debris removal process. workers had to clear debris in the neighborhood. altogether 58% of the wildfire cleanup completed in the north bay. starting today it's supposed to get easier to get permits to rebuild in sonoma county where thousands of homes were destroyed. the resiliency permit plan goes into full motion today. officials are helping handle permits and inspections. part of a $23 million plan approved by the board of supervisors. charges expected to be filed against a popular ballet instructor accused of sexually assaulting a child. viktor kavaniaev was arrested on 16 counts of a child. >> i'm concerned children might

be at risk. >> it's pretty scary as parent. we entrust these dancers with our kids. >> kavaniaev was working at the westlake school for the performing arts in daly city. he's been teaching there the past eight years. congress is stepping up efforts to protect amateur athletes in the wake of the larry nassar scandal. the doctor was sentenced to 175 years in prison for sexually abusing more that be 150 women and girls. governing bodies for amateur athletics promptly report abuse claims to law enforcement. the bill needs to return to the senate for approval before the president signs it into law. new legal trouble for o.j. simpson. the family of ron goldman is heading back to court demanding money simpson made from autographs be used to settle his debt. an attorney plans to ask an l.a. judge to order simpson to

over money. another resident has drowned in maui, three in the past two weeks. similarities are eerie. all three were men, all three from the east bay, all three over the age of 50. and all of them were snorkeling. the latest victim was from berkeley. he died saturday. the other victims were from oakland and castro valley. usga inspectors have joined the investigation of raw meat delivered to a store. photos show it unwrapped and sitting in shopping carts. these pictures were posted on line of the men delivering the meat. the meat vendor says it has fired both employees. the usga issued a statement saying it is working with local investigators and, quote, is committed to protecting public health by ensuring the safety of the meat supply. >> we're waiting to hear the charges for a man who led police on one of the more bizarre area chases that we have seen in

memory. that 52-mile pursuit yesterday started in berkeley and went across the bay bridge, down highway 101 and then across the san mateo bridge and this is how it all started. a man pulled his truck over on i-80 then stood in it and waved a baton around -- a crowbar. when officers tried to get to him he sped off. at one point he hit 80 miles an hour. they used a pit move to stop the truck. >> you could have hurt a lot of people today. what do you have to say about that? welcome back at 6:09. we want to get back to amy hollyfield. >> the call to stop a facebook app targeting kids. amy? >> reporter: 97 child advocates have signed a letter sent here to facebook saying raising children in this digital age is hard enough. please don't make it tougher. they are asking facebook pull the plug on a new app called messenger kids that targets 6 to 12-year-olds. facebook says it took precautions advertising is not allowed on the app and parents have tools to control the kids' social media use and their contacts list. it helps children stay in touch. critics want facebook to cancel this app to get rid of it. here is one quote from the letter saying why.

it is 6:15. at the live desk this morning amazon is diving into health care teaming up with berkshire hathaway and jpmorgan chase to create a company that helps their u.s. employees find quality care at a reasonable cost. the business giants have not released many details other than that. the new company will be independent and free from profit making incentives and constraints. this is for amazon employees not for the rest of us. 6:15 now. happening today two news conferences planned for former employees and the owner of oakland's food and shoe service restaurant after the owner was accused of sexual harassment. several former employees will talk about the allegations and his refusal to divest from his restaurants. hallowell has denied the

private event. there will be a safety driver behind the wheel. governor jerry brown signed an executive order to put 5 million electric vehicles on california roads by 2030. that goal is much more ambitious than the previous challenge to have 1.5 million electric cars by 2025. the plan includes $2.5 billion in funding to encourage drivers to make the switch. critics say resources like batteries and charging stations would cause more pollution than gas powered cars. interesting. it was a big night in hollywood for a bay area movie director. >> black panther had its premiere last night. the movie is directed by ryan kugler. it is based on marvel's first black comic book hero. >> i just love the fact that you're seeing such well-rounded characters and most of them are black and it's on the stage.

it's dangerous. when it shows zero in petaluma that means you have a couple hundred feet if you're lucky. about one mile in santa rosa. if you look at the winds, the winds are starting to push south so this will push across the san pablo bay. something we'll keep an eye on. dress warmly this morning. 30s and 40s but we'll be warmer with brighter sunshine this afternoon. upper 50s and mid-six. here is sue. the metering lights were on about an hour ago and you can see we're stacked up and full up back to the over crossing. 47 minutes now so that is more to the orange commute and moderate. you will see brake lights. give yourself extra time. no accidents or stalls. i don't want to jinx it but there haven't been any yet this morning. we are expecting to learn new details on a police

shooting. >> it happened on feller avenue, the same street officers shot and killed an 18-year-old in 2016. abc 7 news reporter janine de la vega live for us in san jose. janine? >> reporter: reggie, there's a lot we still don't know about this officer involved shooting but later today the police chief is expected to say what led one of his officers to shoot at a woman. this all took place in a neighborhood near alum rock in east san jose yesterday afternoon. you can see from sky 7 police surrounding a home. the woman inside was armed with a shotgun. you can see there outside. our media partner "the mercury news" is reporting the woman walked outside her home and made unspecified threats to people including officers. one of the officers fired at least one shot at the woman wounding her. neighbors are familiar with her and say she sometimes rents a room out. >> i don't know her ferpers she walks a dog diligently.

