>> reporter: the u.s. navy is now admitting that their contractor tetra tech falsified soil samples to indicate they were safe. in fact, they were toxic. remnants of the old warfare research lab which are slated to be redeveloped in housing. >> any time she survey around here it comes up dirty. >> reporter: she grew up in hunters point and says lennar and five points has taken advantage of their communities. >> the hope is we will all be dead before they can sell their next $1.2 million condo and that is ape fwrob. >> i understand people's frustration. >> reporter: darren robinson is an environmental coordinator from the navy. he and others held a meeting with maps and time lines chronicling the site's miss steps and action plan. >> it involves additional sampling radiological scanning and reexcavating some areas. >> up until these reports just came out, the navy has basically shut us out. >> reporter: david anton is an attorney who represents the

whistle-blowers who were ordered to swap in uncontaminated sample soils to replace the radioactive ones. he's wary of the navy's new clean-up plan. >> their statement said they are doing everything to protect health and safety are not true. >> reporter: meanwhile, redevelopment has been put on hold for at least the next year. in bay view hunters point, kate larson, abc7 news. >> the warning system worked as designed. that's what the contra costa county sheriff's office is saying tonight in response to complaints following a large smokey fire. abc7 news was in richmond where a fire at simms metal management company triggered a massive shelter in place order yesterday. richmond's mayor today voiced his frustration about a delay in issuing a community alert. >> the warning system thing is an absolute total joke. it's been around now for about 25 years. it's never worked. >> the fire started just after 5:00 p.m. yesterday. a statement today from the sheriff's office says it

received alert information from richmond's fire department at 5:55. it also states mayor butts' statement that it took an hour to get out the first alert after receiving the necessary information from richmond fire is totally inaccurate, misleading and presumptuous. >> these are some of the thousands of stolen devices fremont police say they recovered when busting an international fencing ring. it started late last year as a car burglary investigation but quickly expanded. detectives say the thieves were after a laptops and tablets. fremont police tell abc7 news the stolen devices would then be fenced with a goal of shipping them to vietnam. >> we figured overall the whole investigation we recovered over 2000 electronic devices worth over $2 million. >> some of the stolen property recovered came from as far away as los angeles and las vegas. fremont police say they have received lots of inquiries from possible victims, people need to have the serial number of their device in order to get it back. >> new at 11:00, volunteers who

hauled large animals away from danger during the north bay fires reunited tonight, and many of the owners of those animals came to say thank you. abc7 news reporter lilian kim has the story now from petaluma. >> i said, if we lost the house we'd rebuild. if we lost the animals, i just couldn't go back emotionally. >> reporter: the attachment marty stein has to his animals is something these volunteers understand completely, which is why they risked their lives to get them out of harms way during october's north bay wildfires. >> i know i did a few everything from rams to horses to cows, and anything in between. i could fit in my horse trailer. >> reporter: dozens of volunteers came together in petaluma to meet the people whose animals they saved. she had no trailer of her own and was desperate to get her three donkeys away from the approaching flames. >> i started crying. oh, my god, these complete strangers i never met before are here to help our family with our beloved pets.

>> reporter: another reason for the gathering is to talk about the future of these volunteers. they have formed a nonprofit in hopes they'll be better organized for the next wildfire. despite having saved thousands of animals volunteers often had trouble accessing evacuation zones. something they don't want to face again. >> we want to raise awareness, start the conversation about what needs to happen from here going forward. and also we want to start conversations with officials and those who can help us to obtain those goals. >> reporter: goals fueled by a shared passion. a love for animals. in petaluma, lilian kim, abc7 news. >> james franco's alma mater in palo alto is distancing itself from the actor as he faces claims of sexual misconduct. palo alto high school's newspaper, the paly voice reports crews at the school this week began painting over a campus mural created by franco. he still has other paintings displayed at the school. franco is denying claims of sexual assault from five women. one of the first harvey

