hollyfield, abc 7 news. from our live desk, if you are a wells fargo customer, check your banking accounts right away. a problem with the bank's bill pay system drained the accounts of many customers and a glitch led to some bill payments being processed twice late yesterday. that left some accounts overdrawn. some customers say they got e-mails telling them their accounts had nothing in them. and customers jammed the bank's service lines. people who finally got through we're told their accounts would be fixed overnight. wells fargo tweeted it's working to fix the issue and thanks customers for their patience. you may want to double-check on that account this morning. it's now 4:30. lets get an update on weather and traffic. let's start with mike nicco. you're never more than seven minutes away from the forecast. >> it's going to be a wet one throughout the day. keep an eye on that, each when we're not on the air with the weather app. live doppler 7 will be green to

maybe even yellow, especially in the north bay. right now, look at this. well, that was showing a lot of fog at sfo. you can see visibility on the peninsula, down to mountain view. one mile livermore, the same. watch out for that and the altamont pass as well. here's a look at the 12-hour manner. a mild morning with the fog. the rain will be moving into the north bay during the morning commute. it will be sliding into the rest of the bay by noon. it will be tapering over to showers by 4:00. upper 50s to low to mid-50s with the showers continuing through about 7:00. let's get a check of the morning commute again with sue. what are you watching? >> we're watching the east shore freeway, eastbound 80 had a traffic break a minute ago. we had that live on camera. they have cleared that out and westbound your commute direction is what we're focusing on. that's moving nicely at the limit. light conditions this morning. we had a problem with an overturned vehicle on the waldo grade. it's heavy, thick, dense fog there. that's been cleared rapidly.

i am happy to show you. they had the freeway shut down. all lanes temporarily. just a little bit of slowing coming up the grade from marin city at this point. okay. sue, thank you. a good-sized earthquake shook the north bay last night. it hit just before 10:00. the earthquake registered magnitude 4.2. we've not received any reports of injuries or damage. >> a cal student will go back to class on monday after being released on a visa violation. >> luis mauro walked with his girlfriend and attorney yesterday after being granted $1500 bail he was his girlfriend made a wrong turn leaving a party and he was arrested. grateful to be here and to be able to fight my case to remain in this country which i call home, despite of my having legal papers, i call home, my heart. >> he was brought here on a

tourist visa by his mom seven years ago. he is not eligible for daca status. it's not clear what will happen to him in the long-term. libby schaaf says she's willing to go to jail if i.c.e. agents conduct immigration raids in her city. >> the fact that the federal government is suggesting that it is actively retaliating against jurisdictions that are exercising their right to have sanctuary policies, that is what is illegal. >> you're ready to go to jail over this? >> yes. >> her comments are amid rumors that i.c.e. is planning immigration raids. the sanctuary law prevents them from targeting undocumented immigrants. schaaf is exploring possible legal action against the federal government for what she says is retaliation against sanctuary cities. the trump administration's -- it could

drive a record of latino voters to the polls. a new survey by the foundation shows 68% of latino voters in california intend to vote in the june 6 primary. 45% of respondents says their interest in politics increased since trump took office. there are an estimated 4.5 million latino voters in california. the riverside county parents accused of holding their 13 children in torturous conditions are due to be arraigned. david and louise turpin will be represented by the county public defender's office. the children age between 2 and 29 remain in hospitals recovering from malnutrition. child protective services says it's receiving calls from around the world from people who want to financially help the children. a fund is being set up for them. the only official donations, though, should go through the corona chamber of commerce. happening today, jury selection begins for a man charged with not leaving an evacuation area during the north

bay fires. evan newman and his brother mark were trying to protect what was their family home in fountain grove a few days after the firestorm. they were arrested, went to jail and paid $1,000 bail each. mark pleaded guilty because he's the sole support for his family. he got three years probation and 180 days of community service. evan pleaded not guilty and plans to fight the charge. he says he wasn't given a direct order to leave. evan faces six months in jail if he's convicted. b.a.r.t. is dealing with another glitch in its fleet of the future. officials say new trains are coming this year. b.a.r.t. has been running test b.a.r.t. has been running test trains for several months. the latest happened on a test train. inspectors were on board. >> all went well except there was one failure for the doors to open at the berkeley station.

