weather, high surf advisory for the coast. you can see from slow all the way down to about tijuana. back here at home our accuweather 12-hour planner. it will start heading south in the bay at noon and will head out and start to taper by 4:00. i don't do traffic so let me get out of the way and turn it over to sue. >> take a look at our traffic maps. we have green, which is good, slowing out of the central valley and ace train number one left on time at 4:20 this morning. a pickup truck was making the transition to westbound 80. it overturned and the big rig slammed into it. now that's what's happening at the transition. chp is on scene with emergency crews cleaning up debris to try to reopen the transition ramp. right now it's early enough traffic is getting by. it is not affecting westbound 80, just the transition from south 505 on to westbound 80.

>> sue, thank you. developing news in south san jose, a big investigation still under way after a shooting at a power plant there. >> abc 7 news reporter matt keller live for us on blanchard road. matt? >> reporter: good morning, reggie and jessica. we have a san jose police officer keeping watch here at the metcalf energy center. investigators are down this private road. this happened just after 5:00 yesterday evening, and here's what police officers were seeing when they arrived on the scene. >> at the metcalf energy center. a black mercedes at the front gate, he's walking back and forth. >> he might be coming can back towards the vehicle, and there is a large -- on the front seat. i can see that. >> reporter: our media partner the bay area news group reports the intruder was carrying an ax. he refused to drop it and was shot by a police officer and killed.

the spokesperson said no employees were hurt. he said it was an intruder on the property who was shot. at this point san jose police have only confirmed they're investigating an officer involved shooting. an interesting note, police chief eddie garcia is scheduled to unveil an online portal where the public can see information about the use of force policy. we'll be asking for more details on the shooting this morning. reporting live in san jose, matt keller, abc 7 news. >> matt, thank you. highway 121 will remain closed following a rock slide that killed a driver. a car went off the road after it was hit by a rock last night. that vehicle landed on an unstable hillside. authorities have to wait to recover the driver's body until a geologist determines it's safe for them to go there. caltrans is working to see if the wildfires weakened the soil. now to developing news this morning. at 9:00 a.m. california's attorney general is scheduled to

address the court ruling temporarily blocking president trump's plan to end the daca program. >> it protects about 800,000 people brought to the u.s. illegally as children. president trump said he would end the program in march unless congress takes action. last night a federal appeals court judge in san francisco issued a preliminary injunction against the administration while lawsuits play out in court. attorney general becerra said it's a step in the right direction. california and three other states are suing the administration to keep the program in place. happening today governor brown will introduce his final state budget proposal before leaving office next january. >> the 2018-2019 budget will be the first to include anticipated revenue from a marijuana sales tax. budget is estimated to have a surplus of $7.5 billion. >> california leaders expect congress to cut social services under president trump's plan that reduces federal revenue.

the proposal is expected to include shoring up health care services and combatting climate change. santa rosa beginning to build next year's budget, but the city is still uncertain how much the october wildfires will cost. the fires destroyed nearly 3,000 homes and 50 businesses in the city. "the press democrat" says santa rosa has spent $500 million more in the current budget than planned. there's no indication when it will be reimbursed by state and federal governments. the city council plans to get some meetings set up in order to get public input on spending priorities. state health officials say this flu season is turning out to be one of the worst in the last few decades. >> it could get worse before it gets better. 27 people under the age of 65 have died from the flu so far this season. four were from santa clara county. flu-related visits to the hospital have surpassed some of the most severe flu seasons on

record. most are catching the strain that is deadlier than other strains. 30% of the people who died received the flu vaccine. health officials say it's still a good idea to get the shot because it can reduce the severity of symptoms. >> supervisor peskin wants a hearing and vote to take place on the appointment of an interim mayor following the death of ed lee last month. >> the board of supervisors would need six votes to come up with an interim mayor if they can't reach consensus london breed will continue as acting mayor for the city charter. some believe that gives breed too much power and a leg up in june's mayoral election. eight candidates including breed filed papers before the deadline to enter the june 5th election. let's talk about what to expect when you step outside. it is dry. it was a nice commute because i got to drive on dry streets and hopefully you will, too. 4 to 14 degrees cooler than

yesterday. you may need to bundle up more. here in san francisco, glenn park at 49. look at that, financial,l,l, hills. we have 52 in belmont. 50 in pittsburg. 52 in tracy. those are the warm spots. 32 in saratoga right now and 47 in richmond. let's take a look from our east bay hills camera. you can see the visibility much better now that the rain clouds have gone away. slippery spots on the road. there's a wet area here and there plus a chance of light rain today so caution. random rains if you're taking mass transit and breezy on the bay early. east bay valleys cloudy with some sprinkles, random light rain started off at 51. topping out at 58 degrees. in the south bay we may see sunshine early and then the clouds increase. if you see any rain it will be during the latter parts of the afternoon hours. a chance between 8:00 and noon

and then we'll see sunshine by 4:00 and 55 degrees. we'll take a look at the storm hour by hour next. first sue is tracking an accident. here she is. update vacaville. let's head there on our maps. a transition from 505 to westbound 80. an overturned pickup truck was hit by a semi big rig. chp and emergency crews are on scene. they are getting traffic by there. a heads-up, i'm not seeing slowing on the sensors. there might be a delay once they get those vehicles out of there. southbound 101, a vta bus was hit by a car. it is partially blocking the very far right lane. not seeing slowing here and that is in the reverse commute but we'll be following all of this in a couple more minutes. >> sue, thank you. commuters may be riding caltrain's fleet sooner than planned. we'll tell you about the new money that's about to put it on the fast track.

