in the shutdown showdown. >> mr. flake, mr. gardner -- >> reporter: the senate cleared a key procedural vote on a measure to reopen the government. >> i will vote to end the democratic leaders' filibuster and advance instead a bipartisan bill that would put this mess behind us. >> reporter: the latest plan on the table, a temporary fix to fund the government through february 8th with aid promise to tackle immigration next month. democrats wanted a firm protection on d.r.e.a.m.ers and they got it. >> to all the d.r.e.a.m.ers who are watching today, don't give up. >> reporter: the standoff has come with a side of blame game. president trump tweeted, democrats have shut down our government in the interest of their far-left base. >> president trump turned away from not one but two bipartisan compromises. each would have averted this shutdown. >> reporter: the white house fired back. >> you know sometimes members like senator schumer need a little help and guidance getting

through big policy negotiations like that, but the president's laid out what he wants. if they need help understanding it, we'd be happy to accepted some people over there to explain it to them. >> reporter: on day three of the shutdown, around 800,000 federal employees are on furlough, staying home without a paycheck. >> and i think it's a terrible waste of our taxpayer dollars to have us sitting at home and not doing our work. >> reporter: workers deemed essential like air traffic controllers, border guard and the military, all on the job with no pay, for now. any plan that passes the senate, must also go through the house. senate minority leader schumer predicts it could go throug in the hour. we've been updating you on the government shutdown with push alerts through the abc7 news app. you can enable push alerts to get this type of breaking news any time. today students of two north bay schools that were badly damaged in the october wildfires are back on their own campuses. they received a big welcome back even though repair work will

continue. abc7 news reporter amy hollyfield is live in cardinal newman high school in santa rosa with more. >> reporter: look behind me at the temporary portable buildings. that's where students will be in class now. you can see right now they are getting a tour and getting used to their new reality. going to school isn't usually a red carpet affair, but these santa rosa kids got the vip treatment today as they headed back to school for the first time since the deadly october wildfires. >> i think it's great. i think it's nice for the kids to see that everyone in the community is really rooting for them to get back to normal. >> reporter: first responders, who are always there during the bad times, were part of the welcoming committee, showing they are here for us during the good times, too. >> just to see all the kids, the smiles on their face, it was very heartwarming. it's great. >> reporter: the buildings are still standing but had significant water damage. it took the last three months to

get it all restored and ready for kids. while the mood was celebratory, they also had comfort animals on hand, knowing many of these kids have been through more than just missing school. >> we lost our house, so losing a school was, you know, extra hard, but being able to come back and be in the same place and with the same people, it's been good. >> reporter: at the neighboring cardinal newman high school campus, the first day back started with an assembly so the whole school could be together. >> we've been together. now we can come together with this great assembly. it's so exciting. it's going to be a great last semester. >> reorter: this school did suffer huge loss in the fire. 27 classrooms, the library and administration building all burned. the burned debris is still here next to the temporary portables where students will be in class. >> it's a reminder of the past. this is our future. so, we're building a future better than ever. >> reporter: the students here

at cardinal newman are all back together again but the campus is still a bit fractured. some of the staff is still working out of offices downtown, some space they're leasing. they estimate it will be another two to three years before they completely rebuild this campus. live in santa rosa, amy hollyfield, abc7 news. >> thank you. a tense standoff between police and a wanted man continues at a san jose hotel. massive police presence remains at the wyndham garden inn where some guests were evacuated when the drama began. tiffany wilson is live at the scene. >> reporter: hi, kristin. i spoke to a police officer and asked if the standoff was over yet? he said, gosh, i wish it was. it's been going on for more than 20 hours. hotel guests say they feel safe, they're just getting frustrated. what should have been a typical hotel stay turned into a tense night on a lobby couch. >> we want to go to the rooms. they tell us it's not possible, so we stay in the lobby until

now. all night we have been here. >> reporter: adrian's room was on the second floor. the entire floor was evacuated by police. >> they tell us it was a hostage situation and that's it. >> reporter: sunday afternoon san jose police identified a man with a warrant inside the hotel. they've been negotiating with the suspect ever since. >> we have been in contact with the individual. we've been talking to him virtually all night and negotiations have not been necessarily bad. we haven't made a lot of progress but he hasn't made any threats at this point. we're continuing to negotiate. >> reporter: police will not say if the suspect is alone in his room. they aren't releasing anything about the suspect's warrant or criminal history, however -- >> we have information that would lead us to believe that, you know, forcing a confrontation would probably not end well. >> reporter: officers are hoping patience will lead to a peaceful resolution. meantime, displaced guests are just hoping for a chance to gather their belongings and catch up on some sleep.

>> i feel pretty safe, but don't know what's going on up there but i hope it's not too crazy. >> reporter: at least one guest has missed her flight because she can't get into her room and gather her belongings. wyndham garden says everyone who was displaced will be reimbursed for their stay. abc7 news. >> thank you. another big story, the rain. did you get caught in it this morning? when you see it out there certainly. let's head over to meteorologist lisa to see what will happen later in the week. >> you saw tiffany with the sprinkles and mist in the south bay. and the north bay, it's really been a pleasant late morning. we still have the rain here over through livermore. some heavy mist and drizzle in the south bay here through the summit highway 17. saratoga and highway 101 south towards morgan hill. then it does extend into the santa cruz mountains. another hour or two of this.

