the governor of hawaii is apologizing. >> what happened today was totally unacceptable, and many in our community was deeply affected by this. and i'm sorry. i'm too very angry and disappointed that this happened. >> while the message may have been fake, it might have uncovered a real problem that investigators are looking into. the governor says some people did not get the message on their cell phones. >> plenty of tourists were caught off guard. >> a san francisco couple had just started their honeymoon there. >> reporter: what started as a dream destination wedding in hawaii quickly turned into a nightmare for phil and katie. the couple, from san francisco, was rattled by a terrifying alert that a ballistic missile was headed their way. >> this is not a drill. take immediate action measures.

panicking. finally, staff announced it was a false alarm. >> how did you feel? >> i was like, whew! >> reporter: they say it was all confusing. they hope this serves as a wakeup call to be prepared in case of a real threat. the alert was a nerve-racking way to start life as a married couple, but they say they're happy to be alive and are going to try to enjoy the rest of their honeymoon. alyssa harrington, "abc7 news." this video shoes more of the confusion following the false alarm. you can see a man telling a girl to climb down a manhole. we have seen other videos like this one earlier of people running in the streets. cal oes says checks and balances are in place to prevent it from happening here. >> tiffany wilson is live with that part of the story. tiffany? >> reporter: eric, most alerts here in california are weather related. and cal oes says a statewide alert would be very rare, and it

would require multiple people's input before something was sent out. that means one person could not hit the wrong button and start a panic like we saw in hawaii today. just the push of a button and panic for more than a million people in hawaii. brad alexander says california's alert system could not be triggered by one person hitting the wrong computer key. >> there's no single person in a silo making a decision. it's a collaborative effort on any incident. >> reporter: the multiple layers of accountability are a priority for senator jerry hill. he rent krily co-authored a new bill to beef up the state's alert system after so many people failed to receive a warning about the north bay wildfires. >> you need a process where it needs a couple of people to make the decision, so you don't have a false alarm. >> reporter: hill feels the mistake in hawaii could reduce trust in alert systems in general. >> when the next one comes that

isn't a mistake, will people believe it? they lose a lot of credibility when you have just one false alarm. and that's really a problem. >> reporter: however, he sees the silver lining in today's fiasco. hill thinks it's a reminder that everyone needs to make an emergency response plan. cal oes agrees. >> you should be aware where are you going to go, does your car have gas? do you have money? because some of the infrastructure could be down during an emergency. we have all kinds of natural and man made risks in california, and we encourage folks to have an emergency plan. >> reporter: in san francisco, tiffany wilson, "abc7 news." now, "abc7 news" first alerted people that the ballistic missile threat was a mistake through the free "abc7 news" app. we sent a push alert this morning at 10:52. new at 11:00, a rescue effort saving a young woman

stuck on the side of a cliff in san francisco tonight. "abc7 news" was there as firefighters used an intricate system of ropes and pulleys to hoist the victim to safety. look how intense the rescue was to bring her up the cliff. the rescue started at around 5:00 p.m. the victim was not hurt. the fire department warns people to avoid areas of danger when enjoying the outdoors. >> this is winter. everything is moist, but had there been more rain, this could have been more treacherous. >> firefighters are also dangerous to the well trained personnel who have to repel down to save people. an update to a story we told you last night on "abc7 news." police made an arrest in an attack on a popular walnut creek trail. last night, police revealed this surveillance video of the suspect. they said he grabbed a woman on the iron horse trail, and tried to kiss her.

today an officer familiar with the case spotted 35-year-old jeremy mickens at the safeway. police arrested him. the victim identitied him and he's been booked. a call about a suspected drug deal ended with police shooting and killing the suspect. police approached the suspect drug dealer who was sitting in his car, and they noticed a gun in the center console. at first, the man followed their instructions, but then reached for gun. that's when an officer fired. the suspect is a 43-year-old man from antioch. two boys have been arrested for trying to steal a laptop from a b.a.r.t. rider. the suspects grabbed the computer from the victim and dropped it and when the rider grabbed it, they tried to swipe it a second time. but as they tried to run away, they dropped the computer again. police arrested both. one was cited and released to a parent. the other booked into juvenile

hall. residents protested against a planned location of a methadone treatment center. "abc7 news" was at richmond civic center where residents there held a rally to urge local leaders to prevent the baart clinics program to move to this location. residents fear the clinic will impact their quality of life. >> it's going to increase crime levels. we already have a huge problem with homelessness. that problem is going to be exacerbated by the methadone clinic. >> officials say the city has no role in the relocation proposal but will have to decide whether to issue a land use permit for that location. bay area members of congress met today to talk about what lawmakers call the negative impacts of the republican tax plan.

so areas of dense fog again tonight. just patches of it. north and east bay primarily. then we'll see a sunny and mild south bay, cooler for the north and east bay. and a wet pattern starts monday. then a break and more rain. igh surf advisory, 13 to 15 feet northwesterly swells and these waves could peak at 20, 23 feet. so going to be dangerous from the north coast all the way down upper 30s in parts of the north bay. looking at numbers in the mid 40s, so a chilly start no matter where you are. the next several hours, tomorrow morning is going to be cheer. and by 3:00 in the afternoon, notice the increasing clouds. we get to your holiday on monday, a clear start, and then more clouds, thicker clouds by the end of the day. i would say about 4:00 we have some showers that are flirting with the north bay. but at 7:00, they begin to push

in what biologists call a hatchery intervention. >> i don't want salmon to go extinct. >> reporter: he helped design an experiment designed to save the salmon in redwood creek. fish and wildlife pulled them out of the creek in the summer of 2015 when they were this big. they spent their entire lives in a hatchery, never been in the ocean. it's a matter of survivability. you're making life easy for them. >> in a way we are. the 200 fish we collected, if we had left them in the creek, chances are one or two or three would have returned. >> reporter: volunteers returned almost 200 back to the creek, one at a time. >> we gently lower them into the water. >> reporter: from here, they'll move upstream and hopefully spawn and return their
