brighter and brighter. it is beautiful in all of the stages, mike. >> jessica is back. coming back for a beautiful thing in the sky. >> absolutely. anyway -- yes it's beautiful outside. let's take a look at what's going on. unfortunately, i'm getting reports of people that can't see it. that's because of the fog. remember, these reporting stations are near the airports in napa, in santa rosa. if you live away from those, maybe you are seeing the lunar eclipse or able to see it a little better. look to the west. that's where it is, barely above the horizon as it starts to set. if you're headed out right now, dress for these temperatures. we're in the 30s in our inland valleys. mid to upper 40s around the bay. 50 in fremont and san francisco. here's sue. >> all right. we're headed out to take a look at the richmond-san rafael bridge. traffic is looking good. there's a little bit of a delay for those paying cash.

it's an 8-minute ride to the marin side of things. a little backup. starting to build. most folks are behaving earlier accident off to the right shoulder on the altamont pass. otherwise, we have these boxes still in lanes on 680 near scott creek and an accident blocking the left lane near alum rock. big update from richmond this morning. a shelter in place order has been lifted there following a large scrap metal fire. i want to show you a live picture of the scene here. this is south 4th street and cutting boulevard at sims metal management. you can see no flames. a lot of debris left over and firefighters monitoring things, making sure nothing flares up again. we don't want to see another scene like this one. this is what it looked like overnight. the fire ignited around 5:00 p.m. yesterday. then those huge flames came out from there.

one fire truck is on scene right now to make sure no hotspots flare up this morning. the other firefighters are back home because this was such an intense fire. they had so much work to do. pure exhaustion this morning. the cause of the fire is still under investigation. we'll have another live report later in this newscast. back to you. >> we've been able to smell it all over the bay area. this has been a major problem. jessica, thank you. to everyone not usually up right now, perhaps they set their alarm to watch the super blue blood moon. >> a lot of you are sneaking outside to take foe foes, but there was no better look from here. it sounds like a word jumble. but this is a rare look at a lunar eclipse that appears reddish in the sky. matt keller is on board the "uss hornet" in alameda. >> reporter: just hanging out on

an aircraft carrier and doing star gazing, more specifically moon gazing. you've got the san francisco skyline as well. let's show you the main attraction. let's check out sky 7. you can see it up close. we're getting close to the end of the total eclipse at 6:07 a.m. maximum eclipse at 5:29 a.m. why is this called a super blue blood moon. it's when a supermoon, blood moon and blue moon occur at the same time. it hasn't happened in 150 years. the moon transforms into the red color, once it's completely sub merged in the earth's shadow. the next one will be visible. not 150 years, only until next year, january 21st. reporting live in alameda, matt keller, abc 7 news. >> thank you, matt. and thank you to so many viewers who have been sending us the moon from their perspective. snap a photo, post-it on social media. use the #abc 7 now. many people tweeting about

the president state of the union addre address. >> he spoke about four pillars. >> the first pillar generously offers a path to citizenship for 1.8 million illegal immigrants who were brought here by their parents at a young age. >> the president says the second pillar is focused on building the border wall. the third pillar ends the visa lottery program. the president says that randomly hands out green cards without regard to skill or merit. the fourth pillar ends what immigration critics, including the president, call chain migrati mgration. that's a system that lets legal residents bring in relatives to the u.s. the president wants to limit that to just immediate family. despite president announcing a path to citizenship for dreamers, some from the immigrant community in san jose did not like what they heard. a daca recipient from peru said the pillar ending chain

migration hurts her family more than it helps it. >> you want to call me an american but i cannot petition for my mom so she can gain citizenship. so i don't know. it's making me question whether or not i want to stay here. >> california through and through, born here in san francisco. definitely that's something important as i have a lot of friends that may fall in that category. >> president trump said his reforms will bring the immigration system into the 21st century. new details in the effort to replace san francisco's hall of justice. they're asking governor brown to fund the construction of a new criminal courthouse. they want the state to return $1.6 billion to the judicial council for the project. the money was repurposed to deal with the budget shortfall. the governor's office says a proposal to rebuild the hall of justice hasn't gone through the proper approval process. san jose is going to remove the christopher columbus statue from its city hall. >> abc 7 news was inside the city council chamber when people

spoke for and against support of the statue. they voted last night to give the italian american community six weeks to find a new spot. it must be approved and the city will pay to move it. if a location can't be found, the city would put the statue in storage. >> it continues the lies that there was no civilization here, that my people the indigenous community were savages. >> there's a small group that is trying to shame and the italian community and history itself. >> leaders of san jose's italian american community want to move the statue to mineta san jose international airport. we'll keep you posted. months after the wildfires, new trouble for people's whose homes survived. residents dealing with a dangerous water situation. scott baio sitting down with abc news after denying allegations of sexual assault. what he's revealing about a form every co-star this morning.

