hughes tells us live from washington, this comes one day after steve bannon's testimony. >> megan? >> reporter: jessica, good morning to you. you'll remember that bannon recently earned the president's scorn for his alleged comments in that bombshell book "fire and fury." now he's apparently keeping quiet. >> steve bannon stonewalling on capitol hill. >> informs effectively a gag order by the white house. >> lawmakers frustrated at bannon's refusal to comment on the transition or his time at the white house during ten hours of questioning. though the president recently lashed out at bannon saying he lost his mind, the white house is defending his silence. >> we're going to continue to be cooperative but we're going to also maintain some of the executive privileges here at the white house that have been practiced for decades and that need to be maintained. >> if he's precluded from answering any questions during transition or administration, many questions even after he left the white house, obviously,

we're not able to do our job. >> it wasn't just democrats frustrated, bannon's lack of response provoked a subpoena from the republican chairman of the panel. he's been subpoenaed to appear before robert mueller's grand jury. this after comments bannon allegedly made in the book "fire and fury" including calling donald trump jr.'s meeting with the russians treasonness. also suggesting that trump jr. and kushner might have engaged in money laundering. >> it won't surprise you to hear the fun details that there was more than one copy of the recent book fire and fury in the room. yet, there he was saying no i won't answer those questions because i've been asked by the white house not to. >> in addition to questions about the book, lawmakers also wanted to get more details about the president's decision to fire james comey. they did not get those answers.

in washington, megan hughes, abc 7 news. >> megan, thank you. california lawmakers expressing outrage about a possible major immigration sweep in the bay area. the chronicle reports i.c.e. agents are looking to arrest at least 1500 people and raids expected within weeks. the paper reports it would happen in san francisco and other california cities. this would be the biggest enforcement action of its kind under president trump. an i.c.e. spokesman was not able to speculate about other enforcement actions. a bond hearing today. luis maura was stopped near san diego. the 20-year-old has been in the u.s. since he was 11 when his family arrived from ecuador. the university is working to help him. a student group working on his behalf says it's received very little support from cal. city leaders in san jose and

santa clara reached a truce to move forward. the agreement clears the way for santana west across from santana row in sanjose and city place near levi's stadium. lawsuits filed by -- concerns over traffic and lack of housing were the central issues behind that dispute. san francisco voters will decide if they want to spend $100 million a year on affordable housing. the chronicle reports the measure planned for the june ballot would hike the city's commercial property tax to 2%. the money would be used to build 10,000 new housing units over the next ten years. five members of the board of supervisors are sponsoring the measure which had support from the late mayor ed lee. colin kaepernick will announce the recipient of his final $100,000 donation. yesterday, he posted this video on instagram saying he was excited to share the news. so far kaepernick has made

donations to fight towards social injustice. he made a $1 million pledge in 2016 to help organizations in oppressed community. construction on future home in san francisco. today marks one year since the warriors broke ground on the chase center at mission bay. last year steve kerr and p kevin durant represented the groundbreaking. warriors officials say they are on target for the completion date and the arena is set to open for the 2019-2020 let's take a look at temperatures. we'll start in the inland east bay neighborhoods where we were in the low to mid-50s yesterday. in the mid to upper 40s this morning. until you get to concord at 51 degrees. let's take a look at your commute. this is actually the san mateo bridge. i was going to show you walnut creek. but i already did with the fog. i decided to look at san mateo bridge. it looks busier earlier than normal. sue will talk more about that if there's any issues out there.

as far as weather, the fog means tricky travel this morning. good if you're taking mass transit. a little foggy and hazy on the bay today. exercise caution there. your 12-hour planner for san francisco. you see foggy by 8:00. and at 10:00, low to mid-50s there. we'll be mainly cloudy. we'll see a little bit of sunshine try to breakthrough the high clouds and the haze. just like yesterday, not going to be a lot. temperatures in the mid-50s all the way through 8:00 this evening. down in the south bay, we've got 51 at 8:00. by noon, at 61. in the low to mid-60s in the afternoon hours. if we see a little sunshine, you're the ones that will get it. we had a high surf advisory yesterday. now it's a warning through 10:00 tomorrow night or evening, if you will. the surf will be around 15 to 20 feet. here's a look ahead at the next storm. it comes in tomorrow, lasts through friday. rain then showers. it's a 1. light on the storm impact scale. more on that coming up. more on the commute, here's sue. >> b.a.r.t. tweeting they have a