some will try to clip tahoe and down to yosemite. it will be very light. probably no accumulation. we'll start to see a little sunshine this afternoon down in southern california, low to mid-60s for san diego and l.a. here is my accuweather seven-day forecast for tahoe. some light rain and snow showers today, and then up to near 60 degrees by sunday and we'll see a weak storm tuesday. mike, thank you. caltrain riders may enjoy a faster, smoother ride sooner than expected. >> the silicon valley business journal says caltrain is pursuing $630 million in grants from the state. the money would help speed up conversion from diesel to electric service by about ten years. caltrain began the $2 billion electrification project last summer. electric trains are scheduled to begin service in 2021. and look here at your screen. you're looking at some of the first cars to travel on a newly reopened section of highway 35 in the santa cruz mountains.

a massive mudslide knocked out part of the road last february. the reopening comes after cal trans built a retaining wall. that wall is designed to protect the road from future slides. peninsula congresswoman jackie speier and others plan to show for of the me too and time's up movement by wearing black to president trump's state of the union address. >> taking a stand against sexual harassment in hollywood. scandals have plagued congress in recent weeks n. november she revealed the sexual harassment she faced early in her career on capitol hill. the state of the union address happens january 30th. former white house strategist steve bannon is stepping down as executive chairman of breitbart news network. bannon became a target of president trump last week after being quoted in the book "fire and fury." he called the 2016 tower meeting involving president trump treasonous and unpatriotic.

observing's mayor and police chief says there still needs to be work done despite a big drop in violent crime. >> homicides fell by 8% from 77 to 71. robberies decreased by 14%. violent crime has dropped for the last five years. oakland's top brass says the success fighting crime comes after city leaders adopted a ceasefire program in 2012. that's when they stepped up outreach to those at highest risk of being shot or killed. >> when we talk about homicides, that means that 53 mothers did not have to get the call their child was not coming home. >> 2012 was the year we decided to put all our efforts, all our eggs in a basket to save lives. >> the police chief has promised to do more to reduce the number of car break-ins after they surged by 33% in 2017. this morning an orphaned mountain lion cub is being nursed back to health after she was found on the brink of death.

>> two other abandoned cubs were brought to the zoo last month. reporter cornell bernard shows us soon the cubs will have a new habitat of their own. >> reporter: she doesn't have a name yet but this mountain lion cub is being nourished back to health at the oakland zoo. >> she was on the brink of death really when she came in. we've been doing our best to help her out. >> reporter: director amy gotlif says the cub was found on the side of the road in bad shape. but look at her now, thriving and hissing at the zoo's vets. >> she is gaining her confidence and she's turning into a little lioness. >> reporter: two other mountain cubs came to the zoo, both males found in orange county. it's believed their mother was struck by a car. releasing all three cubs back into the wild isn't possible. >> it would be a death sentence for them without the proper mom training that they would need. >> reporter: those cubs will soon have a brand-new home here at the zoo's newest addition called california trail.

everybody. up to mt. tamalpais and you can see it's shaking just a little bit. some of the early breezes we'll be dealing with. notice how clear the air is now. the clouds and chance of rain will return this morning and linger through the afternoon hours. clouds will linger tonight and that will keep our fog patchy. as we head to tomorrow night, the fog will be much thicker and followed by much brighter afternoons. a look at our highs today, 56 in lake port. 57 in ukiah. 58 to 64 the rest of us. tonight even cooler than this morning. look at all the fog out there. mid to upper 40s around the bay. the coast, 50 in san francisco. here is our next storm and most of the moisture will be to our north and also to our east. as we head to 7:00, you can see light rain trying to move through ukiah. by 9:00 there's some random light rains trying to push into the heart of the bay. up in the north bay is where

most of it will fall. and by noon it's definitely in the heart of the bay. by the after knonoon it's in th south bay. it's starting to fall apart. your rain totals less than seven minutes from now. we have another storm that will bring a chance of light rain tomorrow. no storm impact scale. notice the brighter afternoon and the temperatures nearing the mid to upper 60s by sunday. let's turn it over to sue and get an update. we're heading to the east shore freeway. take a look at your commute. the volume is increasing. a nice, solid stream of headlights making their way to the mcarthur maze westbound on 80. you're at the limit here. we will check in with this earlier accident in the vacaville, the transition from 505 south to westbound 80 has been cleared out of lanes. so better news there. i'm not seeing any slowing through that transition. just want to give you a heads up in the napa area. highway 121 remains closed between vichy and wooden valley

abc7news.com. pretty cool. >> that was a fun day. hi, everybody. let's take a look at the rainfall, when it's going to get to your neighborhood, if it even gets there. 7:00 this morning only ukiah will be driving on newly wet streets. let's go through 9:00, 10:00, up until noon and you can see some of the scattered light rain as far south as hayward. now as we head to 4:00, the inland, east bay still dry while everyone else a couple hundredths of an inch. it could remoisten the streets. a high wind advisory in effect for the san mateo bridge, the midsection. get a grip there, a stronger grip. it's moving at the limit for about a 17-minute drive from 880 across the span and over to san mateo and 101. overall we're looking good, slower for our early morning commuters coming out of the central valley.