. watch the screen carefully. a russian fighter jet flew within five feet of a u.s. surveillance plane. it was flying over the black sea when the russian jet crossed the navy plane's flight path. nobody got hurt. the navy is accusing russia of not behaving been international standards. the russian government insists all airspace rules were followed. actor scott baio fights back against allegations of sexual assault. >> nicole eggert, his co-star on charles in charge claims he molested her for years starting when she was 14. baio denies this and says they had sex one time and it was consensual well after the show was over when she was an adult. in his first interview, baio explains what he says really happened. >> after our only sexual encounter where she, she aggressively sought me out because she wanted me to be her first so that she would be good

for her boyfriend. those are her words. >> you say she is -- when you made your online rebuttal, you said she seduced you. >> yes. >> and you stand by that. >> absolutely. >> later on on gma, hear why he says the lies have to stop and how they're affecting his 10-year-old daughter. facebook is banning ads for cryptocurrencies to stop potential scammers. that includes bitcoin. facebook said in a blog post yesterday that promotions for those products may be deceptive and threaten security. the new ad policy that facebook calls intentionally broad restricts ads for initial coin offerings. it will be enforced on instagram as well. this story may amaze you or creep you out. >> amazon has a plan to create robots to deliver packages inside your home when you're not there. here's a skep of what that robot will look like. doesn't look like much here. basically, this would take

this morning. that's gorgeous. that's from sky 7 who continues to do a magnificent job hovering there in the sky. zooming in on this object and holding it in focus, appreciate that. my accuweather highlights, i'll keep the moon behind them. clouds linger. not as much fog as this morning. a break from the winter chill and rain. you can see how quiet it is right now. let's talk temperatures. we'll start on the low end. 63 at half moon bay. a little bit of sea breeze. 65 in richmond and san francisco. jump up to 69 in san jose. you can see 70s around morgan hill. santa cruz and also ukiah. now, as far as what's going to happen in san francisco today, 50 at 7:00. 57 at noon. at 4:00 about 60. 54 degrees at 7:00. you can see our temperatures range from 60 in the in rinna to 65 in san francisco. low 40s in the inland valleys.

mid to upper 40s for the rest of us. starting tomorrow, february 1st, through tuesday, we'll make a run at record high temperatures. here's sue. good morning. we have more information on this accident. it's westbound 80 near pinole valley road. it's blocking two lanes of traffic. there's a motorcycle involved. they need to get a flatbed truck to get the motorcycle out of there. we are seeing traffic stacking up towards the skyway westbound on 80. expect delays there until the lanes are cleared there. then to san jose, north 101 before alum rock, the left lane blocked here. traffic past the 680 interchange. we have reports of minor ace train delay for trains 1 and trains 3. train 1 and train 3 i should say. we'll be back with that in a couple of minutes. >> thank you, sue. sausalito, raising concerns about about a plan to send ferries to ft. baker. according to the marin ij, the city is worried about overcrowding during the summer.

the plan would establish service between northern san francisco and alcatraz to ft. baker. the sausalito mayor is supposed to sit down with officials in the coming weeks to learn more about the project. looks like our cheese is changing flavors as the impending sunrise is now starting to lighten up the left side of the moon right there. still, a gorgeous picture of what's been a great morning. let's talk about the afternoon. 7 to 10 degrees above average and warmer weather on the way as we take a break from winter, reggie. >> thanks, mike. massachusetts gaming regulators are going to hold a special hearing to get an update on sexual misconduct allegations against casino magnet steve wynn. charlie baker says if they're true, wynn would fail to meet the standards under the gaming law to operate ak casino. his company is building a $2.4 billion casino outside boston.

