happening today, governor jerry brown will deliver his 16th and final state of the state address in sacramento. experts say that governor brown will likely address california's financial state. things have turned around since 2011. the state faced a deficit and unemployment rate of 12%. the governor projected a $6 billion surplus last year. brown's office will only say the 79-year-old and the team plan to work on the speech until just before he speaks. the state of the state will be delivered at 10:00 a.m. at the state capitol. it's 4:30. if you're just waking up to us, hello. let's check on weather and traffic with mike. >> let's take a look at the fog out there, especially up in the north bay. visibility less than a couple of hundred feet. the charles m. schulz airport. the northwest side is -- it's

bleeding into heelsburg. as we head to noon, the showers will increase in coverage. 49 to about 53. we'll throw in a chance of thunderstorms which means locally moderate rain but very brief. a small chance of hail. that will be in the low to mid-50s at 4:00. the showers will taper once the sunsets a little bit after 5:00. temperatures, if you're headed out this evening, mid to upper 40s. hi, sue. >> let's check out the golden gate bridge. came across that a while ago. it's definitely damp. you will have four lanes. there's 3 and 3 configured for the morning commute. it is slippery up and over the waldo grade. we have green is good. a little slowing out of tracy for the early morning commuters. getting up and out.

otherwise, we're looking at the off ramp for san francisco airport coming from northbound 101. a solo spinout is blocking that off ramp. they're going to try to get that out of there. if you're headed to the airport, take the frontage road, about another exit to the north. sue, thank you. happening now, rain here means much-needed snow in tahoe. >> it's fun once you get there. maybe not as fun on the road. abc 7 news reporter amy hollyfield live for us along i-80 for us. >> refere . >> reporter: gorngs reggie. as people head up to the snow, here's a look at the conditions in truckee. it finally looks like winter. residents say not only is it beautiful, they're thrilled to see this will be translating, of course, into business. come friday and saturday for sure.

with all this snow -- >> i love it. it's what we live here for. >> there is so much snow the truckee ice rink had to close down because it's covered in snow. they're having winds and snow issues. it's a bit too intense. they had to close their summit. cal trans has brought in the full staff to get all the snow off the road for you so you do have a clear path up there. but they are -- you want to keep in mind you want your snow tires or your chains ready to go for i-80. reporting live in fairfield, amy holly 2350e hollyfield, abc 7 news. firefighters urging residents to make sure their homes are equipped with smoking -- with working smoke alarms, i should say. after a fire destroyed a mobile home. look at these pictures. it's stunning. the fire started just before 8:00 last night on panorama and marin valley drive.

the homeowner escaped with minor injuries. crews say damage to the home estimated at $450,000. a vehicle parked on the property in the carport also burned. firefighters want residents to have working smoke alarms so they can alert them to early stages of a fire and be able to escape. unclear at this point what sparked the flames. back to you. university of california students may not face a tuition hike in the fall after all. uc regents are putting off a vote for an increase to give students time to lobby something sacramento for more money. yesterday they were expected to approve a hike for students from california and 3.5% for out of state students. instead, they bowed to opposition and decided to put off the issue until may. the women at the heart of the police department scandal is dropping a lawsuit against one of them. according to courthouse news.com

jasmine a buz lynn dismissed her federal lawsuit against richmond police. she accused six officers and the current ex-police chief of trafficking her in exchange for police protection. her allegations that she had sex with officers from several police agencies sparked several investigations. she dropped a similar lawsuit against the contra costa sheriff's department in october. the city of oakland agreed to pay her a settlement last summer. clearing up confusion. the napa county district attorney is trying to reassure property owners that were sent bills for the october wildfires. several of the owners contacted the fbi believing they received fraudulent bills for fire removal services. the d.a. says the bills are actually preliminary lien notices from subcontractors performed legitimate debris removal services. some contractors are not familiar with federal contracts and it appears they filed the lien notices as a matter of routine. property owners should contact the contractor and make sure it

was done by a federal agency. oon to the latest about shake shack. residents in san francisco's neighborhood are upset about the burger chain moving into their old grocery store's building. kate larson heard from the developer and from neighbors who have a beef. >> if the city issues necessary permits, the old real foods market closed now for more than a year will likely transform into a rum md gym and shake shack. >> they're taking out a service we need, a grocery store and replacing it with a fast food restaurant that's known for long lines. >> these were the lines in west hollywood when shake shack opened their first l.a. location in 2016. now san francisco cans are expressing concerns about how the popular new york city burger chain and its crowds will fit in to this cal hollow corner. >> it's very residential here. bringing up the noise level and congestion which we're already experiencing. >> with regards to making sure

it's clean and not noisy, center cal employs its own property management staff which will be responsible for cleaning up the streets on a daily basis. >> the developer, center cal says they along with the original owner spoke to more than a dozen grocery businesses about leasing the space. saying they couldn't find a viable tenant. >> the shape of the building was one big factor, the lack of parking was another. >> he says increasing online grocery delivery services also played a part. but in a neighborhood where burger joints and gyms are around every corner, neighbors say they need a new market. in san francisco, kate larson, abc 7 news. it's 4:37. a mountain lion warning going out to students and staff at uc berkeley. a worker spotted a cub near a theater around 5:00 p.m. yesterday. the cub ran away seconds after it spotted a woman. mountain lions often hunt deer in the hills above cal's campus. campus police advised you make noise while you're walking to

