17 near the summit. you can see that the vehicle was overturned. there were two occupants inside. looks like they're going to be okay. they said they hit a slick spot, lost control and that's what happened. the chp was on the scene and was able to clear that up, but obviously a problem if you're going to be out on the roads this morning because they're going to be wiping out especially here on 17. you go around the corners, i tell you, you don't have enough time to stop. if i was in the second lane i would have smashed right into that car. there would have been no chance for me to avoid that. as you're going around turns, be aware that you may be running into something that hasn't been called in and there are not lights on it. >> glad you're okay, matt. thank you for that. crews in san francisco ready to respond to anything the storm may bring. >> the flood stop flood barriers

box appeared on the netflix series 13 reasons why. prosecutors say he stole valuables from six homes while visiting former clients to discuss his new career. the thefts happened between late september and early november of last year. an investigation is underway into a fire that destroyed 200-year-old plane. >> it was inside the hanger in the east end of the airport. it broke out at 6:30 last night. firefighters were able to stop the flames from spreading to other planes. waiting to hear on a cause and the amount of damage. >> some flights heading out of new york city's jfk airport experiencing delays of 30 minutes this morning. >> they've apologized after they had weather related problems and ended up paralyzing the airport. arriving international passengers spent hours aboard their planes because no gates were available at terminals with customs and immigration facilities. another problem created more headaches yesterday when a pipe broke that flooded delta airlines area. it also forced more than 30

foreign carriers to unload flights at other terminals or divert them to other terminals. jfk is america's busiest airport for international flights. here's a live look at sfo. right now only a few flights are delayed. a thaw is coming for much of the country today. temperatures expected to climb between 10 and 20 degrees. over the weekend boston firefighters braved below zero temperatures to save 14 residents from a fire in their three story home. the deep freeze left ladders frozen and stopped water from pumping. that fire cost an estimated $1.5 million in damage. now accuweather alert. >> let's talk about the commute. the morning commute. light to moderate rain. already some puddles developing on the roads. i think those will thin out the more that get on the roads and start to push it to the side with our tires. the evening commute, that's when the heaviest rain comes in. that's when the fastest winds

come in. crossing bridges is going to be definitely a little dicey from time to time as you hit the puddles and also at the same time the winds kind of jerk the steering wheel every once in a while. watch out for that. it's only going to get harder to get around as we head throughout the day. here's some of our better radar. bay shore heading up towards sfo this morning. we've also got -- what happened to the radar there. i was going to show you some wet weather, moderate showers on the dunbar bridge and you can see it's having a little bit of an issue updating. that's probably because of the rain. we'll just get our engineers on that and make sure everything is okay. you can see through the santa cruz mountains we have light to moderate rain. let me move ahead and show you in san francisco what to expect today starting at 8:00. 50 degrees, it's wet all day with temperatures starting up into the upper 50s in the afternoon and evening hours. same thing in the east today. start at 50. rain all day with temperatures jumping into the upper 50s by

8:00 and down in the south bay, we've got rain all day jumping up to near 60 by 2:00 and staying steady through at least 8:00 this evening. that's when we have a chance of some thunderstorms. i'll talk more about that coming up. here's sue with an update on the santa cruz mountains. >> yeah, it's slick there. it is raining there. we did have our abc 7 reporter matt keller tell us about the accident he came upon and the one with the flipped over truck that hit a power pole. we still have another accident out there that is blocking a lane of traffic. look at all the green not just on the censors but it means it is raining where you are. this will be the santa cruz mountains. not seeing any slow traffic so they must have just cleared that accident but please beware we always have reports in the santa cruz mountains when it's out there. we have a sig alert. big rig blocking all but the left lane. left lane is getting by. i am seeing slow traffic from highway 12 southbound on 101.

we're back at 4:14 starting early because of the strongest storm of the season is here. it touches just about the entire state today with some heavy snow possible up in the sierra especially later on this evening when the snow level drops from 7,000 feet. a couple feet of snow possible there. a quick look at what's going on with my tahoe seven-day forecast. and the heaviest of the snowfall today. the snow level drops tomorrow. snow tapers. and then we're back to the warm, dry pattern. i'll have a look at our concerns for our storm in an hour-by-hour look at when the rain will hit your neighborhood and how hard coming up. cruiseship passengers are demanding refunds after their ship traveled through that bo cyclone that unleashed a powerful snowstorm along the east coast. >> take a look at video passengers captured.

the vessel encountered 30-foot swells while sailing from the bahamas to new york city last week. water forced some of the ship's 4,000 passengers from their rooms. >> you never want to be on a cruiseship and the water is coming on the boat. >> we couldn't imagine how horrible it was. >> the weather was stronger than forecasted. many predicted the hurricane-force storm before the ship left the bahamas on tuesday. an iconic east bay movie theater dropped the curtain for a final time. the victim of a changing culture and rise in costs. >> to the final screening. >> reporter: a bittersweet night for moviegoers. >> how many last night? >> reporter: sunday night was the last for the 61-year-old theater in moraga. >> attendance and the rent has gone up. utilities are high. >> reporter: theater operator renovated the building eight years ago. >> a lot of celebrities here, interactive tablets.