several women claimed they were harassed or assaulted by wynn. one there was a $7.5 million settleme settlement. he's denied the allegations. the senate unanimously passed a measure by senator dianne feinstein yesterday. it will require governing bodies for amateur athletes to immediately report abuse claims to police. this legislation comes days after a judge sentenced sports doctor larry nassar to up to 175 years in prison for sexually abusing more than 150 women and girls. uber is accusing san francisco's treasurer of failing to comply with a new state law by continuing to list the personal information of drivers on the city's website. the treasurer's office is concerned about the validity of the new law. uber says drivers who apply for a san francisco business license often use their home addresses when they apply. they were listed along with 130,000 other city businesses. uber says the new law that went

into effect with the new year made san francisco business licenses obsolete. meaning, they should be removed from the website. the north bay, more trains will be added to the smart train schedule after they secured $10-5 million in state funding. the rail transit district says the money ln distributed over three years and allow the district to continue to add more trips. smart trains started rolling between santa rosa and san rafael -- it's carried more than 300,000 passengers since then. next at 6:30, why cal state leaders may be forced to raise tuition in the fall. stock markets take a two-day plunge. we'll see how the market are opening this morning. the latest on a huge fire burning in richmond. the flames finally out this morning. there is concern lingering on. we'll have a live report from the scene. we're still tracking the lunar eclipse that has been wowing people across the country this morning. this morning. now it looks lik

year's wildfires. the money they want. let's talk about the lunar eclipse. this is a time lapse of what you saw about 90 minutes ago as the earth's shadow covered the moon turning it that gorgeous reddish-brown color. here's a live look from sky 7. as you can see, it's transitioning. a partial eclipse right now. this is going to last for another 30 minutes. sky 7 has been doing an excellent job. we thank them this morning for their service. it's just been -- >> oh, wow. >> look at that. my friends who live in the north bay this morning are saying can't see it. so they're watching us because we have a much better view than what they can see in real life. >> welcome aboard. nice to have them us. we knew it would be an unfortunate possible setback up in the north bay. if you were down in the valleys with the fog. it's still there, unfortunately. it will remain there for the rest of the eclipse.

fairfield, lifting a bit in napa, but it stretches towards novato. if you can get out of there, get to higher ground. let's take a look at the transition as it continues, as the sun is coming up. the good news, january 19th of next year is going to be during the evening hours. it will run from, i think, like 6:30 to like 9:30 or something. don't quote me. it is during the evening hours. most of us will be able to see it without worrying about the sunrise. a quick look at the accuweather planner. upper 30s to 40s. mid 60s by 4:00 with increasing clouds. hi, sue, what you got? >> gorgeous, isn't it. aly little bit of a driver distraction for people. we have a sigalert issued for this. westbound near pinole valley road. two left lanes are blocked. a motorcycle is down and they're waiting for a flatbed truck there. give yourself plenty of time. san pablo avenue is busy at this hour. we're zooming in for a 3d look

that replicates the actual speeds on the roads. you can see it's just crawling along. once again, the sig-alert just issued westbound 80 after highway 4. developing news in richmond where firefighters are watching for flare-ups this morning from a huge fire that started at a scrap metal yard. it could be seen for miles. that cloud of toxic smoke actually produced a shelter in place order overnight. that has been lifted as of this morning. we want to go to abc 7's amy hollyfield for the latest on what's happening there. amy? >> reporter: hi, jessica. the situation out here is much better this morning than it was when people wept to bed last night. last they saw there was a huge fire here. but the fire is out. they're mopping up now. they want to get to the bottom of in huge pile of metal to make sure there's no hotspots smol r smoldering in there. they declared the fire out and

lifted the shelter in place order this morning. here's a look at the fire they were up against. a 20-foot high pile of metal was on fire on 4th street in richmond. it started just after 5:00 yesterday afternoon. health officials were worried about the air quality and issued a shelter in place for the neighborhood. this morning they say they know there is an annoying smell of chemicals in the air, but they did not detect high levels of chemicals in the air. so they lifted the order. firefighters say this was a tough fight an they got off to a slow start because of water issues. >> you really need three fire hydrants that supply this entire area. all of our hydrant lays were over 1,000 feet which required multiple engines to relay into the facility. that takes time to get in place. it delayed the initial fire attract somewhat, allowing the fire to grow a little bit bigger. >> reporter: here's a look at the foam left behind. they used 15,000 gallons of it