i'm sure that wasn't a political statement. >> i'm willing to wait until everything works. the goals have not been met. >> b.a.r.t. has taken delivery of just 20 cars. they had hoped to have 60 in service by the end of last year. silicon valley is buzzing about apple's decision to build a new campus and hire thousands of new employees, part of a $350 billion commitment to the u.s. economy. that buzz is happening despite the fact california is not being considered for the project. here's abc 7 news reporter katie marzullo. >> the jobs won't be in our backyard but still on your street. >> a new apple campus and 20,000 new employees is a big win for the silicon valley. even though the ceo tim cook said it won't be built in california. >> we want voices speaking up in favor of pro-technology policies in des moines, in salt lake city, in nashville. >> apple's announcement follows

new federal tax policies. the company plans to bring back $250 billion from overseas at a one-time low tax rate of 15.5%. an incentive courtesy of president trump's tax reform. >> what the tax reform bill did was mandate a payment of tax regardless of whether or not you bring the money into the united states. and so now, companies are looking at that and saying, well, if i have to pay the tax on it anyway -- >> apple's tax bill will be about $38 billion. tim cook spoke with abc news from reno. >> let me be clear. there are large parts of this that are results of the tax reform and there's large parts of this we would have done in any situation. >> president trump tweeted, i promised that my policies would allow companies like apple to bring massive amounts of money back to the united states. great to see apple follow through as a result of tax cuts. huge win for american workers and the usa. as for which city gets the new campus, the big reveal is

expected later this year. in san jose, state i marzullo, abc 7 news. let's talk more about the fog as we look from sutro tower. yoca see barely right there we're looking at the sales force tower punching up through that fog this morning. the fog has moved to different neighborhoods than where it was yesterday. so i want to dial down to the peninsula. you can see from san carlos to mountain view, one-mile visibility and look at all those places. palo alto, sandhill road, all those are going to have dangerous visibility throughout the morning commute. sue will have more on some of our bridges coming up next. >> 50 right now in san francisco. petrillo hill, warm spots at 53. not much of a change there. let's talk about the commute planner today. we'll deal with fog this morning and wet streets during the afternoon and evening. caution needs to be exercised there. if you're taking mass transit,

you'll need the umbrella later in the day. foggy, then wet on the bay. temperatures today, also put the future radar to see how widespread the rain is going to be this afternoon. temperatures range from about, look at this, 53 in lakeport to 58, oakland. down to san jose. as far as the north bay, you can see rain at 8:00 all the way to 2:00. then scattered showers and temperatures dropping into the 40s tonight. in the south bay, you're the last to receive the rain by 2:00. but then, it lingers all the way through about 8:00. we'll get an hour by hour look at the storm soon. sue? >> fog advisory for several bridges this morning. doesn't look bad here. but chp issued a fog advisory and you can see tcaution sign o the bridge. slow your speeds wherever it's thick. no high beams. you can see on the orange. part of our map, that is fog. it's isolated to the east bay now. we have an overturned southbound

all right. welcome back. 4:43. let's talk about what's going to happen in so cal first. 68 in san diego. mid to upper 70s in los angeles. palm springs mainly sunny conditions. you can see from moderate northward, we'll have the wet weather eventually turning to snow at noon today through 4:00 tomorrow. 8 to 12 inches above 4,000 feet. whiteout conditions because of the gusty winds. if you're heading up there at 6:00, that's when we'll start to see the snow accumulate and you can see more than a foot in a lot of the elevations on the peaks of the mountains for skiing. if i can spit this out, sorry about that. we'll have more snow for monday and wednesday. >> now, a live desk update. >> tomorrow is the deadline for congress to come up with a

spending deal to avoid a government shutdown. house republicans are proposing another short term extension. the democrats are fighting for a deal on the d.r.e.a.m.ers, the thousands of young immigrants under the daca program who may face deportation. reporter megan hughes is live in washington with the latest. megan? >> reporter: jessica, good morning to you. this timeline is tight. the government is currently operating on its third temporary funding extension and at this hour, it's not clear if there are enough votes to pass a force. >> with a potential government shutdown imminent, president trump on capitol hill had little to say about an immigration deal. >> we're working on it. >> reporter: elsewhere at the capitol, tears and protests from some of the nearly 800,000 undocumented immigrants brought here as children known as d.r.e.a.m.ers. the republican leader, mitch mcconnell pointed the finger directly at the president for why there's no deal. >> as soon as we figure out what

