perr oakmo live where you live, this is abc7 news. >> a look tonight at live doppler 7. you can see some green in the bay area and a very welcome sight in the sierra, snow, and more rain and snow is still on the way, too. good evening, i'm dan ashley. >> and i'm diane in for alma daetz. you may need some patients. >> our sutro tower camera, it is relatively calm now. tomorrow may be different. >> let's get to meteorologist sandhya patel. >> hi there, sandhya. >> let's get to doppler 7. i want to show you where the rain is. it is primarily in the south bay now. the showers have pushed south ward between san jose, evergreen, eden veil. you will notice street level radar there. it is wet. santa cruz mountains getting their share of light rain now. we'll show you what it looks

like on the peninsula from skyline boulevard across 280. it's still rain, but check out what has been happening over mount saint helene a. that pick is a mix of rain and snow. this is a cold system and the second part of this storm is still coming as it moves down pwe're going to be seeing not only rain, but the potential for snow between 3,000 to 3500 feet. this is a level one system, a light system on our storm impact scale through tomorrow. watch out for dangerous surf. additional tenth to a third of an inch is expected and that's not the only storm i'm tracking. look at these other level one systems. we'll take a closer look coming right up. diane? >> speaking of the snow. >> new at 11:00, protecting the power grid. the california public utilities commission, in light of the 2013 shooting at the metcalf station in san jose, we reported that to you at the time. abc7 news reporter katie marzullo has the story now from san jose.

>> reporter: the sparks on the left-hand side of your screen are gunshots. in april of 2013, a sniper fired more than 100 rounds at pg&e's metcalf substation in san jose, knocking out 17 transformers. the attack brought to light major security problems. >> the metcalf substation was the poster child of what not to do. >> reporter: state senator jerry hill was behind the push to make the california public utilities commission assess substation security statewide. the senator said he's pleased with the commission's new recommendations. one of them to keep spare parts on hand. hill said if the power grid was compromised, replacement parts would take months to build and deliver. >> which means we would be without power for six to nine months. we can't exist that way. our economy can't exist that way. our public safety can't exist that way. >> reporter: pg&e told abc7 news it's reviewing the report. in a statement the utility said, the safety and security of our facilities is vitally important to pg&e. security at the metcalf substation was dramatically

improved in the years following the shooting. the plant now has a stone wall surrounding it and security guards on patrol. >> this is certainly a far cry from where we were three or four years ago. >> reporter: the report offers praise for california finding it's ahead of other parts of the country when it comes to grid security. in san jose, katie marzullo, abc7 news. >> members of the community in antioch held a vigil tonight for 4-year-old girl killed in a car accident yesterday. that crash happened yesterday when contra costa sheriff's deputies were pursuing a stolen truck. the driver of the stolen pickup ran a red light and plowed into a car with the mother and two young daughters inside. the victim's father spoke to abc7 news remembering his 4-year-old daughter lanexi. >> she was really smart and sh she had fun when she was with me. we're going to miss her. >> the two-year-old sister camila is clinging to life tonight. the mother of the girl is also

in the hospital. that 23-year-old driver is in custody on a $1 million bail. >> we want to give you an update tonight on a college park high school student who was paralyzed from the neck down sadly after being injured in a wrestling match last week. college park high school student ryan joseph had a successful tracheotomy procedure yesterday. it's a big step forward for joseph who was able to mouth the words, i love you, to his mother and father after the procedure was finished. a gofundme has reached $110,000 of the $500,000 goal in just one week. >> to developing news now tonight, the political showdown in washington is intensifying as lawmakers are running out of time to prevent a government shutdown. the house passed a bill to fund the government for another 30 days tonight, but the measure doesn't have much support from the senate. abc7's tiffany wilson is in the newsroom now with the latest developments. tiffany. >> dee ann, the senate has a

jurpd for the night already. if they do not get the 60 votes to pass the bill tomorrow, the federal government will shutdown at midnight. even though a possible shutdown is hours away, details of how it would impact the bay area remain unclear. during the last shutdown in october 2013, 850 federal employees and nonessential agencies or departments were furloughed. national parks like the marin head lands, alcatraz and muir woods was shut down. if congress doesn't act by tomorrow night, visitors could find themselves unable to access those same areas. during the shutdown in 2013, the cdc largely stopped tracking disease outbreaks. if a bill is not passed, the cdc could be forced to furlough staff amid one of the worst flu seasons in recent history. >> we sincerely hope that cooler heads will prevail. >> reporter: the short-term spending bill that passed the house needs some democratic support in the senate. sticking points include immigration and the children's health insurance program.

