downpours. you can see in the dark green from santa cruz to scotts valley. it's going to continue into the evening hours. the storm ranks 2 on the storm impact scale, a storm of moderate intensity. and once again, it a wet commute already and will be into the evening hours. .3 to .7 inch rain in most areas. and that pattern may continue as well. you can see the rain will be widespread across the peninsula, the south bay and the east bay. winding down a little bit in the north bay and i'll give you a closer look at what we can expect tonight and tomorrow a little later. now let's taking a live look outside. the financial in san francisco for what's going to be a very messy evening commute. carlos? >> we have been waiting for the

rain all day long, and it's finally here, it's coming down pretty state right now, obviously it's not good news for those who want to get out of the city right now, this is the entrance into the bay bridge, it's already backed up. there's a honk right there, so a lot of people not happy with the rain conditions, of course creating some hazardous conditions on the roadways, we want to show you some video as the rain actually started coming down in the city this afternoon. it was coming down pretty hard. the rain caught those who were not prepared a bit by surprise. we saw a lot of people who were walking the streets without umbrellas. thankfully there are places where you can walk in and out and grab your rain gear. umbrellas are a popular item right now. >> they have been coming in more than anything for the umbrellas and the ponchos. >> i got some booties on my shoes, my pants and then a jacket. so the only thing that gets wet

collapsed and prompted all the crews to evacuate and battle that blaze from the outside, in the end a hardware store, a salon as well as a newspaper store burned. the man who was found burned in san francisco's mission district yesterday has died from his injuries. the man who has yet to be identified was found near and first street. the public safety and neighborhood services committee tabled the legislation until next month. the bill's part of a movement to fundamentally transform the legal status of animals from property to living creatures. >> we are poised, i hope we will pass legislation soon to ban the sale of new fur products here in

the city, and if we do so, we would be the first major united states city to do after west hollywood and berkeley. >> reporter: anti-fur advocates claim 50 million animals are killed around the world are killed just for their fur. south bay residents gathered to voice their concerns about the proposed megacampus in downtown san jose. they're worried the new google campus will drive out people who currently live there. google is now negotiating with the city of san jose so it can construct a 60 square foot expansion. google released a statement saying we look forward to working closely with local officials and the community to create a shared vision for downtown san jose. mayors all across the country take their stands in

the first day of san francisco's newly appointed interim mayor was a busy one from the get-go. a host of city hall meetings and his first public appearance. >> vick le joining us right outside city hall now with the story. vic? >> reporter: well the question on many san franciscoians today, maybe who is mark ferrell. here are some answers. mark ferrell was the supervise of district 2, which includes the districts of sea cliff, pacific heights and the marina. he went to high school at sannic nash shus, he's a lawyer and a banker and today he's the interim mayor of san francisco. >> i started out today just like any other day, i took my kids to

school. >> reporter: then he hit the ground running, meeting with new staff and department heads, including chief bill scott. >> all of us are committed to making sure that the people of this city have a good government. so that was the tone. >> reporter: ferrell took heated questions from the audience. the supervisors voted 6-3 to appoint ferrell as interim mayor over breed, in an announced candidate for mayor in the june election. t separation of power, they said, was the reason, they didn't want breed to be board president and interim mayor. former progressive supervise john anlo says they didn't want breed to run for mayor as an incumbent. >> so in june, we have a level playing field for all the candidates to run.

>> i don't agree with it, but i support their decision. >> reporter: ferrell, flanked by his wife and children was sworn in quickly after the vote, at noon today, his first photo-op as mayor, a visit to west portal where a late night fire shut down several businesses. here he told reporters about his priorities as mayor. >> i will work to make sure that the next six months, that every single resident of san francisco knows they have a mayor that's working for them every single day. >> reporter: here's an interesting twist to breed's run for mayor, her ballot will read, acting mayor/supervise and they tell me at city hall that's because that's the way she described her job. many voters perhaps will vote for her thinking she's the

incumbent. san francisco is just one of 23 sanctuary jurisdictions getting more pressure to cooperate with immigration authorities. the cities of san francisco, berkeley, freemont and wats watsonville along with sonoma county got a subpoena to work with federal immigration authorities. today's move prompted mayors from across the country to boycott a planned meeting this afternoon with president trump. >> i can't ever recall a situation where someone who professes so want to work with other people punches them in the face first and says now i would like to talk to you. >> a whit house spokeswoman said the administration is disappointed over the mayors turning the meeting into a, quote, political stunt. the plan to cut california off for the rest of the u.s. is back, the cal exit campaign said