he is for, then i would be convinced we're not just spinning our wheels. >> the president rejecting a bipartisan senate proposal calling it horrible and very, very weak. a little over a week ago, trump brought in cameras to witness him negotiating with republicans and democrats. one sticking point, the border wall. kelly telling fox news that president trump's campaign promises were not fully formed. >> i pointed out to all of the members in the room that they all say things during the course of campaigns that may or may not be fully informed. >> president trump seemed to respond to kelly's comment this morning, tweeting x "the wall is the wall. it has never changed or evolved from the first day i conceived % of it." in washington, megan hughes. abc news. university of california regents may vote on another possible tuition increase. if approved, it would start next fall. that would amount to about $300 more for students in the

you are never more than seven minutes away from your accuweather forecast. let's check in with meteorologist mike nicco. >> hi everybody. we'll start from the east bay hills. get a perspective as we look at the fog filling in the bay and the greater capacity than it did yesterday. that will be the biggest challenge to the morning commute outside of the north bay when the rain moves in during the commute. this will turn into cold showers and a snow level of 3500 feet. if it bumps into a higher elevation, we may get dusting of snow. our next storm is turning weaker. pressure well to the north. let me show you how big this storm system is as it reaches nearly 2500 miles from edmonton all the way down to near hawaii. that's a big storm. that's what's churning up the big waves. i'll tell you about those in the next weather. here's a look at 9:00 this morning. you can see the rain mainly up in the north bay. there may be random showers ahead of it. this is where the steadier rain is. it moves into the heart of the

bay. find out by noon and moving into the east bay and south bay. by 4:00, it's wet just about everywhere for the beginning of the commute. by 7:00, the best chance is moving out of the north bay becoming more showery. in fact, watch the scattered showers overnight. by the time we get to tomorrow morning, the best chance is over the ocean. the northwest flow, it will meander into the neighborhoods and by tomorrow they taper. by 9:00, best chance of rain. measurables in the north bay. by the evening, all of us should have wetness out there. you can see it keeps building up to about a quarter to a half inch by the time we get to tomorrow evening. it's going to be chilly saturday morning. the possibility of frost. but it's going to be a brighter day. >> sunday and monday, we've downgraded it. the storm is weakening to a 1. more on that also coming up next. hi, sue. a couple of issues. b.a.r.t. is issuing a commuter alert. slight delay of ten minutes in san francisco in the pittsburg, bay point and dublin directions

here's a look at the high surf warning we were talking approximate. it started last night and goes through 4:00 tomorrow afternoon. the swells will be up to 18 to 22 feet, which means the waves could be up around 30 feet. that's going to be rough and dangerous for you to be around. watch out for the deadly rip current. >> thanks, mike. the ground is crumbling around a three-story home in malibu. a landslide ripped apart a fence along the rear of the house. engineers aren't sure if it was caused by the recent rain or a faulty sprinkler. the risk of the home sliding is small. they have red tagged it as a precaution. >> i don't know. that's too close for comfort for me. the golden gate park is about to get greener. >> the treatment facility for recycled water, it will be used

tends to like doughnuts. don't we have a doughnut story every day on the show now? >> true. >> how about that? . hi everybody. let's look at the storm impact scale for sunday into monday. rain, then showers. steadiest monday morning. so the monday morning commute will be rough and breezy at times. so let's go through and you can see noon sunday, the rain starts in the north bay and watch as it slides down and falls apart through monday morning. we turn to scattered showers. a third of an inch in the south bay. half an inch around the bay. san francisco northward, we could have 3/4 of an inch to an inch of rain. a good soaking coming. right now, no watches and no warnings with this particular storm. we'll keep an eye on it. it is a 1 on the storm impact scale. we do have a warning out there for southbound 101 drivers this morning. we have a sigalert in effect. the fog gets dense over the waldorf grade. this is an overturn blocking the

right lane. sikh alert is in effect. you can see the traffic is stacked up. a little bit towards marin city. speeds are slowing. under 5 miles an hour and then things pick up towards the golden gate bridge. heads up, no estimated time of opening. right lanes remain blocked. we have a stall, big rig out in the altamont pass area. west 580 after 205. two lanes of traffic here. you are seeing slowing out of tracy from the walmart on 205. some amazing research out of uc berkeley. neuroscientists at cal have been able to track thoughts as they make their way through our brains. they record the electrical activity of neurons on the surface of the brain. thoughts are received in the areas of yellow, interpreted in the red parts and responded to in the blue zone. researchers say this backs up other studies that show how important the pre-frontal cortex is to coordinating brain activity. next at 5:00, we're learning more about potential i.c.e. raids in the bay area. a positive update on a chp