>> reporter: he says mounting maintenance costs and new technology made it tough to stay in business. >> over time technology's changed, kids like to stream things on their phones, watch them on the ipads. >> reporter: loyal customers are sad to see this landmark go. >> i just love these old-fashioned movie theaters. i grew up in these kind of theaters. >> i love the old movies and old theaters. it's just not the same. >> reporter: old hollywood props and photos decorate the building and a-list films play for a final time. >> the rheem theater is old school. it's filled a niche by offering a feeling of movies from back in the day. here in the lobby original phone booths from the 1950s. >> this theater goes way back, and it gives you a nostalgic feeling. it's not the same. i'm getting emotional. >> reporter: the final show is over, but the screen and chairs will stay behind. a nonprofit may take over the building.

a glimmer of hope for a future for the rheem. lon rnie rivera, abc that three storm on our impact scale is the biggest we've seen in a long time. >> it's been, what, two months, three. we had several last year. we had a four last year. this one, yeah, it's going to be a little bit of -- it's going to be a lot of trouble. a little bit this morning. a lot as we head throughout the day. here are my storm concerns, hydro planing high this morning, high this afternoon, not as high tomorrow. we'll focus on today. trees toppling as winds pick up and the ground becomes saturated. the flooding on the burn scars, yeah, there's a moderate concern right there. i'll show you that flood watch coming up in the next weather hit. power outages is possible with some of these trees coming down that we could have some power outages and river flooding. that will be our lowest priority. let's take a look at one of those areas seeing the moderate rain. clover dale up 101 to ukiah so

you could definitely expect some pockets of puddles in this area. let's go to the east bay, some of our earliest commuters coming in highway 4 or the altamont pass. you're just running into a wall of light to moderate rain. here we go hour by hour. yellows and oranges increase as we head to 9:00 coming up from the south and by lunch they're still around. so that's that pockets of moderate rain. as you head into the evening commute, you can see at 4:00 to 7:00. then at 7:00, look how strong and how widespread. you see that red there. that's the possibility of thunderstorms. and then by tomorrow morning it starts to taper, at least the intensity. we'll keep rain around tomorrow on a scattered nature. and we'll keep it a 1, light on the storm impact scale. we'll dry out quickly wednesday. sunshine by the weekend. we'll take a look at rain totals when we come back. here is sue.

lots of hydroplaning out there for traffic folks. the east bay and emeryville picture, the east shore freeway from berkeley on into the mcarthur maze. it's moving at the limit, but it is definitely wet out there. so here is the issue. in oakland there was a hydroplaning vehicle that spun out, ended up in the left lane. it's facing the wrong way. we'll see a lot of that going on this morning. the green on the map shows it is raining for your commute in this area. westbound 580 is where the accident is. heads-up there. we'll check back with the santa cruz mountains that's had several problems as you might imagine coming up. thank you. this story is so weird. some northern california homeowners are really upset that they could be fined if they don't leave their garage doors open during the day. >> you would think the opposite, right? a policy after discovering one of the residents was allowing people to live in their garage. so homeowners were told they had to keep their doors up between 8:00 a.m. and 4:00 p.m. monday

through friday and if they don't they would face a $200 fine. some residents are saying they would rather just pay the fine than risk becoming a burglary victim. >> let me give you the $200 fine right now. give me a month so that i can get my stuff out and i might as well empty everything out and leave the garage door open permanently because there's no point in having a garage door then. >> i mean, the hoa has not commented on the policy. there is a meeting scheduled in two weeks. i have a feeling it will be contentious. you are passionate about your dunkin' donuts. they are trimming back the menu. there are food items that will be disappearing. >> another launch for spacex but a mystery surrounding its mission. a skier suffers an injury that devastates him. a second chance he's using to help others. superior accuracy in the palm of your hand. the new accuweather app from abc

heading up 101 to san rafael and this is just the beginning. all right, mike. spacex marking another successful launch in landing one of its rockets. >> three, two, one, ignition, liftoff. falcon 9 rocket lifted off from cape canaveral, florida, last night. what it's carrying is a bit of a mystery. it's a secret mission with a payload known as zuma. it is some sort of spacecraft and that's all spacex or the government is saying about it. zuma makes me think of zumba, which is a dance exercise you can find at a 24-hour fitness. >> i love zumba classes. the dvds at home. a scare in reno has set a personal setback into helping others. >> roy tuscany whose zest for life was defined by the rush

that extreme skiing gave him was told he would never walk again. >> i remember telling my mom, i don't want this. i want to die. my mom looked at me and got so angry at me for basically saying was ready to give up. i department raise someone to give up. i didn't give birth to you so you could give up. >> roy fought back, eventually walking out of the hospital and decided to use the second chance to help others. he has used $500 from a social security check to start a foundation. the foundation which pays for rehab for those who suffered spinal cord injuries has raised nearly $3 million. that's amazing. let's talk about how the winds are really going to pick up later today especially around the lunch hour through 6:00 tomorrow morning. south winds at 20 to 30 miles per hour. those gusts will hit 40 to 50. with the ground being really saturated by then, we could have some trees come down and power outages. a look at the rain as we go to noon. some areas in the green. that's an inch. as we head into the evening

commute you can see why there will be a lot of ponding on the roadways as most of us are receiving more than an inch. by tomorrow morning, more puddles as an inch to two will have accumulated by then. sue? >> we have another solo spinout due to hydroplaning. back to the east shore freeway. this is heading in the eastbound eastbound direction. an accident blocking the fast lane and the second lane from the left in the westbound direction near university. so we will update that, just be aware there's a lot of standing water out there which means we have the potential for hydroplaning which is exactly what's happened here, westbound 580 near lake shore. all lanes temporarily closed to move a car blocking a lane of traffic here. the green does represent where it is raining now and we'll be following a lot of these solo spinouts, as many as we can get to throughout the rest of the morning. >> sue, thank you. we have bad news if you're fans of the strawberry banana
