went into this cafe and grabbed a bucket of water. >> and asked for the cafe to call 911 and ran back and threw water on the person who was on fire. >> reporter: san francisco police and arson investigators are working the case. csi detectives photographed burned clothing left behind. police aren't sure if this is self-inflicted or if someone especially was involved. >> at 6:00 in the morning, we saw two guys, one of them is sleeping. >> reporter: police are trying to track down surveillance footage as several buildings in the alley have cameras. police say that video is really important. the victim is said to be a male in his 50s or 60s with

life-threatening injuries, listed in critical condition at sf general. >> what a story. lonny, thank you. one person has died after a fiery head on accident at francisco's mcclaren park. police say a car traveling eastbound slammed into a car heading westbound. authorities say one driver died the other is in the hospital with life-threatening injuries. the driver of an empty school bus witnessed the accident and stayed on the the scene to help. >> this is not a drill, this is an actual tsunami warning, everybody get out of your homes. >> a frightening wake up call as a 7.9 earthquake hits off the coast of alaska. that triggered a tsunami warning down the coast. the earthquake was centered 170 miles off of alaska's kodiak

island. the earthquake did trigger a tsunami watch all the way down to san francisco. the department of tsunami management asked people in low-lying areas to prepare to evacuate. leanne is live in the marina district. >> reporter: a lot of people here in the san francisco bay area know what to do to prepare for an earthquake, they know what to do during and after a quake. but when it comes to a tsunami, not so much. this map shows the estimated time it would have taken a possible tsunami to get to the san francisco bay area, following the alaska earthquake, between four and five hours. the notifications of a tsunami watch came at 4:35 this morning. at 3:30, the department of emergency management sent out a tweet, if you are in san francisco and within three blocks of the pacific coast, prepare to evacuate so you are

ready if evacuation is needed. >> i saw it on my phone really quickly, but there was no concerns at all for me. >> reporter: perhaps because people haven't experienced a tsunami here, there seems to be little knowledge or concern. >> have you ever heard of a tsunami here in san francisco ever? maybe snow, but not a tsunami. so i didn't really believe it. >> a tsunami is something we consider a distant source tsunami, something coming from japan, something coming from alaska. >> reporter: people were concerned enough to ask emergency management why the sirens didn't go off in the emergency area district. if the alert was upgraded to an advisory or warning, and a tsunami was confirmed, then sirens become an option. even though what we experienced was only a tsunami watch, emergency management says aside from moving to higher ground, be

were running way too slow during this morning's commute. a practical parking lot at the toll plaza in oakland just before 11:00 this morning. usually the morning backup is pretty clear by then, but certainly not today. the problem was because of a failure of a key piece of hardware in the metering light system. someone had to operate the lights manually until 9:00 a.m. when caltrans got the system back online. by then the damage to the commute was done. caltrans is about to start a project to replace the technology that runs those metering lights. the speed and poor visibility played in a chain reaction crash in sonoma. this happened this morning on highway 37 at lakeville highway where 13 to the 15 vehicles were involved in that accident. the chp says it all started with a three-car pileup.

a boxcar ran a red light and was hit by a car and then a domino effect happened. a much different weather picture will be with us tomorrow. here's a picture of live doppler 7. clouds are beginning to move into the area because of this storm moving down from the gulf of alaska into tomorrow. we'll see rain zeno county. a moderate rainfall with a 2 on the storm impact scale. light to moderate rain, breezy to gusty winds from time to time. this storm will produce significant snowfall in the sierra. a closer look at the timing and the places it will hit just a little bit later. >> sounds good. spencer, thank you.

