sue. >> busy on the roads this morning. as you might imagine, we have the standing water and potential for solo spin outs. we had an earlier head-on accident southbound 1 near manor drive. thankfully, that was not major injuries and cleared out of lanes. we have an accident west 580 near hacienda slowing things back towards airway. there's an accident s past sun 'ol. this is a solid 15 to 20 hen minute backup. >> two schools in santa rosa devastated in the wildfires will reopen today. >> first responders will be among those welcoming students back. abc 7 news reporter amy hollyfield is live for us in santa rosa. good morning, amy. >> reporter: hi natasha. here at cardinal newman, they will be in portable buildings. the campus not ready to go yet. at at st. rose school, the campus has been restored.

the buildings at st. rose did not burn. they suffered from significant water damage. the principal says crews worked around the clock to get the repairs done so students could return. >> restoration company had to pack up the contents of the school. stored it on the playground in six huge metal containers and then it was emptied out and we had to figure out which boxes went where. >> reporter: cardinal newman -- >> now breaking news from the live desk sniel we want to get to breaking news from san jose that we've been watching all morning long. i want to show you a live look at the wyndham garden hotel. this is on silicon valley boulevard. you can see that there is a large police presence and firefighters there. that's because there is a hostage situation ongoing right now.

began between 4:00 and 5:00 yesterday afternoon. this is a video from a little bit earlier. we now know one floor of the hotel is closed. guests on that floor have been either moved to a different room or another hotel altogether. a suspect is holding at least one person hostage. abc 7 news reporter tiffany wilson is there right now gathering more details. we'll have a live report from her later in this newscast. >> jessica, thank you. it's 6:03 now. the senate will vote on a bill to fund the government for three more weeks. not clear if it will pass. until then, national park visitors will encounter barricades like at muir woods yesterday. the rangers and u.s. park police officers told people they could enter the park areas but at their own risk. >> disappointed. the place wasn't opened up. we couldn't go in and stick to our plan today. but i mean, on wards and upward.

>> the fact is, the government can't reach decisions and shuts them down to us when they belong to us. it's very disappointing. >> tourists can still visit al ka tras during the day. the operator of the ferry is covering expenses while the shutdown continues. police are investigating a shooting. there was a victim in a car before noon yesterday. the person was shot in the leg. multiple shell casings were found about five blocks away at tevis street. no word on any suspects or arrests. we're learning more about this bizarre incident in san francisco's castro district. do you see that? that man is driving on sidewalk. he's identified as 70-year-old kenneth rotter. he drove up on to the sidewalk next to castro street and crashed into a deli. you can see the surveillance video. he apparently lives in the van. he told officers he was having trouble with his brakes. nobody got hurt.

rotter is in jail and faces at least six charges, including attempted murder and driving under the influence of drugs. it is 6:05 now. more properties destroyed in the north bay wildfires are going up for sale now. there are now about a half dozen empty lots in napa county. except for perhaps the concrete patio. the napa valley register says they're being called fire lots by realtors. they're listed for $200,000 less than when the home stood there. a huge wastewater spill into monterey bay closed several beaches. a facility in marina is blamed for the spill. this is a 25-mile stretch of beaches from marina state beach to stillwater cove closed as a result. monterey 1 water responsible for the facility says as much as 4.9 million gallons of wastewater flowed into the bay. that water is being tested now for elevated bacteria levels. we have a great update to the story of a firefighter

had a full -- seeing the family and how appreciative they are and seeing the children playing with their siblings, my heart is overfilled. >> that's so nice to see. coming up at 7:00 on gma, you'll hear more from that heroic firefighter and what he says was so brave about the girl's father. a live update. >> vice president mike pence in israel this morning. he is revealing some details about moving the u.s. embassy. he spoke a few minutes ago and he says it will now open in jerusalem next year. meanwhile, this video from him. they're arriving. the vice president met with israel's p prime minister, benjamin netanyahu. the israeli premier praised last month's decision by the trump administration to recognize jerusalem instead of tel aviv as israel's capital. the move really angered a lot of

