good morning on this monday, january 8th. >> we are here for you. meteorologist mike nicco kicking it all off. the storm impact scale is a 3. that means we're going to see this steady rain become heavy at times this afternoon and evening hours. the flooding concerns over the burn scars will increase after the lunch hour. what you're dealing with is the appetizer, the main course is still to come. the spinning of the rain off the tires. we have some moderate showers now moving on to the peninsula and into marin county and even more developing down to our south. so let me go through your accuweather 12-hour planner. soggy start. breezy at noon. heavier rain at 4:00.

here's sue. last week, no metering lights and no backup at the toll plaza, wouldn't that be nice. back to the grind with metering lights on at 5:33. your east shore commute 45, 46 minutes from hercules all the way to the backup and through the metering lights. we do have a lot of green on our maps which means it's raining where you are and problems on the roadway near college coming out of the caldecott tunnel backed into and through orenda. a problem on 580 near lake shore so we'll get back in couple of minutes. >> slick roads all day. >> matt keller in the santa cruz mountains for us. good morning, matt. >> reporter: good morning,

natasha and reggie. some news happening here in the mountains. on the northbound side of highway 17 heading to san jose from santa cruz, so they are backed up because probably in the past 20 minutes or so there was a roll over crash involving two vehicles on summit road and that is causing the big backup now. they're trying to get that cleared up a half mile away. this is from summit road earlier this morning, around 3:30. a small suv overturned. two people were inside but they were able to walk away. the driver explained what happened. >> hydroplaned about 30 feet, rolled over a street post. >> reporter: two other crashes took place in the santa cruz mountains. this one was a solo crash on

southbound 17 near redwood estates. the car was disabled in the fast lane. and then another crash on socal san jose. the driver had my nor injuries. chp said weather was a factor in that crash and will be this morning for everyone on highway 17 into silicon valley. we already have a backup here at 6:00 in the morning. it will be a while before these people will get clear roads as they get past the crash. reporting live, matt keller, abc 7 news. crews in san francisco bracing themselves for what the storm may bring. >> the so-called flood stop flood barriers are in place, a notoriously low lying area that floods easily. the city has been doing what can about keeping catch basins clear. the storm drains have been assigned volunteers. >> we advise folks to elevate their belongings if they feel

they might be at risk for experiencing some flooding and mack sure to call 311 if they're experiencing any issues with flooding in their home. >> if you need sandbags you can pick them up at the department of public works and kansas and marin streets. each gets ten for free. and this morning everyone is still talking about the 75th golden globe awards and the focus wasn't on who took home the trophies. instead, the awards show was transformed into an evening about empowerment. the tombime's up movement encouraged them to wear black to stand up for inequality in hollywood. reese witherspoon, who won for "big little lies" is one of the women behind the movement. >> it wouldn't be business as usual because, i think, we have to be forever changed. >> reporter: it wasn't just

reese. many acceptance speeches continued the discussion on sexual misconduct. some celebrities including meryl streep and susan sarandon brought gender and racial justice activists as their guests to the awards show. everyone is still talking about that. next on the awards show agenda, the big one, the oscars. you can watch them only here on abc 7. >> here are dates to mark down. nominations coming out tuesday, january 23rd. and we will have live coverage right here on abc 7 mornings. and then on sunday, march 4th, the 90th annual oscar awards. abc 7 is the only place you can see them -- or the academy awards. that sounds better, right? >> there you go. an actor in a popular netflix series is being accused of stealing. >> 23-year-old brian box targeted former clients he once cared for as a home health aid. he appeared on the netflix series "13 reasons why." they say he stole valuables from

six homes while visiting former clients to discuss his new acting career. authorities say the thefts happened between late september and early november of last year. an investigation is under way in a fire that destroyed a two engine plane. >> the plane was inside a hangar at the east end of the airport. the fire broke out around 6:30 and took about an hour to put out. firefighters were able to stop the flames from spreading to any other planes. we are waiting to hear on the cause and the amount of damage. a program to help local businesses in san francisco's mission district could be extended. and at the live desk this morning, some frightening moments for people at trump tower in new york city. just about an hour ago a fire was burning on top of the building. i will have more details next. protecting our kids from technology. the demand some apple investors are making this morning. >> since we're on storm watch, out there and waiting for you to pick up on the fact we're having hydroplaning, trees toppling,

