we have our usual early morning slowdown out of the central valley for just under an hour ride to get up and over the altamont pass. a look at our drive times from 4 to walnut creek looking good. walnut creek to highway 13 in oakland about an eight-minute drive. there's that ride from tracy to dublin slowing and that earlier accident is out of lanes. it is recovering somewhat. sue, thank you. a call from a group of health advocates to yank facebook app off the markets. >> they claim the messenger app made for kids is a threat to their well-being. amy hollyfield live for us in menlo park. amy? >> reporter: hi, good morning, reggie. 97 child advocates have signed a letter, a combination of individuals and nonprofits are asking facebook to pull the plug on this messenger kids. that's what this app is being called, an advertising free facebook app targeted to 6 to

12-year-old kids. facebook says it took steps to be responsible with the app including giving parents tools to control their children's social media use. but those against the app sent mark zuckerberg a letter showing social media can be damaging to young people. here's one quote. younger children are simply not ready to have social media accounts. they're not old enough to navigate the complexities of online relationships. which often lead to misunderstandings and conflicts even among more mature users. they go on to point to studies that show social media use is tied to higher rates of depression. no reaction yet from zuckerberg who is a father of two. reporting live in menlo park, amy hollyfield, abc 7 news. on to a huge step after the devastating wildfires. >> crews have finished the removal process in coffey park.

as of friday the army corps of engineers has completed 58% of total cleanup. workers had to clean debris from 13 properties in coffey park. crews started to rebuild the first home in the neighborhood near sumatra drive. starting today it's supposed to get easier and less expensive to get permits to rebuild where thousands of homes and other structures were destroyed. the county's resiliency permit center plan goes into full motion today and this means officials are bringing in an outside firm to handle permits and inspections. the county will reduce building fees, part of a $23 million plan approved by the board of supervisors. a popular bay area ballet teacher is under arrest after allegations he sexually abused a child. abc 7 news reporter kay larson talked with his boss at a daly city ballet school. >> reporter: 54-year-old viktor kavaniaev is in jail after being

arrested on a warrant of 16 counts of sexual assault after child under 14. >> these incidents occurred, though, a while ago in contra costa county. >> reporter: the d.a.'s office says the charges to be filed tuesday are associated with his role as a ballet instructor. >> at one point he was in contra costa county with several different schools and giving private lessons. >> reporter: before his arrest kavaniaev was teaching here at the westlake school for performing arts in daly city. paul peoples, the executive director of the school, says kavaniaev teaches advanced ballet to teenagers five days a week and has never received any complaints. peoples is in disbelief. he tells me the accusations are completely out of character for kavaniaev who has been reaching at westlake for almost eight years and has a wait list for his classes. >> i'm concerned that children might be at risk. >> it's scary as a parent. we entrust these dancers with our kids. >> reporter: this man's daughter takes ballet at westlake. >> she's been here two years now

and we've never had any issues with the teachers. >> reporter: in light of the news, he'll be having a serious conversation with his daughter. in san mateo county, kate larson, abc 7 news. congress is stepping up efforts to protect amateur athletes in the wake of the larry nassar sex abuse scandal. the doctor was sentenced to 175 years in prison for sexually abusing 150 women and girls. congress passed legislation requiring governing bodies to promptly report abuse claims to law enforcement. the bill needs to return to the senate for approval before the president signs it into law. another bay area resident has drowned in maui and this makes three in just the past two weeks. all three were men, all three from the east bay, all three over the age of 50. and all three were snorkeling. the latest victim comes from berkeley. he died on saturday. the others were from oakland and castro valley. usga inspectors joined the investigation of raw meat delivered to a san jose grocery

attack on a tech shuttle bus. officers couldn't find the bus nor could they find the person who reported the incident. at the live desk this morning, the contra costa county sheriff's office is investigating a shooting and a crash that unfolded after 10:00 p.m. someone was believed to be shot on city streets in unincorporated richmond. a car carrying that shooting victim got into an accident on the off ramp at interstate 80. no word on the extent of injuries. protesters plan to be at city hall after they voted to rename columbus day to indigenous people's day. the vote upset some itali italian-americans in the city who say they are losing the holiday meant to celebrate their heritage. members say they should have had

a public forum. the board will take a second and final vote today. the victim in the brock turner sexual assault case will not contribute to a contemplative garden stanford university is building at the site of her attack. they rejected two quotes from a memorial plaque taken from a statement she read during sentencing in 2017. stanford said it did not feel the quotes were appropriate for the space. turner served three months in jail for sexually assaulting the young woman behind a trash bin in 2015. gop lawmakers claim the memo shows improper surveillance of the trump campaign by the fbi. they also claim it provides a political bias within the justice department. democrats called the move an effort to undercut the mueller investigation into russian meddling in the presidential election. it is not clear when and how the memo will be released.

westbound from tracy to livermore is really jammed this morning. we do have an ace train delay about ten minutes behind out of about ten minutes behind out of livermore. the golden gate ferry or buses. >> detachable caps could be a thing of the past. the bill requires all plastic caps to be tethered to the bottle by the year 2020. why would they do this? the caps are often found littered on public land and beaches and pose a big threat to fish and other marine life. the beverage industry opposes the measure saying manufacturers aren't equipment to make that change yet. 5:39. leaders want to find a way to fix the flooding around highway 1.

a quick look around the rest of the state and they're pretty much under the same weather pattern we're under but much warmer down south. look at the mid-80s los angeles and palm springs. 66 in monterey. mid to upper 60s. a record high today. this is as good as the snowpack will be and that's 30%. you can see some fog over the water once again. 54 is a record high today, can you imagine what will happen when we get to 56, 58, and possibly 60. a stretch of record high temperatures we don't want in the sierra. volkswagen suspending its head after the company exposed monkeys to engine fumes.

"the new york times" first reported that in 2014 study. researchers showed cartoons during the exhaust fumes test to keep the monkeys calm. the chair says the tests were, quote, totally incomprehensible and must be investigated fully. the family of a man whose shooting death was posted to facebook is suing the media giant now. he was shot and killed by steve stevens in cleveland. stevens uploaded the video to facebook. the lawsuit claims facebook should have known stevens was a threat based on his posts. they are seeking more than $25,000 in damages. hayward police are crediting a vigilant parent for the arrest of a convicted sex offender. melvin flemings offered to give basketball lessons to a high school student. the parents searched the coach's name online and found he is a convicted sex offender. >> a sheriff's deputy is being hailed a hero following the daring rescue you're about to
