the group is accused of firing an ar-15 during a carjacking. >> we had 18 reported carjackings in the month of december. we have not had a single one since our roundup. i'm not going to say every carjacking is attributable to this group. but that's a measurable impact i would say. >> the suspects were arrested january 10th. many at a home on lotus street. it appears to be the hub of the operation. a double blow to survivors who lost their homes and lost trust in their insurance companies. now, lawmakers are proposing a package of eight bills to help victims get back on their feet. it includes a proposal extending the time to rebuild and collect full replacement costs from 24 months to 36 months. another lets homeowners avoid the requirement, some say, forces them to relive the tragedy by having to itemize every single item lost in the fire. we'll start by talking about temperatures. look how nice it is on the north bay. low to mid-50s in most

sunshine. you can see the fog trying to push in to san jose and the south bay right now. this is 280 and 17 where temperatures are running in the mid-50s. mostly cloudy and hazy today. my first high lie. that storm arrives tonight. the stronger storm arrive sunday. let's talk about what's going on outside. you can see the clouds and the canopy getting thicker as we speak this morning as i overlaid the clouds on live doppler 7. here's what it does to our temperatures. keeps us 59 to 61 degrees. ukiah, the warmest spot. santa cruz at 65. remember, we've got that dangerous surf down there. breakers up to 40 feet possible starting tonight. for tonight, we don't cool much thanks to the cloud cover and the infusion of moisture ahead of our next system. in fact, some of that moisture will come down in the form of light to moderate rain during the overnight hours. about 47 to 52 is our spread. let's put it into motion. we'll start tonight at 9:00 where we'll have showers out into the north bay. notice the steadier rain at 4:00

typical delays from the central valley up and over the altamont into the dublin pleasanton area. just under an hour at this point. antioch to concord at westbound 4, a busy commute. pretty moderate at this hour. san rafael to san francisco is fog-free and a good ride. it is also very good across the golden gate as you got four lanes in the southbound direction. take a look at the orange on your screen. that's fog affecting your commute. we go to the altamont pass where in the eastbound direction, we've got slowing due to paving work that's happening there until 11:00 this morning. so both directions are very slow this morning. now breaking news from the abc 7 live desk. >> big breaking international news. south korea is saying the two rival koreas have agreed to form their first joint olympic team and march together in the opening ceremony next month. as you may know, the winter olympics will be held in south korea. the agreement happened only

behalf says they've received very little support from cal. city leaders in san jose and santa clara reached a truce to allow two massive developments to move forward. it clears the way tore santana west, across from santana row and city place near levi's stadium in santa clara. lawsuits filed prevented construction on the two projects along the common border. concerns over traffic and lack of housing were the central issues behind that dispute. san francisco voters will decide if they want to spend $100 million a year for affordable housing. it's planned for the june balance lot. it would hike the taxes to 2%. five members of the board of supervisors are sponsoring the measure, which had support from the late mayor ed lee. on the goodman library in downtown napa, they're finally complete. the library was damaged in the 2014 earthquake. you can see some of the damage here. $1.7 million project including a new roof, repairs to the

interior walls and trim. the library was built in 1901 and still has many of its original fixtures, including most of the original shelves and woodwork. the goodman library is the oldest continuously operating library in the entire state. happening today, former 49ers quarterback colin kaepernick is going to announce the recipient of his final $100,000 donation. he posted a video on instagram saying he was excited to share the news. so far he's made 31 toe nations totaling $900,000 for those fighting towards social injustice. he made a $1 million pledge in september of 2016 to help organizations that work in oppressed communities. who would do this, right? the search is on for whoever killed hundreds of thousands of bees in monterrey county. >> someone knocked over dozens of hives and then sprayed them with diesel fuel. last weekend. the attack killed more than 200,000 bees. those bees are being kept on

destroyed and 242 damaged. the cost to build the high-speed rail line in california jumped by $2.8 billion. the overrun is blamed on delays and higher than expected costs. the high-speed rail system is currently under construction in the central valley. the overall cost of the project is now around $67 billion. it was initially projected to be 40 billion. the train is expected to take riders between san francisco and los angeles in under three hours by 2029. happening today, the warriors will update us on the progress of construction going on at the future home in san francisco. today marks one year since the warriors broke ground on the $1 billion chase center at mission bay. last yeerks head coach steve kerr and kevin durant represented the team at an elaborate groundbreaking ceremony. work is now 40% complete. warriors officials say they're on target for the completion date. the arena is set to open for the 2019-2020 nba season. people talking about this on

that's my first highlight. for tonight, fog forms mainly in the east bay valleys and rain develops in the north bay and a stronger storm for sunday and monday. temperatures today warmest around santa cruz at 65. san jose at 63. same thing at morgan hill. ukiah at 62. the rest of us 61 to 59 degrees. tonight is going to be milder with the cloud cover and the extra moisture in the air. about 47 to 52 degrees. all right. let's start off at 9:00 tonight where we'll see a few random showers moving across the north bay. but the steady rain moves in by 4:00 tomorrow morning. you can see it's mainly green. every once in a while, there's an impulse of moderate rain. by 9:00, it moves out of north bay, it's mainly all green. it's fairly light rain. it starts to hit all of our neighborhoods through the lunch-hour to 4:00 when it transition toss scattered showers. the scattered showers will continue up until friday evening. rainfall amounts, let's go through it. you can see about a quarter of an inch in the south bay to a half inch in the north bay. my seven-day forecast, the storm

ranks 1, light on the storm impact scale. get a break saturday, have some fun outside while it's dry. it gets wet and windy with a moderate storm sunday and more showers by day end tuesday. here's sue. the altamont pass in the reverse commute direction, eastbound, here's what's going on. they have the grant line off ramp closed for paving in the eastbound direction. so traffic is solid. look at those feeds. under five miles, under 6 miles an hour in the eastbound direction. westbound is also slow as we zoom in here. you can see closer. north flynn all the way towards the grant line area is completely socked in. not only just with fog but bumper to bumper traffic as well. your westbound commute, that's your normal slowdown and you're looking at about an hour drive westbound from the central valley into dublin, pleasanton. thank you, sue. new at 6:00, getting lost at sfo could be a thing of the past. the big changes that could be coming to the airport.
