gate. be aware because it does affect your visibility on the roads. and now to the shocking story of the shackled siblings. a riverside county couple faces torture charges in what investigators call a disturbing case of abuse involving their 13 children. deputies arrested davis louise turpin of the son in the case say they're shocked about their son and daughter-in-law. >> reporter: inside this home police in perris, california, say they found 12 children sunday after one of them, a 17-year-old, police say was emaciated and appeared to be only 10, was able to grab a cell phone, run outside, and call 911 telling police her parents david and louise turpin were holding

her 12 siblings captive. they were shackled to their beds with chains and pad locks. those 13 siblings were held in dungeon-like conditions in their own filth and said they were starving. police also making another shocking discovery. seven of the children found were actually adults, ranging in age from 18 to 29. >> everybody was super skinny and not athletic skinny, malnourished skinny. >> they were very pale-skinned like they've never seen the sun. >> they've been outside before doing yard work at 11:00 at night. like 10:30, 11:00 at night. my daughter and i were driving home one day, and it's not just that time. this has happened before. >> reporter: how old do you think those kids you saw were? >> they were young, probably like 10. >> reporter: facebook pictures showed the couple renewing their vows, their 13 children in identical outfits and haircuts.

>> they had to have been doing this for some time and they were probably very disciplined and very meticulous about keeping the children captive. happening today san francisco may put the squeeze on street parking across the city. today the sfmta will consider a pilot program which would limit each household in the city to just two permits. you can get up to four permits. the city is currently granting more permits than spaces available. the board will meet at 1:00 this afternoon. starting today you will need a reservation for the new parking and shuttle system if you're planning to visit muir woods. the park has been overrun by traffic and parking problems for years now. visitors must have a reservation to park in advance. it costs $8 to park. you can find a link to the reservation site on our website. >> former white house strategist steve bannon is expected to meet behind closed doors with the house intelligence committee. bannon will face questions about

him. his mother suffered severe cuts and bruising. dozens of students and staff at a san francisco elementary school are sick. according to the district 57 people have gotten sick. 53 are students. symptoms were first seen when everyone came back from winter break last week. the school disinfected the entire campus over the weekend. we'll start with the temperatures out there that are anywhere from 4 to about 11 degrees warmer than yesterday. with us in the 50s we're not that far from our average highs this time of year. 54 to 56. a very narrow range all across san francisco right now. and the bridge leading into or away from san francisco on the western span here. you can see it is a little wet and that's my biggest worry for the commute outside of the fog is the fact it's going to be slippery, at least for our earliest commuters. mass transit, we have some showers and mild temperatures

let's take a look at your california forecast and you can see it's going to be cloudy across the northern half. the lack of showers out there after the morning hours is really noticeable. temperatures 70 in l.a. today. 67 in san diego. 76 in palm springs. tahoe, 50. each with some morning showers and then mostly cloudy in the afternoon hours. remember, we hinted at one to two feet of snow. boom, there it is. winter storm warning for noon thursday through 4:00 friday afternoon. all the passes are going to be

snowbound by friday evening, and it's going to be breezy and then we'll get a break with some light showers saturday, sunday, and monday. looking for a healthy snow friday. a little bit of good news coming in. a 53-year-old man and his dog have been found safe after those deadly mud slides in montecito. meanwhile, right now 20 people confirmed dead. three others still missing. melissa mcbride from our sister station in los angeles has the latest on the cleanup efforts there. >> reporter: the muddy waters swamping the 101 freeway is sucked up, but it's a slow process, avoiding tree limbs and other debris. last tuesday's mud slides covered a quarter mile stretch of the 101. cal trans estimates it was 6 to 9 feet deep in some places. some streets in montecito are still muddy.