san francisco's board of supervisors expected to vote tomorrow to extend restrictions on businesses in the mission district. >> the restrictions are designed to retain the commercial diversity. officials want to make sure mom and pop stores have the same storefront advice bt visibility. whether a project could have a negative impact on the surrounding neighborhood. this is what 0.2 of an inch of rain looks like. look at the spray coming up and a few puddles out there. this is the easier of the commute because of the lightness. this evening we'll have moderate to heavy rain and gusty winds that will be perpendicular to our east/west bridges. got to be careful and not white knuckle it but hold on harder. let's look at what's going on. so far no delays at our

airports. one of our strongest cells right now moving through the heart of san francisco. that will move across the bay bridge. my activity planner on the bay wet and choppy, poor there. caution if you're going to be exercising. it will rain all day. out and about it's going to be poor with wet weather. you need the gear because the umbrella may not help you as the wind comes in sideways during the afternoon. the san mateo bridge where the bright lights are starting along the causeway heading westbound. a good, solid 20 to 25-minute drive from 880 to the tolls and across the span over to san mat mateo. geen on our maps is rain coming down. green sensors means no slowing. we have a lot of red, though, and have an overturn accident come out of the caldecott tunnel now stacked up to and through

welcome back. making headlines right now a small fire on the roof of trump tower in new york city, happened about an hour and 20 minutes ago. in fact, if you were with us we watched it live as firefighters were on the roof there. there were two minor injuries with this. a firefighter who had some debris hit him and a building engineer who breathed in some smoke. the fire started in a cooling unit located on the roof but never actually got inside the building. it was spotted by the secret service around 7:00 this morning, that's 4:00 our time. no one had to evacuate but tenants were alerted there was a fire on the roof and about 70 firefighters responded. the fire is fully out now. jessica, thank you. two of apple's big shareholders

are urging the tech giant to study the effects of smart phones on children. >> they wrote an open letter saying the company needs to offer parents more choices and tools to make sure their kids are using smart phones in an optimal manner. both shareholders want apple to look at the links between smart phones and the effects of concentration, emotional health and sleep. the north bay's new transit agency is adding a third rail car to the popular morning and early afternoon commute. officials with smart say they need to expand service to meet growing demand. ridership has surpassed 250,000 riders with nearly 25,000 cyclists also using the train. an old-time movie theater has shown its last movie. diehards are hoping to bring it back. >> the rheem theater held one final showing last night before shutting down. citing rising maintenance cost and alternate ways to view movies, the owner could no longer keep the doors open.

>> this theater goes way back and it gives you a nostalgic feeling. it's just not the same. i'm getting emotional. >> although the final show is over, the screen and the chairs will stay behind. a nonprofit may take over the building. a glimmer of hope for a new future for the rheem. 6:17 in the morning. take a look at this eerie scene. this is drone video taken at a frozen over beach in massachusetts yesterday. t the arctic temperatures caused it to freeze over. the ice will likely melt away today. >> no ice here. plenty of rain and wind. even lightning and thunder. >> absolutely. that would be more likely in the afternoon and evening hours. the strongest part of the storm is still ahead of us, a look at a quarter of an inch so far and you could see how light to

moderate rain falling. about a quarter of an inch so far in san francisco also. the key here, the ferry building. the flags that are out there will be later on today. heavier rain and gusty winds develop. becoming dry and warmer than average through the extended. you can see some of the stronger cells just offshore in the form of yellow there. this will continue to pound san francisco and head up to marin, sonoma and napa. the southern half of those counties. the big picture shows this is just the first part. this low will enhance the other lows and that's when that real hurl of subtropical moisture will get energized and you can see by 7:00 some yellows and oranges out there, even more by 9:00. noon a little bit of a break. here is where the coming together begins at 4:00 and by