well, you have probably seen the broken glass from car break ins littering the ground all over san francisco and other bay area cities and now a new bill introduced into the state legislature could be a big deterrent to would-be thieves. >> vci? >> just because you see sch shattered glass next to your car doesn't mean it was an auto burglary, that's according to the law. ca car break ins have become an help emdick in san francisco. last year between january and november, thieves broke into 28,000 cars, up 26% over the same period in 2016. under an oddly framed state not all can be prosecuted as felo felonies. the district attorney explains. >> the law would say if you see broken glass into your car, that

means that somebody broke into your car. >> reporter: not so, according to the law. if your doors are locked and someone breaks in and steals something, that's felony auto burglary. if your doors are unlocked and someone steals something, that's simple misdemeanor theft. big difference. >> car burglary is a felony and it carries more significant consequences than a plain theft would. >> gascone wants the law changed. >> under the law that we're proposing, if you break the glass, even if your vehicle is unlocked, it would be a felony. >> and it's difficult proving in court that a car was locked under the existing law, a big reason most of the break ins occur in tourist areas like fisherman's wharf. >> we have to prove in order to have a car burglary, actually that the vehicle was locked. >> reporter: and that is

charging for prosecutors. tourists visit and leave. >> if the witness is gone and can't testify that the door was locked. >> reporter: that was senator scott wiener. there are of course other problems associated with catching these car thieves. for one, there are few arrests, most of which are successfully prosecuted, but police have their challenges too. san francisco's board of supervisors has voted to remain columbus day to indigenous people's day. the board voted for the change 10-1 this afternoon. the only one to oppose the measure, supporters say the city should not recognize a day named after an italian explorer who colonized lands belonging to native americans. eight monterrey beaches have reopened after a massive sewage spill over the weekend.

tesla autopilot car -- the driver says the car was on autopilot. despite how this looks, no one was injured. 10 days ago on the bay bridge, a suspected drunk driver passed out behind the wheel. the man tried to claim everything was fine because the tesla had been on autopilot. he was arrested. tesla owners we talked with say the high-tech feature should be used as a helper not as a replacement for the driver. >> i think that it provides better safety than driving alone, so it's kind of like my co-pilot. >> tesla upgraded it's autopilot technology after a deadly accident involving this driver in florida in 2016. federal investigators concluded that the system was partly to blame when it failed to spot a tractor trailer that had cut across the highway and sheered off the roof of a tesla. but also tesla was trying to sir

couple -- autopilot is intended for use only with a fully attentive driver. investigators will be focusing on both the vehicle and the driver's action in this latest crash. elon musk will continue to lead tesla for the next decade, but he will only get paid if the electric car maker keeps growing by leaps and bounds. right now the car maker is worth less than $60 billion, musk's all or nothing proposal requires that's the la reach $250 billion over the next ten years. if tesla reaches escalating goagoa goals musk will receive stock. we brought you the nominations for the 90th oscars live on abc7 mornings. there were some surprises and definitely some snubs this year.

we have 57 degrees at santa rosa, napa, novato, fairfield and livermore. we have a view from livermore with clear skies. it will be rainy and windy by tomorrow, scattered showers thursday and then a drier milder pattern will move in for the weekend. we'll see areas of fog over in the central valley over into the delta in some locations. locations will range from the upper 30s in the north bay to about 40 in other locations. rain is on the way, the approaching storm ranks 2 on our storm impact scale. the rain will be light to moderate with the occasional heavy downpour. and there will be significant snow from sierra. 8:00 tomorrow morning, that there will be rain in the north bay and down into the peninsula

through the bay bridge this morning due to a computer glitch that allowed the meter to run too slowly. san francisco district attorney george gascon sponsoring a bill to make felony prosecutions of car break ins law. abc news reporter zachary key showing us the latest. >> yeah, larry as you mentioned, two deceased, we're hearing more from authorities in kentucky, we learn five are in critical condition, we also learned from students who were there when all this went down, but truth be told, there are still more questions than answers. >> we received five patients today from the scene, all males, ranging in age from 15 to 18. we had three injuries to the --

