and good tuesday morning, everyone. i'm kendis gibson. >> and i'm maggie rulli in for diane macedo. we begin with the government shutdown officially over after the democrats blinked. >> we have breaking news. here now the very latest. a tsunami alert has been issued after major quake struck far off the coast of alaska. the quake was centered about 170 miles southeast of kodiak, alaska. people in that town told to evacuate and run to hire ground. that quake triggered a tsunami warning. a tsunami watch was issued from washington state down through california. these warnings are usually a precaution. there's been in immediate reports of damage or serious concern. we'll have more on this throughout the morning as well as on "good morning america." yeah, overnight, president trump signed the bill to keep the government running, albeit just for another 17 days, and

that could mean yet another shutdown. the democrats caved in an exchange for a republican promise to address the future of the d.r.e.a.m.ers. abc's arlette saenz joins us now from washington. good morning, arlette. >> reporter: good morning, kendis and maggie. after days of negotiating and finger-pointing, the government shutdown is officially over. but lawmakers could be back in in exact same situation in less than three weeks. with little fanfare, president trump signed a bill ending the government shutdown for now. >> by opening up the government, we stop losing. >> reporter: leaders on both sides of the aisle were jubilant. the president tweeted, big win for republicans as democrats cave on shutdown. congress passed a temporary fix funding the government through february 8th when another shutdown looms. democrats had insisted any deal include protections for the nearly 800,000 undocumented immigrants brought to the u.s. as children. >> to all the d.r.e.a.m.ers who are watching today, don't give up. >> reporter: ultimately, they

received a promise. senate republicans agreed to work towards a solution for the d.r.e.a.m.ers. >> it would be my intention to take up legislation here in the senate that would address daca, border security, and related issues. >> are you confident that mitch mcconnell is going to keep his word? >> mcconnell made a pledge in front of the world, so we're counting on him. and i think he will. i hope he will. >> reporter: while the senate has vowed to act, house republicans haven't made the same commitment. the next move could depend on the president. >> we certainly want to negotiate and get to a place, and we're hopeful that we can do that over the next couple of weeks. >> reporter: the daca program is set to end march 5th. without a solution, some d.r.e.a.m.ers could start to face deportation at that time. the president said he's willing to make a long-term deal on immigration if and only if it's good for our country. maggie and kendis? >> all right. arlette saenz there in washington, d.c., thank you. in the meantime, the u.s. embassy in haiti is expected to re-open today after more than a

thousand demonstrators marched outside the building to protest president trump's reported comments about that country. officers fired tear gas when protesters started throwing rocks. china and south korea are protesting new tariffs that president trump is announcing today on imported washing machines and solar panels. lg and samsung washers are among those that will be slapped with 20% tariffs to help u.s. manufacturers like whirlpool. a 30% tariff on imported solar panels is a huge blow for china. some critics also claim though the tariff could hurt american workers because most u.s. jobs in the solar industry are in installation and not manufacturing. there appears to be more turmoil inside the justice department and fbi after word that the director of the fbi christopher wray threatened to resign amid pressure from attorney general jeff sessions. the website axios reports that sessions, at the urging of

president trump, tried to get wray to fire deputy fbi director andrew mccabe. now, sources say wray threatened to step down if mccabe was removed. and sessions reportedly backed off fearing a backlash. five workers are missing after a powerful explosion ripped through a gas drilling rig in oklahoma. at one point, everything at the site was on fire. at least 0 worker were at the rig when the explosion started. most were rescued. investigators are hoping some of the missing escaped into the surrounding woods. the family of a kansas man fatally shot by a police sniper at the door of his home after a prank call is now suing the city of wichita and the officers involved. andrew finch was the target a so-called swatting hoax in which a california man called wichita police with a fake story about a shooting at finch's home. when finch answered his door, he was unarmed. but an officer said he feared for his life when finch moved towards his waistband. finch's wife and attorney say that's no excuse. >> the wichita pd is trying to

make him the scapegoat, and that's not going to happen. >> swatting is not a new phenomenon, and police have to be trained to deal with these situations. >> 25-year-old tyler barriss has been charged with involuntary manslaughter for making that prank call from los angeles. a developing story overseas. at least one person has been killed after a volcano erupted near a ski resort in japan possibly triggering the avalanche you're seeing there. several people were hurt by flying rocks. a japanese soldier on a training exercise died after being caught in that avalanche. and dozens of flights have been canceled in minneapolis and other parts of the upper midwest as well as planes after blizzard conditions. parts of kansas and nebraska got up to 14 inches of snow with winds topping 60 miles an hour, and that storm, of course, heading east. heavy rain is the big concern, however, today in the northeast. and you have these ice jams that are clogging waterways and melting. and they could cause some serious flooding today. while farther north in canada,