7:00 look at all this yellow and orange just offshore, even some red developing after the 7:00 hour. notice by tomorrow morning it starts to taper and we'll deal with scattered showers. the rest of tuesday. we'll have plenty of ponding just like we did this morning. in fact, we should have even more. the storm drops from a three strong today to a one, light, tomorrow. we'll start drying out wednesday and hit the low to mid-60s with warmer than average temperatures. sunshine saturday and sunday. take a look at your rainfall totals next. here is sue. >> to the bay bridge toll plaza. metering lights are on. rain is coming down very hard. you can see the car-poolers are getting by okay in the right and left-hand lanes. you are stacked up to the mcarthur maze for a good 12 to 15-minute backup there. if your drive takes you along the east shore you have just under an hour from hercules into san francisco. look at the red on the sensors. those are the slow spots. the green on your map shows that it is raining and it is

affecting your commute this morning. big problems coming out of the caldecott tunnel, west 24 with an overturn. only the right lane is getting by. that's the reason for traffic stacked up towards and through orenda towards lafayette and even walnut creek now for a big, solid delay there. blocking a lane of traffic here, only one lane getting by and you are stacked up almost to scotts valley. give yourself plenty of time or even take 92 as you make your way towards the inland area from the coast. three, two, one, ignition, liftoff. >> that is spacex marking another successful launch and landing of one of its rockets. a falcon 9 rocket lifted off last night. what it's carrying is a bit of a mystery. it's a secret mission for the u.s. government with a payload simply known as zuma. we know zuma is some sort of

check it out. look at the rain totals by noon today. nearing an inch in some places around fremont and hayward and san ramone and up in the north bay and look what happens during the evening hours. more of the one-inch rains and the areas in green. that's why the evening commute could be so much more

and evening hours. a look at the storm impact scale. you can see the strong storm that will bring us gusts of wind that could topple some trees and knock out power and bring us some flooding. here is a look at the san mateo bridge where we just had a moderate shower roll through there. now san francisco, mill valley and richmond in the heart of the moderate shower. look at this. more offshore coming our way through the morning commute. so look at my 12-hour accuweather planner. a slippery start. the breeze picked up at noon. the heaviest rain is still coming from 4:00 to at least 7:00. and notice the temperatures getting warmer as we head through the evening hours because of the heavy rain that's on the way. even with the lighter amounts this morning, lots of accidents here, sue. lots of accidents. standing water the big thing. hydroplaning. maybe leave the driving or the train conductors to have them get to you work on time this morning. no delays with b.a.r.t. they have 42 trains on time.

see how the storm impacts it today. the concern being in the burned areas, that those areas will suffer from mud slides and flooding. a fire marshal, though, says he feels like they've done a lot of work. they have prepared. he feels they will be okay. or they've done all the preparations they can. they've worked hard to prepare for this weather. we did talk to a man who lost his home in fountaingrove. he sold his lot. but he is worried about his neighbors who still live here. >> there's some lots sloping to the street where the vegetation, the shrubs are all gone. a strong storm comes in, some that have will wash into the streets. >> reporter: the fire department turned to social media yesterday to let everyone know this potent storm was coming and that they should be prepared. the assistant fire marshal told us he doesn't want to have to evacuate everyone. hoping that option will not be one they have to use, but they do want everyone to be prepared,

think ahead, be ready for that possibility just in case. reporting live in santa rosa, amy hollyfield, abc 7 news. >> still hard to see the devastation behind you. storm preps are under way in the south bay. in santa clara where the county is providing almost 200 more beds for homeless people. some of the beds are there at the bill wilson center. they've scheduled to be available for the next three nights. rain also in the forecast for southern california. santa barbara county telling people who live where the thomas fire was to evacuate. >> let's put this in perspective. we're supposed to get up to 2 inches. they could get up to 6 inches of rain in southern california, ventura and santa barbara counties and that is where the thomas fire burned more than 440 square miles last month. in orange county public works crews have spent hours removing debris and clearing creeks in areas charred by the wildfires. >> with this post fire burn scar area, these are thousands of acres prone to mud slides and

debris flow if heavy rains come our way. >> robotic cameras can help determine if water is moving properly through underground storm drains. breaking news. go pro is confirming news reports of big layoffs. the announcement made just minutes ago. the action camera company is based here in san mateo and go pro is partly blaming the cuts for their newer model cameras. the company has a little more than 1,200 employees globally right now. but the company says it plans to cut jobs to less than 1,000. interesting to note from the ceo and co-founder of the company that in a press release he said nicholas woodman going to reduce his 2018 cash compensation to only $1 for the year 2018. this is also notably the fourth

round of layoffs that go pro since the year 2016. back to you. >> interesting, jessica, thank you. happening today the man acquitted of murderi ining pleasanton fative kate steinle will make an appearance in court. a judge sentenced jose ines garcia zarate to three years in prison for gun possession. zarate was released on credit for time served and immediately taken back into custody by federal authorities who charged him with being a convicted felon in possession of a firearm. they tried to convince a jury zarate fired a gun. developing news now the search continues for suspects who shot two people in fremont. the people shot were trying to stop a car burglary. >> officers and k-9 teams searched the neighborhood for four people early yesterday morning. detectives believe the two victims were shot after they confronted two men and two women who had broken into a car.