weinstein accusers is oemg up now about the encounter she says still haunts her. tonight at 12:30 5 on night lin, rose mcgowan sits down with juju chang after jimmy kimmel live. >> they will reduce or toss out altogether criminal convictions for marijuana dating back decades. district attorney george gas cone announced more than 3,000 misdemeanor convictions will be reversed and the defendant's records expunged. more than 5,000 felonies will be reexamined to see it they could be thrown out. that move is allowed under the ballot measure that legalized recreational cannabis use in california. he says many of the convictions just no longer make sense. >> i believe that long ago we lost our ability to distinguish the dangerous from the knew sen newsomence. it has broken our pocket books and fabric of our communities and we have not been any safer

for it. >> people who have been convicted of violent felonies, keep in mind, are not eligible for this program. >> abc7 news has learned that seismic movement on the hayward fault most likely caused last sunday's massive water pipeline break in hayward. abc7 news reporter vic lee has the story. >> reporter: what happened here sunday was caused by the constant movement along the fault line which happens in between earthquakes. seismologist tom broker says it's called a creep. >> it's like a gear slipping in your transmission. it's not going to propel the car at the speed you want, but it might jerk the car forward. >> reporter: and that's what most likely caused the massive water pipe rupture in hayward last sunday. a rupture that occurred right along the hayward fault. it ripped this street on highland boulevard near margaret drive, creating a large sink hole and creating a fast-moving river of water, mud and rocks. check this picture. it shows where the fault is relative to the pipe failure.

this one was taken before sunday's break of a curb right across the street that shifted due to seismic creep. broker says they're happening all the time on the hayward fault. >> it's moving about a 5th of an inch per year, and that doesn't sound like much. but in forty years that's getting close to 10 inches of motion. and so 10 inches of motion is enough to stretch some pipes. >> reporter: residents we spoke with say they're not surprised at the likely cause. >> if you look at the foundations on the homes, some of them have moved. >> reporter: the last big one on the hayward fault was 150 years ago. experts say we're due for another. vic lee, abc7 news. >> comfort peacock, igniting a controversy tonight, the airline cracked down on service animals

a peacock comfort animal is igniting a debate tonight. airlines are cracking down on what they say are fake comfort animals. but disability advocates say this will only hurt people with legitimate service animals. abc7 news reporter katie marzullo has more from the maneto airport. >> this woman has her peacock in the airport. >> reporter: from birds to pigs,

a hedgehog, an airplane can feel like noah's arc. the institute on disability said the absurd stories detract from the real struggles people face. >> you don't hear about all the people that are refused entry to places or the people that really do benefit in a deep way. >> reporter: but there is fraud. people can easily get a certificate online, turning their regular pet into an emotional support animal. delta airlines just announced new rules requiring more proof of an animal's service or support qualifications, and health documents 48 hours in advance. the president of golden state guide dog handlers said all of the major guide dog programs are contesting the new policy. in a statement, alice turner wrote, if airlines followed the ada guidelines for what is legal for a service animal we would not be in the horrible situation of traveling with fake service animals of all types. air travelers in san jose said dogs on planes don't bother them too much except -- >> i feel for the animal as well being squeezed in the seat.

there is barely room for my own legs. >> i am very allergic to cats and dogs so i'm very sensitive to that. >> reporter: delta's new policy takes effect march 1st. in san jose, katie marzullo, abc7 news. >> pandora is cutting 5% of its work force and shifting its attention away from its oakland headquarters. the internet streaming radio company says it will expand operations in atlanta because of the cheaper cost of living there. pandora employs about 2,500 people and the the restructuring is expected to save $45 million. the headquarters will stay in oakland, though. >> all right. your next cup of coffee may come with a cancer warning soon. under california's proposition 65, businesses must notify customers about harmful ingredients. a nonprofit is suing coffee shops saying they should warn people about a naturally occurring chemical that's linked to cancer in rodents and is created when beans are roasted. at least 13 companies have agreed to add the warnings. other cases are still pending.