gunshot wounds to the head, one did not survive unfortunately, it was a traumatic injury that was not survivable to start with. >> reporter: it was just before 8:00 a.m. the start of a new school day when a gunman opened fire in a school in southwestern kentucky. seven minutes after 911 was called and ten minutes after the first shots rang out, officers arrived. but not before 14 people were shot, five more had nongun related injuries. the shooter was a 15-year-old male, he was arrested without incident, he will be charged with murder and attempted murder. it's believed that all injured were students, the most severely wounded before taken to vanderbilt hospital in nashville. >> it's heart breaking and it's a wound that's going to take a long time to heal. >> reporter: senate majority leader mitch mcconnell opened the senate by paying respect to

sentence larry nassar tomorrow. it's day six of the hearing for the former usa gymnastics doctor. he pleaded guilty to seven counts of criminal misconduct, but is accused of molesting women. 152 have addressed the court in person. >> i want you to apologize to me right here, i want to forgive you, but i want you to also appoligize for all the hurt you good newsed. >> many athletes said they reported the abuse but nothing was done. one of the gymnasts who accused nassar called on house speaker paul ryan to push through a bill that would stimulate mandatory reporting laws for u.s. athletics organizations. more than $20,000 have been donated to help the 13 siblings that were found shackled to beds

investigation, then the fire -- sessions, potentially a key witness given his involvement in trump's presidential campaign as well as comey's firing by trump. one of the stated reasons given for comey's termination was his alleged mishandling of the case of hillary clinton's private emails. sources tell abc news sessions is now pushing comey's replacement chris wray to remove his own deputy, andrew mccabe, today trump refuting the idea wray is threatening to resign f mccabe is fired. james comey was interviewed last year, that interview focusing on the memos comey took on his

notes on his deals with president trump. a bay area lawmaker is predicting a rocky road ahead after this weekend's government shutdown. democratic congressman says the immigration issue has become such a political weapon for the president that making any kind of a compromise deal is difficult. >> in my view, the republicans and bannon and the koch brothers have created this willie horton sort of boogeyman that they can use over and over again. bannon said that. and it should be about what makes the economy work for everybody and then we have got to enforce our immigration policies. a u.s. senator will make history this spring. illinois democrat tammy duckworth is pregnant. she'll be the nation's first sitting senator to give birth. there are nine women in the

a grass roots group announces a new last-ditch plan today to keep the raiders from moving from here to las vegas. >> the group we stand with oakland laid out the consequences of the raiders' move to sin city. amy holyfield has the details. >> our patience and our tenacity has paid off, we're very excited about the developments in st. louis. that has definitely prompted us and encouraged us. >> reporter: the group trying to save the raiders is back at it. these advocates say if a judge in missouri says there's a case against the nfl, maybe there's a case here too. law firms seem to agree. >> i'm extremely encouraged by the fact that a number of

board. we reached out to the oakland raiders for comment but did not hear back. okay, nice calm day today, but get ready for some stormy weather, right now we're looking at live doppler 7, we have a few thin high clouds around, but the clouds will get thicker tomorrow and it's going to get wetter and windier. the storm is 2 on the storm impact scale. rain light to moderate, but there will be periods of heavy downpours, breezy conditions, gusts to 75-mile-per-hour or higher. by mid afternoon tomorrow, we'll have rain covering most of the bay area, it will start up in the bay area in the morning and swing southward and eastward. so the evening commute is probably going to be a slippery one. the storm will break up into scattered showers late tomorrow night and thursday and that storm is going to travel over the sierra and produce quite a significant snowstorm there and winter storm warnings in effect for the sierra and we expect

>> the santa clara board of supervisors just voted today with the proposal to move forward with housing in downtown palo alto. >> this parking lot in palo alto could be the site of an affordable housing complex specifically for teachers. today the santa clara board of supervisors voted unanimously to move forward to seek a development partner and funding. >> my hope is this will be a win/win, we know we have a housing crisis of unprecedented proportions but we also know we have a problem attracting top quality teachers to get the job done in our schools. >> reporter: the site has a close proximity to half dozen schools in the bay area. teachers in the bay area make too little to afford a home and too much to qualify for affordable housing.
