janine de la there was no impact on the community. this is an unreal looking flame. no community warning was issued. flaring is a safety device to combat excess gas at that refinery. we're waiting to hear from shell as to what caused this flaring incident. pg&e working to restore customers in the east bay. there are four different outages in the area. you can see this on the no word what's causing the outages. welcome to friday. here's a quick update on weather and traffic. hi, mike. >> it's pretty dry out there this morning. hi reggie, hi everybody. there's a lot of moisture in the air in the form of fog. the brighter the whiteness, the thicker the fog. look at this, zero visibility in santa rosa and petaluma at the

airports there. 101 is going to be a little tricky if not a little dangerous this morning. reduction in visibility and the fact that it's still damp out there. look at the planner. 34 this morning. actually see the run sies. haven't put it on the map in a long time. mid to upper 50s at noon. increasing high clouds and mid to upper 50s at 4:00. upper 40s to low 50s at 7:00. hi, sue. >> good morning. let's talk about this very dense fog that mike has been mentioning. we're going to go to the north bay in a minute. right now, we have an accident with the car to the sand barrels, northbound 808. the 23rd off ramp. it's not affecting the freeway, per se, but the tow trucks are on the way and it may be blocking the lane. the orange on your map reigns the dense fog in the north bay. we have a car out of gas, southbound 101 blocking the slow lane near the construction area. that's a dangerous situation if you come up on that stall.

just be very careful. it's blocking the slow lane southbound. a live desk update. >> at the live desk, in about 30 minutes, president trump will make a major speech at the world economic forum in switzerland. this is video here of him at the global summit in davos a few hours ago. the president is now responding to "the new york times" report which said he tried to fire the special counsel. kenneth moton is live in washington with the latest joining us now. kenneth? >> reporter: good morning, jessica. that's right. president trump responded a couple of hours ago to that new york times report that says he tried to fire robert mueller last summer. reportedly mueller found this out during interviews with current and former white house officials. >> this morning, president trump on the world stage at the economic forum in switzerland.

>> fake news, folks. >> responding to a new report that he tried to get rid of the special counsel in the russia investigation. "the new york times" says after media reports after obstruction of justice case last june, the president ordered don mcbegan to ask the justice department to fire robert mueller. the sources say trump backed off. >> i haven't given it any thought. i've been reading about it from you people. >> the top aide repeatedly denies that he's given thought to firing mueller. >> the president hasn't not discussed that. >> "the new york times" also reports white house counsel argue dismissing mueller would have a catastrophic effect on the trump presidency. a reaction on msnbc. >> these reports are absolutely stunning, deeply frightening, because they show that the president will stop at nothing

to protect himself. >> white house attorney tie cobb responded that we decline to comment out of respect for the office of the special counsel and its process. >> president trump said he's ready to sit down for an interview with mueller under oath. but his attorney quickly clarified saying that's still being worked on. reggie. reporting live in washington, kenneth moton, abc news. a plan that president trump will send to congress on monday is already being rejected by democrats. immigration advocates and even conservatives. it would give 2 million undocumented immigrants a way to become citizens. that's a lot more than the daca program. conservative republicans say this is unacceptable. the president wants $25 billion for border security, including the border wall. democrats say they're not going to support it. the plan would eliminate the visa lottery system and limit family immigration, which immigration advocates are

blasting. the trump administration is throwing its support behind a free speech lawsuit against uc berkeley that accuses the school of having a double standard for campus speakers. the suit says cal restricts conservative viewpoints. it was filed after a campus after ann coulter did not take place last year. officials say the university does not discriminate against speakers and called the allegations unfounded. an east bay high school student says her school isn't doing enough after others attacked her in a classroom. we have video of beating and it looks brute it will. this was inside pittsburg high school last month. she's the one getting punched. she says it started as an ongoing verbal dispute with her attackers. >> was hoping swb would get to me. i could hear somebody say stop, don't do that. let me get through. >> it was horrible. it's like ten people around her and not letting the teacher to

break up the fight. i feel bad. >> i.d. a says her school expelled the two attackers and wants the same treatment for the others involved. pittsburg unified won't comment on the case but tells us in general, any student involved in a physical confrontation faces consequences, possible expulsion or consequences involving law enforcement. san francisco police are putting out a new call for this bizarre incident in the castro dikt. you can see the man driving his van down the street. he sideswipes a deli and bystanders plead with him to get off the sidewalk. police eventually arrested him. he's charged with aggravated assault and attempted murder. another terminal expansion is planned for mineta san jose airport. the aviation director plans to give the san jose city council a preliminary plan for budgeting

for the expansion in march. the new expansion is estimated to cost up to a billion dollars and fully open by 2024. it is definitely cooler this morning. up to 11 degrees cooler in half moon bay. dress accordingly. look at the temperatures around san francisco. sunny side, -- ocean beach, abt 44 degrees. 47 though in you're heading towards downtown. here's a look at the dampness out there. even though with all the cars driving through the bay bridge toll plaza, you can see the sheen coming up. the earliest of our commuters, that's where you'll find slickness. mass transit, a cooler morning. other than that, it's pretty good. lighter breezes if you're going to be on the bay. let's talk about your 12-hour planner. start with the east bay valley. we're dropping down to 42 degrees at 8:00 with a little fog. notice the sunshine at 48 by