they plan to relaunch the ballot measure campaign on valentine's day. in their campaign statement they wrote that the date will be symbolic because it will be effectively be remembered as california's attempt to divorce the u.s. if the measure passes, californians would vote for independence in may of 2021. but independence would definitely be a long shot, even if people vote yes, because that requires a constitutional amendment, that's a high threshold and most experts say no chance of it happening. a bankruptcy filing last fall has now led to the closure of more than 200 toys "r" us stores across the country. >> if the big chains can't compete with amazon, how are the mom and pop stores expected to survive or even thrive? >> reporter: it's a regular ritual for this pittsburgh couple with their 5-year-old grandson chris, browsing the

strong gusty winds. here's our view from the camera over the embarcadero. 51 in san francisco and oakland. and 50 in after half moon bay. 50 degrees right now at santa rosa, novato and napa. and rain drops on the lens atop mt. tam, it's breezy out there as well as wet. it will be rainy and breezy tonight with showers tomorrow. we'll see partial clearing on friday, and we'll have a sunnier, milder pattern for the weekend. we're still looking at a storm that ranks 2 on the storm impact scale, which throughout the evening hours, will continue to produce rains, .3 to.7 of inch, and wind gusts to reach 40-mile-per-hour or higher. starting at 6:00 p.m., at that point, the rain in the north bay will be breaking up into pockets

of showers but there will still be pockets of showers in the east bay. and notice the snow falling heavily over in the sierra. and going into the late-night hours, we'll see isolated showers, but they'll come back a little bit more forcefully tomorrow morning just at the start of the morning commute. temperatures will be in the upper 30s to lower 40s. and a chance of small hailstones, once again, chance of isolated occurrences of those weather phenomena because the atmosphere will be destabilized by some cold air rushing in. so for tomorrow, we rank the storm a 1 on the storm intensity scale. there's a chance for an isolated thunderstorm or two. in the afternoon hours, we'll see pockets of showers swinging through the bay area and into the evening hours as well.

tomorrow's highs will be mainly in the mid to upper 50s. and in the sierra, where it is snowing already, there's a winter storm warning in effect until friday morning at 10:00, we expect 1 to 2 feet of snow above 3,000 feet, and there will be whiteout conditions as winds will gust 40 to 60 miles an hour. dangerous travel conditions there. here's the accuweather 7-day forecast, showers tomorrow, partial clearing on friday, bright skies and milder over the weekend and into next week, with high temperatures climbing into the mid 60s over the weekend and into next week, and larry who is our junior meteorologist pointed out to us earlier -- >> still very much in training. >> what did you point out, larry? >> looks like it's going to be clear until the end of the month, and that's why he's the veteran, it's just a few days left in the month. >> it will be dry for the remainder of the month.

the test firing of the biggest spacex rocket appears to have been a success. this is spacex showing a picture of the new rocket tested for the first time at the nasa space center. the test lasted about 10 seconds so it wasn't long. the 230-foot rocket is designed to carry extra large cargo into space. the rocket will launch in a week or so. scientists in china have cloned prime mates using the same method that cloned a sheep in 1996.

10 uc campuses. abc news sent this tweet about the 40 to 175 prison sentence that was handed down today to larry nassar, a physician convicted of molesting women for years, the judge saying i now just signed your death warrant. now to a couple who are accused of starving and torturing their children. marcie gonzalez is live with the story. marcie? >> reporter: larry and the judge granted that banning the turpins from contacting their children for at least three years as this case moves forward. >> the >> reporter: the parents accused of holding 12 of their 13 children captive and torturing them for years returning to

court, now ordered to have no contact with their children except through an attorney. >> okay? all right. you are nodding your head. >> reporter: all but one of the siblings ages 2 to 29 are being treated formal nourishment and trauma, after brutal abuse, including being starved, chained to beds for months at a time and only allowed to shower once a year. >> those 13 victims are going to need a lot of support moving forward. >> reporter: you see the siblings rushing into a van outside their southern california souse a week and a half ago, rescued after their 17-year-old sister escaped through a window and called 911, a desperate effort that came just days before the family was set to move to oklahoma. the house reportedly filled with packed boxes when they arrested the turpins who have pled not guilty to all the charges.