heavy equipment has moved boulders and trees, but the yards of many homes in the mandatory evacuation area are caked with one to two feet of mud. three people are still missing. recovery teams and cadaver dogs continue to search. >> the focus is to keep digging up debris piles, send dogs through there, see if we can get a hit, get something like a concentrated area we can work on. right now it's just so widespread. the mud, some areas, are still real soupy. the dogs aren't going to be able to smell in mud. >> reporter: knowing three people are still unaccounted for, caltrans is monitoring the debris removal on the 101 freeway to be sure they're removing debris only. melissa mcbride for abc 7 news. it is 4:43 now and happening today the oakland city council will continue its discussion about what role the police department played in an i.c.e. raid.

looks pretty wet right now. if you're traveling highway 4, brentwood up to antioch, coming through the altamont pass, it is going to be wet right now. you need the windshield wipers and to slow down. look at the clouds and the mild temperatures that will be coming at us from the west. even once the rain leaves us and the lack of sunshine this afternoon we'll still hit about 59 to 62 degrees. tonight, look at all that fog out there. temperatures cooler from the low to mid-40s in the north bay valleys to mid to upper 40s just about everywhere else. inland east bay, south bay, to even 50 around san mateo and san francisco. now here we go from 7:00 this morning. barely seeing radar returns to 9:00. they're just about gone. notice as we head through the rest of the day, yeah, even at noon, there's a lot of gray out there. we may see a few blinks of sunshine, if you will, during the afternoon hours. here's my accuweather seven-day forecast. fog to high clouds tomorrow. a 1 for thursday into friday.

wet and breezy. we get a break saturday and then sunday evening into monday that's when the moderate storm comes in with heavier rain and gustier winds. here's sue with a look at the morning commute. >> we're taking the first look at the bay bridge toll plaza and it is predictably light for 4:48. if your drive takes you along the 80 corridor and the east shore from hercules into san francisco, less than 30 minutes. we will be looking for the metering lights to be turned on. they never did get turned on yesterday for the holiday. a look at your traffic maps. orange represents fog. the green represents where it's raining for your drive and you can see slow traffic coming out of the central valley and tracy for about a 25 to 30-minute drive into livermore. otherwise we are looking good, green on the sensors means at the limit. and here at the live guess being we just got these pictures from overseas after a school bus slammed into a house in germany. take a look. right now 48 people are hurt.

those are mainly kids. they were airlifted to a nearby hospital including at least ten with serious injuries. it happened just east of manheim. the bus was full of kids when the accident happened. we don't have an exact number yet. also unclear exactly what caused the bus to lose control. police right now interviewing the driver of the bus. an old scam is hitting the bay area again. the phone call you need to ignore. >> a team effort for the north bay rescue that has a welcome ending. first this morning's "tech bytes." in today's "tech bytes" the future of american spying. boeing is offering a first look at its new space age military aircraft. >> the company says this will go 3,800 miles an hour, five times the speed of sound. for now, though, it's just a design concept. >> amazon rolled out a special treat for anyone crazy about oreos. >> the oreo cookie club a gift box filled with surprises. each is a mystery that has two oreo flavors and a recipe card.

somewhat frightening. >> police say he stole a truck in san francisco yesterday. officers say the driver got on highway 237 going the wrong way. the truck crashed, the drivers jumped out and ran onto a sunnyvale golf course. golfers obviously were caught off guard. they say the thief got away. a phone scam involving pg&e is making the rounds again. scammers are calling people and threatening to cut off their pg&e service for unpaid bills. the company will not ask you to pay with a prepaid cash card. if you got the call, hang up. if you're still concerned call pg&e about billing issues. >> an update on quintuplets. kaiser permanente says all five babies remain in the intensive care unit.

about 3:00 or so, a little bit before 3:00, it was definitely socked in. you could see it's still out there on the road, southbound just past the for thegate mall. those heading to the central san rafael exit and southern marin. a fog advisory for the waldo which is very thick and dense out there. the orange represents fog. the green represents rain for your commute and we are looking at slow and go out of the altamont pass into livermore with a 40-minute drive. ending up nicely once you reach into livermore. thousands of people are out of their homes in the philippines after the eruption of the most active volcano. 10,000 villagers fled when lava and ash spewed. there's a strong chance of more eruptions in the day ahead. it is about 210 miles southeast of manila. firefighters make all sorts
