tam? not today. east shore freeway is starting to get a little busier. golden gate fields and university in berkeley and into emeryville and the macarthur maze. everybody is moving at the limit. what do we have here? emergency lights. looks like a large vehicle trying to get through the toll plaza. be careful. that's on the right hand lanes. traffic is flowing by nicely, except for the right hand lanes. stay clear of that. b.a.r.t. has 38 trains on time. cal trains looking good. ace train number 1 left stockton on time and rolling into vas coe. developing news this morning, lawmakers in washington are running out of time to prevent a government shutdown. democrats in the senate say they will filibuster a government wide funding bill that house republicans passed last night. democrats want to restore daca, the d.r.e.a.m.ers act. they're arguing that republicans are holding the government hostage over demands to protect

those brought illegally to the country. if there is no bill in place by midnight eastern time, the government will start to shut down nonessential operations. the senate will start meeting at 8:00 a.m. our time. if the government does shut down, several major san francisco attractions could also close. >> places like alcatraz and others that attract hundreds of tourists a day. matt keller is live in san francisco with more. matt? >> reporter: good morning, jessica. yeah, your trip to national parks this weekend could be in jeopardy. it may be as difficult to get to alcatraz as it was to get off of alcatraz back in the day. this all happened in 2013. that's the last time the government shut down here. now, horn blower which gives out the tours, furloughed every employee one day a week. it lost 100,000 customers who would have brought in $3 million. that happens again, tens of thousands of federal employees in the bay area would be furloughed.

potential shutdown could not have come at a worse time. many parks are in peak season. there is hope. according to the "washington post," even if the federal government runs out of money and shuts down this weekend, zinke is working to keep the doors to the parks open but wouldn't have rangers or staff on site. matt keller, abc 7 news. thank you, meat. happening today, but this time it's true, really, b.a.r.t. is debuting ten new railcars today. >> b.a.r.t. has been promising the new cars for a pretty long time. in fact, they were supposed to e up an running by september of last year. the new cars, though, will make up one train that will leave macarthur station this morning and will be in service by this evening's commute. developing news. more fallout from the revelations of sexual misconduct. seven managers and chefs of an oakland restaurant owned by chef charlie hall well are now threatening to resign unless he divests himself of the business.

hallow well has not denied the allegations leveled against him by 17 female employees. according to the chronicle, has removed himself from the day-to-day operations. employees at the pizzeria, boot and shoe service, want him to divest completely. san leandro city manager is facing allegations of sexual miscondu misconduct. rose padilla johnson claims chris zapata pressured her to have a sexual relationship with him in exchange for public funding. in a letter to the city council, johnson claims the abuse began in the year 2012. zapata has not responded to these allegations. former uber ceo travis kalanick now a billionaire and plans to give it away. he will donate a significant amount to a charitable foundation he'll set up. there's no word on what the focus will be. the 41-year-old received $1.4 billion yesterday when uber closed a deal with japan's soft

bank. he sold about one-third of his stake in uber to soft bank. millions of women expected to take to the streets this weekend across the nation in a show of resistance and power. this is video of last year's women's march in san francisco. while last year was a demonstration of resistance against president trump, this year's focus will be on the ballot box. women will be marching to take back the house and senate and deal the gop a devastating blow. there are several marches in the bay area. for a list of them, go to abc7news.com. protecting the power grid. the california public utilities commission issued new recommendations to secure the state's substations. this comes in light of the 2013 shooting at the metcalf station in san jose. an abc news reporter, katie marzullo has the story. >> the sparks on the left-hand side of the screen are gunshots. a sniper fired more than 100 rounds at pg and e's substation in san jose.

knocking out 17 transformers. the attack brought to light major security problems. >> the substation was the poster child of what not do. >> state senator jerry hill was behind the push to make the california public utilities commission assess substation security statewide. the senator is pleased with the commission's new recommendations. one of them, to keep spare parts on hand. hill said if the power grid was compromised, replacement parts would take months to build and deliver. >> which means we would be without power for six to nine months. we can't exist that way, our economy can't exist that way, our public safety can't exist that way. >> it's reviewing the report. in a statement, the utility said the safety and security of our facilities is vitally important to pg & e. >> security was dramatically improved in the years following the shooting. the plant now has a stone wall surrounding it and secured guards on patrol. >> this is a far cry from where we were three or four years ago.

