the june ballot. janine de la vega live for us. j neon? >> reporter: right now it's at $5. this proposed hike, it would go up to $8 to cross it. the bay area toll authority is scheduled to take a vote on whether to approve a resolution directing the board of supervisors in all nine bay area counties to call for a special election on a toll increase. the regional measure would increase tolls over the next six years with $1 hikes in 2019, 2022 and 2025. the monday i would go to fund transit and highway projects across the bay area. this is all being done in an effort to ease congestion, especially during the commute hours. now, if the toll authority votes to approve the increase, then the measure would appear on the june ballot. so that means as you mentioned, the toll at the bay bridge would eventually go up to $9. but remember, it would be phased

in over time. reporting live from the san mateo bridge, janine de la vega, abc 7 news. >> thank you. san francisco has a new interim mayor and not everyone is happy about it. >> supervisors elected fellow supervisor, mark farrell last night. he will hole the post until a new mayor is elected in june. that was met with backlash. >> london representative's mayor, an opportunity for us to rise up and actually take an active role in our prosperity. >> now, that person was talking about london breed, who is the board president and was serving as acting mayor since mayor ed lee died. so in the end, farrell won this vote by a vote of 6-3. breed is a candidate in the june election and her opponents felt it may have given her an advantage if she continued to serve as acting mayor. farrell is not running in june. >> breed tweeted this out. it's been an honor to serve the city at this difficult time.

voters this june. he sentenced brock turner to six months in jail for sexual assault. there was enough signatures gathered. katie marzullo has the story. >> it's a victory for the committee to recall judge aaron persky. committee chair and law professor michelle dauber said it's part of a national turning point for women. >> we have to make sure we have a legal system that takes these crimes seriously. judge persky has a pattern of that's why he'll be on the ballot in june. >> he sentenced brock turner to six months in jail for sexually assaulting an unconscious woman on campus. the sentence sparked enough outrage that 95,000 people signed a petition to remove the judge from the bench. the santa clara registrar of voters says those signatures are valid. >> the recall petition had 113% sufficiency. so therefore, we certified today

the recall petition. >> the attorney representing judge persky told abc 7 news the recall effort does not comply with the california constitution. in a statement, it was said it's unlawful and in defending the constitution and the independence of judges, we are protecting the rights of all citizens. >> the matter now goes to the santa clara county board of supervisors. on february 6th. they'll vote to put it on the june ballot. i'm katie marzullo, abc 7 news. gunfire in san francisco's heights neighborhood. this happened at 5:00 at richland avenue and lee street near the new college hill market. police are looking for a suspect who ran from the scene. san francisco could take a big step to ban the sale of fur clothing. it would be the first major si to take that action. the proposal goes before the board this morning and is expected to pass. katie tang proposed the law and if approved the ban would go before the board on february 13th.

happening there. it's early enough that cars are getting around it. behind it, you can see the headlights starting to back up. bridge is pretty efficient. there's two cars and a semi. i don't see the semi there. it's not blocking lanes. we'll check with this at the toll plaza in a couple of minutes. thanks, sue. a transient is in marin county jail accused of stealing a 350-ton army tugboat that was converted to a yacht. the coast guard found douglas crandall on the tugboat monday morning after they were called to see why it was drifting in the richardson bay. authorities say crandall cut the boat loose, hopped on board and then drifted off. the owner was away. a neighbor quickly alerted him. >> i'm staring at the text thinking what can he actually mean? how could it not be this morning? it has ten lines holding it to the dock. i called him immediately and said no, it's floating out in the bay. >> the coast guard intercepted the boat and took crandall into

we're back at 5:13. we front loaded the foefrk with the best chance of rain. today at 2:00. moderate to light. then we may not see rain until february. we'll give you an hour by hour look at what to expect. >> thank you, mike. we're learning that two people killed during a shooting at a kentucky high school were both 15-year-old students. >> mourners gathered at a church last night. the news broke yesterday morning. witnesses say a 15-year-old opened fire in the cafeteria at marshall county high school. 16 people were shot. 5 are in critical condition. police say they arrested the

shooter after he ran out of ammunition. they did not release details about a motive. > ? video still unbelievable. the 70-year-old man behind the wheel of that van will be arraigned today. this happened saturday in the castro. he's now facing several felony charges. including assault with a deadly weapon, reckless driving and driving under the influence. attempted murder was one of the initial charges that is not listed anymore. rotter told officers he was having brake problems. fortunately, no one was hurt. happening today, neighbors near the proposed shake shack in san francisco will have a say about the future of the popular burger joint. shake shack's first location in the city is expected to be at the corner of fill more and fill bert street. it is home of the real food company building. shake shack hasn't officially locked in a lease yet. and some people living nearby are not happy about that. they're planning to attend a pre-application meeting at the proposed site.