to put out this fire. 2 million gallons of water. there's a huge mess here now. now the task turns to looking for a cause. no word yet on what started this fire. no one was hurt in this fire. reporting live in richmond, amy hollyfield, abc 7 news. no injuries certainly good news and the abc 7 news app has been sending out updates. you can stay on top of this developing story just download the app for free and be sure to enable push alerts. jessica, thank you. 6:34 now. sonoma county plans to sue pg&e over the north bay wildfires. >> they're seeking up to $25 million in damages because it believes pg&e is responsible for starting the fires. the money would be used to clean debris and rebuild. pg&e is aware of the impending lawsuit but the cause of the wildfires have not been determined. pg&e wants to remind

customers that they have access to bill relief. people who lost their homes or businesses will not face collections for up to a year. they can contact pg&e to make pavement arrangements. the utility company also stopped billing during the time of the fires. at the live desk, a major milestone for president trump after delivering his first state of the union address. he zeroed in on the economy, immigration and hopes for bipartisanship. and abc news reporter serena marshall has more from capitol hill. >> while the economy seemed to be the president's focus and he did touch on immigration, infrastructure. one topic he steered clear of, russia investigation. >> president trump seeking to unify a divided country. >> we all share the same home, the same heart, the same destiny. >> in his first state of the union, clocking in at nearly an hour and a half, the president

dense fog across the north bay. commute planner, dry all day mass transit and around the bay, light breezes. another beautiful picture from sky 7. tree pollen is moderate. that could get worse. we have near record high temperatures. look at this. absolutely no chance of rain the next seven days. let's extend that into two weeks. where is all the wet weather? east of the rockies. that's where it's going to be winter cold while we're going to be spring warm. here's sue. >> we're going to the western side of the bay bridge. traffic is flowing nicely into san francisco. we do have reports westbound 80 at fremont street. just coming off of the bridge of an accident involving a big rig. apparently the big rig sideswiped a car and moved on. i'm not seeing any slow in traffic here. we'll check back with the chp on that. another trouble spot is just past highway 4 westbound on 82. left lanes are blocked. we have a sig-alert in effect and san pablo avenue. which would be an alternate route for you.

as we zoom in, we see the flow of traffic on 80 westbound. we're looking at almost an hour to get into the macarthur maze now, if not longer due to this accident. thank you, sue. going to a cal state school may be more expensive in the fall. csu trustees looking to raise tuition for the second straight year unless the university gets more money from sacramento. the trustees say the $3.8 billion in the governor's proposed budget is only a fraction of what they really need. the proposal would raise tuition for undergrads by $228. the truss ease will hold off on a decision until may. the oakland a's are taking action to keep you safer from foul balls. they're expanding the protective netting at the coliseum to the far end of both dugouts. the additional coverage will ensure fans safety. it's also in line with recommendations made by the major league. the team says that the netting's green color will be similar to

blood moon. we asked a research scientist. >> it's a reddish-orange hue. that's the upper layers that pass through. for anybody that stared at a sunset, the sunsets are nice and rich and red. it's the same piece of physics causing the moon to light bright and orange and red there. >> this hasn't happened in more than 150 years. that's why a lot of people showed up for the "uss hornet" this morning. they paid $35 to sleep overnight and some people showed up at 3:00 this morning and paid $17 to come and watch the super blue blood moon from the flight deck. it is freezing out here. i thought it was a romantic view. we saw a couple cuddling and they could look at the san francisco skyline and the view. now i realized they just needed to warm up. it is freezing on this flight deck. back to you. >> you and ian cuddling this morning? is it ian out there?

a couple of problems. we have new update on this accident. it's westbound 80 after highway 4 near pinole valley road. there was a sig-alert blocking the two lanes. it's been pushed off to the right-hand shoulder. traffic has yet to recover. it's very slow and go back towards the cummins skyway. as we zoom in on the 3d map, it is starting to stand out a little bit. that's better news. all right, let's take a look at another problem. this one on the peninsula. it's north 101 here rengs tore of. traffic is very, very slow, blocking the middle lanes for the better part of 20 minutes traffic is stacked up beyond 237 in the northbound 101 direction. >> sue, thank you. everybody talking about this story. take a look at your screens. what do you think about this. there were certainly ruffled feathers after a woman tried to board a united airlines flight with her emotional support peacock. >> the peacock has a name. it's dexter.