sue and i have been watching the radar. look at that. every once in a while some pink and white shows up on mt. hamilton. we're getting the chance of a little dusting there. over the last three hours or so, you can see scattered light showers. the last hour or so. moving through the higher elevation. let's talk about what's going on at the coast. you can see the swells up to 18, 19 feet with the breakers between 30 and 50 feet. so that is going to continue today. all the way up until 4:00. you take some video or pictures, hash tag it at abc 7 now. we'd love to see that. >> thanks, mike. more victims will be allowed to speak in court against disgraced usa gymnastics and sports doctor larry nassar. he's accused of sexually assaulting more than 100 women and girls. >> you're a pathetic monster that is only sorry you got caught. i'm here today with all the other women, not victims, but survivors, to tell you face to

after skipping the critics choice awards, franco says the claims are not accurate but respects that women are coming forward with their experiences. franco is nominated for a s.a.g. award for his role in the disaster artist. the ceremony airs on sunday. a suspected serial killer is behind bars in arizona. authorities say the man is responsible for nine murders in three weeks. abc's diane macedo has the details in first look. >> in the gma first look, an accused serial killer is behind bars in arizona. >> nine deaths, three weeks. nine people shot. >> police initially arrested 35 years old man charging him with the december murders of his mother and stepfather. now he's facing seven more counts of homicide. police say the spree started after thanksgiving and chillingly continued for 21 days in this 20-mile area in and around phoenix. this video shows the suspect rapping about killing.

>> i seen the car losing control. once i seen it, i stepped back. after that, i had to run. >> michigan state police say the driver of the car who crashed into the tow truck was going too fast for the icy road conditions. the driver insists, though, he was not speeding but lost control after hitting a patch of ice. incredibly in all of this, reggie, no one was hurt. this video looks like people are changing a tire. but it's actuallye in plaster county. this is a deputy and off duty police officer pulling out a dog wednesday morning. the deputy saw the bloodhound get hit by the car on interstate 80. his paw was pinned under a tire. the two managed to get the dog out and get it to a vet. somehow, the dog has no broken bones. just cuts and road rash. he's expected to make a full recovery. >> aww that little guy. poor thing. you're never more than seven minutes away from your accuweather forecast.

time for meteorologist mike nicco next to me. >> looks like a nice day tomorrow. we'll see sunshine. make sure you have the sunglasses. you'll definitely need them. every once in a while, a dark cloud may roam over your neighborhood and bump into the higher elevations and drop a little bit of snow above 3,000 feet. here's a look at what's going on in san jose. 280 at 17. it's mostly cloudy right now. as we go throughout the day, we'll just keep that chance of showers in here as the moisture is just out there. the sun will energize the ground and warm the air and create a shower or two. now, all that stops tonight. we'll see stars and could feel cold in the deepest inland valleys, especially in the north bay and the east bay. places like san ramon valley, roaner park, towards santa rosa. keep the umbrella handy for next week. here's a look at a lone shower trying to local into san francisco. it is shrinking and weakening. but there is a chance of light rain around daly city and south

san francisco. at 5:24 and 5:30. any time over the next minute or so in the sunset. here's what's going to happen today. you can see dots of green out there. those are the scattered showers i was talking about. you'll really notice the temperatures also. much cooler, around 53 to 56 degrees. could be a little bit cooler in the extreme north bay, 50 to 52 in clear lake and ukiah. tonight, the wealth of 30s. it starts in the peninsula. palo alto and over to fremont and morgan hill. inland east bay neighborhoods in the mid to upper 30s. 32 in santa rosa. 34 in napa. every else in the low to mi mid-40s. watch through the mornings. some of the pinks and whites, those are the snow showers in the higher elevations. by noon, it's about over. then we'll look along the coast where we'll have our best chance of showers starting during the evening and the overnight hours through tomorrow morning. then that falls apart. then the surf will be a little smaller. you can go to the coast tomorrow and not have to worry about that. more rain moves in towards

for a man working in kentucky at a dollar general store. a woman called for help. she called the store, said, hey, i need a little extra help. >> she lives more than an hour away and needed help getting groceries to her daughter stuck in her house during the week's snowstorm. the manager took the call. he got some supplies and made the special delivery himself. with the cart full of groceries, he headed uphill pushing the cart nearly two football fields through the snow and ice. >> she probably thought i was coming in a vehicle. she definitely wasn't expecting me on foot. >> he didn't want anything. he says you just have a nice day. i'm happy to do this for you. >> here's the kicker out of all this. the store manager even covered the cost of the groceries out of his own pocket. >> wow. what a nice, nice thing to do for someone. >> that is really nice. >> just going above and beyond. >> it almost makes you suspicious it's so nice. i don't think there's anything suspicious about it.

friday, and on the weekends. we asked commuters about all of this today. we heard some enthusiasm and some skepticism. >> the old cars definitely are old. they're noisy. the noise is just horrible. and they're filthy to say the least. i hope the new cars are more comfortable and more space for the bike riders. >> hopefully they run. run well. we've had problems with b.a.r.t. all the time. hopefully, it's a -- it's a good thing. >> reporter: these new trains have faced delays. in november while being tested for inspectors, the doors wouldn't open in berkeley. this has been a long-time coming. the new trains are going to be much better than the old ones. they have three doors instead of two for quicker loading and unloading. they are quieter, feature digital screens showing which stop is next. there will be a ribbon-cutting ceremony today to mark the occasion. they'll have an inaugural ride