despite all of the hype, what the neighborhood really needs is another grocery store. tonight's community meeting starts at 6:30. officials with the high-speed rail authority are under fire again this time for cruising past a critical deadline. mandated by legislature every two years was initially scheduled for february. now it's not expected until june. the chair of the board says the delay is in part because of the hiring of new executives and the search for a train operator. taxpayer advocates say it shouldn't be an excuse to delay this report. >> in fact, many legislators called for an emergency audit of high-speed rail. nobody really knows how the money is being spent. >> the overall cost just increased nearly $3 billion. so the total price is going to be $10.6 billion. the train is supposed to take riders between san francisco and l.a. in less than three hours by 2029. you definitely want to swipe

left on this. hackers could be spying on your tinder date. there were vulnerabilities in the app. it allows hackers on the same wi-fi network to take control over profile pictures the user sees and swap them for inappropriate photos or advertising instead. check marks notified tinder about the issue in november. tinder is currently working on a fix. in the meantime, it suggests you use a secure wi-fi signal. small towns are in this year. at least according to vogue. in a recent ranking of the top nine u.s. destinations to visit in 2018, only small towns made the magazine's list. one is here in the bay area. santa rosa. it made vogue's list for the wineries and beer breweries, cultural retrofitted hotels. acclaimed restaurants like the spinster sisters and its resilience following the north bay wildfires. i love santa rosa. amen to all that. a couple of the warriors players are planning a surprise

petaluma. everything is down to a couple of hundred feet, if even that. so please slow down. especially as we get deeper into the morning commute. kids hanging out at the bus stop, walking to school. 7:00 this morning, scout showers out there. that's about it. by noon, you can see the light to moderate rain, the moderate being the yellow. those yellows don't go away as it moves through the bay. it tapers at 7:00. the light rain and then showers, you can see overnight through the beginning of tomorrow's morning commute, more showers tomorrow. best up in the north bay. notice the snow level dropping down to 3500 feet. then tomorrow evening, still scattered showers out there. in fact, they'll last until midnight tomorrow. if you're traveling this morning, 9:00 in the morning, some measurable rain to santa rosa. everybody is going to be wet tonight. more rain, which means tomorrow puddles and ponding on the roadway. by the time we get to tomorrow morning, a third of an inch in the south bay. about 3/4 to a little more than

an inch into the north bay. we go from a 2 to a 1. we go to a light storm. friday, mostly cloudy still in the 50s. brighter and warmer starting saturday with upper 50s at the coast, low to mid-60s for the rest of us. let's check with sue. good news bad news for the bay bridge toll plaza. the accident in the center lane as awe proech the tolls has been cleared. it was pushed off quickly by the bridge crew. the bad news, the metering lights are on. traffic is starting to stack up again past the crossings towards the macarthur maze. just a heads up there. carpooling getting along fine. as mike has been mentioning, the orange is fog for your morning commute. i wanted to show you the backup at the bay bridge toll plaza and the slowing that's happening behind that. we also have this fatal accident up in napa. it is not causing a lot of slowdowns, but if you can avoid 121 at waters road. investigation is under way. it's an overturned car. it's off in the ditch with emergency crews there.

african-american woman, who became interim mayor when he ede died in december. some say she had too much power because she was the president of the board of supervisors and the mayor. but her supporters see it differently. after the vote, they accuse the board of sexism and racism. breed -- >> at this point, i don't want to dwell on just that particular element because it sadly has brought out the worst in some people. so what i am trying to do as the leader of the city is bring out the best in people. >> reporter: farrell was sworn in last night with his wife and kids by his side progressives who supported him like that he would be a caretaker mayor. he is not running for mayor in the june election. london bleed is running for the position. farrell will appoint his replacement on the board of supervisors. live in san francisco, amy hollyfield, abc 7 news. hi everyone.