we'll get into cloudy skies. you can see from our east bay hills camera, and the fog is certainly an issue in parts of the bay area. in fact, visibility is at three miles, mountainview and san jose. in the north bay you're looking at some sun. we bring in our storm impact scale for wednesday. this is a bigger storm with more solid rain chances for the entire bay area. i'll time it out for you in a few minutes. >> thank you. the family of a young girl involved in a car crash last week in antioch will take her off life suspect. more than 100 people gathered for a candlelight vigil at the family's home in pittsburgh. 4-year-old lenexy died in the crash and her 2-year-old is considered brain dead. they are keeping her alive for one final good-bye and then will donate her organs. the girl's mom was badly injured but has been able to spend time with camila. >> mentally they're destroyed. there's no word to explain the

feeling they're feeling. >> reporter: authorities have charged 23-year-old noh with murder, possessing a stolen vehicle. we have a link to the family's go fund me page on abc7news.com. police are looking for one person after a man was shot and killed outside an apartment complex on charlotte drive near raleigh road. several people called 911 after hearing several gunshots around 8:45 last night. when officers got there, they saw the victim outside at a new development called assent apartments. this morning, a 16-year-old male student in texas has been taken into custody suspected of shooting a 15-year-old female student. this happened at italy high school about 45 miles south of dallas early this morning. the victim was air lifted to a hospital in unknown condition. students have been sent home for the day. the reason behind the shooting is unclear. a uc-berkeley student is

back at school this morning after being detained at a border checkpoint in southern california. abc7 news was at oakland international airport when louis mora arrived last night. the cal sophomore is free on bail. he was taken in at a border patrol checkpoint after making a wrong turn. he came to the u.s. from colombia as a child and overstayed his visa. >> all of you watching right now, this is how immigrants look like. we're hard workers and we deserve to be in this country. we're not criminals. >> reporter: mora will appear in court some time next year. he eventually intends to become a u.s. citizen. a huge wastewater spill into monterrey pay has close the several beaches this morning and an equipment facility in marina is blamed for the spill. a 25-mile stretch of beaches highlighted in red from marina state beach to stillwater cove are closed as a result.

monterrey one water, responsible for the facility, says as much as 4.9 million gallons of wastewater flowed into the bay. the water is being tested for elevated bacteria levels. san francisco bay bridge official want to build an $18 million pier at the base of the eastern span where the bridge meets the island. this is a rendering of what the pier could look like. officials say building the pier will actually save money because it will be built on top of the last foundation pier of the old span. since that pier is too big and too close to the island to implode safely, the idea is to build on it and create a fishing and sightseeing pier. a trip to the dmv that you can't avoid. the i.d. you'll one day need before boarding a domestic flight. and have you noticed that your facebook feed looks a little different today? the change and wha

we're learning more about a bizarre incident in san francisco's castro district over the weekend. police identified 70-year-old kenneth rotter as the driver who drove up on the sidewalk in castro street and crashed into a deli saturday. he lives in that van. he told officers he was having trouble with his brakes. no one was hurt. he is in jail and faces at least six charges, including attempted murder and driving under the influence of drugs. happening now, you can start applying for real i.d. that meets new federal standards.

you'll have to have one by october 2020 to board a domestic flight unless you have a valid passport. the enhanced i.d. cards are deemed more secure by the tsa. to he get a real i.d. you have to physically go to a dmv field office with current proof of identity, your social security card and proof of california residency. the dmv has hired 300 new employees to help with processing applications. happening today, facebook is launching a major change to its algorithm in hopes of weeding out fake news. they say it will now prioritize new sources deemed to be more trustworthy on its news feeds. users will be asked whether they recognize a news brand and if they trust it. facebook will use those survey results to influence what users see. the change comes as facebook has struggled to deal with fake news on its platform and russian-linked content meant to influence the 2016 u.s. elections. amazon has just launched its long awaited amazon go store,

hi there, everyone. we still have scattered showers, mist and drizzle and sunshine in other parts of the bay area. we'll start with live doppler 7.

you can see the green on the screen, antioch, brentwood. we take you south into mt. hamilton, milpitas and saratoga. light showers, heavy mist and down towards watsonville and scattered showers. it's a one on our storm impact scale pipts winding down. the next few hours we'll see isolated showers, just trace amounts south and east. so far we've seen over an inch in santa rosa. three-quarters of an inch in mill valley. you know, it was pretty impressive in the east bay today. it was raining for a good part of the commute and picked up a tebt or so, maybe more than that. looking at a couple hundredths so far in the south bay. you can see the clouds and sunshine. it is mild in san francisco, 57. 54 in oakland. cloud cover, high relative humidity and kind of muggy out there but we're seeing the sunshine downtown. 56, santa rosa.

it's 57 in novato. 48 in concord. 24-hour temperature change, yeah, a lot milder than the past couple of days. that's due to the moist boundary layer we have. we have a lot of loyal level moisture. a nice shot from emeryville. showers, mist and drizzle mainly south and east. partly sunny for the rest of you, the rest of the afternoon and a stronger system comes our way on wednesday. all the wet pavement will bring fog and low clouds. some of it dense tonight, in the 40s. those are your overnight lows. we bring in your storm impact scale for wednesday afternoon. it's a two, light to moderate rain. anywhere from a half inch to inch. rain. 20 to 40-mile-an-hour winds. it will get quite gusty around here. looks like it's going to come in for the morning commute. this looks like a timeline. it could change. by the noon hour we have a wave of change pushing through. the wednesday afternoon commute looks wet, scattered showers behind it. it's a colder air mass. and it looks like significant snow in the sierra nevada. this is a preliminary estimate
