shows how close these two locations are. the hayward fault runs right through hayward and the pipe broke on highland boulevard just due west of there. >>. >> reporter: well the hayward fall runs right along the left side of that house over there, that brown house, and it cuts right through the street here on highland boulevard that cut right through that water main that broke on sunday. now seismologists say it was caused by something caused a seismic creep. >> it's like a gear slipping in your transmission. it's not going to propel the car at the speed you want, but it might jerk the car forward. >> reporter: that according to seismologist tom broker is what a seismic creep is, a constant movement along a fault line in between earthquakes, and that's what most likely caused a

massive water pipe rupture in hayward last sunday. a rupture that occurred right along this fault. it ripped this street creating a large sink hole and creating a fast moving river of water, mud and rocks. check this picture, it shows where the fault is relative to the pipe failure. this one was taken before sunday's break of a suring right across the street that shifted due to seismic creep. bill says it's happening all the time on the hayward fault. >> it's moving about a fifth of an inch a year, that doesn't sound like much, but in 40 years, that's getting close to 10 inches of motion. and so 10 inches of motion is enough to stretch some pipes. >> reporter: hayward city spokesman chuck finney agrees, the failure was most likely

caused by seismic movement and the old pipe was installed about 40 years ago. >> it's a cement pipe, and so if you have shifting ground around it, it can cause a fracture like that. >> reporter: residents say they're not surprised by the likely cause. >> if you look at the foundations on the homes, some of them have moved. >> reporter: the last relocation of the hayward fault was 20 years ago, experts say we're likely due for another one. police say they're receiving a lot of calls from people investigate car burglaries. these are just some of the millions of dollars worth of lap tops and electronics they covered. >> people breaking into cars mostly stealing electronics and what they're doing is selling them to a primary fence and he

located at san francisco's former hunter's point shipyards. after it was discovered, the contractor originally hired to clean up that site, may have falsified the data at the national superfund site. there will be an open house tonight for citizens to ask questions. >> reporter: it's the last piece of real estate in san francisco that's still mostly undeveloped, 450 acres s at the former hunte point shipyard. the radio active cleanup has been going on for more than a decade. but recently the navy acknowledged that the soil tests done by a contractor was largely falsified. >> i'm not a conspiracy theorist at all, this was a toxic coverage. >> he said that the contractor was paid $50 million to clean up the shipyards but outside consultants found much of the data was wrong.

will hold a community meeting tonight. a close call at an east bay elementary school today. a driver ran into a portable ymca after school building at castor valley elementary while children were inside. no injuries were reported. you can see the damage where the car's bump e hit the building. as for the car itself, it's going to need a new hood. alcohol and drugs are not believed to be involved. that massive metal scrap yard fire in richmond is out, but questions remain, especially from residents who say they were never notified by the emergency alert system. drone uview 7 shows the fire. according to richmond officials, the fire department triggered the shelter in place after the fire was fully involved. the county notification system
