5:00 a.m., it's a wet start to your monday in the bay area. you may need to turn your windshield wipers on during your morning commute. here's a look at san ramon this morning. >> good morning, it's january 22nd, 5:00 a.m. on the dot. mike and alexis off today. have no fear. meteorologist lisa argen is here. you're never more than seven minutes away from her accuweather forecast. >> we've got rain this morning. breezy in the upper elevations, a 1 on the storm impact scale. most of the rain has been falling overnight. picked up anywhere from a half inch upwards to near an inch. elsewhere, much lesser amounts. from san rafael south, it's raining through san francisco. 680 and 580 through the east bay and just south of fremont, we have a few showers. but notice, it's a quick mover.

already pulling out of sonoma county, santa rosa and it continues to sink south and east throughout your morning. 7:00 this morning, we're looking at 50s and rain. by noontime, we're cloudy, mid-50s and isolated showers. by the afternoon, we'll see upper 50s, it's dry, dry through your evening. a bigger storm heads our way midweek. sue? >> yeah, we do have standing water and solo spinouts. look at the bay bridge camera. no metering lights yet. minor delays on your approach to the tolls on 580. in the maze there's reports of an accident that may be slowing things. we'll check back on that. overall, we have slowing out of the central valley. rain represented by the green and fog by the orange on your map. we'll check over with this accident in san francisco. northbound 280 cesar chavez, they're expecting lanes to be open any time now. they're doing round robins here as well. chp is not affected.

you can see that it's green and getting by. >> head-on collision on highway 1 we'll talk about in a couple minutes. >> sue, thank you. two schools devastated in the october wildfires will finally reopen today. >> first responders will be among those welcoming students back. abc 7 news reporter amy hollyfield is live in sabt arose a for us. >> reporter: hi reggie. they're going to be in temporary portable buildings here on campus. this campus was destroyed by fire. it is not ready to go yet. they lost classrooms, the library and the main office here. students say they've been studying at satellite campuses ever since. but even though their school is not ready yet, they are ready to get back here to campus. >> it's so important to us. >> i have friends that are juniors and freshmen. it's going to be good to see them again and finally be together. >> reporter: at st. rose school in santa rosa, they suffered water damage to the building

there. they're going to also be returning today. they say crews worked around the clock to get the school ready for the students. there will be ceremonies on both campuses today thanking first responders before they head back into class. st. rose will also have emotional support llamas and goats on campus to welcome everyone back. reporting live in santa rosa, amy hollyfield, abc 7 news. we are tracking breaking news where a barricade situation has been going on for nearly 12 hours. it's also a hostage situation we're learning. we're told that officers were called to the wyndham garden hotel on silicon valley boulevard last night. they are being closed lipped about what's going on. they tell abc news reporter tiffany wilson there's at least one suspect and one hostage inside of a room. tiffany will have a live update for us at 5:30. oakland police are investigating a shooting that sent at least one person to the

hospital. the victimwas found inside a car at seminary and bromley avenues just before noon yesterday. the person was shot in the leg we're told. multiple shell casings were found about five blocks away at tevis street. no word on suspects or arrests. we're learning more about a bizarre incident in the castro district of san francisco. 70-year-old kenneth rotter was the driver who went up on to the sidewalk on castro street and crashed into a deli on saturday. he lives in that van. that video is nuts. he told officers he was having trouble with his brakes. no one got hurt. he's in ja faces at least six charges, including attempted murder and driving under the influence of drugs. today is day 3 of the government shutdown. but an end may be near. the senate plans to vote today on a short-term fix. here in the bay area, most of the impact is felt in the golden

gate recreation area where many visitors found their favorite places closed. cornell barnard has more. >> the park is closed today. >> muir woods was off limits blocked by u.s. park police. the national monument was closed for the first time sunday a victim of the government shutdown. >> they told us we could go in. >> these tourists from ohio were told they could enter the woods at their own risk. >> pretty big trees, right? >> debbie cline says it wasn't the same without rangers and concessions inside. >> the fact that the government can't reach decisions and shuts them down to us when they belong to us, it's very disappointing. >> i'm surprised. i've never seen it ever closed. >> it was a sunday morning shock to see gates closed at the base of the golden gate bridge. >> it's a hassle. >> the route a big favorite for runners, bikers and tourists. part of the golden gate national recreation area that's now been forced to close many landmarks due to the shutdown.

