the rain goes away and now we're dealing with another element this morning, fog. >> oh, wow, it is pretty thick. this is the bay bridge right now, one of several spots. we are seeing that low visibility to start the day. good morning to you. welcome to thursday, january 11th. at least we know something has changed. it's different now. just dealing with a different problem. you are never more than seven minutes away from our accuweather forecast. lisa argen in today for mike nicco. good morning to you. starting out with live doppler 7 showing all the extensive cloud cover and the fog from half moon bay, quarter mile visibility. hayward down to four miles. this will get worse before it gets better. with the cloud cover we're much milder from the low 40s to the mid-50s. grab a light jacket. we will hold on to the cloud cover throughout the day as you go through your noon and 1:00 hour. 56 in hayward.

once again tonight repeat performance with some changes for your friday. i'll have them coming up. sue? let's go back to the toll plaza. we have thick fog and the slow lanes there. that's the right lane, cash payers. and they are backed up a little bit. really it's not that bad once you get on the upper deck. the fog is the issue with visibility coming and going and we'll take an overall look. we have fog in the north bay as you can see at the top of your maps. a fog advisory is varying off the waldo grade. we have an alert for sonoma county and the coast f. those are your areas, please, heads-up. all right, sue, thank you. we are tracking a close call at sfo. >> this is six months after a near mishap with air canada. matt keller live at sfo. matt? >> reporter: a plane was about

to land on the wrong runway. a traffic controller noticed it before it was too late. >> aeromexico 668, go around. >> aeromexico 668, going around. >> reporter: the plane was about a mile out when the controller spotted trouble. the faa says aeromexico 668 lined up on the wrong runway. instead of 2a right was heading to the runway next to it, 2a left and on it was a flight filled with passengers. the faa says the pilots were using a guidance system used in poor weather to help with their approach. >> the runways at san francisco international are unique because they are very close together. that means visually you can get mixed up more easily than if the runway was a mile away from the other one laterally. >> reporter: this is the second close call at sfo in recent months. in july an air canada flight flew as low as 59 feet off the ground before the pilot aborted

the landing. as for the aeromexico flight the pilots will be interviewed as part of this investigation. reporting live at sfo, matt keller, abc 7 news. here at the live desk tracking the situation in southern california. the search for survivors continues right now in santa barbara county following tuesday's dangerous flooding and mud flows in wildfire burn areas. the death toll has gone up to 17 with at least 17 others still missing. one of the hardest hit areas was montecito. the "los angeles times" reports county officials decided not to send an emergency alert to cell phones warning of mud slides until after the flooding had already started. that's brand-new information this morning. and officials say more than 200,000 e-mails and other warning messages were sent out, but they elected not it use that push alert system on cell phones

out of concern that it might not be taken seriously. they're looking into that this morning. we'll have an update as soon as possible. we are hearing from a man who recorded the moment a wall of mud closed in on his home. >> he saved the driver and warned his own family. here is that video. >> turn around! the flash flood is right there. the flash flood is right there. get out of here, go! oh, my god, mom. oh, my god, mom. close the door. get ready to go out. wake dad up. >> can't even imagine. >> i really can't. >> the man who shot the video says his parents and the family dog took shelter in a hallway filled with thigh high water for more than an hour until they were finally able to get to safety. >> terrifying noises.

it sounded like 100 people with huge logs slamming into the house every three seconds. dear friends of mine like my gard gardener's family, his wife and kids, we don't know where they are. >> unbelievable. >> and the search for survivors continues this morning. new development in the north bay that could delay cleanup. >> government contracts from the army corps of engineer facing challenges right now. a burlingame company received the contract and got the contract for napa lake and mendocino counties. a company from florida is questioning whether crews will be able to meet the target date for finishing the job. corps officials want to complete removal by the end of february. an immigration and customs enforcement official says yesterday's raid at 7-elevens stores is the first of many. >> among the 100 targeted across the country, abc 7 news reporter katie marzullo has more. >> reporter: these pictures were

taken at a 7-eleven in los angeles. the sun was barely up. in the bay area stores inspected in napa, santa rosa, petaluma, suisun city and santa clara. supervisor does not believe this was a compliance inspection as i.c.e. called it checking to make sure employees were legally eligible to work in the u.s. >> i think they're doing audits on several other stores to find out who else they can go after in terms of immigrants in the country. they're going after the little guy. >> reporter: the assist apt police chief says they were begin no notice of the operation. >> we do not enforce federal immigration laws. that's not our role. we want those victims and witnesses to continue to feel safe. >> reporter: the operation targeted 1007-eleven stores, at least 21 people were arrested and ordered to appear in court. immigration attorney meryl kahn