this morning, investigators trying to determine the cause of a three-alarm fire that burned several stores in the west portal area. west portal avenue here in san francisco. chief joanne hayes light says it appears it started in one of the businesses at about 10:45 last night. the flames quickly spread through a common attic between four buildings. a hardware store, salon and newspaper store burned in the fire. another store that was vacant was also damaged. fortunately, the stores were closed. no one was injured. the fire was contained just before midnight. chief hayes white says the fire at this point does not appear to be suspicious. jessica, thank you. it's 5:33 now. san leandro city council placed the administrator on paid l after -- he made her feel uncomfortable during meetings in her car.

she is the ceo of the davis street family resource center. during a meeting, she says zapata suggested a romantic relationship. in exchange the city would forgive part of a $1.5 million loan to the nonprofit. she he's denying the allegations. did you feel the earthquake. magnitude 3.6 and 2.7 struck before 10:00. the epicenters were near watsonville. people say they felt it from santa clara to san francisco, even in marin. no reports of any damages. quakes can be unnerving if you live on a fault line. now california is offering financial aid to help retrofit homes in communities most at ri risk. >> it can cost between $3,000 an $7,000. the state is offering the grant programs to residents of 21 bay area cities most at risk for quakes. the state is concerned about older homes built before 1979 which have wood frame construction with a raised foundation. >> if you don't bolt and brace

your home, you're going to lose it and end up in a homeless shelter or living with relatives and you got to put your whole life back together. >> the deadline to apply for the retrofit grant from the california earthquake authority is february 23rd. we have a link on our website, abc7news.com. hi everyone. here at the live desk, i want to talk to you about a story that our team is working on right now. trying to figure out exactly what happened at an auto shop in walnut creek. this is new video from overnight. several people were hurt there. they had to be taken away by ambulance as you see in our video. we are working to get exact details on what happened. this happened near nick's automotive service in walnut creek at main street and second avenue. a lot of police had to respond to the scene. unclear at this point if any of those suspects in this case have been arrested if there is a crime in this case.

we also don't know the exact condition of these people that were taken away. as soon as we get further details, i will pass them along. back to you. >> thank you, jessica. santa rosa police say a homeless man is under arrest accused of assaulting an officer. this happened sat the safeway parking lot on mendocino avenue. the suspect ran off. the officer chased him, tackled him to the ground. that's when police say the suspect punched the officer. he was eventually handcuffed and arrested. happening today, university of california regents are expected to vote on a proposd tuition hike. the regents are considering a 2.5% hike which if approved would start this fall. the hike would amount to $350 more for students in the upcoming year. the regents approved a similar increase last year. cal students are planning to protest today against the proposal at 10:00 a.m. at sprou plaza. let's take a look at temperatures on the peninsula. it's 39 in menlo park. 40 in redwood city.

half moon bay at 41. everybody else in the mid to upper 40s. how about across the bay. 42 in oak labor day. fremont right now 44. palo alto at 39. livermore at 38. 40 in antioch. concord 42. 44 in san rafael and san francisco at about 49 degrees. this is the way it looks from our east bay hills camera. as you can see, it looks pretty quiet right now other than the fog and some of the low clouds. but this afternoon, got to exercise caution because of that rain. if you're taking mass transit, you're going to get wet today. we have a small craft advisory. it will be breezy on top of the wet weather falling. 12-hour planner for san francisco. mainly cloudy and 48 at 8:00. cloudy at 10:00 and 51. as the rain sets in, we reach our high for the day in the mid-50s at 12:00. then we've got rain pretty steady up to 6:00. then it transitions over to more showers and a little bit of drizzle. in the east bay, 8:00, mostly cloudy. 46. cloudy at 10:52.

tomorrow. that's when we have a chance of the rain going from steady to showers to possibly even thunderstorms. so that's the stormtracker today and tomorrow. let take a look at what's going on in san rafael. a little hazy. the thick fog near pet lum and san ramon. showers through tomorrow with a chance of lightning, thunder and small rail. then it's going to be dry and warmer through the end of the month. here we are at 7:00. pretty quiet just about everywhere. yellow, moderate. green, light. that moves into the north bay and it's in the heart of the bay by noon. you can see it's in the heart of the rest of the bay by 4:00. starting to move into the south bay right during the evening commute. notice, we lose the yellows after it exits the south bay and becomes lighter at 7:00. by 9:00, we're over the showers all night through tomorrow's morning commute. a better chance once the sun comes up tomorrow and energizes the sky. snow levels down to 3500 feet.