the bill includes a six year extension of chip, but that's not enough for many democrats who want to see protections for daca recipients as well. >> this is like giving you a bowl of doggy do putting a cherry on top and calling it chocolate sun day. this is nothing. >> a government shutdown during an election year has never happened. when the same party controls both congress and the white house. in the newsroom, tiffany wilson, abc7 news. >> okay, tiffany, we shall see. thanks so much. a big snow maker storm in the sierra tonight is certainly music to bay area skiers and borders who have been waiting months for a big blast of winter. some are braving the conditions now with chain controls in effect to get to the slopes. but as abc7 news reporter cornell bernard reports, many more are planning for a very big and exciting weekend. >> reporter: the plows are rolling at north star resort and

recreational cannabis is legal in california, as you know, as of the first of the year. but is it safe? >> there are just a handful of labs testing millions of pounds of marijuana and they can't test it all yet. that means some of the pot on shelves now may not meet some state standards that go into effect in the next couple of months. >> abc7 mornings natasha shows you what you need to know before you go to a dispensary. >> at the harbor side cannabis dispensary in oakland sales are brisk. all the products on these shelves are tested for safety and potency. >> we test because while cannabis itself can be safe, it can be contaminated with that are not safe. >> according to the cannabis association, 50% are tested for safety. half is grown with potentially dangerous chemicals or bacteria. >> pesticides are one of those things, but there's a variety of pathogenic molds and fungus that

can grow on cannabis that can be dangerous to human beings, especially people who have compromised immune systems. >> harbor side founder and pot paranur co-found the the first pot testing safety lab called steep hill in berkeley. >> the current supply of cannabis in the retail market is, i would say, questionable. >> reporter: up until now, pot agriculture has been unregulated. that changed january 1st. the state requires testing for 66 pesticides, harmful chem skalz and dangerous if you thfu. the testing is impossible because there are only 19 laboratories in the state currently approved to test as many as 50,000 polt farms in california. so, the state has given growers and sellers until july 1st to sell the pot they already have without testing, raising concerns about what is safe. >> a very significant percentage of what we test would fail in a regulated market. not good. >> anthony torres is a senior

researcher at steep hill. >> what i have here is a plated sample from cannabis that is contaminated with a few different types of funguses. >> reporter: torres says they are finding many of the compounds that will ultimately be banned by the state in samples. >> this looks pretty bad, right, growing on a plate. can you imagine what it would look like growing in your lungs? >> reporter: unfortunately we may know. doctors at u.c. davis medical center in sacramento believe a cancer patient died from a rare fungal infection last february. researchers were able to trace the illness back to the pot that was supposed to make the patient feel better. even the chemicals that would have prevented those dangerous fungi from growing could harm you. fun angie sides and pesticides that may be safe to use on food may not be when they are smoked. >> and upon combustion, all forms cyanide gas can make it into your bloodstream and it is very toxic. >> reporter: the state cannabis bureau has established a time line for testing all pot. the goal, to test everything by the end of this year. >> yes, eventually everything

will be labeled with testing results. currently, if products are not tested, they'll have a sticker on them that will say so. >> reporter: back at harbor side, steve dee angelo says your best bet for buying cannabis is at a licensed dispensary. he said you shouldn't be afraid to ask for proof. >> they can't do that, you might want to go somewhere else. >> reporter: natasha, abc7 news. >> state relg lateers admit the labs and testing may come as a surprise to consumers. the bureau of cannabis says labeling product as not tested was the best it could do to inform shoppers of the risks and still have product available on day one. >> a wild day for surfers at half moon bay today. some say the waves at pillar point were as big as they've ever seen. the blog surf line said swells were between 35 and 50 feet. the world surf league anticipated starting the mavericks challenge last tuesday as we reported but had to cancel

happening well to the north of clear lake in the hills above clear lake. we have been seeing snow showers. serum dumping in the mountains. chains are required on every major highway leading up to tahoe. i would not recommend travel until tomorrow evening. winter storm warning is up until 4:00 p.m. tomorrow afternoon. snow level will be coming down. it's going to be about 4,000 feet for the warning, 6 to 12 more inches. snow down to 2,500 feet. yeah, it's going to drop sharply so whiteout conditions expected with the wind. here is a live look right now and you can see why from our tahoe camera, why you don't want to be traveling. it's hard to see up there, especially with the wind. and the snow combining, rainfall so far looks like this. 43 hundredths in san francisco. a third of an inch in santa rosa. those are some of the higher totals. the rest of you not so much, but it's just a start of what's appearing to be a very unsettled pattern. temperatures right now 40s to the north, the rest of you in the 50s.