10:00. then in the mid-50s at noon with increasing high clouds. each through the evening hours. we'll drop back to 47 degrees by 8:00. the north bay, start off at 36, warm up to 47 by noon. low 50s from 2:00 to 4:00. back in the low to mid-40s by 8:00. got plans for the weekend, you want to get outside. our chances of rain, there aren't any. i'll show you how warm it's going to get in the accuweather seven-day forecast. here's sue with a look at what's going on in the east bay. >> the east shore freeway, we're checking that and the stream of headlights are heading in the westbound direction. everybody is moving at the limit. the bay bridge, just showed that shot, mike. it's looking really good. no delays there. overall, green is good. we have a little bit of slowing out of the central valley, of course. once again, the broadway tunnel is closed for cleaning. there is a detour in place to get you around that both directions from east-west and west to east.

into an a a.m. p.m. he demands money. the clerk screamed and the boy eventually ran off without getting any cash. video shows the boy roll up to the gas station on a skateboard. police were stunned at how determined the suspect was. >> any time you have a case involving a young child and a gun, that's concerning. but what makes this case unique is how bold the suspect was. >> stockton police arrested the suspect at a middle school yesterday morning. he has been booked into san joaquin juvenile hall. >> that is disheartening. a setback for homeowners wanting to rebuild after the wildfires. a major home builder is pulling out. they've sent a letter to the homeowners in the coffey park neighborhood. the company cannot guarantee the resources it needs to build. 75 homeowners were said to express interest in did he nova doing the work. there is a general labor shortage in home construction.

in coffey park, wayne friedman, abc 7 news. >> certainly good to see that progress. >> wayne knows how to tell a story. that's awesome for sure. you're never more than seven minutes away from your accuweather forecast. here's meteorologist mike nicco. >> the pretty dry doppler. a few showers off the north bay coast. those will fade away as they stay pretty much over the ocean the next couple of hours. we're going to start off with sunshine and see the storm track bringing us in. a band of high clouds. there's no rain in the high clouds. you can put the umbrella away. you'll still need the sunglasses from time to time today. here's my accuweather highlight. cooler than average. partly sunny sky. cool again tonight with a little bit more fog forming. possibly even in the east bay valleys. definitely fog in the central valley. above average highs. going to try to get to 71. i'll show you that coming up. 60s as warm as we get in san jose. 55 to about 58 degrees for the rest of us.

cooler up around lakeport and ukiah. 50 and 51 degrees. see the fog in the central valley. some of that will leak into the delta and possibly the east bay valley. temperatures there will run from 35 in livermore to 42 in antioch. mid to upper 30s. san rafael, 37 in palo alto. fremont 39 tonight. grab an extra blanket. everybody else in the low to mid-40s. here's my seven-day forecast. after a cold morning, we'll push the mid to upper 50s. cold again tomorrow. we'll see more 60s. a look at that mid-60s sunday. possibly mid to upper 60s for the warmest day tuesday. tuesday is february and it's dry. sue? if you have to be up at 4:47, at least traffic is light out there. taillights are headed in the southbound direction past the north gate mall and headed towards civic center and central marin. it's looking really good for an 18-minute drive from san rafael to this point.

through southern marin and across the golden gate bridge which is fog-free at this hour. let's look at the drive times. tracy to dublin, early morning commuters getting off to a good start. 32 minutes at this hour. we had roadwork picked up in the eastbound direction. the roadwork will continue until 9:00 this morning. highway 4 looking good. there's your drive time from san rafael into san francisco. abc news was in mill valley as workers cleared a tree that fell on to a house on castle rock drive yesterday. the people who live here got out safely and nobody was hurt. they brought in a tree company to chop up and clear away that tree. >> casey affleck won the actor for best oscar last year, but he will not be back to present the award after bowing out. he was slated to present the best actress award at this year's oscars. that is the tradition. sexual harassment claims two women made against the actor are receiving new attention in light of the harvey weinstein scandal. also the me too movement.

i thought you'd like to see this statistic for january. if we don't get any rain the rest of the month, i don't think we will. most of us will end up with a surplus. 111% of average in santa rosa, to nearly 150% of average for san francisco. for the entire rain year, i'm working on the numbers right now. not as impressive. those are coming up. here's reggie. >> thanks, mike. this dashcam video gives you a heart stopping look at the mudslide in montecito. for 15 seconds, a highway patrol cruiser was washed away by a river of mud. the officers were finally able to drive away from the mud flow. this is a drone's perspective of some of the damage left behind. the people remain -- two people remain missing. a toddler and teenager. at least 21 people died. >> what goes through my heart are the eight people who died across the street because they couldn't get out. the water was so forceful that during the night i think they must have just been sound asleep and they probably drowned. >> the woman you just heard from

it. no rain for the rest of the month. let's take a look. it's been spread out pretty nicely. our longest stretch was the 11th to the 14th. a lot of reports of hail yesterday. i wanted to tell you the difference between sleet and graupel. sleet is frozen. it's snow that melts and refreezes into ice. graupel is snow with water. super cool water droplets that freeze on top of the snow. that makes it a little softer. that's the difference between sleet, hail and graupel. didn't get many reports of graupel yesterday, sue. >> that was a new word for most of us on the show yesterday. thank you for enlightening us. here we go. we've got cash paying delays at the bay bridge toll plaza. no delays or metering lights for those fast trackers. your drive on the 80 corridor from hercules into san francisco now is just about 30 minutes or so. that, of course, will change once those metering lights are on. some slowing out of the central valley. we had this earlier stall. by the way the orange on the