for some vips and then they'll start carrying passengers. reporting live in walnut creek, amy hollyfield, abc 7 news. amy, thank you. developing news. the political showdown in washington is intensifying. lawmakers are running out of time to prevent a government shutdown and last night the house passed a short-term fix. but it appears the measure won't have support in the senate. democrats want to restore daca, the d.r.e.a.m.ers act which is not mentioned in the house bill. gop lawmakers need a significant number of democrats on board to avoid a filibuster. >> we're trying to keep the government open. i hope the democrats will come forth and help us. >> the president created this mess, though, by essentially rescinding the daca program and creating this artificial crisis and they need to work with us to fix it. >> senators say they expect to vote today. the current budget expires at midnight eastern time. the city of santa rosa is

facing a budget crisis because of the north bay wildfires. the city manager told the city council they're on track to spend $18 million of the $37 million reserve fund. he says the city will have no money left if state and local governments end up having to pay 25% of the remaining $750 million costs over moving debris from the fires. the city council has not yet figured out how they're going to solve this budget shortfall. the community of antioch is mourning the death of a 4-year-old girl killed in a senseless car accident. a group of neighbors held a vigil for her last night. she died wednesday when the driver of a stolen vehicle sped through a red light and plowed into her family's pickup. that's her father right there. the driver had spotted a sheriff's car behind him. the 2-year-old sister and the mom were injured. he's choking back tears as he

investigation of the turpin family tonight at 10:00 on abc 7. new details on the east bay student paralyzed after being injured in a wrestling match last week. college park high school student ryan joseph had a successful procedure on wednesday making it easier for him to breathe. it's a big step forward tore him who was able to mouth the words i love you to his mother and father after the procedure. a go fund me account has reached $112,000 of the $500,000 goal in just one week. >> our thoughts with that family, too. i.c.e. officials accusing the oakland city council of encouraging residents to disrespect and interfere with immigration raids. earlier this week the city council passed a resolution directing police not to collude with the immigration agents. last august, police helped with traffic control during the raids. oakland's police chief claims i.c.e. told her it was a criminal raid, targeting human trafficking suspects. police say they would not have helped i.c.e. if they knew the

possible. that's through 4:00 today. here's a look at the seven-da forecast for tahoe. tomorrow a great day to travel. sunday evening, light snow showers develop. we'll have light snow monday and tuesday. moderate to heavy snow again wednesday. a chance of rain is forecast this weekend for santa barbara county including montecito devastated by mudslides. the storm is not expected to cause new slides. last week's mudslides killed 20 people and left dozens of others hurt and three people are still missing. crews are working 24 hours a day to clean up and repair highway 101 so it can reopen next week. >> the kern county fire department has contained an 'ol refinery fire in bakersfield. it's not clear what was burning inside a cooling tower at the refinery company. started about 9:00 last night. crews were able to shut off the source of the fire and then let it burn itself out. no injuries have been reported. lawmakers in sacramento and

washington are considering new legislation dealing with harassment in the wake of the me too movement. taxpayers would no longer have to foot the bill for sexual harassment settlements involving members of congress under a piece of bipartisan legislation. it would require house members to pay settlements out of their own pockets. at the state capital in sacramento, they're extending the statute of limitations from one year to three. >> most people know with what has happened, something will change. we can't have all of this attention to a systemic problem and then have it die down. >> the bill is the work of a bipartisan group of lawmakers. they say the current system is broken because many victims are not aware there is a statute of limitations. happening today, the football team will be honored for a second straight state championship. a victory parade in oakland. it starts and ends at the high school. the parade will be followed by a

there. they'll continue. at least a chance of them. under a partly cloudy sky through the afternoon hours. accuweather for tomorrow, cold tomorrow morning. even frost possible in the deep ses valleys. they start sunday. here's a look at today's temperatures. 53 to 56 degrees. you can see the scattering of green out there. for tonight, pretty clear out there. that's why the temperatures are going to drop so significantly. low to mid-30s in the north bay valleys. mid to upper 30s in the inland east bay valleys. places like fremont, palo alto, redwood city, menlo park, down towards morgan hill and gill row, everybody else in the low to mid-40s. watch the future radar. you can see the showers rolling through in the pinks and the whites. that's a wintry mix in the north bay mountains and mt. hamilton. heading towards 4:00 in the north bay, the best chance of scattered light showers. by 7:00 they're over. overnight, you can see there's still a chance. but they'll stay out over the coast. that's going to lead to a mostly sunny day tomorrow. temperatures about the same as

today. it will definitely feel warmer out there. breezy with rain moving in sunday evening through monday with the heaviest falling while most of us are sleeping. that means we'll wake up to puddles monday morning. puddles. hmm. here's a look at what sue is watching. >> the puddles can cause hydroplaning. we'll get you through it. southbound 101 past the towards the center, they're moving at the limit fog-free. a couple of problems. the accident blocking the two left lanes. westbound 80 near richmond parkway. the chp is there. you can see that the traffic is stacked up beyond highway 4. that's gumming up your commute on the east shore freeway. we'll be following that. another report of four cars involved. this one is first reports of westbound 92 after 101. we'll check back on both of these in a couple of minutes.
