a grassroots group announces a new plan to keep the raiders from moving to las vegas. the group points to another nfl team's experience as evidence that such a move may not clear legal hurdles. thanks for joining us. oakland held a news conference this morning laying out the consequences of the raiders' move to las vegas. it also wants taxpayers to know keeping the team here with a new arena would not cost them money. abc7 news reporter amy hollyfield is live in oakland with the latest.

>> reporter: the group we stand with oakland just wrapped up a press conference and then went inside to plead its case before the county board of supervisors. they are re-energized because of a group suing the rams for moving to las vegas. they ask the case to be tossed out. the judge refused to toss it out. that case is likely headed to trial, giving the cause here in oakland new life. >> our patience and our tenacity has paid off. we're very excited about the developments in st. louis. that has definitely prompted us and encouraged us. >> reporter: the group trying to save the raiders is back at it. these advocates say if a judge in missouri thinks there's a case against the rams and the nfl, maybe there's a case here, too. and they say law firms seem to agree. >> and i'm extremely encouraged by the fact that a number of prominent law firms would like to represent us.

>> reporter: that's county supervisor nate miley who says he'll lead the fight at the board level. they ask for support at the city and state level and got it from an assemblyman and a city council member. >> with the $83 million bond left in the coliseum, that's something we don't want to be left holding. if it's possible to keep the raiders or keep the raiders franchise or get economic relief, i think it's prudent for us to explore those options. >> i wholeheartedly support this effort to pursue the national football league, which has also violated its own relocation guidelines and enriched itself at the expense of the community it left behind. >> reporter: they do need a municipality on board. that brings us here to the county board of supervisors. it's in closed session right now discussing whether to move forward with this case. i did reach out to the oakland

raiders, a couple phone calls and e-mails. still waiting to hear back. reporting live in oakland, amy hollyfield, abc7 news. >> thank you. happening today, the san francisco board of supervisors is expected to vote on whether to name an interim mayor who would serve until the june election to fill the late ed lee's spot. the board would need to vote in order to open up the discussion and agree on a process to consider nominees. the public would have an opportunity to weigh in. now, the examiner reports as of monday, yesterday, no one had votes to be named interim mayor. board of supervisors lee became acting mayor after mayor lee died of a heart attack, but she's now a candidate in the june election and opponents believe it may give her an advantage if she continues to serve as acting mayor. santa cruz boaters are breathing a sigh of relief when a massive earthquake off the coast of lass temporarily triggered a tsunami alert along the coast.

they remember the damage after a tsunami in their harbor in 2011. tiffany wilson has more on the impact from santa cruz. >> reporter: in the predawn darkness, the santa cruz harbor patrol got to work. >> harbor patrol. we wanted to talk to you. there's a tsunami watch. >> reporter: crews went boat by boat making sure everyone was awake and aware of the tsunami watch that went into effect after the earthquake struck off the coast of alaska. this man decided to scurry out to sea before any damaging waves could strike. >> make sure your radio is on. >> i'm headed out. >> reporter: the harbor patrol shut down the fuel to keep from any potential leak. >> it's shut off. >> reporter: just as quickly as the threat appeared, the tsunami watch was canceled. >> when the watch was canceled, we all breathed a sigh of relief, of course. >> reporter: dan has seen the ocean's power before.

in 2011 aid tsunami triggered by japan went through the harbor. >> we had $20 million worth of damage through the harbor. >> reporter: this morning, just a few ripples. >> it wasn't anything we already expected before we had the tsunami watch. >> reporter: that's how these boaters like it. in santa cruz, tiffany wilson, abc7 news. now, if you live in san francisco, you might have been awakened by a text message about a tsunami watch. the city department of emergency management told people within three blocks of the coast or five blocks of the bay to be prepared for a possible evacuation. the watch was later canceled but official it is say it's a reminder you should know what to do in case of a tsunami. >> this is an opportunity to educate people on emergency preparedness in general. what we find is during normal days, people don't really pay attention to us. but when there is an earthquake or there's a tsunami, especially in their local neighborhood, they start paying attention. >> besides official warnings, be

aware of loud ground shaking, water, nature's warning. you should move inland by following the blue tsunami evacuation route lines. we alerted you to the tsunami minutes and we kept updating you with push alerts through our abc7 news app. download the app for free and enable push alerts. it's dry today, you can see that, but things are expected to change in a big way. let's get to meteorologist lisa argen tracking the storm. >> i'm bringing in our storm impact scale. this is a more typical system headed our way tomorrow. it's rated two, bringing a half inch to an inch of rain and gusty winds, 30 to 35 miles an hour. in the early morning hours it's still in the north bay. looks like you get away with the commute, away from sonoma county

with dry conditions. by 11:30, you can see the heavier rain is just in southern marin county and it will make its push into the bay area. it will be impacting the afternoon commute. i'll tell you how much rain to expect and how much snow. this one is going to be a big snowmaker coming up with my accuweather seven-day forecast in a few minutes. >> thank you. a major headache for drivers coming across the bay bridge into san francisco this morning. it's all being blamed on a computer glitch. let's give you a live look at the toll plaza. you can see all the lanes are still jammed. you know that's not typical at 11:00 a.m. officials say a glitch with the metering lights just after 8:00 this morning really slowed down the commute. the problem has been fixed but many commuters spend more than an hour on the bridge. back in 2016 abc7 news got an inside look at the traffic management center in oakland. that's where the metering lights were being controlled by a single outdated computer system. that system was supposed to be upgraded by the end of last year. we're waiting to hear back from

caltrans if that update was complete. we'll have updates on later editions of abc7 news. this is what happens when you drive too fast in the fog. a stern reminder coming from the chp. investigators say speed and poor visibility played a role in a chain-reaction crash in sonoma this morning. this was highway 37 at lakeville highway. 13 to 15 vehicles were involved in the crash. the chp says it began with a three-vehicle pileup. a box truck was stopped at a red light when it was hit by two vehicles and then just a domino effect. five people were treated for minor injuries. happening today, a news conference is planned for the manager who quit the boot and shoe service restaurant after the owner was accused of sexual harassment. emily hayward is one of six employees who resigned amid the controversy. she told abc7 news she can, quote, no longer endure the toxic environment. last week several employees

demanded the owner, charlie hallowell divest from his company or they would quit. he has denied the allegations against him by 17 female employees. san jose police are now looking for more victims of a san jose youth pastor who's accused of sending sexually explicit photos to a 14-year-old girl. luis cruz of fremont, police say he sent photos of himself to a girl from his church. evidence on the suspect's phone suggest he might have sent pictures to other minors. happening today, state legislator scott weiner will introduce a law for car break-ins. the da must show the car door was locked. if passed, the new bill will mean a smashed window can count as evidence. more than 30,000 car break-ins were reported to san francisco

police last year. happening today, two members of the san francisco board of supervisors plan to announce legislation to provide more money to universal immigration defense and outreach programs. the legislation will be introduced on the steps of city hall at noon in response to recent i.c.e. raids in the area. the legislation would deepen funds for a legal defense support and education and outreach efforts for immigrant communities. happening today, a bay area based bike rental company is expanding to the east bay. line bike will deploy 500 bikes throughout walnut creek. the docless bikes are enabled with gps, wireless technology and self-acting locks. riders can park and pick up the bikes anywhere. the company currently operates in 30 cities, including south