the victim is a 15-year-old girl, but authorities have not released details yet on her condition. the suspect is a 16-year-old male student who reportedly has a past of violent history. he's in custody now but no word on a motive. a 2-year-old girl from mississippi is among the latest children to die from the flu. in north carolina 6-year-old emily muth died three days after being diagnosed. her mother says she was given tamiflu and was told to keep emily hydrated. but a couple of days later, emily had trouble breathing and soon passed away. now, hospitals nationwide are asking staffs to work overtime and cancel elective surgeries to make more room for beds. some e.r.s report standing room only. and more hospitals have set up tents in parking lots. as for telling the difference between a common cold and the flu in young children, one doctor told us, very young children tend to have more stomach-related issues with the flu. a nurse serving a life sentence for murdering two patients in germany is now

i go out. >> cosby declined to comment on his upcoming retrial. jury selection is set for march 29th. now to the dramatic scene at a comedy club, and this was no laughing matter here in columbia, south carolina. the video obtained by tmz shows a comedian, steve brown, being attacked by a man who came from the audience. he had reportedly been drinking. four people were injured in the chaos. brown is calling for better security at comedy clubs. that went on for quite some time there. o.j. simpson is responding to a lawsuit filed by ron goldman's father seeking millions of dollars from a wrongful death judgment. as you know, simpson was acquitted of the murders of ex-wife nicole simpson and her friend ron goldman but found liable for their deaths. "the daily mail" reports that simpson has now complained he's being dragged into court every time the goldman family, quote, hears a rumor that he's making money. his lawyers say simpson is living off his nfl pension and social security.

a veterans group claims it's being censored after the nfl rejected its ad for the upcoming super bowl program. the ad contains the hashtag, please stand. the group said it's exercising its right to free speech the same way players do when they kneel during the national anthem. the league says the super bowl anthem is not a place for ads that might be considered political statements. this didn't take long, three nfl head coaching jobs have already been filled. the giants hired former vikings offensive coordinator pat shurmur despite his big loss sunday. the cardinals have hired steve wilks, and mike vrabel gets the top job in tennessee, the former player there. we have an update on the eagles fan who was trying to rally the crowd sunday when he ran into that subway pole. well, he's okay. the reverse angle there. he admits he had a few drinks and says he hurt a lot less after learning the eagles won. now, coming up in "the pulse," new trouble for the king of beers. dilly dilly. >> dilly dilly.

and good morning. it's 4:27 on this tuesday morning. a little bit of a scare this morning. we woke up to push alerts saying there was a tsunami watch and warning off alaska and the california coast. >> that has been canceled for the california coast. we just got that a few minutes ago. >> we'll talk about that in a few minutes. you're never more than seven minutes away from your forecast. >> that certainly woke me up. the rain is gone. we have some fog to contend with. live doppler 7 showing the clouds and, boy, check out this visibility. just a quarter of a mile in santa rosa. a mile and three quarters in napa. four miles in concord and petaluma down to nothing there. this will certainly change and perhaps get worse throughout the morning hours. it's cold in the 30s in the north bay. 40s elsewhere. we'll time out your afternoon

high temperatures today in your neighborhood coming up. sue? >> starting off with a quiet tuesday morning. a look at the east shore freeway which is moving nicely. you can see it's not too crowded this hour, coming up on 4:28. we do have some road work. the green sensors are great. we don't see too much slowing. a little bit out of tracy. that's normal. it does represent fog in the north bay and the east bay. we'll update that in a couple of minutes. and that breaking news, a tsunami watch has just been canceled for the west coast. it was issued overnight after an earthquake hit off the coast of kodiak, alaska, and look at this video we got. residents were forced to evacuate overnight. long lines of cars could be seen heading out of kodiak. so far no reports of any serious damage. earthquake hit in the gulf of alaska about 170 miles from the city of kodiak happened about

1:30 this morning. the national weather service says that there was a tsunami generated by the earthquake but poses no threat to washington, oregon, or california. we had that watch issued earlier this morning. again, just minutes ago that watch was canceled. meanwhile, abc 7 news reporter tiffany wilson is headed this morning to santa cruz where harbor patrol is preparing for some pretty tough waves and a live report for us at 5:00 a.m. we'll check in and see what preparations they had in place when that watch was still issued. back to you. >> certainly welcome news. thank you, jessica. on to a new push from the group that wanted to keep the raiders in oakland. >> they're hoping legal action will open a new opportunity to keep professional football in the east bay. abc 7 news reporter amy hollyfield live at the practice facility in alameda. amy? >> reporter: hi, reggie. i have to hand it to them, they do not give up. the gup scheduled an 8:30 press conference this morning to talk
