into day three, congress is still at a standoff. negotiations to reopen the government hit another road block. >> let's step back from the brink. let's stop victimizing the american people. and get back to work on their behalf. >> reporter: democrats objected to a late-night vote on a plan to reopen the government. >> the talks will continue. we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> reporter: bipartisan lawmakers huddled throughout the week end to hammer out a deal. the latest plan? a short term fix, funding the government through february 8th, with a promise the deal with immigration. but, democrats insist any funding deal must protect the so-called d.r.e.a.m.ers. the 800,000 undocumented immigrants brought to the u.s. as children. another compromise was nearly struck between senate minority leader chuck schumer and president trump. sources tell abc news that potential agreement gave the president full funding for his border wall. in exchange for protecting the

d.r.e.a.m.ers. but the new york democrat said that plan fell through. >> i believed we might have a deal twice. only for the president to change his mind and walk away. >> reporter: roughly 800,000 federal employees are furloughed. workers deemed essential, like air traffic controllers, border guards, and the military, are still on the job, but without pay. 69-year-old veronica tuck sir one of those workers in limbo. >> i live payday to payday. paycheck to paycheck. it's very difficult. >> reporter: the senate will vote at noon today on the measure to fund the government for three weeks. at this hour, it's unclear if enough democrats will be on board to advance it. maggie and kendis? >> showdown at high noon. thank you. a charity that stepped in to help military families in 2013's shutdown is doing it once again. fisher house has agreed to pay death benefits for fallen soldiers. $100,000 each. the offer applies to two

soldiers killed over the weekend when their helicopter crashed in a training exercise in the california desert. fisher house will cover flights and hotels for military families. dozens of national parks and monuments are expected to be at least partially closed. but not the statue of liberty or the grand canyon. new york has agreed to pay $65,000 a day out of the state's tourism budget to keep lady liberty open. the grand canyon will stay open thanks to a similar deal in arizona. we turn to a complaint about missing text messages from the fbi agent dismissed from special counsel robert mueller's team over anti-trump comments. the fbi gave congress a new batch of text messages from peter struck. senator ron johnson says there's a five-month gap in the messages. after complaining to the fbi director, he was told that the agency's system failed to preserve those text messages. new details about the attack on a luxury hotel. in afghanistan. the taliban claimed responsibility for six gunmen.

who were dressed in suits and wielding ak-47s. they opened fire on the dining room of the intercontinental hotel in kabul. and then went floor to floor looking for foreigners. terrified guests could be seen trying to escape from their balconies. tying bed sheets together. at least 18 people were killed in the end. most of them foreigners. afghan s.w.a.t. teams eventually killed the attackers. meanwhile, with tensions rising in the korean peninsula, japan has held itself first anti-missile drill in downtown tokyo. coming barely a week after the missile alert scare in hawaii. hundreds of people in tokyo practiced how to swiftly evacuate both indoor and outdoor spaces, including an amusement park and two train stations. meanwhile in south korea today, conservative activists burned a photo of kim jong-un in the street just as a north korean music star was passing through to visit the venue for next month's on limpl ings. the north and south do plan to carry a unification flag during the opening ceremony.

and the overnight, dramatic images coming from a volcano in the philippines. lava shooting more than 1600 feet above the crater. of the mayon volcano. located roughly 200 miles from manila. a major eruption could happen within hours. thousands have fled the area since the volcano became active more than a week ago. turning now to football. this morning, the eagles are six-point underdogs against the patriots in the super bowl, that's despite their blowout win against the vikings, 38-7. fans in philadelphia flood the streets. and look at that, even started climbing light poles. things did stay peaceful. no arrests were reported overnight. earlier, workers were hoping to keep fans grounded by putting slippery substances on poles. #crisco cops trending on twitter. grease or not, it's a dream come true for backup quarterback nick foles, leading the charge for the underdog eagles. >> it's honestly unbelievable.