dollars or more to pay a surcharge. that money would go towards working class families. it would need to pass both houses of the california legislature by a 2/3 margin. now a live update. hi everyone. i actually do have breaking news coming in right now. vice president mike pence says the u.s. embassy in jerusalem will open next year. this is a live look at him speaking right now in jerusalem. i can tell you that earlier this morning when he arrived there, he also spoke with the israeli prime minister, benjamin netanyahu, and said it was an honor to be in "israel's capital, jerusalem." this follows a trump administration's recent decision to officially recognize jerusalem as israel's capital instead of tel aviv. last month's move angered a lot of arab nations. netanyahu praised the american

in spots. but then we go back westward. you can see on the peninsula, you've got wet weather through the city and a few darker air yags in burlingame and 280. definitely need the wipers. further south, you can see some of these pockets with drier spots. this is falling apart as it continues to sink to the south. the further you are into the south bay, the peninsula, you're definitely going to see pockets of dry pavement and then wet pavement where the wipers are needed. but as this weakens, we'll begin to see the drier conditions by the later morning hours. it's 50 in campbell. 51 in he will mitt a. a milder start. if you're headed out, sending the kids out, maybe the rain gear early, they won't need it later on. a few peeks of sun. the rain ends by 11:00, 12:00 with a few isolated showers. 56 in oakland. fog will be an issue. more rain and a stronger system coming into play on wednesday. good morning, sue.

>> good morning. >> standing water and hydroplaning a big issue this morning. looking at the macarthur maze. we saw chp escorting cars off to the shoulder near powell street near west 580. that was the earlier accident approaching the maze. that's just now been cleared out. we see a little bit of activity there in the westbound direction making that berkeley curve. as you can see that flashing light. we'll check back with the bridge and see what's happening as you approach there. earlier, head-on collision southbound highway 1 near manor at skyline. that's in the clearing phases. it was a vehicle driving the wrong way. we'll check back with that one as well. eastbound 80 near redwood, a lane partially blocked with an accident as well. thank you, sue. this is gross. a huge wastewater spill in monterrey bay closed several beaches. an equipment facility at the marina is blamed for the spill. a stretch of beach from marina

state beach to stillwater cove are closed. monterrey 1 water responsible for the facility says as much as 4.9 million gallons of wastewater flowed into the bay. that water now being tested for elevated bacteria levels. 5:11 now. if you have a dog, you're urged to get your four-legged friend vaccinated for the flu. there's been cases of dog flu in the city. coughing, nasal or eye discharge and fever. if you're around dogs in larger parks or kennels, many doggie day cares and kennels closed because of the outbreak. most dogs recover. in rare cases it can lead to pneumonia and death. >> you have to get two injections and a booster shot. clangs at the federal level. california lawmakers are considering a new bill to affect your health care coverage. we want you to have a better day. it is raining outside. meteorologist lisa argen tracking that for us. this is the rainy bay bridge.

of this system. we're looking at scattered showers from the east bay, the peninsula. the north bay doing better. through fremont, 580, 680 is wet. san jose, cloudy skies. you'll get showers later. we're looking at upper 40s to low 50s right now. certainly a mild start to the day. there is fog and we're also looking at breezy winds if you're taking the ferry out there. keep that in mind. peeks of sun this afternoon. right now, florida police still looking for a person of interest connected with the explosion of two pipe bombs type devices at a mall. when fire crews arrived at the eagle ridge mall in lake wales, they saw smoke coming from a service quarter. two improvised explosive devices were found. they had ignited in a corner. a backpack was found, possibly with more ieds inside. the explosion happened about 5:30 florida time.

in the first 15 days of 2018, poison control centers across the country have handled 39 cases of intentional ingestion. almost all of them from the so-called tide pod challenge. coming up at 7:00 a.m., we'll have more on this dangerous fad. i'm maggie rule i from abc news new york. a group of state lawmakers plans to keep expanding cover california even as the federal government drops the requirement that every american purchase health insurance. one of the proposed bills calls for a state law requiring californians to buy insurance. that's one of the key obamacare provisions that was eliminated recently by congress. california is also spending more money to make people aware of their insurance options while the trump administration has cut advertising for the affordable care act. a second day of women's marches drew thousands of people on to the streets on sunday. the largest may have been in las vegas. thousands of people filled a football stadium, many of them clad in pink. marches were planned for seattle, miami and phoenix.

