nfl crowns its conference champs and those are just some of our top stories on this friday, january 19th. from abc news, this is "world news now." >> and we say good morning to you on this friday. we're going to start with the stunning new claims being made against the parents of 13 siblings in southern california. >> prosecutors have laid out their case against turpins. both pleaded not guilty to dozens of torture and abuse charges. officials say their children lack basic knowledge that we all take for granted. matt reports. >> reporter: our first look at the couple accused of monstrous offenses. imprisoning, torturing their children. the father, david turpin, shackled, appearing dazed. his wife, louise sighing heavily at times. >> enter pleas of not guilty to all counts. >> reporter: now facing 75 total

charges including torture, false imprisonment and child abuse. david turpin charged with an additional count of an unspeakable act. >> we're alleging that david turpin touched one of the victims in a lewd way by using force or fear. >> reporter: these photos were the only glimpse of a seemingly happy family, but crippling crp abuse was painted. >> they report as a punishment starting many years ago, they began to be tied up. >> reporter: the children, allegedly tied or shackled for weeks or months at a time and starved. so severe the eldest daughter 29 weighed 82 pounds and officials say their parents would taunt them. >> they would buy foods including pies, apple pies leave it on the counter and let their children look at it, but not eat the food. >> reporter: instead fed a steady diet of cruelty. these pictures show one of their

texas homes years ago, grime on the stairwells, fifth on the floor. the children were allowed to bathe once a year. their lives have changed since sunday. their parents, luiz and david turpin led out by police in handcuffs. their bail is $12 million, $1 million perchild allegedly abused. they face up to 94 years to life in prison, if convicted. >> and matt tells us many of the kids actually kept some detailed journals of what they were experiencing and that's where it authorities are getting a lot of the information that they're working with right now and it details horrifying things. >> they say those journals may be a big part in this case as it plays out. we move on now to congress. facing a midnight deadline, as

we manage to avoid a possible government shutdown. the senate will be in at 11:00 a.m. this morning. >> the house has approved a short-term bill to fund the government through midfebruary. that bill faces plenty of opposition in the senate. mary bruce is on the hill. >> reporter: no solution in sight and the president says a government shut down is possible. >> it could happen. we'll see what happens. it's up to the democrats. >> reporter: but it was the president who seemed to upend his own party's strategy to keep the government open, hoping to get the democrats on board with a short-term funding fix, they're also extending a plan for the children's health insurance program known as chip. "chip should be part of a long term solution, not 30 day or short term extension." for the second time in two weeks house speaker paul ryan found himself on the phone with the president explaining the party's position. >> are you confident the president understands the proposal that's on the table

here? >> i think he does now. >> reporter: the white house releasing a statement saying the parking lig president supports the gop plan, but the democrats aren't sold. >> this is like giving you a bowl of doggy do, put a cherry on top and calling it chocolate sunday. >> reporter: democrats are demanding any spending bill include protection for the d.r.e.a.m.ers, those 800,000 young immigrants brought to the u.s. as children. there is a bipartisan proposal on the table but the president has rejected that. >> are you confident, you are clear on what the president would and would not support? >> the president is clearly giving legislatures room to negotiate but he wants a balanced deal. >> reporter: negotiations now continue. republican, lindsey graham with this message to the president. >> you need to be a street fighter in many ways to clean up washington but you also need to be the president of all of us. there's a time to fight and there's a time to deal. it is now time to deal. >> reporter: house republicans

have now passed this temporary spending bill to keep the government up and running. this puts a lot of pressure on senate democrats. republicans are essentially daring them to force a shut down. but, i'm told senate democrats are standing firm on a deal to protect d.r.e.a.m.ers and they will not support this bill. and the last time the government shut down was in 2013. >> and in 1990. the main players that year were president george h.w. bush and newt gingrich who was speaker of the house. we got this report from the abc news vault. >> reporter: this is steve shepherd. so far the only victims are the tourists. at the statue of liberty in new york this weekend, even 5-year-olds had a solid understanding of what's going on. >> do you know why the statue is closed? >> because the government doesn't have any money.

directed their anger at nassar who is accused of abusing over 150 girls over nearly 25 years. now nassar complained that the impact statements are impacting his mental health. but the judge called the letter mumbo jumbo. >> spending four or five days listening to them is significantly minor considering the hours of pleasure you had at their expense. >> nassar is already facing a 60 year federal term for child pornography charges and a 25-year minimum as part of this current plea deal. prosecutors now want to call 19 other accusers to try to show a pattern of what they call prior bad acts stretching over five decades. the 80-year-old comedian's first trial ended with a hung jury last june. and a new study finds any kind of hits to the head, not just concussions can lead to cte.

area. schools are closed too. in oregon, crews are searching for a 44-year-old man who was swept out to sea. the coast guard says waves were more than 20 feet high when a man climbed over a seawall to get "a closer look." that's when a giant wave knocked him over and pulled him into the ocean. and two australian teams are thankful for a first of its kind rescue. >> the pair was struggling in the surf south of brisbane. someone alerted life guards who happened to be in drone training at the time. >> that's them in the drone. they flew over and released a self-inflating flotation device into the water. you can see, the boys grabbed hold. they eventually made it to shore using the flotation device and the life guards said it just so happened they were doing training at that time. >> we were feeling pretty comfortable in the water but we're not sure how it could have gone if the drone wasn't there. sort of getting a little bit tired.

we're looking at new video tonight over copacabana beach. 15 people, some of them, children, are hurt after a car slammed into a crowd along a walkway. right now they say it's not an act of terror. it's believed the driver suffered an epileptic attack. the beach was more crowded than normal. here at home this is the last day of victim's testimony in the case of the former usa gymnastic's team dr. larry nassar who abused more than 100 people. >> nassar was hoping to avoid today stating listening to his victim's stories is detrimental to his health. but it judge wasn't having it. linsey davis has more on this. >> reporter: for three days now more than 80 women have unleashed an onslaught of emotions directed at larry nassar. >> life has bitterly been sucked out of me.

taunted by their parents. >> they would buy foods including pumpkin pies, leave it on the counter, let the children look at it but not eat the food. >> reporter: the turpin's, finally arrested after their 17-year-old daughter carried out an escape the d.a. says she planned out for two years. david turpin is also charged with committing a lewd act on one of the children. he and louise pleaded not guilty and are being held on $12 million bond, each. kendis, diane? >> horrible case, marcy. thank you. and an arizona man already in custody and charged with murdering two people is accused of killing at least seven more. cooksy was arrested moments after police say he shot and killed his mother and step father. investigators say he's responsible for at least seven other fatal shootings between thanksgiving and christmas after they linked evidence from all of those crime scenes directly to cooksy. and u.s. marshal was shot and killed in pennsylvania.
