democrat, they told the city manager they're on track to spend 18 million of the $37 million reserve fund. he says there will be no money left if they're required to pay 25% of the $750 million costs of removing debris from the wildfires. the city council has not yet figured out how they're going to solve this budget shortfall. the riverside county parents accused of holding their 13 children captive in their perris home have pleaded not guilty. david and louise turpin are charged with 75 counts for torturing, abusing and imprisoning their children for decades. the children were allegedly tied for shackled for weeks or months at a time and starved. the deprivation was so severe, the eldest daughter, age 29, weighs just 82 pounds. abc's story on the family tonight. a student paralyzed after

getting injured in a wrestling match last week. ryan joseph had a successful procedure on wednesday to make it easier for him to breathe. it is a big step forward for joseph, who was able to mouth the words, i love you to his mother and father after the procedure. a go fund me page reached $112,000 of the $500,000 goal in just one week. i.c.e. officials are accusing the open city council of encouraging residents to disrespect and interfere with immigration raids. earlier this week the city council passed a resolution directing oakland police not to collude with immigration agents. the measure was in response to an i.c.e. raid last august when police helped with traffic control during the raid. oakland's police chief claims -- targeting human trafficking suspects. police say they would not have helped i.c.e. if they knew the true nature of the raids since it's a sanctuary city.

for the first time a sitting president is going to participate. thousands of people will march in opposition to abortion rights. many of them religious and social conservatives that are a core constituency of the trump administration. the president plans to address the march by satellite from the white house rose garden. in for another wild day along the coast with swells up it 50 feet high expected today. >> huge waves pounded maverick's beach in half moon bay yesterday. the blog surf line says swells were between 35 and 50 feet. the world surf league considering starting it on tuesday but had to cancel due to less than ideal conditions. the contest needs wave of 25-foot drops. the window for the world famous competition closes february 28th. an announcement could come at any point until then. wow. those are incredible waves. >> wow is right. impressive stuff, mike. >> definitely is.

the bulk of our storm is up in the high country. it's all white as the snow continues to dump there. the hee esheaviest will be head into the afternoon. watch out through the grapevine. there could be snow there. in l.a., it will be rain and 60 degrees. with it blowing around, watch out for the whiteout conditions. as far as the way it looks, there you go. looks pretty nice, doesn't it? we've got more snow starting sunday night. monday, tuesday with the heaviest falling wednesday. jess? >> mike, thank you. this morning, the kern county fire department contained an 'ol refinery in bakersfield. officials say it's not clear what was burning inside a cooling tower at the kern oil refining company. started about 9:00 last night. crews were able to shut off the source of the fire and then simply let it burn out. no injuries have been reported. lawmakers in sacramento and

washington are considering new legislation dealing with harass am in the wake of the me too movement. they would no long -- >> that would require house members to pay the settlement out of their own pockets. the capitol in sacramento, a move is under way to give more rights to victims of sexual harassment by extending the statute of limitations from one year to three. the current system is broken because many victims are not aware there is a statute of limitations. a peninsula man has found what appears to be a popular hangout for mountain lions. he has amazing video to prove it. check it out. dave kent set up a camera at a hiking trail frequented by mountain lions, particularly at night. there were encounters on january 3rd, 5th, 12th and the 17th. kent believes there are two mountain lions featured in the videos. one of the big cats, look at that. finds the camera.

a nice rush of clean air out there. enough moisture, it will be partly cloudy. cool and a chance of showers. our coldest morning. we'll drop into the 30s tonight. a series of light storms start sunday. here's a look at what's going on. our storm moving away from us. we're going to be under this influence starting tomorrow. that's just an area of high pressure. nothing going on. then you can see curls in the clouds. those are the next storms that are going to come in starting sunday. as far as what's going on right now, you can see a little bit of clearing taking place to the north. that will be the case as we head throughout the morning hours. all right. so here's a look at our highs today. mid-50s. that's it. 53 to about 56 degrees. even a little cooler up north. clear lake and ukiah in the low 50s. we'll have some frost. santa rosa, 52. inland east bay valleys, palo alto and fremont and low to mid-40s elsewhere. here we are at 7:00 in the morning. you can see some of the scattered showers rolling

tomorrow. sue, thank you. scientists developed a blood test that can detect eight different types of cancer long before symptoms appear. >> this seems promising. cancer seek can screen for cancer of of the ovary, liver, stomach, esophagus, colon, lung and breast. together, they are responsible for more than 60% of cancer deaths in the u.s. the test works by finding genetic mutations in the bloodstream. it's been able to detect cancer in 70% of the samples. it will cost less than $500 if further testing is successful. >> that could be a game changer. united airlines announced it will add a new premium economy class on select international flights. >> this is interesting. it's called premium plus. customers will receive a more spacious seat, more leg room. upgraded food and alcohol service and a sax 5th avenue pillow. it joins delta in offering this kind of service.