another 15, 20 minutes. we'll check back. thank you, sue. some apple customers are not happy to learn they won't be getting their iphone replacement batteries for months. according to buzz feed, apple tech support is telling 6 plus customers replacement batteries won't be available until late march or early april. apple has been facing backlash since last month after revealing it was intentionally slowing down older phones to prevent unexpected shutdowns. the company made the change without notifying customers which made people upset. to make up for it, apple lowered the price of replacement batteries from $79 to $29. but now it appears they're backlogged. before the days of netflix, hulu, amazon prime, youtube, remember there was blockbuster video, hollywood video and in pleasant hill, take one video. >> no longer, though. as of sunday, take 1 video is no more. it had the distinction of being the last video rental store open in contra costa county.

high. flooding near atherton and novato. flooding near railroad avenue. very slow speeds this morning. because a lot of hydroplaning and solo accidents out there. we are monitoring breaking news out of san jose this morning. a large police presence at the wyndham garden inn on silicon valley boulevard. that's right near highway 101. abc 7 news reporter tiffany wilson is live at the hotel with some new details. tiffany? >> reporter: good morning, jessica. i recently spoke to a staff member of the wyndham garden inn. they said that this barricade has been going on since 4:00 or 5:00 yesterday afternoon. so that puts it at more than 12 hours. that staff member says that one person is inside with the suspect. so a suspect in at least one hostage barricaded inside of a room. everyone else staying on that floor has been evacuated.

all of those patrons have been put in other rooms in this hotel or sent to other hotels nearby. now, police very, very strong police presence by the san jose police department. the s.w.a.t. team is here, as well as the fire department. they've been stationed here on stand by. i spoke to some firefighters and they said it's been very quiet since they have been here overnight. in fact, it's been quiet the past several hours that we've been here. they are just waiting this out, being patient with the barricade situation going on inside of the hotel. we do hope to hear from police a little bit later on. they say they would come out later this morning. we'll bring you new information just as soon as you get it. for now, live in san jose, tiffany wilson, abc 7 news. thanks for that update, tiffany. developing news in san jose. police are looking for at least one person after a man was shot and killed outside an apartment complex on charlotte drive near raleigh road.

several people called 9-1-1 after hearing multiple gunshots around 8:45 last night. when officers got there, they found the victim outside a new development, called the ascent apartments. the victim died at the scene. the family of a young girl who died in a crash -- gather in pittsburg. 4-year-old lynn ex i died in the crash last wednesday. they declared her 2-year-old sister camilla brain-dead. her family is keeping her alive so the parents can say a final goodbye and donate her organs. the girl's mom was badly hurt. she has been able to spend time with camilla. >> mentally destroyed. there's no word you can explain what they're feeling. >> authorities charged 23-year-old noe saw ed owe with murder, felony evasion and possessing a stolen vehicle. if you would like to help we

have a link to the go fund me page. we are learning new details about the people who died in the southern california mudslides. >> turns out according to the l.a. times, six of the 21 people killed were in voluntary evacuation zones. 11 others were along the border of the voluntary and mandatory evacuation areas. concerns are made about how residents were notified of the oncoming storm. officials admit there were problems with the warning systems. they cite the reluctance of people to evacuate so soon after the thomas fire hit. meanwhile, recovery crews are facing a daunting task. >> we can't stress enough that this work is very difficult. our teams are searched debris piles, some of which have been 20 feet high and 40 feet wide. >> this morning, highway 101 is now open in montecito. it has been shut down since the mudslides hit nearly two weeks

according to the san francisco chronicle. one of the managers who resigned plans to hold a news conference tomorrow to discuss the details. last week the employees demanded charlie hollowwell divest from his company or he will quit. holwell has denied the allegations by 17 female employees. this morning, japan simulated the first military attack since world war ii as a response to north korea's ballistic threat. the evacuations took place at a fair ground near the tokyo dome baseball stadium. volunteers led the way into underground subway tunnels. japanese officials believe the drills are necessary because of the threat north korean missiles pose to their country. a missile passed over japan before crashing into the sea. >> mt. mayan in the philippines exploded ejecting a huge plume of ash into the sky. this is time lapse video. it was so big that nearby villages were in darkness.