advises they have papers in order. >> it can preclude from you ever immigrate to the united states and it preclude from you ever being able to naturalize. >> reporter: i.c.e. released a statement that says i.c.e. will enforce the law and if you are found to go breaking the law, you will be held accountable. katie marzullo, abc 7 news. good thursday morning. mike has the day off and bringing some extensive cloud cover this morning with fog. so it's going to be an issue all over the bay area not just the north bay to see quarter mile visibility as well as the coast. now concord is down to two miles. we widen the perspective. no major storms. there is a weak weather system that could bring a few sprinkles across the top of the ridge. the ridge keeps us dry. pretty good conditions except for the fog. if you're on the roadways, you may run into that. maybe a few sprinkles in the

north bay. for the rest of you heading out and about today mostly cloudy skies with peeks of sun. heading outside you may feel it's milder for the kids, so the lighter jacket. cloudy with a few sprinkles perhaps, sonoma, maybe marin, and then we're looking at partly cloudy skies near 60 today. right now numbers look like this. 52 cupertino. 53 in san carlos. look for the upper 40s as you head out from san pablo to novato. and later on today, president clinton 3:00, 4:00, east and south, 61 san jose. 59 in oakland. 58 in half moon bay. and then overnight tonight a repeat performance with the fog all around the bay but it doesn't last as long. we'll get more friday. your weekend looks dry. look what happens as we get back to work next week, a better chance of rain next tuesday and wednesday. sue? >> all right, let's take a look outside and, yes, let's check your drive times first.

the fog is an issue up and over the waldo. there's a 40-minute drive time from tracy into dublin. highway 4, antioch to concord. right now developing fog but not so bad. 14 minutes. a nice ride except for fog up and over the waldo grade. to san jose, 280. it looks like the fog is not an issue here as you make your way from san jose up towards cupertino, it's about a nine-minute drive. >> thank you, sue. a mental health patient is back in hawaii after escaping from custody and flying to the bay area. >> you probably remember this story. randall seito faces criminal charges after leaving the hawaii state hospital. he walked out of the facility before boarding a commercial flight to san jose in november. stockton police captured him three days later. he was acquitted of murder by reason of insanity in a 1979 killing. a thief in the north bay is targeting guests during wedding ceremonies. >> police release this picture of the suspect saying she stole

wallets bridesmaids left in a room during a wedding saturday and took a woman's wallet from a room at another wedding a week earlier. she used a stolen credit card. >> at weddings there are wallets and clutches everywhere. >> that's rude. a high-speed chase that led police through the arizona desert had a surprise ending. all of this started in mesa and headed east. the couple tried to run. after realizing they couldn't get away, they rejoined and were seen embracing for quite a while. the two suspects now in custody. vw is still recovering from its emissions scandal. aother automaker is being accused of cheating on emissions tests. >> if you want to eat at a nice restaurant and not pay a big price there is quite a deal in the east bay. nothing says i love you like

misconduct allegations against actor james franco. now five women say the golden globe winner accused -- are accusing him of inappropriate behavior all according to the "los angeles times." they published this article a few minutes ago. four of these women in this article are said to be his former students. he was her mentor according to "the times." franco has previously denied these allegations by two women who had come forward previously. no comment yet this morning from his camp on these newest accusations. accusing the company of rigging the software of some trucks to pass emissions tests. >> cheating devices were

installed on ford 250 and diesel trucks. 2011 through 2017. ford is denying the allegations. u.s. regulators are not accused the company of doing anything wrong. volkswagen was fined massive penalties after revelations it cheated on emissions tests. an uber driver found dead is now a homicide investigation. >> officials confirm the remains found in the warehouse last june are that of piseth chhay. bob tang was named as a suspect. they believe he fled to cambodia. chhay's wife tells abc 7 news the family is deeply saddened but are confident police will solve the case and justice will be served. youtube star logan paul, youtube taking steps to discipline paul for posting that disturbing video. >> the company is limiting his earning power for showing a video of an alleged suicide victim in japan last month.