nations all around the world, including many arab states. palestinians also claim that jerusalem is their capital. meanwhile, tomorrow they plan to stage a one-day strike to protest against president trump declaring it israel's capital. much more to come from this visit. back to you. all right, thank you, jessica. a second day of women's marches drew to the streets. the largest one may have been this one in vegas. many were clad in pink. the demonstrations come on the heels of more marches on saturday. a group of state lawmakers plans to keep expanding cover california even as the federal government drops the requirement that every american purchase health insurance. one of the proposed bills calls for a state law requiring californians to buy insurance. that's one of the key obamacare provisions that got eliminated by congress. california's also spending more money to make people aware of their insurance options while the trump administration has cut

advertising for the affordable care act. some apple customers not happy that they will not be getting replacement batteries for months. apple tech support is telling iphone 6 plus customers replacing batteries won't be available until late march, early april. apple has been facing backlash since it revealed it was intentionally slowing down older iphones to prevent unexpected shutdowns. the company made the change without notifying customers. to make up for it, they've lowered the price for batteries from $79 to $29. not to free. now they're bag logged. >> just to be clear, it's just the 6 plus they're backlogged on. >> yes. a poet said you get one shot. >> do you mean eminem? >> yes. >> one man took full advantage when he had a chance to win when he had a chance to win $100,000.

traffic westbound 24. an earlier accident still has things backed up before the caldecott tunnel headed towards oakland. now a live desk update. >> an update here on a situation in florida. the fbi now joining police in the search for a person of interest connected with the explosion of two pipe bomb type devices at a mall. fire crews arrived to the eagle ridge mall in lake whales. they saw smoke coming from a service corridor and two improvised explosive devices were found that ignited in a corner. backpack was also found inside the corridor, possibly with more ieds inside. police say the devices were a type of flare and a pvc pipe wrapped in electrical tape. good news, no one was injured. police are now going store to store with a canine unit. if i get any additional updates, i'll pass them along. thank you, jessica. city workers used a cooking

breaking news update out of san jose. our reporter tiffany wilson at a hotel, the wyndham hotel that has a barricade situation going on right now. we are getting an update from police. she's talking to them at this very minute. we're going to check in with her as soon as possible. i also want to get to the government shutdown stretching into day three. lawmakers worked late into the night to hammer out a deal to reopen the government. but came up empty handed. a key test comes later today as the senate is set to vote on a short-term fix to the government for three weeks and we do have a live report coming from abc news reporter arlette saenz live in washington. arlette? >> reporter: good morning, jessica. with the workweek kicking off, about 800,000 federal workers are furloughed. staying home today without pay. the government shutdown heads into day three, congress still at a standoff. >> negotiations to reopen the government hit another roadblock.

>> step back from the brink. stop victimizing the american people. get back to work on their behalf. >> democrats objected to a late-night vote on a plan to reopen the government. >> talks will continue, but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> bipartisan lawmakers huddled throughout the weekend to hammer out a deal. the latest plan, a short-term fix funding the government through february 8th with a promise to deal with immigration. but democrats insist that a funding deal must protect the so-called d.r.e.a.m.ers. the undocumented immigrants brought to the u.s. as children. another compromise was nearly struck between senate minority leader chuck schumer and president trump. sources tell abc news that potential agreement gave the president full funding for his border wall in exchange for protecting the d.r.e.a.m.ers. but the new york democrat said

it fell through. >> i believed we had a deal twice only for the president to change his mind and walk away. >> roughly 800,000 employees are furloughed, workers deemed essential like air traffic controllers, border guards and military are still on the job without pay. 69-year-old veronica tucker is one of the workers in limbo. >> i live from payday to payday. paycheck to paycheck. it's very difficult. >> reporter: the senate will vote in a few hours on that short-term measure. at this time it's unclear whether or not democrats will be on board to advance it. the president tweeted a short while ago, democrats have shut down our government in the interest of their far left base. reporting live on capitol hill, arlette saenz, abc 7 mornings. thank you, arlette. developing now in san jose. police are looking for one person after a man was shot and killed outside an apartment complex near charlotte drive and raleigh road. several people called 9-1-1 after hearing multiple gunshots around 8:45 last night. when officers got there, they

found the victim outside a new development called the ascent apartments. >> the family of a young girl in a car crash will be taking her off life support. they gathered at the family's home in pittsburg. doctors declared her 2-year-old sister camilla brain-dead. her family is keeping her alive so the parents can say one last goodbye and donate her organs. the girl's mop was badly hurt and she has been able time camilla. >> mentally destroyed. you can't explain what they're feeling. >> authorities charged 23-year-old noe saucedo with murder, felony evasion and possessing a stolen vehicle. if you would like to help the family, we have a link to their go fund me page on our website. new details about the people who died in the southern california mudslides. the l.a. times reporting that six of the 21 killed were