>> shocking because it's a quiet neighborhood. never seen this happen here. it's a really nice, peaceful neighborhood. i've been living here for a long time. >> both shooting victims are expected to survive. >> abc 7 news informs san jose after a woman died in a traffic accident. they believe her car collided with a car that was turning just after 6:00 last night. the woman's toyota overturned. she got ejected from her suv. police tell us the other driver is cooperating. they don't believe drugs or alcohol were factors. hollywood and social media can't seem to get enough of oprah. she had a rousing speech at last night's golden globe awards. >> she was the recipient of the cecil b. demille awards. in her speech oprah spoke to future generations of women saying a new day is on the horizon because of the time's up movement, an initiative of hundreds of women who banded together to advocate for gender

parity and provide legal defense aid for sexual harassment victims. >> fighting hard to make sure that they become the leaders who take us to the time when nobody ever has to say me too again. thank you. >> and all of this sparking chatter of a run for president. and for a long time she has said, no, you will not see her on ticket in 2020. but this morning her longtime partner telling the "l.a. times" it's up to the people and it's perhaps a possibility. >> you look at twitter, jessica castro, it's almost as if they've elected her already. >> oh, yeah. the outpouring of support on social media, especially twitter, is huge this morning. so many people talking about it including fellow celebrities. in fact, i found some new tweets within just the last hour or so. athlete ali krieger saying i woke up and rewatched oprah's insightful and inspiring globes speech for the third time.

i'm hoping you received or purchased some wet weather gear over the holidays. you're going to need it today. the north bay is where we have the greatest potential for flooding over the burn scars. we've only had about a quarter to a third of an inch. but the possibility of more than two inches falling on this area is why a flash flood watch is issued. now it starts at noon and goes through 6:00 tomorrow morning. if you live near one of the burn scars be prepared to move, maybe evacuate if some of that ground does let go and starts flowing. right now you can see steady rain, mainly just rain, down around san rafael and over towards richmond. this is going to head across the san pablo bay and head up to places like american canyon and napa. look at this. as you look to the southwest, more yellows and oranges. it will pick up and become they have yerp the next couple of hours. a look at san jose. you have not been left out of the storm as we talked about it

coming up from the south. slick and breezy on the roads today. poor there. poor for mass transit. the rain is coming in sideways which means an umbrella won't always keep you dry. on the bay breezy, choppy and wet. an hour-by-hour look. strong storm fex. a look at the morning commute. what do you say, stew? >> it's pretty treacherous out there with standing water and a lot of solo spinouts, hydroplaning. the san mateo bridge, a solid stream across the span. a 20-minute drive now from the toll plaza across the causeway at the incline section over to foster city and san mateo. to the bay bridge toll plaza, if you have cash it looks like you can breeze right on up. the irony the fastrakers not so much. just about a 15-minute drive and you're waiting here at the toll plaza about 13 to 15 minutes to pay your tolls. also westbound by treasure

island we have reports of an accident in the left lane on the span. so overall you can see the green on the maps, that means it's raining for your commute this morning and a lot of red out there means it's slow so take your time. >> thank you, sue. happening today former state senator mark leno will officially file his candidacy for mayor of san francisco. >> he joins a pool of two dozen candidates running for the open seat after mayor ed lee died unexpectedly last month. according to his website he says as mayor he will give a voice to every resident especially those who feel marginalized or left behind. the deadline to file is tomorrow. a special election will be held on june 5th. san francisco billionaire tom steyer will make a major announcement today. >> around 7:45 a.m. our time. it will be about his political future and plans this year. it appears he's considering running for governor of california or the senate this year or president in 2020. he has spent $20 million so far in a campaign calling for