today, might want to have the umbrella. the showers will be more numerous this afternoon. then the bay, we've got a small craft advisory meaning it will be breezy and choppy. peninsula, chances of showers up to 2:00. another chance at 2:00. you can call it off and on. in the south bay, from 8:00 all the way through 8:00 in the evening a chance of some scattered showers. take a look at your temperatures and a warmer weekend coming up. here's sue. a live look at the san francisco bay bridge on the san francisco side and the western span and traffic is moving nicely here. you can see how clear it is out there. we had an earlier car fire on the eastern portion of the span. that's long gone. lanes are now clear. hopping over to the san mateo bridge, also clear for a 14 to 15-minute drive from 880 over towards 101. green is good on your road sensors for you early morning commuters. about a 35 machine minute drive into dublin, pleasanton. we'll be following it. you can see the ping on the

we had big fat flakes overnight in the sierra. still, the snow going strong here. in fact, we're going to have snow all day today. but turning over to showers. 29 tahoe. 44 in yosemite. temperatures not as warm in so cal. mid to upper 60s until palm springs at 71. winter storm warning continues until 10:00 tomorrow morning. another 6 to 12 inches possible. another up to a foot of snow at 3,000 feet. 18 inches at our highest pace and still blowing up there. you got to be careful. here's a look at tahoe. you can see the snow coming downside ways. today is the last day by the time we get to sunday. temperatures are warmer than average in the afternoons in the 50s. this morning, president trump is in switzerland for the world economic forum. air force one landed in zurich just before 1:30 a.m. our time.

we're a little bit between storms. it's going to be partly sunny today. that sun is going to irritate the atmosphere and offer more showers and thunderstorms. lightning, hail. pretty small hail, even a little graupel. could have snow in hamilton, diablo, definitely from the north bay mountains. clear and cooler tonight. foggy spots develop. a dry extended period with warmer than average temperatures. here's a look at the second part of the storm. you can see an appendage of that arcing down. that's creating the rain and the snow. showers to our north now. took off the clouds and put on the lightning. there's definitely some thunderstorms within that. that's why the north bay has a best chance of seeing thunderstorms. but they could be anywhere but the north bay is the best place. as we head into the afternoon hours, temperatures in the mid to upper 50s. 54 to 58 degrees. a little cooler in lake port, ukiah at 50 degrees. tonight, look at the 30s. whether half moon bay, palo alto, the inland east bay valleys.

freezing cold in the north bay. santa rosa, 32. lake port, 31 degrees. here's the way the showers map out. from now all the way until 9:00 you see snow up in the north bay. snow in hamilton. notice the showers pick up a little bit heading from noon into the afternoon hours. then wunts sunsets at about 5:00, notice the showers trend over the warm he ocean water tonight. by midnight the showers, the chance is over. if you bump into one, you could get up to a tenth of an inch of rain. lingering clouds and 50s tomorrow. then 60s sunday through wednesday. sue, what's going on in the north bay? >> let's check it out. we'll look at 101 headed south and northbound past freitas parkway. north san pedro road, the headlights headed in the northbound towards novato and taillights past the civic center and everybody is moving nicely. fog-free and a straight shot across the golden gate bridge. reconfiguring your morning

commute to four lanes southbound. it's a 20-minute drive into san francisco out of san rafael. green sensors. we're looking great. we have, looks like, showers over the altamont pass. the green on the map other than the roadway is rain for your commute. it looks like that's pretty typical for commute reece over the altamont. earlier spinout at the off ramp to northbound 101. that's been cleared. soot smooth sailing here. this dog called a hometown hero in the east bay. reporter lilian kim has the story of a golden retriever who helped save a man in distress in pittsburgh. it's not unusual for mow to bark when he sees something in the backyard. his owner says it's typically a raccoon or cat that sets them off. the bark was different. less loud, less aggressive. turned out, i believe because it was a human being opposed to a threat. he's a people dog. he loves people. >> newman went outside and found an elderly man in distress.

he had fallen into the water and couldn't climb out of rocks. newman pulled him out but credits moe for saving his life. >> i have no doubt about it. if you went in that water right now, you wouldn't last very long at all. >> paramedics took the man to the hospital. he's expected to be okay. pittsburg police are calling moe a hometown hero. officers came by early in the day to thank him and give him treats. the department posted about him not once but twice on its facebook page. >> makes me feel very good because i'm his dad. we always have that feeling for your child. >> a life-saving act that has put moe at the center of attention. in pittsburg, lilian kim, abc 7 news. a fast lane for whoppers. burger king cooks up an ad to explain net neutrality. she celebrated her 107th birthday. now she's sharing her secrets to a long life. first techbytes this morning.

this month. as i just showed you, that may be it as far as what the wet weather mother nature gives us. where did yesterday's storm leave us? pretty close to average. we got about a third to the south bay and san jose. then about a quarter to a half inch just about everywhere else to 3/4 of an inch in santa rosa. ukiah at about an inch. let's turn it over to sue. we are following pretty clear conditions out on the road this early morning. we do have slowing out of the central valley. otherwise, it's looking good out there. the purple or the pink on your map, that shows snow at the higher elevations. that's pretty cool. we did check for the tahoe ride and we do have chain requirements all over the sierra for most major highways at this hour. we do have our toyota tahoe report at about 6:20 this morning. you want to watch that. tunnel is closed for cleaning until 6:00 a.m. this morning. they have a detour in place,

good morning east bay. let's get up and get going. >> this is abc 7 mornings. 5:00 a.m. on the dot on thursday, january 25th. >> you're never more than seven minutes away from rain. >> not really true. >> you're never really more than seven minutes away from your forecast. it does feel like that. >> i think you were correct in that assess am. will the rainfall on you every seven minutes? it is scattered out there and increasing as you see my storm impact scale notes there. this is a 1. it's lighter today. the greatest amount of showers and possible thunderstorms will be across the north bay. lightning, thunder and small hail is possible. so let's take a look at how the day unfolds by showing you showers and some of the yellow up there. a brief downpour is possible when the showers move in. we're still watching showers march towards the peninsula. about
