quarter-inch to half-inch in most locations, snow locations are coming down to 3,000 to 3,500 feet because it's getting cold out there and we still have dangerous surf. still little patches of light rain and showers will be pushing through the bay area through the midnight hours, notice the storm up north near ukiah, but the rain event will be pretty much over by midday tomorrow. we'll have some scattered showers light showers for the morning commute and here we are with our rainfall totals. we'll have details on our next storm in a few minutes. the dangerous surf and wild waves led to an accident. a boat overturned and crashed on to a jetty, and the people on board are very lucky to be on solid ground this afternoon. >> eric? >> reporter: as you can see, it is foggy, it is rainy, it is

blustery out here at mavericks. yet a handful of surfers are out here practicing as some were when the incident happened. two men in a small boat decided to come out and watch and almost didn't get to go home. this is what is left of their small boat, wrecked on the jetty and still not safe from kra crashing waves. the waves were up to 18 feet in fight, rolling in every 20 seconds or so. one of those waves flipped the boat upside down, spilling the occupants into the water, they were not wearing life vests and were fortunate they weren't seriously hurt or killed. >> when a boat overturns, most of the time somebody getting stuck underneath that boat or gets bumped in the head by something on that boat as it goes over and they were lucky to get away from the boat and not have that happen. >> it was a big boat and everybody had to scramble out of

shortly after yesterday afternoon's crashing on somersville road near highway 4, her sister camilla is on life support at children's hospital in oakland. >> we're waiting and hoping she can breathe on her own and will stay with us. the doctor only gave her two days. it's not looking well. >> just heart breaking. the girls mother also injured has been upgraded to fair condition today. she was driving with her daughters when 17-year-old17-yed pittsburgh ran a red light and hit the truck. the chp was attempting to pull saucedo over. four members of a burglar crew known as the lucky lotto

burglar burglarers. they were arrested last month when they crashed their vehicle at travis air force base after a short police chase. two others do remain at large, a 31-year-old and an 18-year-old of san jose. investigators say the crew stole lottery tickets and cash regist registers. to the federal government to california's -- today said immai immigrants living in california should not believe they don't have rights. >> he scheduled a press conference ahead of an imminent immigration sweep in the state. >> you know, this is another example that california continues to go head to head against the trump administration and today the attorney general spelled it out for immigration officials saying the constitution is the constitution and people have rights.

southern sierra have experienced more than 90% tree mortality because of the recent drought. the dead trees have created unprecedented levels of fuel, they're advocating removing them by burning or cutting them downn 2017 wasn't quite as hot as 2017, but it was still hot. scientists found a clear signal of man-made global warming because it's the hottest year they have seen without an el nino boosting temperatures naturally. a nonprofit group in berkeley agrees that 2017 was the third hottest of any on the record books. >> it's kind of hard to think about heat right now. >> in fact it's not only raining here, and we have some cold air moving in and it's going to get even chillier towards the weekend. here's a look at live doppler 7, it's been dreary and damp all day, we still have pockets of light rain moving through the

bay area, we had a wet commute this morning, we're going to have a wet community this evening. the rain isn't heavy but the commute could be slow because there's many slippery spots on the roadways. we have rain drops on our camera lens at sfo as rain continues to fall, lightly though. here's the view from 53 in santa rosa, and one more live look from our south bay camera and it does look dreary. we'll continue to see cold showers and breezy conditions through tomorrow. snow level down to between 3,000 and 3,500 feet here in the bay area, as that cold air i mentioned earlier settles in. and another storm will come our way on sunday. we have a high surf warning until 4:00 tomorrow afternoon and wave heights are very high,

up to 21 feet in half moon bay and there's a possibility of deadly rip currents. bear that in mind and stay away from the coastline if you don't have to be there. over in the sierra, a winter storm warning is in effect until 4:00 tomorrow. snow level to 2,500 feet. an additional 6 to 12 inches may fall over what's already there. and whiteout conditions. snow accumulation, we project by 4:00 tomorrow afternoon will range from about a foot at donner, to 10 inches at taos. and the storm ranks 1 on the storm impact scale, continues through tomorrow, with pockets of light rain and showers. forecast animation from 6:00 p.m. to just after midnight, shows cold air producing snow up in ukiah.

and help make tomorrow possible. here are the stories making headlines today at 4:30. a 2-year-old girl is on life support after a crash in antioch killed her 4-year-old sister. they were in a pick-up truck with their mother yesterday afternoon when investigators say a 23-year-old man trying to evade police in a stolen vehicle ran a red light and crashed into their truck. he is now facing murder charges. a girl's father talked to abc7 news reporter laura anthony. he said his family might have been spared if the sheriff's deputy trying to pull the suspect over had turned his siren on. meantime california attorney general xavier basera says the

state will protect immigrants right to privacy. that is ahead of an enforcement sweep that's supposed to happen in a few weeks. we are learning shocking new details about the horrible conditions inside a house. marcie gonzalez joins us with the very latest. >> reporter: the allegations are absolutely sickening. on top of the physical and emotional abuse, the children were so cut off from the world officials say they didn't know what medicine or police officers were. the parents were arraigned today both pleading not guilty to all charges. horrific new details of how prosecutors say these parents held their 13 children captive starving and abusing all but the youngest for years. >> this is depraved conduct. >> reporter: dave and louise for

alleged brutality began somewhere before 2010 in ft. worth texas. the house left in absolute filth according to the new homeowner when the family moved to florida. >> the chirp were only allowed to shower once a year, were beaten, strangled, locked in rooms and chained to their own beds sometimes for months at a time for punishment. >> one of the reasons for the punishments were if the children were found to wash their hands above the wrist area, they were accused of playing in the water and they were chained up. >> reporter: investigators say the parents would buy food and allow the children to look at it but rarely giving them in. all the children emaciated and

underdeveloped. the parents were finally arrested after their 17-year-old daughter escaped through a window and called 911. and today turpin is also accused of performing a lewd act on the children. both parents are being held on $12 million bail each and are facing life in prison if convicted. >> authorities tell us they found journals of the kids in that home, do we know what was in them? >> reporter: they're not releasing any specifics but the children were not allowed to have any toys or anything for emjoimt, but they were able to write in journals. they found hundreds of them in that home. investigators are reading through those journey journals adding that they will be key evidence in this case.

carlos granada from our sister station in los angeles has the late latest. >> reporter: a monumental task moving mountains of dirt, 200 truckloads every hour, and the work on the 101 freeway is going on 24 hours a day. >> we're now in the process of scraping the roadway to make sure that it's safe for motorists, we're also doing extensive guardrail repair, much of which was damaged during this incident. >> reporter: for residents here it is heart breaking to see their community destroyed. >> i have to honestly say i just was crying in my car. i just couldn't handle it. i just lost it. it was beyond anything i would have ever thought. >> reporter: and now this has become a search and recovery effort. the search for missing victims is slow. >> it's pretty much a foot by foot. they have to make sure that everything is stable prior to them moving into certain areas. you know, that can include just confirming the ground stability, making sure that the building