speaking out about the russia investigation. he told reporters this afternoon he's looking forward to speaking to special investigator robert mueller in the next couple of weeks. as this investigation now reaches into the president's cabinet. >> reporter: president trump brushing off questions about the russia investigation at a meeting with the country's mayors. sources with knowledge of the matter telling abc news special counsel robert mueller has indicated to trump's lawyers that mueller's office will speak answers directly from the president. >> it's sort of proceeding up the chain, it would appear. >> all roads, all leads, all lines lead to donald trump. >> reporter: mueller's team has made it clear they want to question the president on two topics, the firing of james comey and michael flynn.

the deadly flu epidemic is getting worse. the cdc says there's been nearly 9,000 flu related hospitalizations, almost double the amount last year. >> amy robach tells us people are turning to some high-tech solutions now. >> reporter: as more people get sick, the risk of infection growing. hospitals with er beds overflowing, now canceling elective surgeries to keep beds available for new flu patients, plus tamiflu and iv bag shortages and nurses working overtime. >> nurses are coming in for extra shifts and

storm impact scale. we'll see over an inch across most of the north bay and we still have winds gusting to 40 miles an houror higher. you can see that the bulk of the rain will move out of the bay area later tonight and into tomorrow morning, we'll see the storm breaking up into scattered showers, but some of those showers could produce an isolated thunderstorm or two tomorrow. so what's left of the storm tomorrow ranks 1 on the storm impact scale, a storm of light intensity, and there's that's isolated thunderstorm chance, and snow continues to fall across the sierra. we have our winter storm warning there, some areas will see over 2 feet of snow. we get partial clearing on friday, then dry and mild conditions into the middle of next week. >> the weekend looks great. >> really good. the search is on for qualified teachers and how you can find the perfect job

shortage of teachers in california. that's why several school districts are joining together to hold a job fair in oakland. the job fair will be held on saturday at the epic middle school on saturday from 10:00 a.m. to 12:00 p.m. and joining me is a recruiter for oakland enterprises. >> there are some subject areas where we need more teachers, where it's harder to find teachers than others, mat, the sciences, computer sciences, spanish and bilingual teachers and special education, those are the ones we strive the most to find teachers for. >> i would think in the bay area, language specialists are needed. is high cost of living one of the reasons? >> high cost of living comes into play, the bay area is one

of the most expensive places in the country to live. it's not necessarily a shortage of people who want to become teachers, but the road blocks are the costs of the programs and maybe just the support that's needed to even apply to a program. so a couple of things that we're trying to do in our district is to try to support people so that they go from being classified employees, employees that are currently serving our students and they can go down the pathway toward becoming teachers. >> that support is very important, i can imagine. i am wondering, though, if you really need a specialist in a particular category, can't you just offer a candidate more to get them in? >> in terms of salaries? >> yes. >> we are bound by the union contract that says what a person starts with and their salary. but we consider people's professional experience in a related field, if you're going in to become a math teacher,

we're like hey, what have you done in terms of your math career. >> as a parent myself, i'm wondering what is the impact on the students in the classroom, on my kids and other people's kids? >> being a former teacher myself, i know that you are the most -- not to brag or anythig like that, but you're the most important person in terms of that student's outcomes, you have a huge impact on that. so not being able to find enough teachers, it definitely has an impact. but what we're trying to do is to find as many people as possible and use as many avenues to get those teachers, especially those with diverse talent who want to be teachers and we want to support them because they can relate to the students and they're invested in the community, they're going to stay for the longest time. >> let's talk about the recruitment process, how you will recruit teachers this weekend.

finney, answering questions and email. a question from gordon from oakland, if i have a california driver's license, and a u.s. passport, do i still need to apply for a real id card for domestic flights after october 1, 2020? >> no, you do not. let me explain what's going on here. the government is requiring id for domestic flights. they want to know who are on these airplanes. some driver's licenses meet the new standards, some states i should ksay, the california driver's licenses do not. you can use your passport or get a real id. the new rules don't go into effect until to 20, so y20, so have a long time to decide.