he says he is ashamed of his actions. he has been removed from google preferred, a special advertising program that connects top channels with brand advertisers. they are holding off on flans for an upcoming movie. in today's "gma first look" a school board is the target of death threats after a teacher was arrested at a meeting. >> she was confronting the board over the superintendent's raise when a marshal insisted she leave the room. >> reporter: the teacher seen here in handcuffs in video now seen around the world is speaking out. >> i'm appalled at this and you should be, too. >> reporter: it happened monday night. she had a simple question, why is her local school board giving this guy, the superintendent, a nearly $30,000 raise when teachers like her haven't seen a permanent raise in years. in video from the meeting you see school officials in abbeville, louisiana, asking her to leave saying this was time for public comments and not a

we have very heavy fog through american canyon. this one blocking a lane or two almost to cordelia junction. it's very thick in spots throughout the north bay. that orange on your map does designate the thick fog and we head over to the altamont pass where we have an accident here. westbound 580 near gran line. heads up there, increasing your drive time to about 45 minutes to get into livermore. >> the bay area one step closer to paying higher bridge tolls. >> abc 7 news was there when a proposal to increase tolls on bridges. another bill late they are month could put it on the ballot. backers say they plan to use the money to fund transit and projects across all nine bay

there are still at least 17 missing. the faa investigating why an aeromexico plane nearly landed on the wrong runway at sfo. an aviation expert says the close runways could be the p number three, a cliff side home in pacifica slated to be demolished today because of ongoing erosion. it is the last red tagged property. number four, lots of cloud cover creating visibility issues. look at all the fog here in the bay area. three miles in concord. a quarter mile as well as petaluma and napa. five miles in livermore and oakland. we do have limited visibility because of fog outside. we'll take a live look at the bay bridge toll plaza and you will see that traffic is really not affected here -- actually it is. metering lights just turned on at 5:26. look at how thick that is on the deck. number six, this just coming in to our live desk, walmart is raising its hourly wage to $11

good morning on this thursday, january 11th. alexis is off this morning. >> you are never more than seven minutes away from your forecast. good morning to you. live doppler 7 showing you all the cloud cover. it's a great start for everyone and temperatures with the cloud cover are milder from the upper 40s in the north bay, low to mid-50s elsewhere. the visibility issues not just in the north bay, it's in the east bay, also on the coast. so really use caution out there. temperatures today will be a lot like yesterday. more sun in the afternoon but a sprinkle. sue? speaking of fog, it is an issue for your commute as well. we do have this orange on your screen. you can see the limited visibility osh at least where the fog is providing visibility on the american canyon side of westbound 80. we've had a couple problems there because it is a 200 feet visibility issue with the big rig earlier and now we still have it partially blocking a lane westbound near american canyon. we also have issues with signal lights on 137 and 121.

one thing you can say about it, it was very loved. the former homeowner said this is their favorite place on earth and they love this home like you love a pet. now you can really see the situation. it looks like it will topple off the cliff any day now. the backyard and patio have already gone. the former homeowners weren't totally surprised this was the outcome but were surprised by when it happened. >> because of the history we knew that was a possibility at some point. we didn't know how long. we thought we could have maybe up to 20 years here. >> reporter: the couple even hired engineers to move the home back 30 feet. that left them time to find a lot to move it to but never found one that worked. the city bought the home and will demolish it at 8:00 this morning. the couple who called this home

will be here to watch and to say good-bye. reporting live in pacifica, amy hollyfield, abc 7 news. >> amy, thank you. rent in the bay area is crazy expensive. >> now expanding rent control will take a big step forward. a state assembly meeting will hold a hearing to discuss repealing the law that currently prevents cities from imposing rent control on housing built after 1995. that bill was introduced last year but was put on hold because it got strong opposition from landlords. >> a san jose couple who purchased a private street is now suing the city to get it back. michael chang and his wife filed a suit in superior court claiming the board of supervisors went beyond its authority when it overturned the sale of presidio terrace. they purchased the street for $90,000 at a tax auction in 2015. that sale came after the homeowners association failed to pay $994 in back taxes. seven more people are sick

from e. coli that may be linked to contaminated romaine lettuce. >> yet the government still isn't issuing a recall. bacterial infections killed two people including one person here in california. dozens more have gotten sick across the u.s. and canada. "consumer reports" is advising to us we should stay away from romaine altogether. the government hasn't pinpointed the origin of the outbreak. >> we think it's important to avoid eating romaine lettuce until the cause of the outbreak is determined. >> "consumer reports" warns us washing e. coli tainted fruits or vegetables is not going to remove the harmful bacteria. a fifth person has died from the flu in santa clara county. >> the person was under 65 years old and had not been vaccinated. the number of flu cases has spiked since the start of the year. it's been a particularly rough season in california and statewide at least 29 people under the age of 65 have died as a result of the flu.