she seems to be pretty quiet, keeps to herself. >> reporter: according to the paper the woman was reportedly suffering a mental health crisis and says she wanted someone to shoot her. this happens to be the same street where officers shot and killed an 18-year-old in 2016. the police chief will be telling us more details later today. he's scheduled a news conference for 2:00 p.m. here at police headquarters. reporting live from san jose, janine de la vega, abc 7 news. >> thank you, janine. developing news in the south bay where the highway patrol is looking into whether there's been another attack on a tech shuttle bus. investigators received a report after bus with a shattered window on interstate 280 near loss altoes hills yesterday. officers couldn't find the bus or the person who reported the incident. at least five buses have been hit in the area in just the last month. at the live desk this morning the contra costa county sheriff's office is investigating a shooting and a crash that unfolded just after 10:00 p.m. last night.

someone was believed to be shot on city streets in unincorporated richmond. the sheriff's office confirms a car got in an accident on the off ramp in richmond. no word yet on the extent of the person's injuries. happening today protesters plan to be in city hall after city leaders voted to rename columbus day to indigenous people's day. the vote last week upset some italian americans in the city who say they're losing the october holiday meant to sell brat their heritage. members say the board of supervisors lacked transparency and should have had a public forum to discuss the issue. the board will take a final vote today. the victim in the brock turner sexual assault case will not contribute to a contemplative garden stanford university is building at the site of her attack. they rejected two quotes from a plaque taken from the statement she read during turner's sentencing in 2016. stanford says it did not feel the quotes were appropriate for

the space. those exact quotes were not made public. turner served three months in jail for assaulting the woman behind a trash bin in 2015. republcans have voted to release a secret memo on the russia investigation. lawmakers claim the memo shows improper surveillance by the fbi and claim it proves political bias against mr. trump within the justice department. democrats called the republican move an effort to undercut the mueller investigation into russian meddling in the presidential election. it is not clear when and how that memo will be released. happening today president trump is preparing to make his first state of the union address. politicians and guests will be there for the president's speech but they may want to double-check their tickets. take a look at what was printed on some of the tickets. do you see what it says there. state of the uniom with an "m" at the end. the white house says it's all coming together behind the scenes despite the typo. the president's address will be

dictator. abc news will have live coverage of the state of the union and the democratic response. it all starts tonight at 6:00 p.m. here on abc 7. you can stream it through our abc 7 app. according to the napa valley register hotels in the county lost $17 million. it was because rooms were given away for free or at discounts to evacuees and first responders. for the 2017 calendar year hotel and lodging revenue is up but only up 1% from the previous year. state treasurer john chung will reveal what's next in a plan to create a public bank for cannabis businesses. they're operating on a cash only basis because of federal laws against the drug. banks are reluctant to take trouble. marijuana is expected to become one of the largest cash industries in our state.

aimed at kids. >> they claim the messenger app is a threat to their well-being. abc 7 news reporter amy hollyfield live at facebook headquarters in menlo park. >> reporter: good morning, natasha. 97 child advocates, a combination of individuals and nonprofits have signed a letter and sent it right here to facebook asking facebook to pull the plug on a new app. it targets 6 to 12-year-olds and is called messenger kids. facebook says it has given parents tools to control their children's social media use. it's a good tool for kids to stay in touch. those against the app sent mark zuckerberg a letter. here's a quote from the letter. younger children are not ready to have social media. they're not old enough to navigate the complexities of online relationships.

>> b a radio host and said the comment was not very appropriate he says he is reconsidering whether to continue the morning radio segment with the station in the future. a battle is brewing over whether to allow more microbreweries and things got heated in a meeting in fremont last night, one of more than a dozen meetings on this proposal. concerns in fremont are keeping the ardordinance from being pas. many say opening up rural areas to breweries will have heavy traffic. >> trying to do agro-tour. and that type of environment for people you want to give them many options. >> it will likely be revised because of a pushback and a process that will take months. detachable caps on plastic bottles could become a thing of the past. the bill requires all plastic caps to be tethered to the bottle by the year 2020.

earth will move between the sun and the moon and that cast as red shadow but a super blue moon because it's closest to the earth and is our second full moon this month. look to the west between 5:00 and 6:00 when you'll definitely see the greatest eclipse. it starts about 4:00. you can see temperatures in the mid-40s to upper 40s so dress accordingly. up in the north bay near the delta there will be fog again tomorrow morning. you have to get the higher elevation so you can see it. a look from mt. tamalpais. thin clouds for the lunar eclipse. see angel island, that fog from the north bay already slipping south. we'll keep an eye on that. temperatures around 64 to 68 degrees. only the coast will be cooler today. the rest of us will be warmer. we could dip down to the mid to upper 30s in the north bay and inland tomorrow morning. make sure you check our app before you head out to watch the lunar eclipse. it only gets warmer and stays
