been issued. they are just watching over the area. here is what it looked like, though, last night when the fire was really going. we're at sims metal management in richmond on 4th street where a 20-foot high pile of metal caught fire. air quality was a big concern. haz-mat teams and air quality officials were monitoring the air. they did issue a shelter in place for the residents here. here's what it meant for the people here. >> they're not coming outside at all. they shut off air conditioning and their windows, close their doors and keep their kids inside. >> reporter: but, again, that has been lifted. this firefight was tough. they even brought in crews from nearby refineries to help them. take a live look at what is left behind. there are huge piles of foam out here now. that's what they used to put this fire out. a big mess here. but, again, the fire is out.

tint during the eclipse. that's where you get the blood part of the title. a watch party is being held aboard the "uss hornet" in alameda. it served as the recovery ship for the lunar landing. that seems appropriate. matt keller will have more in the next half hour. 4:32. we have a resident moon expert here. meteorologist mike nicco. hey, mike. >> good morning, guys. there are issues with fog this morning as we expected. it's mainly up in the north bay. we had a little bit along the coast but half moon bay starting to see that offshore breeze chase away the fog. napa, won't be able to see it there unless you're above 500, 600 feet. santa rosa, up to ukiah. what's happening at 3:48 this morning. the partial eclipse is coming. by the time we're at 5:29 it's off the horizon, the maximum

part. as it ends at 7:11, it's going to be harder to see. a, because the sun is coming up and also, because it's nearly behind the horizon. if you're going to head out, temperatures going to get a little bit cooler, especially inland. we're about 40 to 43 now. we'll drop down to about 38 to 42 degrees by 6:00. dress warmly. we'll take a look at your commute planner and the current temperatures outside coming up next. here's sue with an update. >> it's going to be tempting to take a look at the moon when you're driving this morning. be careful on the roads. we've got roadwork out there. the northbound lanes and southbound lanes of 101 over the waldo grade. southbound down to one lane for a half an hour more. reports are abc traffic producer tammy got stuck in this traffic on 880. it was stopped for a time. they're doing roadwork by high street. various lanes northbound between washington to 23rd. we're seeing significant slowing past high.

week. city officials say two german shepherd mixes killed a miniature horse. they returned two nights later and mauled to death three more miniature horses and a donkey. the two of the dogs have been captured and will likely be put down. >> these dogs appeared to be on a mission. it appears they were looking for food. >> the zoo is making changes to try and prevent another attack from happening. going to a cal state school may be more expensive. csu trustees are looking for raising tuitions for the second straight year. the trustees say $3.8 billion in the governor's proposed budget is only a fraction of what they need. the proposal that they're considering would raise tuition for undergrads by 228 bucks. the trustees will hold off on a decision in may when a final state budget takes shape. this morning, bay area

philanthropists made donations. the gifts total $14.5 million will address addiction and concussions in children and teens. officials say they are two of the most significant issues affecting the health and well-being of kids and adolescents. stanford school university school of medicine and the children's hospital of packard will help them understand, treat concussion. a push to replace san francisco's hall of justice. the building houses the criminal court. it's declared seismically unsafe in 1992. plagued by rodents, power outages and sewage floods like the one last january. they want $1.5 billion to design and build a new court building. just check the pollutants at the bay area air quality management district monitors.

carbon monoxide, nitrogen dioxi dioxide, sulfur dioxide and particulate matter. they're running in healthy levels right now as we keep an eye on richmond. 47 in ocean beach. lake merced 49. everybody else in the low 50s until you get to the financial district. about 53. we've got 50s in daly city and belmont. and that's about it. the rest of us are in the 40s. even the 39 right now in petalu petaluma. 37 in american canyon and also in fairfield. let's take a look at san jose. 101 and 880. see, it looks pretty quiet right now. it's definitely dry. we have to exercise caution in the north bay because of the dense fog. dry all day if you're taking mass transit. light breezes on the ferry today. for the east bay neighbors, 46 at 8:00, 53 at 10:00. then we'll flirt with 60 for the better part of the afternoon hours. dropping back to 53 by 8:00. up in the north bay, 38. so a little cooler there. 48 at 10:00. look at that. 59 at noon. but notice the temperatures in the mid-60s from 2:00 to 4:00.

gorgeous, it's almost completely blood. it's only 4:47. that's not bad. it's going to be there through 5:30. high clouds return with above average highs. thicker clouds tonight means milder. not as chilly tomorrow morning. the dry storm track, possibly all the way through valentine's day. it's a couple more weeks. here's a look look at what's going to happen today. a sunny start but the clouds encroaching us from the west. you'll still need the sunglasses today. we'll still see temperatures nearing 70. in santa cruz and morgan hill, up around ukiah, the rest of us 65 in richmond to 69 degrees in san jose. 63 at half moon bay. technically one of the cool spots. 50 at san francisco. a lot of mid to upper 40s, except for the deepest inland valleys. here's a look at the seven-day forecast. february tomorrow and then look at the 70s emerge in the forecast. we'll have low to mid-70s away from the coast friday.
