apartment complex on charlotte drive near raleigh road. several people called 9-1-1 after hearing multiple gunshots at 8:45 last night. when officers got there, they found the victim outside the development called the a sense apartments. the victims died at the scene. >> let's get a quick update on weather starting with meteorologist lisa argen. >> good morning. very wet out there. as we look at live doppler 7, you can see a line of showers through the north bay. heavier rain into the east bay. you can see half moon bay. everyone waking up to wet pavement, breezy conditions. if you are on the roadways or taking mass transit or the ferries, give yourself extra time. visibility reduced 3 miles in napa. in the 50s. it's mild. that's the tradeoff. a few peeks of sun this afternoon. sue? >> we have standing water. hyd hydroplaning a big issue this morning. we told you about the accident

at cesar chavez. one lane getting by. an accident on 580 in oakland westbound near west grand. they're pushing the cars off at west grand. you can see the slow traffic leading up to that. once again, green on your map means rain for your morning commute. it's going to be a wet one out there. as lisa suggests, lots of time. the government shutdown stretching into day 3 now. lawmakers worked late into the night to hammer out a deal but came up empty handed. >> a key test comes later today as the senate is o voting on a short fix to fix things before a few weeks. arlet -- >> about 800,000 furloughed federal workers are waking up this monday morning to a closed government feeling the first major impact of this shutdown. the government shutdown heads into day three and congress is still at a standoff.

>> let's stop bringing it to the brink and victimizing the american people and get back to work on their behalf. >> democrats objected to a late-night vote on a plan to reopen the government. >> these talks will continue. but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> bipartisan lawmakers huddled throughout the weekend to hammer out a deal. the latest plan, a short-term fix funding the government through february 8th with a promise to deal with immigration. but democrats insist a funding deal much protect the so-called d.r.e.a.m.ers. those brought to the u.s. as children. sources tell abc news that potential agreement gave the president full funding for his border wall in exchange for protecting the d.r.e.a.m.ers. but the new york democrat says that plan fell through. >> i believe we might have a deal twice only for the

president to change his mind and walk away. >> roughly 800,000 federal employees are furloughed. workers deemed essential like air traffic controllers, border guards in the military are still on the job but without pay. 69-year-old veronica tucker is one of those workers in limbo. >> i live from payday to payday. paycheck to paycheck. it's very difficult. >> the senate will vote at noon today on that measure to fund the government for three weeks. at this hour, it's unclear whether or not the democrats will be on board to advance it. reporting live on capitol hill, arlet fienz, abc 7 news. it's 4:33 now. the family of a young girl involved in a crash last weekend in antioch will be taken off life support. the 4-year-old died in last wednesday's crash. doctors declared her 2-year-old sister camilla brain-dead.

the family is keeping her alive so that they can say one final goodbye and donate her organs. >> mentally, there's no words you could explain to feeling what they're feeling. >> authorities have charged 23-year-old noe saucedo with murder, felony evasion and possessing a stolen vehicle. we have a link to the family's go fund me page. if you want to help, it's on our website, abc7news.com. we have news about the people who died in the southern california mudslides. >> the l.a. times reporting that six of the people killed were in evacuation zones. concerns are being raised but how residents were notified of the upcoming storm. officials admit there were problems with the warning systems but also cite the reluctance of people to evacuate so soon after the thomas fire. meanwhile, recovery crews are facing a daunting task.

>> we can't stress enough that this work is very difficult. our teams have served muched debris piles 20 feet high and 40 feet wide. >> highway 101 is open in montecito this morning. it has been shut down since nearly two weeks ago. resulted in a record number of people saved from possibly taking their lives. the bridge patrol team assisted 245 people on the bridge because they presented a risk of suicide and a 61 more people than in 2016. the security detail numbers 36 officers, up five from last year. that number is larger than some marin county police departments. the long journey home has ended for a san francisco man killed in the korean war. the remains of army private first class james leonard arrived at san francisco national airport yesterday morning. the 22-year-old was reported killed in action in july of

we had this situation, looks like it might have just been cleared. i'll check with chp, north 280 near cesar chavez. one lane was getting by there. we had an accident north. it's blocking the fast lane. we had an accident earlier west 580 near west grand pushed off ton to the right shoulder. all those now clear. but we have standing water, especially in the north bay that we'll update in a few minutes. starting today, you can apply for a real i.d. that meets new federal dards. you need one by 2020 -- >> they're deemed more secure by tsa. to get a real i.d. you have to go to a dmv field office, bring current proof of identity and social security card and the dmv has hired 300 new employees to help with the processi processing. i have to go to the dmv. going to make me go there. >> i'm sorry, man. managers at an oakland restaurant take a stand against

immigration ordeal. luis morea was arrested in southern california. abc 7 news reporter, lilian kim tells us more. >> luis mora arrived to the airport to cheers and hugs. he's free for now after having posted bail. >> i'm nervous but excited to continue my education and show everybody what d.r.e.a.m.ers are made of. >> he spent 2 1/2 weeks at a san diego detention facility. he was in southern california visiting his girlfriend when he made a wrong turn and encountered a border patrol checkpoint. he was arrested for his undocumented status. mora was brought to the u.s. from colombia as a child and overstayed his visa. >> at the end of the day, i knew everything happened for a reason. god puts you in a situation that is meant to benefit society by yourself. >> mora says his mission is to fight for people like him. several cal students showed up

they're looking at .25 inches in hayward and .33 in santa rosa. this ends at noontime. a few peeks of sun. not much in the south bay. but by wednesday, a more significant storm comes our way. you'll notice that's a 2 on our storm impact scale. leftover showers for thursday. sue? >> just checked with chain requirements for the tahoe area. none required on 50. but yes, you have chains from baxter to donner lake on 80 at this hour. both directions actually of highway 80. let's zoom in. we have this accident in san francisco now. both directions affected with this accident. only one lane getting by northbound 280 at cesar chavez. they hope to have it open by 5:00. we will check back. we also have accidents partially blocking the lane of traffic highway 1 at skyline. it was a vehicle driving the wrong way in the northbound -- driving northbound in the southbound lanes. we've been hearing a lot of that lately.

then we're looking at a few peeks of sun out there for the afternoon. another chance of rain coming up throughout the middle of the week. lots of standing water and potential for hydroplaning out there. we've got a full chp log. this is southbound highway 1 near skyline boulevard or manor boulevard. all lanes are blocked here now southbound. there was a wrong-way driver and was a head-on collision. southbound 1 is right now blocked at that intersection. might want to take 280 until we get more information from the chp. elsewhere, an accident that's been moved north 880. it was originally reported near 29th. now it's near market. chp is saying traffic is not really affected. they are doing some round rob s robyns. but traffic is getting by. happening today, minnie mouse finally getting her star on the hollywood walk of fame. i say finally because her main squeeze mickey got his star in