involuntary evacuation -- in voluntary evacuation zones and others were along the borders of the zones. officials admit there were problems with the warning systems and they cite the reluctance of people to evacuate so soon after the thomas fire. meanwhile, recovery crews are facing a dauntsing task. >> we can't stress enough that this work is very difficult. our teams have searched debris piles, some of which have been 20 feet high and 40 feet wide. >> this morning, highway 101 is open in montecito. it's been shut down since the mudslides nearly two weeks ago. now your forecast with lisa argen. a soggy monday morning with scattered showers, fog and mild temperatures as we look at live doppler 7 right now. we've got the rain pushing out of the north bay. it's in the east bay and the south bay. so be very careful out there. we're looking at the wet weather

from richmond to berkeley and oakland from walnut creek to martinez. 580 and 680 using the wipers, san francisco, sunset and bay view, daly city looking at wet weather. further south on the peninsula from redwood city, woodside and 280. as you get to sunnyvale, cupertino, it's dry and scattered showers pushing into san jose and willow glenn. the santa cruz mountains are wet as well. san francisco, looking at slippery roadways. then for the commute on the water, it's breezy. and we've got some fog. it is 50 in sam bricambrian par. throughout the morning, the front falls a parts and pushes south and east. then by 11:00 this morning, just a few scattered showers in the south bay. we're left with partly to mostly cloudy skies. san francisco and oakland today. 60 in san jose. tonight the fog forms. it won't be as cold, though.

in the low to mid-40s. looking at a dry night tonight. a dry tuesday and then we've got a pretty good looking system coming our way on wednesday. still below average rainfall totals. but this system .2 to .3 so far. not bad. sue? we have a messy commute as you might imagine due to the water on the roads and problems with mass transit. b.a.r.t. is recovering from an earlier switching problem. they're running about ten minutes behind. an ace train, number 3 got off to a late start out of the chute in stockton. it's not recovering very well. still 26 minutes behind schedule. overall, the green means wet and rainy for your drive. especially slow out of central valley. we have an accident on the santa cruz mountains. southbound 17 near redwood estates. i am seeing slow traffic in the northbound direction, but apparently the southbound accident is blocking the left lane of traffic. so heads-up there.

you are experiencing delays in the northbound green once again, which means it's raining as you make the drive into san jose. sue, thank you. the addition of more officers patrolling the golden gate bridge resultsed from a number of people saved from taking their lives. last year they assisted 245 people on the bridge because they presented a risk of suicide. that's 61 more people than in 2016. the span security details has 36 officers, up five from last year and that's larger than some marin county police departments. the long journey home ended for a san francisco man killed in the korean war. the remains of army private first class james leonard arrived at the airport yesterday. the 22-year-old was reported killed in action in july of 1950. his remains were never found. then last year the south government found his remains and identified them. >> it's hard. knowing it's your cousin and he

had to be in that dirt for 60-some years, now he. then they take him out and find out who he is. that's hard. >> leonard is receiving full military honors and is set to be buried tomorrow. 6:39 now. switching gears. at some point in the next couple of years you will have to physically go to the dmv. starting today, you will have to apply for a real i.d. that meets federal standards. you have to have one by october of 2020 to board a domestic flight. they're deemed more secure by tsa. to get a real i.d., you have to go to the dmv field office, bring current proof of identities, your social security card and proof of california residency. the dmv has hired 300 new employees to help with all of the processing. we want to get to the breaking news in san jose where a police standoff has been going on for more than 12 hours.

all of this happening at the wyndham garden inn. it's on silicon valley boulevard near the 101. that's where abc 7 news reporter tiffany wilson is live this morning. tiffany just got an update from police. tiffany? >> reporter: that's right, jessica. we're inside the wyndham garden inn right now. you can see the lobby behind me where some patrons have spent the night. police said that starting yesterday afternoon, the police department located a man who had a warrant out for his arrest. they isolated him in a room on the second floor. they evacuated the rooms all around that man who had a warrant out and they have evacuated the entire floor. police are not releasing whether that suspect is alone inside of his room or whether he is armed. negotiators have been speaking with the suspect all night long and they're being very patient, hoping for a peaceful resolution. meantime, many of the hotel guest who is had rooms on the second floor found themselves