and -- words just can't describe. these guys i played with. they knew that i would eventually just keep working at it. they know me as a person. they know me as a player. we just kept working. >> foles did suffer a rib injury on sunday and underwent x-rays. espn reports the injury does not appear to be serious. we'll is more on the eagles and the patriots later this half hour. the other big story is the weather. parts of the upper midwest and plains are bracing for blizzard-like conditions this morning with more than a foot of snow possible in some areas, especially south of minneapolis. it's the same storm system that forced parts of interstate 70 to be shut down in colorado over the weekend. in the meantime, parts of texas, oklahoma, and arkansas have been on alert for possible tornadoes. this damage was in buoy county in texas. let's take a closer look now at the forecast for this monday. good morning.

we're watching out for a winter storm possibly blizzard conditions in the center part of the country. hazardous travel. blizzard conditions. flight cancellations. and plans disrupted. now, we take a look at this. we have heavy snow to push through portions of minnesota down into nebraska. windy conditions coming in from the north. and then surging from the south, as well. we're talking about a foot and half of snow. in nebraska, portions of kansas. going into iowa. minnesota, as well as wisconsin. i'm accuweather meteorologist paul williams. well, coming up, we remember a legendary tv weatherman. but first, a pipe bomb goes off in a popular shopping mall. police find more explosives. we'll have the latest on the investigation. and later, the big winne

we're back with this scare on the sidewalks in san francisco's famed castro district. a 70-year-old man claims he was having brake issues. but he hit parking meters and trees, backed up into a deli. and then just kept driving. luckily, he didn't hit any people. he's accused of driving under the influence and now faces attempted murder charges. there's a manhunt under way after two pipe bombs went off in a shopping mall in central florida. it happened at the eagle ridge mall. no one was hurt. police are not calling this an act of terror right now. the fbi has been notified. at least five more pipe bombs were found in a backpack. police say a person of interest was seen running from the blast area. he's described as a middle aged white man with a heavy build, wearing a great hat and a gray shirt. there was panic in one of new york city's major tourist

areas after gunfire erupted during an argument. three men were wounded outside a liquor store by macy's. and the empire state building. two of the injured were innocent bystanders. one of them a tourist. yet another passenger killed in a fall aboard a carnival cruise ship. this time in the bahamas. a woman sailing from jacksonville on the carnival "elation" fell two stories from her cabin's balcony. her death follows that of an 8-year-old girl in october and a 24-year-old man's death on that same ship last january. we're mourning the loss of a weatherman with strong ties to the abc family. john coleman was the first meteorologist on "good morning america" in 1975. >> and hello, everybody. look at the weather map with me. the snow and rains are started up again through the western u.s. as the day goes on, we're expecting blizzard conditions of the northern

last night. there is a large police presence here. everyone's lights and sirens are off. it's very quiet surrounding the hotel. eerily quiet i would say. no activity, no one walking around. i talked to a couple of the firefighters here on scene. they said that they were called out around 9:30 last night on stand by. it has been quiet in the hours that they have been here. the s.w.a.t. team is stationed here also. we haven't seen anyone moving in or out of those vehicles. at this point, we've not heard any information from the hotel. we're not sure what is happening with the guests. i can tell you that the san jose police department is here because a barricade began at the wyndham garden hotel around 6:00 last night and it continues this morning. live in south san jose, tiffany wilson, abc 7 news. thank you, tiffany. also in san jose, police are looking for at least one person after a man was shot and killed. this happened outside an

apartment complex on charlotte drive near raleigh road. several people called 9-1-1 after hearing multiple gunshots at 8:45 last night. when officers got there, they found the victim outside the development called the a sense apartments. the victims died at the scene. >> let's get a quick update on weather starting with meteorologist lisa argen. >> good morning. very wet out there. as we look at live doppler 7, you can see a line of showers through the north bay. heavier rain into the east bay. you can see half moon bay. everyone waking up to wet pavement, breezy conditions. if you are on the roadways or taking mass transit or the ferries, give yourself extra time. visibility reduced 3 miles in napa. in the 50s. it's mild. that's the tradeoff. a few peeks of sun this afternoon. sue? >> we have standing water. hyd hydroplaning a big issue this