that's around three times higher compared to the same time period last year. >> governor brown plans to ask the trump administration to block the expansion of offshore oil drilling like he's already done in florida. the energy department revealed a plan last week that includes six new leases for drilling platforms off california's coast. florida received an exemption tuesday after its governor complained about possible environmental damage. 50 in half moon bay due to all the extensive cloud cover. so you're waking up to temperatures a good ten degrees warmer even in the north bay where we have upper 40s, napa and novato. ten degrees warmer than that in livermore. concord is checking in at 51. so we've been watching the visibility move around over two miles in concord. still pretty bad in napa and petaluma and the coast is at three miles, even some haze around hayward and fremont. san jose, five miles. this is the plan today. you notice we have a little bit of green on the screen here. sonoma, you could see a sprinkle as well as the coastline today. otherwise the clouds thin out throughout the afternoon. we're back to fog and low clouds tonight, and then by friday we are looking at more sun. today numbers very similar in san mateo and the rest of the peninsula mid and upper 50s. elsewhere about 61 today in san jose. 60 palo alto. upper 50s in the north bay and the fog and low clouds return

tonight. sue? we're head to go san rafael where it looks like we're fog free in this area by north gate mall. the taillights headed past the sick center. reports of a stall near san pedro road. it must have gotten out of the lanes and off to the right-hand shoulder. looking at a great drive time but do remember fog up and over the waldo grade. this problem with a traffic break and 580 near grant line. a car blocking a lane there. we are seeing typically slow traffic headed into the altamont pass area. the signal lights out again. this has been the third day this week at sears point at the raceway and it looks like some slowing in the westbound direction. they have notified caltrans. we'll look at your mass transit options in a few. that big breaking news from

at the live desk i have brand-new video of a rescue during the santa barbara mud slides. i will hit play for you. it's incredible. a san diego coast guard crew took this video as it swooped in yesterday at the montecito golf course. eight people and five dogs stranded after mud blocked the roads around the golf course. it got crowded in there but the good news is everyone made it out safely and that's the important part. as of this morning at least 17 people have died, at least 17 people still missing in the southern california mud slides. back to you. berkeley police hope you can recognize the two people on the screen. they shot and robbed a man on

vine street on december 5th. detectives say both robbers wore dark colored hooded sweatshirts, drove a car that appeared to be a white chevrolet impala. it seems unlikely, what president trump is saying about a meeting with robert mueller. >> abc news has confirmed mueller told the president's lawyers he will do an interview with the president. yesterday when asked directly if he wanted to meet with mueller, the president hedged. >> there was no collusion. everybody knows it. >> congressional negotiators say they are closing in on a daca deal to protect undocumented immigrants brought to the u.s. as children. the president insists congress must agree to fund his wall along the border with mexico.

good morning on this thursday, january 11th. it's a bit foggy outside. >> it is real socked in. we're only seven minutes away from the accuweather forecast. here is meteorologist lisa argen. good morning to you. we are down to a quarter of a mile in napa, santa rosa. look at concord. a mile there. the coast has been in and out and we've been looking at livermore as well with san jose four miles so certainly not the greatest visibility for the

entire and will be reduced from time to time. the temperatures are milder, 54 in san francisco. 48 in novato and throughout the rest of the day we'll have a lot of cloud cover hanging on through noontime. there may be a sprinkle in the north bay but brighter elsewhere, highs near 60. sue? heading outside to the san mateo bridge. we do see brake lights across the causeway. no stalls or accidents. a lot are trying to get from hayward to foster city. we have about a 17-minute drive time across the span. take a look at our traffic maps. you can see the red and slow traffic out of tracy into livermore. we have some fog over the altamont but that was as a result of an earlier accident that's now been cleared. to the north bay all the orange on our map does represent fog and that's limited visibility like lisa has been mentioning. a motorcycle down left lane. this is oakland north 880 near 7th street. we'll come back and take a look at malfunctioning