welcome back. let's take a look at what's going on around the state today. quieter than yesterday. notice the thick fog throughout the central valley during the morning hours and then temperatures hit the upper 50s to low 60s. look at the 70s to 80s with the sunshine. then we've got 56 in tahoe. look at the snow pack keeps getting worse. now down to 23% of average. we do have that winter storm warning for noon tomorrow through 4:00 friday afternoon. down to lake level. 1 to 2 feet of snow is possible. as you look at -- we definitely

need it. it's going to be chilly this weekend. they'll be making more snow before the weekend. in southern california a law firm filed the first lawsuit connected to the deadly mudslides in santa barbara county. they accuse them of negligence. it left the forest area above montecito without vegetation. the water main zones operated by the water district failed during the storm adding millions of gallons of water to the mudslides. 115 homes were destroyed in montecito. another 242 were damaged. the cost to build california's new high-speed rail line has jumped by $2.8 billion. the overrun is blamed on delays and more than expected costs. the high-speed rail system is currently under construction in the central valley. the overall cost of the project is now around $67 billion. the initial projection was 40

billion. it's expected to take them from san francisco to los angeles in under 3 hours. the founders of new california want to split the coastal areas in sacramento from the rest of current day california. you can see it on the map. they say california is a failed state and that we've become governed by tyranny. it needs the approval of the state legislature and congress. burger chain breaking into the bay area now. >> people are losing their minds over there. shake shack will open a first restaurant in palo alto with plans for more locations in marin and san francisco. i love our probable location map we have there. abc 7 news reporter tiffany wilson asked folks if this burger joint is really worth the hype. >> just the mention of shake shack and they go giddy. >> so scrumptious. it's mouth explosion. >> it's amazing. i'll go anywhere there's a shake shack. >> this building on fill more is rumored to be the first san francisco location.

tonight, fog forms again, except in the north bay where the rain will develop. let's take a look at the temperatures today. about the same as yesterday. about 59 to 61. then you get into the mid-60s around san jose, morgan hill, santa cruz and ukiah, 63 to 65 there. tonight, temperatures up a little bit because of the cloud cover and the extra moisture. 49 to 53 degrees. notice the rain starting to move in during the overnight hours. here we are at 9:00 this evening with stray showers possible across the north bay. steady rain by 4:00 in the morning. steady rain moves into the bay by 9:00. looks like you're in the east bay and the south bay. south of the san mateo bridge. it should be dry in the morning hours. by 9:00, the rain moves into the bay. by 4:00, in the south bay and inland east bay. then it turns over to showers during the evening and overnight hours. the showers will continue off and on through about friday morning. looking at about a quarter to a half inch of rain out of this. one light system for thursday and friday. we get a break saturday and that

days in january had measurable rain. the rainfall hasn't been enough to make a dent in our seasonal deficit. we're still 74% of average on the peninsula. oakland, 70. san francisco 65. south bay 61. north bay 59. we will make a little bit of a dent out of this in the storm coming up sunday and monday. i'll have the rain totals for that next. here's natasha. a bright light that roared across the midwest, you see there, was a meteor. video from the detroit area shows it flaring across the sky. this could be seen as far away as chicago. they saw a flash and heard a tremendous boom and in fact, usgs said it was so loud, it shook the region as if it were a magnitude 2 earthquake. >> pretty scary if you expect it. great to see now that we know what it is. walmart is helping customers get rid of opioids. >> the company says it will provide the packets free with opioid prescriptions filled at the 4700 pharmacies. the small packets contain a

that as long as possible. because it was nice. put a smile on your face. let's hope we can have as much fun as they were having today. let's jump ahead to 5:00 sunday. that's when the next storm moves in on -- that's 2 on the storm impact scale. but 9:00 monday morning, look at the additional rain starting to develop. especially north of the san mateo bridge where we're up over an inch to nearly 2 inches. as we head throughout the day, the rain will push to 2/3 of an inch in the south bay, 3/4 of an inch in the east bay. more than an inch san carlos northward. pretty potent storm on the way. sue you were telling me it's not as foggy as you were in the north bay this morning. what's going on? >> that's true. i left ran raphael about a little before 3:00 a.m., you can see the route here. southbound 101 past the north gate mall to the civic center, not foggy at all. cloudy but not down on the roads. not limited visibility. it's clear all the way to san
